Alexey Chichkanov is an expert in the field of projects and finance, private and public partnerships, and regulatory practice. In his new position Alexey will advise clients on a wide range of issues concerning investments in real estate and city infrastructure. This work involves an on-going dialogue with state authorities, and Alexey's expertise will help him to run the Projects & Finance practice more efficiently. In addition to this, Alexey's qualifications and the duration of his work on real estate projects make him an indispensable expert in many other areas of operation. In his position of Deputy Chairman of the City Property Management Committee (KUGI) Alexey Chichkanov was representing the interests of the Government of St Petersburg in a number of major regional investment projects such as:

From 1995 Alexey was working in the Saint Petersburg City Property Management Committee (KUGI): from November 1998 in the position of Director of KUGI's legal department, and from March 2001 Alexey took up the position of KUGI's Deputy Chairman. In January 2004 he was appointed the first Deputy Chairman of KUGI. Together with other advisers Alexey Chichkanov will promote further development of Projects & Finance Practice in DLA Piper in Saint Petersburg and throughout CIS, taking into account that this practice is currently under the way up in the region. Alexey also actively participated in the formation of the legislative sources for investments, including the development of such regulatory acts as the Law On the Procedure of Providing Real Estate Owned by the City of Saint Petersburg for Construction and Reconstruction (2004), the Law On the Participation of Saint Petersburg in Public and Private Partnerships (December 2006) and the Saint Petersburg Law On Privatization (2006). He was also involved in the development of amendments to the Federal Law On Concession Agreements (2007) and to the Federal Law On Privatization of State and Municipal Property (2007), etc. Alexey graduated from the Law Department of the Saint Petersburg State University with honours in 1996 . After that he took a post-graduate course in criminal science and criminal procedures and in 2003 presented his candidate thesis.
