SUBJECT:          LOCAL APPOINTMENTS LIST FOR 2006

RECOMMENDATION: Receive said list.

BACKGROUND: Pursuant to California Government Code Section 54972, on or before December 31 of
each year, an appointments list of all regular and ongoing boards, commissions, and committees shall be
prepared. Said list must state the appointive terms which will expire during the next calendar year, with the
name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary
qualifications for the position. Said list must also state the boards, commissions, and committees whose
members serve at the pleasure of the legislative body, and the necessary qualifications for each position.

In accordance with Section 54973 of the California Government Code, the Clerk of the Board provided a
copy of said list to the County Librarian on December 20, 2005.

ALTERNATIVE TO STAFF RECOMMENDATION: As this process is required per State law, no
alternatives to the staff recommendation are being brought forward.

QUALIFICATIONS:                      Members need not reside in the supervisorial district of the Supervisor who
nominated them. It is preferable that the five voting members include the following: Two (2) Cattlemen - One from
the North part of the County and One from the South; One Dairyman; One Field Crop or Row Crop Producer; and
One Fruit/Orchard/Vine Producer. Preference will be given to members in the respective categories that are current
Williamson Act contract holders, and/or those that are interested in applying or are otherwise familiar with the
Williamson Act program and the county policy that discourages the premature and unnecessary conversion of
agricultural land to urban uses, and to enhance the predictability of the future of viable economic agricultural
production units in the County for those engaged in agricultural production.

TERMS:                              Two Years

FUNCTION:                           The purpose of the Williamson Act Advisory Committee is to provide input into
the process of implementing and administering the Williamson Act in Humboldt County, and when appropriate, to
inform and make recommendations to the Board of Supervisors. The Williamson Act Advisory Committee will
serve as an advisory committee to the Board on all matters pertaining to the local administration of the Williamson
Act, including making recommendations to the Board on applications for entry into the Williamson Act program;
applications for non-renewal, cancellation, and lot line adjustments; applications for additions to existing preserves;
and, recommendations to the Board about program policy and procedure as needed.

LIST OF ACTIVE BOARDS, COMMITTEES, AND COMMISSIONS                  As of December 20, 2005
54972. On or before December 31 of each year, each legislative body
shall prepare an appointments list of all regular and ongoing
boards, commissions, and committees which are appointed by the
legislative body of the local agency. This list shall be known as
the Local Appointments List. The list shall contain the following
information:
   (a) A list of all appointive terms which will expire during the
next calendar year, with the name of the incumbent appointee, the
date of appointment, the date the term expires, and the necessary
qualifications for the position.
   (b) A list of all boards, commissions, and committees whose
members serve at the pleasure of the legislative body, and the
necessary qualifications for each position.



54973. The Local Appointments List shall be made available to
members of the public for a reasonable fee which shall not exceed
actual cost. The legislative body shall designate the public library
with the largest service population within its jurisdiction to
receive a copy of the list.
