Road Accident Rate
Draft Definitions
Accident: No blame; no dollar amount
Heavy Duty Vehicle: Equal to /greater than 10,000 pounds
Light Duty Vehicle: Less than 10,000 pounds unladden
Off Road: Includes all incidents that occur on own sites,
“exclusive” use roads and customer sites, i.e. not
on public roads/highways or private roads
accessible to the public. (e.g. Off road includes
terminals, refineries, chemical plants exploration
sites, retail sites, customer sites, parking areas,
private (exclusive use) tracks/roads.
On Road: Includes all incidents that occur on public
roads/highways, including private roads accessed
by the public.
Road Accident Rate (RAR): Number of incidents (106 miles)/miles driven
Accident means: an occurrence involving a
commercial motor vehicle operating on a highway
in interstate or intrastate commerce which results in
1. a fatality
2. bodily injury to a person who, as a result of
the injury, immediately receives medical
treatment away from the scene of the
accident; or
3. one or more motor vehicles incurring
disabling damage as a result of the accident,
requiring the motor vehicle to be transported
away from the scene by a tow truck or other
motor vehicle
The term accident does not include:
1. An occurrence involving only boarding and
alighting from a stationary motor vehicle or
2. An occurrence involving only the loading or
unloading of cargo
