Executive summary: This document presents a concept on ship safety assurance system

1 Referring to the comments presented in document MSC 79/6/4, submitted by Poland on
potential subjects identified by the MSC Chairman in document MSC 79/6/1, Poland proposes a
concept of ship safety assurance system.
2 This concept covers the whole ship’s life and refers to natural stages thereof.
Concept of safety assurance system
3 The proposed structure of a safety assurance system (see annex), covering the assumed
ship’s life span, is divided into three natural stages: design, construction and operation.
4 The structural safety level for the whole life of the ship (the goal) is to be determined by
IMO GBS, which comprise criteria that determine what the ship’s structure should be reasonably
expected to withstand in terms of operational loads, environmental actions and sufficient
structure strength, all of which must be satisfied by the design (e.g. as presented in document
The GBS rationale is based on appropriate quality of ship construction and maintenance.
GBS is also a reference system for developing instruments enabling implementation of the
standard or verification of compliance therewith by the Administration/Recognized Organization
5 The level of ship construction quality should be determined in Ship Construction Quality
Requirements (SCQR), which meet GBS prerequisites for the quality of ship construction.

SCQR should be set by IMO.
SCQR will contain requirements related to the structure (e.g. criteria on continuity of members,
requirements for materials and their connections, shape of connections, size and shape of
openings in the structure, tolerance of imperfections, requirement referring to the “Ship

6 The level of a ship’s technical condition should be determined by the Ship Structure
Condition Requirements (SSCR), which meet GBS prerequisites concerning the ship’s technical
condition during operation.
SSCR should be set by IMO.
SSCR will include requirements referring to means of access, corrosion additions, survey
regulations, the “Ship Inspection and Maintenance File”, etc.
SSCR will be a reference system for developing survey guidelines and instructions.
7 In the ship safety system the following could be carried out by ROs:
.1 appraisal and approval of ship’s technical plans;
.2 supervision of ship under construction based on construction quality procedures;
.3 supervision of ship in operation based on survey guidelines and instructions
supported by appropriate computer systems.
Ship surveys and inspections would also be carried out by Port State Control, the Administration,
and at the operational level by crew, owner, etc. Their results should be gathered to process all
input information giving the best possible picture of the ship’s technical condition.
8 Organizations intended to act as Recognized Organizations should demonstrate in the
recognition process that the instruments they develop (rules, computer programs, etc.) will enable
implementation of GBS or verification of compliance of ship structure with GBS.
Organizations should also demonstrate adequate abilities, experience and resources to sustain
service at the required level.

9 The Committee is invited to consider the proposal and decide as appropriate.
