EXECUTIVE SUMMARY
At 1830 EDT on 1 May 2010, street vendors Duane Jackson and Lance Orton noticed a
suspicious vehicle parked on 45th St. between 7th and 8th Avenues approximately 10ft
from the corner in a no-standing zone with its hazard lights on and the engine running in
New York City’s Times Square near the Nokia Theatre in front of a Bank of America
branch. The street vendors notified mounted police officer Wayne Rhatigan of NYPD’s
Mounted Unit. The police officer noticed smoke billowing from vents near the backseat
of the vehicle, smelled gunpowder and heard “popping noises”. Officer Rhatigan made an
emergency call at 1834 EDT. The New York City Fire Department (FDNY) responded
and saw propane tanks inside the vehicle. The NYPD bomb squad was called to respond
and Times Square was evacuated. NYPD using a robot found a vehicle-borne IED
composed of three propane tanks, two filled 5-gallon gasoline containers, black powder,
burnt electrical wires, two clocks with batteries, “consumer-grade” fireworks and a metal
box resembling a gun-locker inside the vehicle. The metal box contained eight bags of an
unknown granular substance, firecrackers and several wires.

Faisal Shahzad was identified as the person who purchased the Pathfinder and arrested on
3 May 2010 as he attempted to leave the US for Pakistan at JFK airport. Shahzad is a
former Pakistani national who became a naturalized US citizen on 17 Apr. 2009.

On 2 May 2010, Tehrik-i Taliban Pakistan (TTP) released three videos either claiming or
appearing to discuss the NYC attack before it occurred. All three videos appear to be
official credible releases from the TTP’s Umar Studio. The three statements from a
messaging analysis point of view appear to strongly indicate that the NYC 1 May VBIED
attack was the work of the TTP and that there is a high threat of further attacks in major
US cities over coming days and possibly weeks.

OVERVIEW
At 1830 EDT on 1 May 2010, Duane Jackson, a 58-year-old handbag street vendor from
Buchanan, New York, and street vendor Lance Orton noticed a suspicious vehicle parked
on 45th St. between 7th and 8th Avenues approximately 10ft from the corner in a no-
standing zone with its hazard lights on and the engine running in New York City’s Times
Square near the Nokia Theatre in front of a Bank of America branch. Jackson said, “That
was my first thought: Who sat this car here? That’s when the smoke started coming out
and then we heard the little pop pop pop like firecrackers going out and that’s when
everybody scattered and ran back. Now that I saw the propane tanks and the gasoline,
what if that would have ignited? I’m less than eight feet away from the car. We dodged a
bullet here.” Jackson added that a key was in the ignition on a key ring with
approximately 19 or 20 other keys. After seeing the propane tanks inside the vehicle,
Jackson alerted police officer Wayne Rhatigan of NYPD’s Mounted Unit. The police
officer noticed smoke billowing from vents near the backseat of the vehicle, smelled
gunpowder and heard “popping noises”. Officer Rhatigan made an emergency call at
1834 EDT and grabbed two nearby police officers to help move people away from the
vehicle.

The New York City Fire Department (FDNY) responded to Officer Rhatigan’s call and
identified propane tanks inside the vehicle. A FDNY firefighter who reportedly arrived
early on the scene said he saw “a flash” from the back of the vehicle. He added, “The
SUV was smoking. There was a flash and we put two and two together”. The NYPD
bomb squad was subsequently called to respond and Times Square was evacuated.
NYPD’s bomb squad using a robot smashed through the back window of the vehicle and
found a vehicular-borne IED (VBIED) composed of three propane tanks, two filled 5-
gallon containers with gasoline, black powder, burnt electrical wires, two clocks with
batteries, “consumer-grade” M-88 firecrackers contained in a 16 oz can and a 75-lbs
metal box resembling a gun-locker. The metal box contained eight bags of an apparent
non-explosive fertilizer. New York Police Commissioner Kelly said the substance in the
metal box looked and felt like fertilizer. Bomb technicians from the FBI’s New York
office were also called to the scene to assist with rendering safe the VBIED and aiding
the investigation.

After rendering safe the VBIED, NYPD moved the parts of the device to a bomb squad
facility in the Bronx for forensics analysis. The vehicle was moved to a forensics lab in
Queens where it is being “thoroughly checked for prints, hairs and fibers”, according to
Deputy Commissioner Paul J. Browne. Browne said, “It appears to be a car bomb left in a
Pathfinder between Seventh and Eighth” Avenues on 45th Street. Browne added, “This is
a bomb. This is a car bomb. A crude device that includes gasoline, propane and is wired
together”. Department of Homeland Security (DHS) Secretary Janet Napolitano said
fingernails were recovered from inside the vehicle.

The vehicle is a dark-green 1993 Nissan Pathfinder SUV with a Connecticut license plate.
The license plate was registered to a Ford truck and not the Pathfinder. Police authorities
contacted the person whom the plate was registered to, and that individual said the plate
was registered to a Ford truck that was previously sent to a Kramer’s Auto in Stratford,
Connecticut within the last two weeks. Mayor Michael Bloomberg said investigators
have no reason to believe the Ford truck owner “had anything to do with it or his story is
false”.

Commissioner Kelly said a white male probably in his 40s had been identified on video
footage in the area and was seen removing a dark shirt to reveal a red shirt less than a
block from the vehicle.

Faisal Shahzad was identified as the person who purchased the Pathfinder and arrested on
3 May 2010 as he attempted to leave the US for Pakistan at JFK airport. Two additional
passengers were also removed from the flight, but it is not clear if they are in any way
connected to either Shahzad or the attack. Shahzad is a former Pakistani national who
became a naturalized US citizen on 17 Apr. 2009 in Hartford, Connecticut after passing
all criminal and national security background checks required for citizenship. Shahzad
recently visited Pakistan via Dubai in Jun. 2009 and did not return to the US until Feb.
2010. Investigators found a 9mm Kel-Tec automatic pistol with a folding stock and a
rifle barrel along with several loaded magazines in the white Isuzu Trooper SUV Shahzad
drove to the JFK airport.

ASSESSMENT
The current IntelCenter assessment is that the initial TTP claim of responsibility for the
New York City Times Square attack was non-specific because the TTP may have
underway a multi-staged attack involving differing attack times and multiple cities. As
TTP Emir Hakimullah Mehsud's messages indicated, he gave a range of days or a month
for the attack to occur when he made comments in Apr. 2010. This may have been done
because the operational cell(s) on the ground had general timing guidance but were able
to set the final execution time based on its readiness and target availability. The initial
statement by Qari Hussein Mehsud would have been prepared in advance and released, as
it was, shortly after the attack. This way whether the first attack occurred in Times Square
or elsewhere, it would not have mattered. The two videos released on 2 May also didn't
specify Times Square but they did both repeatedly talk about multiple cities being
attacked and from a messaging point of view hit home the attack that had just occurred
and lay the messaging groundwork for follow-on strikes.

While it is important to note that other scenarios exist that would not involve follow-on
attacks in other American cities in the coming days and weeks, messaging analysis and
other indicators are increasingly pointing to a high threat of additional strikes utilizing the
same or varying tactics against a variety of targets, most likely focusing on mass
casualties, in the days and weeks ahead. 

When an an operational member of a cell is arrested it can have two immediate impacts.
Other members of the cell or others who were known to the arrested individual are likely
to either accelerate attack plans in order to execute their attack before they themselves are
arrested or they will attempt to flee. In the event of a multi-city attack involving multiple
cells, each cell will likely assess risk to their operation, accelerate if possible or continue
on schedule if they feel that due to operational security measures taken by the group there
is no risk to them.

The arrest may not significantly change any future messaging plans and/or further claims
about the attack by the group involved. This was the case with the Delta bomber who,

INCIDENT TIMELINE
  •  Dec. 1998: Faisal Shahzad first traveled to the United States on an F-1 student
     visa and began study at Southeastern University in Washington, DC. 
  •  2000: Faisal Shahzad graduated from the University of Bridgeport with a degree
     in Computer Science. 
  •  Jan. 2002: Faisal Shahzad got an H1-B Visa for skilled workers.
  •  2005: Completed an MBA at Bridgeport University. 
  •  Jan. 2006: Faisal Shahzad was granted a green card.
  •  2006 to Jun. 2009: Faisal Shahzad worked as a junior financial analyst at Affinion
     in Norwalk, Connecticut. 
  •  17 Apr. 2009: Faisal Shahzad was naturalized as a US citizen.
  •  Jun. 2 2009: Faisal Shahzad leaves US for Dubai
  •  July 2009: Faisal Shahzad’s wife and children were seen moving out of the house
     in Shelton, Connecticut by a neighbor. This was the last time they are known to
     have been at the residence.
  •  7 July 2009 to 22 July 2009: Muhammed Rehan and Faisal Shahzad rented a truck
     and traveled from Karachi and stayed in Peshawar.
  •  Dec. 2009: Planning for attack began according to Faisal Shahzad

  •  Approx. March 2010 Faisal Shahzad signed a one-year lease for a 2 bedroom

  •  16 April 2010: Prepaid Verizon Wireless cell phone used by Faisal Shahzad was

     hazards lights on and the engine running.
 •   1830 EDT on 1 May 2010: street vendor Duane Jackson noticed the suspicious
     vehicle and alerted police officer Wayne Rhatigan of NYPD’s Mounted Unit.
 •   Approximately 1832 EDT: Officer Rhatigan saw smoke coming from vehicle

     observing smoke coming from the vehicle. An evacuation of 43rd to 48th Streets
     and 6th to 8th Avenues was ordered shortly afterwards. The south tower of the
     Marriott Hotel at 1535 Broadway at 46th Street was also evacuated.
 •   0400 EDT on 2 May 2010: an unknown caller placed a 911 call and said that there
     would be a significant explosion in Times Square, and that the 1 May 2010
     vehicular bombing was only a diversion.
 •   0200 EDT on 2 May 2010: Mayor Bloomberg confirmed presence of explosive-
     laden SUV at a press conference.
 •   0300 EDT on 2 May 2010: A robot from the bomb squad smashed through the
     back window of the SUV and retrieved the explosive box.  
 •   0600 EDT on 2 May 2010: the vehicle was removed transported to a police lab in
     Queens for forensics analysis, and the streets were re-opened for pedestrian and
     vehicle traffic.
 •   1000 EDT on 2 May 2010: VIN was discovered on Pathfinder. 
 •   1400 EDT on 2 May 2010: NYPD bomb squad officers opened the metal locker
     and found right bags of an unknown substance that resembled fertilizer along with
     a pressure cooker and a “bird’s nest” of wires.
 •   1600 EDT on 2 May 2010: Faisal Shahzad met his landlord to return the set of
     keys that he had borrowed the night before. 
 •   2 May 2010: Tehrik-i Taliban Pakistan (TTP) released three videos either
     claiming or appearing to discuss the NYC attack before it occurred. All three

THE ATTACK
• At 0628 EDT, a dark-green colored Nissan Pathfinder SUV was viewed heading west-
  bound on 45th Street. Photos of it en route to the attack site are above.
• At 0630 EDT, the vehicle containing an IED composed of three propane tanks, two
  filled 5-gallon gasoline containers, black powder, burnt electrical wires, two clocks with
  batteries, “consumer-grade” fireworks and a metal box resembling a gun-locker with
  eight bags of an apparent non-explosive fertilizer, firecrackers and several wires parked
  in a no-standing zone on 45th St. between 7th and 8th Avenues approximately 10ft from
  the corner. The vehicle was seen with smoke coming from it shortly afterwards
• A white male suspect in his 40s was seen changing shirts nearby following the attack.
  Police are attempting to locate a tourist from Pennsylvania who may have captured
  footage of the suspect walking north-bound away from the vehicle with his video
  camera.
• US Attorney Southern District of New York: Shahzad admitted that he brought the
  Pathfinder to Times Square -- and attempted there to detonate it. Shahzad also noted that
  he had driven a particular car to John F. Kennedy International Airport on May 3, 2010,
  and stated that the car contained a gun. Law enforcement officers then identified
  Shahzad’s car and located a gun inside.

• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: In the course of this
  investigation, I have learned that, on Saturday evening, May 1, 2010, a Nissan
  Pathfinder (the “Pathfinder”) was discovered, abandoned, on the street in Times Square.
  Inside the Pathfinder were multiple, filled propane tanks, gasoline canisters, and
  fertilizer - as well as fireworks, clocks, wiring, and other items. When emergency
  services workers arrived on the scene, the Pathfinder was visibly smoking. The items in
  the back of the Pathfinder were smoldering; it appeared that the occupant of the
  Pathfinder had attempted to initiate an explosion. Hours later, when law enforcement
  officers entered the Pathfinder, a number of keys were recovered, including a key to an
  Isuzu automobile. This investigation has revealed that Faisal Shahzad, the defendant,
  bought the Pathfinder with cash on April 24, 2010; that he drove an Isuzu; and that one
  of the keys in the Pathfinder opens the door to Shahzad’s Connecticut residence. In
  addition, and among other things, this investigation has revealed that Shahzad used a
  pre-paid cellular telephone - which has not been used since April 28 - both to call a
  fireworks store and to receive a series of calls from Pakistan following his purchase of
  the Pathfinder.
• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: During the evening of
  May 1, 2010, a police officer on mounted patrol in the Times Square area (“Police
  Officer 1”) was approached by an individual (“Witness 1”) in the vicinity of 45th Street
  and Seventh Avenue. Witness 1 advised Police Officer 1 that there was an unoccupied
  car with its engine running nearby. Police Officer 1 then saw the Pathfinder parked near
  the southwest corner of 45th Street and Seventh Avenue, with nobody inside it. Police
  Officer 1 also observed smoke emanating from the Pathfinder. Police Officer 1 radioed
  for assistance. Police Officer 1 and other NYPD officers on foot patrol then began to
  evacuate the area around the Pathfinder. After Police Officer 1 radioed for assistance,
  components of the NYPD bomb squad, as well as the New York City Fire Department
  (“FDNY”), responded to the scene. The NYPD bomb squad and the FDNY then began
  working to identify the source of the smoke coming from inside the Pathfinder. After
  approximately eight hours of work, the NYPD bomb squad and the FDNY secured the
  Pathfinder such that it was safe to enter. According to various NYPD evidence reports as
  well as other law enforcement reports and documents, law enforcement personnel
  recovered the following items, among others, from inside the Pathfinder:

  maintained by the US Customs and Border Protection, Faisal Shahzad, the defendant, a
  naturalized US citizen, returned to the United States on February 3, 2010, via the
  Airport. Shahzad arrived on a one-way ticket from Pakistan. During an immigration
  inspection, Shahzad stated that he had been in Pakistan for the last five months visiting
  his parents. Shahzad also indicated that he intended to stay at a motel in Connecticut
  while he looked for a place to live and for a job. Shahzad further advised that his wife

FAISAL SHAHZAD ARREST AT JFK AIRPORT
• Was arrested at 2345 EDT on 3 May 2010 after boarding Emirates Air Flight 202 to
  Dubai with apparent plan to continue on to Pakistan; Flight 202 was scheduled to depart
  at 2323 EDT on 3 May 2010
• Two other individuals were later removed from the plane after secondary screening, but
  were released after further questioning
• Shahzad drove a white Isuzu Trooper to the airport. Investigators found a 9mm Kel-Tec
  automatic pistol with a folding stock and a rifle barrel along with several loaded
  magazines

  Shahzad, the defendant, was arrested at the John F. Kennedy International Airport (the
  “Airport”). After the arrest, Shahzad admitted that he had attempted to detonate a bomb

  in Waziristan, Pakistan.

  to detonate it. Shahzad also noted that he had driven to a particular car to the Airport on
  May 3, 2010, and stated that the car contained a gun. On May 4, 2010, law enforcement
  agents at the Airport located the car that Faisal Shahzad, the defendant, had described.
  Agents recovered from inside the car, among other things, a gun.


Impact of Arrest on Other Possible Follow-On Attacks
When an an operational member of a cell is arrested it can have two immediate impacts.
Other members of the cell or others who were known to the arrested individual are likely
to either accelerate attack plans in order to execute their attack before they themselves are
arrested or they will attempt to flee. In the event of a multi-city attack involving multiple
cells, each cell will likely assess risk to their operation, accelerate if possible or continue

• New York Police Commissioner Kelly said a white male in his 40s had been identified
  on video footage in the area and was seen removing a dark shirt to reveal a red shirt less
  than a block from the vehicle. He put the darker shirt into a bag that he was carrying.
• The male was walking in Shubert Alley and according to the video evidence, was shown
  looking back in the direction of West 45th Street.
• The video footage was taken about a half a block from where the vehicle housing the

• The 1993 Nissan Pathfinder Vehicle-Borne Improvised Explosive Device (VBIED) was
  comprised of three 20-pound propane tanks, two filled 5-gallon gasoline containers,
  black powder, burnt electrical wires, two clocks [one is pictured above] with batteries,
  “consumer-grade” M-88 crackers and a 2x2x4 ft black metal box resembling a gun-
  locker. The valves on the propane tanks were not open, which may have prevent the gas
  inside from igniting. The metal box weighed 75lbs and contained eight bags of an
  apparent non-explosive fertilizer. The vehicle contained approximately 100lbs of this
  substance. Approximately 30 firecrackers were reportedly taped to the gasoline

  containers. The two 5-gallon gasoline containers were sitting on the backseat with a
  16oz can filled with M88 firecrackers in between. One alarm clock was wired to the
  16oz can and the other was apparently wired to the locker. One of the alarm clocks was
  canary yellow and resembled a child’s toy. The alarm clocks were on the backseat floor.
  In addition to the eight bags, there was a pressure cooker pot filled with more
  firecrackers and wires inside the metal box.

• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: The JTTF’s examination
  of the engine of the Pathfinder revealed a Vehicle Identification Number (“VIN”). A
  VIN is a unique serial number used to identify individual motor vehicles. Based on the
  VIN for the Pathfinder, the JTTF identified the name and the address of the last
  registered owner of the Pathfinder (the “Owner”); this identification was made using
  records maintained by the Connecticut Department of Motor Vehicles (“DMV”). The
  DMV records also indicated that the Pathfinder was registered under a different license
  plate from the one found on it in New York City on May 1, 2010.
• According to ATF, M-88 firecrackers contained 50mg or less of “flash powder”, a fast-
  burning mix of aluminum, potassium perchlorate and other materials.

• Former NYPD bomb squad supervisor Kevin Barry said the ignition source “failed to
  function the main charge”.
• If the IED had detonated, Barry said, “it would be more of an incendiary event”
• NYPD spokesman Paul Browne said, “This is a bomb. This is a car bomb. A crude
  device that includes gasoline, propane and is wired together”. Brown also said, “There
  were explosive elements, including powder, gasoline, propane and some kind of
  electrical wires attached to a clock. No motive has been established.”
• NYC Police Commissioner Raymond Kelly said, the IED was “amateurish”, but could
  have caused massive damage within a one-block radius. He said, “I think the intent was
  to cause a significant ball of fire.” Kelly also said, “We were lucky it didn’t detonate. In
  my judgement, it would have caused casualties, a significant. I’m told the vehicle itself
  would have been cut in half”.
• Mayor Michael Bloomberg said, “It certainly could have exploded and had a pretty big
  fire and a decent amount of explosive impact”.
• The vehicle was a dark-green Nissan Pathfinder SUV with a Connecticut license plate.
  The license plate was registered to a Ford truck and not the Pathfinder. Police authorities
  contacted the person whom the plate was registered to, and that individual said the plate
  was registered to a Ford truck that was previously sent to a junk yard near Bridgeport,
  Connecticut.
• Mayor Michael Bloomberg said investigators have no reason to believe the Ford truck
  owner “had anything to do with it or his story is false”. Police officers are attempting to
  contact the owner of the junk yard.
• The Pathfinder’s Vehicle Identification Number (VIN) on the dashboard had been
  scratched off but VIN was found on engine block.
• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: On April 25, 2010, at
  9:43 a.m., the Telephone Number called a telephone number with a Pennslyvania area
  code. Based on my investigation, I have learned that the Pennsylvania number is
  currently used by a fireworks store in rural Pennsylvania; that store sells M-88
  fireworks.

  building where Faisal Shahzad, the defendant, lives (“Shahzad Residence”). Based upon
  my conversation with Agent 5, as well as with other law enforcement agents, I have
  learned the following:
    • a. According to the landlord, Shahzad has exclusive access to and control of a
      garage behind his residence.
    • b. On May 3, 2010, the landlord saw Shahzad enter the garage and when Shahzad
      entered, the landlord saw two bags of fertilizer in Shahzad’s garage.
• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: I have spoken to various
  law enforcement agents who participated in a search of the Shahzad Residence, which
  was conducted on May 3, 2010. Based upon these conversations, I have learned the
  following:
    • a. Agents recovered from the garage associated with Shahzad’s Residence, among
      other things, fireworks and fertilizer.
    • b. As noted above, see supra 10(b), various keys were recovered from inside the
      Pathfinder; agents used one of the keys to open the door to the Shahzad Residence.

1993 NISSAN PATHFINDER HISTORY
• The 1993 dark-green Nissan Pathfinder used in the VBIED attack was sold in
  Bridgeport, Connecticut by its apparent owner Peggy Colas, a 19-year-old college
  student at Post University in Waterbury, Connecticut from Craigslist for $1,300.00.
  Vehicle had also been listed on other auto sites.
• US Attorney Southern District of New York: In April 2010, Shahzad contacted the
  seller of a Nissan Pathfinder after seeing an advertisement posted on a website.
  Thereafter, on April 24, 2010, Shahzad and the seller of the Pathfinder agreed to meet in
  a supermarket parking lot in Connecticut, where Shahzad paid the seller $1,300 for the
  Pathfinder.
• According to NYT on 4 May 2010: “An advertisement that appears to be for the
  vehicle, which had 141,000 miles on the odometer and was listed for sale at $1,300 on
  at least two Web sites, emphasized that it was in good condition — ‘CLEAN inside and
  out!!’ — with a recently repaired alternator and a new gas pump, distributor and front
  tires. ‘It does have some rust as you can see in the picture,’ the seller allowed on
  NothingButCars.net, ‘but other than that, it runs great.’ The other advertisement
  appeared on Craigslist.”
• Investigators reportedly tracked Shahzad using a cellphone and an email address he
  gave to Colas
• After selling the vehicle, Colas posted a message on her Facebook pager reading, “I’m,
  soooo happy I got a new car :).” However, on 4 May 2010 she wrote on her Facebook
  page, “OMG! I HAD A CRAZY DAY... IT’S OFFICIAL. I HAVE BAD LUCK. SMH I
  HOPE THEY FIND THAT BASTARD”.
• Faisal Shahzad had contacted the owner via email and they arranged to meet in a
  grocery store parking lot in Connecticut on 24 Apr. 2010
• Shahzad paid cash using $100 bills after taking the vehicle for a test drive, and did not
  re-register the vehicle in his name
• Colas said Shazad, “talked very softly, and he said he was just going to drive around
  and visit friends in New York”.
• Police met with the seller of the vehicle and determined that he is not a suspect

• The plates discovered on the Pathfinder were not registered to the SUV, but to a Ford
   truck that was previously sent to a junk yard in Stratford, Connecticut sometime
   between 11 Apr. and 30 Apr.
• Ford was sent to Kramer’s Auto about two weeks prior to 1 May and it is believed plate
   was taken from Kramer’s. The Connecticut license plate is “98CY09”.
• Vehicle contained sticker from Thomas Anthony Car Dealership near Bridgeport,
   Connecticut, which sold the vehicle around 2004 and it since changed owners multiple
   times.
• Mayor Michael Bloomberg said investigators have no reason to believe the Ford truck
   owner “had anything to do with it or his story is false”.
• The Pathfinder’s Vehicle Identification Number (VIN) on the dashboard had been
   scratched off. The number was found on the engine block. The vehicle’s Connecticut
   tag number has been tentatively identified as “9BCY09”.
• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: On or about May 2,
  2010, based on information contained in the DMV records, members of the JTTF
  interviewed the Owner of the Pathfinder. During this interview, the Owner indicated that
  the Owner had given the Pathfinder to another person, and that this person (the “Seller”)
  had recently sold the Pathfinder.
• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: Beginning in early April
  2010, the Seller posted advertisements on several websites indicating that the Pathfinder
  was for sale. These advertisements contained certain basic information about the
  Pathfinder, and also included the Seller’s telephone number. In or about the middle of
  April 2010, the Seller received a telephone call from a man indicating that he had seen
  one of the advertisements for the Pathfinder and was interested in buying it (the
  “Buyer”). The Buyer did not leave a name but asked the Seller to call him back at a
  telephone number (“Telephone Number”). Thereafter, the Seller and the Buyer agreed to
  meet in a supermarket parking lot in Connecticut on the morning of April 24, 2010. On
  the morning of April 24, 2010, in Bridgeport, Connecticut, the Seller met the Buyer in
  the supermarket parking lot. The Buyer arrived at the parking lot in a black Isuzu Rodeo
  with tinted windows. During this meeting, at which the Seller was accompanied by
  another person, the Seller advised the Buyer, among other things, that the Pathfinder had
  some mechanical problems. The Buyer inspected the interior seating and cargo area of

  the Pathfinder, but not the engine, and asked if he could take the Pathfinder for a test
  drive. The Seller told the Buyer that they could meet later that day for a test drive. In the
  early afternoon of April 24, 2010, the Seller and the Buyer met again at the same
  Connecticut supermarket parking lot. The Buyer arrived again in the black Isuzu Rodeo.
  During this meeting, the Seller (along with a different person who accompanied the
  Seller) and the Buyer took the Pathfinder for a test drive. The Buyer and the Seller
  agreed on a price of $1,300 for the Pathfinder; the Buyer paid the Seller with 13 $100
  bills. The person accompanying the Seller then attempted to complete a bill of sale to
  memorialize the transaction. The Buyer advised the Seller and the other person that this
  was unnecessary, explaining that he had his own license plate; the Buyer showed the
  Seller a license plate. The Seller then gave the Buyer one key for the Pathfinder, and the
  Buyer drove out of the parking lot in the Pathfinder. At the time the Buyer bought the
  Pathfinder, the vehicle did not have tinted windows - as it did after being discovered in
  Times Square. The Buyer left the Isuzu Rodeo he had arrived in behind. A few days
  after the sale of the Pathfinder, the Buyer called the Seller and asked about the timing of
  the last oil change for the Pathfinder.
• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: I have reviewed
  Connecticut DMV records for “Faisal Shahzad,” which indicate that he is the registered
  owner of a 1998 Isuzu Rodeo S/LS jeep. I have also spoken to Connecticut State
  Troopers who have access to a database that provides the color for vehicles registered in
  the state. According to that database, the exterior color of the Isuzu Rodeo registered to
  “Faisal Shahzad” is black, the same color as the Isuzu Rodeo driven by the Buyer.
• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: I have reviewed
  telephone records from Verizon Wireless for the telephone number (“Telephone
  Number”) that Faisal Shahzad, the defendant, used to contact the Seller. These records
  reveal, among other things, the following: The Telephone Number was assigned to a
  prepaid cellular telephone that was activated on or about April 16, 2010; this prepaid
  phone ceased to be active on or about April 28, 2010. The Telephone Number called the
  Seller’s telephone a total of 12 times between April 22, 2010, and April 27, 2010. Five
  of those 12 calls were made on April 24, 2010, the day Shahzad bought the Pathfinder
  from the Seller.

• US Criminal Complaint USA v. Faisal Shahzad - 4 May 2010: According to records
  maintained by United States Customs and Border Protection, which I have reviewed, a
  certain number preceded by a zero (“Pakistani Number”) is a Pakistani telephone
  number associated with Shahzad. According to the Verizon Wireless records, the
  Telephone Number received four calls from the Pakistani Number (but without the
  preceding zero) on the morning of April 24, 2010. Approximately one hour after
  receiving these four calls from the Pakistani Number, the Telephone Number called the
  Seller twice; later that day, as described above, Shahzad bought the Pathfinder from the
  Seller.

911 CALL
On 2 May 2010, an anonymous caller placed a 911 call at around 0400 local time (0800
GMT). The caller said that there would be a significant explosion in Times Square and
that the failed attack on 1 May was only a diversion. Officials determined that the call
came from a pay phone at West 53rd Street and 7th Avenue - about eight blocks away
from the scene of the failed vehicle attack - however, officials have yet to definitively link
the 911 call to this attack.

VIACOM OFFICES AND THE SOUTH PARK CONTROVERSY
In the 200th episode of the animated series South Park, the creators of the show depicted
the Prophet Mohammed in a bear suit, garnering harsh criticism across the Muslim world.
Following the episode broadcast, the show’s two creators, Matt Stone and Trey Parker,
received a warning on the New York-based website RevolutionMuslim.com that the two
would end up like Theo van Gogh, the Dutch filmmaker who was shot and stabbed to
death in 2004 for his film on Muslim women.

Viacom - the company that owns Comedy Central, which regularly airs South Park - has
offices in downtown New York located at 1515 Broadway, a little over a block and a half
away from the site of the VBIED attack.

TEHRIK-I TALIBAN PAKISTAN (TTP) CLAIM
On 2 May 2010, Tehrik-i Taliban Pakistan (TTP) released three videos either claiming or
appearing to discuss the NYC attack before it occurred. All three videos appear to be
official credible releases from the TTP’s Umar Studio. The three statements from a
messaging analysis point of view appear to strongly indicate that the NYC 1 May VBIED
attack was the work of the TTP and that there is a high threat of further attacks in major
US cities over coming days and possibly weeks.

If the claims are confirmed this would mark the first attack by the TTP against a target in
the US, which the group has been threatening to do. This represents then the second al-
Qaeda regional arm/affiliate to conduct an attack in the US since the end of Dec. 2009
with the last being the Delta attack by al-Qaeda in the Arabian Peninsula (AQAP). The
involvement of groups like AQAP and TTP in conducting attacks in the US, significantly
complicates the threat environment in the US and raises the threat of more frequent and
lower-level attacks occurring in the US while the threat of major 9-11 size events from
core al-Qaeda remains.

On 9 Jan. 2010, the TTP released a video showing Jordanian double-agent suicide
bomber Hammam Khalil al-Balawi (a.k.a. Abu Dujanah al-Khorasani) giving a video
statement before he conducted the suicide bombing targeting CIA personnel on 30 Dec.
2009. Al-Balawi is seated next to TTP Emir Hakimullah Mehsud. Al-Balawi said it is an
obligation for jihadists who were sheltered by TTP former emir Baitullah Mehsud to
retaliate for his death both in the US and outside the US. Prior to this both the previous
TTP Emir Baitullah Mehsud and other TTP members have threatened to conduct attacks
in the US and Europe.

TTP VIDEO - QARI HUSSEIN MEHSUD - 2 MAY 2010
• On 2 May 2010 the TTP released a 1’05” video featuring an audio statement from Qari
  Hussein Mehsud in which he appears to claim responsibility for the 1 May Times
  Square attack.
• The current IntelCenter assessment is that the initial TTP claim of responsibility for the
  New York City Times Square attack was non-specific because the TTP may have
  underway a multi-staged attack involving differing attack times and multiple cities. As
  TTP Emir Hakimullah Mehsud's messages indicated, he gave a range of days or a
  month for the attack to occur when he made comments in Apr. 2010. This may have
  been done because the operational cell(s) on the ground had general timing guidance but
  were able to set the final execution time based on its readiness and target availability.
  The initial statement by Qari Hussein Mehsud would have been prepared in advance
  and released, as it was, shortly after the attack. This way whether the first attack
  occurred in Times Square or elsewhere, it would not have mattered. The two videos

about multiple cities being attacked and from a messaging point of view hit home the
attack that had just occurred and lay the messaging groundwork for follow-on strikes.
While it is important to note that other scenarios exist that would not involve follow-on
attacks in other American cities in the coming days and weeks, messaging analysis and
other indicators are increasingly pointing to a high threat of additional strikes utilizing
the same or varying tactics against a variety of targets, most likely focusing on mass
casualties, in the days and weeks ahead.

TTP VIDEO - HAKIMULLAH MEHSUD - 4/19 APR. 2010 - 2 MAY 2010
• On 2 May 2010, the TTP's Umar Studio released an 8'42" video featuring a video
  statement from Hakimullah Mehsud. Hakimullah speaks in Pashto and the video has
  English subtitles. This is his first video appearance since reports of his death in a drone
  strike. According to the English subtitles he states that the video was recorded on 4 Apr.
  2010 and that an attack is coming to major American cities soon. However, two Pashto
  translators have translated that passage as 19 Apr. and not 4 Apr.. Further analysis is
  being done to understand the discrepancy.
• Hakimullah said, "The time is very near when our Fedayeen will attack the American
  states in their major cities." He adds, "Our fedayeen have penetrated the terrorist
  America, we will give extremely painful blows to the fanatic America."
• Pashto Translation of Hakimullah threat is more specific than English subtitles: “We
  have penetrated our Islamic fighters into US cities.”

• In the video Mehsud said was made on 4 Apr. 2010, he said, "Inshahallah very soon in
  some days or a month's time, the Muslim ummah will see the fruits of most successful
  attacks of our fedayeen in USA." He reiterates this point towards the end of the video
  saying, "Inshahallah in some days or a month, time will prove the success of our
  Fedayee attacks bringing joy and bliss to the hearts of Muslim ummah."
• Mehsud's claim appears credible based on initial analysis and his references to multiple
  attacks raises concerns that there are plans for multiple attacks. These could be timed to
  occur in days ahead or a longer period, although if following his time reference the
  greater likelihood would be in immediate days ahead.
• IntelCenter analysis indicates that this video is credible and an official release from the
  TTP's Umar Studio.

The vehicle was parked in one of New York City’s most popular locations - three blocks,
or about 0.1 mile, away from Times Square and six blocks, or about 0.2 miles, away from
Radio City Music Hall. The area is crowded with theaters, including the Nokia Theatre,
the Minskoff Theatre, the Marquis Theatre and the Richard Rodgers Theatre. Theatre
productions in this area typically run on Saturdays at 1400 and 2000, placing the time of
the attack at 1830 near the time when theatre patrons would be coming and going from
shows. Other possible targets include the Viacom office building (Producers of South
Park), Radio City Music Hall, New York Times Building, Rockefeller Center and Bryant
Park.

There are also several large hotels in the area, including the Marriott Marquis and the
Muse Hotel.

Within a five block radius of the attack site there are eight subway stations, including the
crowded Times Square - 42nd Street Station.

FBI JTTF and NYPD Conduct Investigation into Times Square Vehicle Incident

On May 1, 2010, the FBI’s Joint Terrorism Task Force in New York, along with the
NYPD, responded to Times Square in response to a suspicious vehicle and device. Bomb
technicians, Evidence Response Team members, and investigators were on scene and a
command post was established. Both the device and the vehicle are currently being
examined by the FBI and NYPD. Numerous FBI offices have been tasked with leads to
assist with the investigation and every lead will be followed.

FBI and NYPD investigators are aware of the various reports of claims for placing the car
and device in Times Square. As we’ve seen previously, it is not uncommon after any
similar event for claims of responsibility to be made—and those claims will be
investigated. Knowingly providing false information can be a crime.

Since the beginning of the investigation, there have been numerous reports in the public
domain, many of which will eventually be determined to be inaccurate. More information
will be forthcoming as soon as it is available and appropriate for release. George
Venizelos, Acting Assistant Director in Charge of the New York FBI has pledged, “All of
the resources of the New York FBI will be made available to assist with this ongoing
investigation.”

Statement of the U.s. Attorney's Office for the Southern District of New York, the Federal
Bureau of Investigation, and the New York City Police Department on an Arrest in the
Times Square Investigation

"At approximately 11:45 P.M. EDT, Faisal Shahzad was taken into custody. Agents of the
Federal Bureau of Investigation and detectives of the New York City Police Department
arrested Shahzad for allegedly driving a car bomb into Times Square on the evening of
May 1, 2010. Shahzad, a naturalized U.S. citizen born in Pakistan, was taken into custody
at John F. Kennedy International Airport after he was identified by the Department of
Homeland Security’s U.S. Customs and Border Protection while attempting to take a
flight to Dubai.

The defendant will appear in Manhattan federal court (500 Pearl Street, 5th Floor, New
York, N.Y.) on May 4, 2010, at a currently undetermined time to be presented on formal
charges. No further details are available at this time.

We applaud the collective work of the New York Joint Terrorism Task Force and the
prosecutors and investigators in the Southern District of New York, who have worked
around-the-clock for the last two days in this investigation. We would also like to
recognize the diligent work of the Customs and Border Protection agents and the U.S.
Attorney’s Office for the District of Connecticut.

The investigation remains very much ongoing, and the dedicated agents, detectives, and
prosecutors on this case will continue to follow every lead and use every tool to keep the

Good afternoon.

As many of you know, Faisal Shahzad was arrested late last night in connection with his
alleged role in the attempted car bombing in Times Square last Saturday.  

Shahzad, a naturalized U.S. citizen born in Pakistan, is in federal custody today.  He has
been and continues to be questioned by federal agents. As a result of those
communications, Shahzad has provided useful information to authorities. 

We anticipate charging him with an act of terrorism transcending national borders,
attempted use of a weapon of mass destruction, use of a destructive device during the
commission of another crime, and explosives charges.

I want to emphasize that this investigation is ongoing, and we continue to pursue a
number of leads as we gather useful intelligence relating to this terrorist attack. 

Based on what we know so far, it is clear that this was a terrorist plot aimed at murdering
Americans in one of the busiest places in this country. We believe this suspected terrorist
fashioned a bomb from rudimentary ingredients, placed it in a rusty SUV and drove it
into Times Square with the intent to kill as many innocent tourists and theater-goers as
possible.  

Make no mistake – although this car bomb failed to properly detonate – this plot was a
serious attempt.  If successful, it could have resulted in a lethal terrorist attack causing
death and destruction in the heart of New York City.   

It is a stark reminder of the reality we face today in this country.  The reality that there is
a constant threat from those who wish to do us harm simply because of our way of life.

There are organized terrorist networks that are targeting us. There are lone terrorists here
at home and abroad who are targeting us.  As months, even years go by without a
successful terrorist attack, the most dangerous lesson we can draw is a false impression
that this threat no longer exists.   

It does, and the Department of Justice and our partners in the national security
community have no higher priority than disrupting those attempts, and bringing those
who plot them to justice.  In this case, that is exactly what the dedicated agents and
prosecutors from the Department and various law enforcement agencies have achieved
through exemplary investigative efforts.

Over the last two days, men and women from the FBI, the Department’s National
Security Division, and U.S. Attorneys Offices worked with NYPD, DHS, and state and
local partners to doggedly track the evidence in this case.  The quick action from FBI
agents was crucial to alerting Customs and Border Patrol agents, who ultimately arrested
him late last night at JFK airport as he was attempting to flee the country.

FBI agents have been able to glean additional evidence from searching Shahzad’s car and
home, and they continue to work with their state and local counterparts in New York,
Connecticut and other jurisdictions to gather evidence and intelligence related to this
case.  We are also coordinating with other members of the President’s national security
team to ensure we use every resource available to bring everyone responsible to justice.

These agents and prosecutors are the backbone of our national security efforts – many of
them doing their jobs outside the spotlight of the media.  I want to commend them for
their results in this case, and their unwavering commitment to their jobs.  We owe them
our gratitude and our respect.  

Finally, I want to take this opportunity to remind all Americans how important it is to
remain vigilant.  The SUV in Times Square was first noticed by an alert bystander who
reported it to authorities. By being aware of his surroundings and thinking quickly, he

engines show up he’s the one that sends them, so be nice to him. We also have Steve

Let me start with an update on last night’s arrest.  First, let me express my gratitude to the
NYPD, the FBI, the U.S. Customs and Border Protection agents, and all of the other
local, state, city, and federal authorities who played a role in identifying and
apprehending Faisal Shahzad. They have been on the job around-the-clock since Saturday
night, and the fact that they cracked the case so quickly I think is a testament to their
professionalism and their patriotism, and the fact that they work so well together.

But let me stress that this is an ongoing investigation. There is still plenty of work to do.
But I have every confidence that the NYPD and FBI will fully unravel this case – and
bring the guilty to justice.

There will be a briefing in Washington at 1:00 PM, and Police Commissioner Kelly is on
his way down there right now so it will be a chance for you to ask questions there or have
one of your representatives ask questions.

This was an act that was designed to kill innocent civilians and strike fear into the hearts
of Americans. And I’m happy to say that it failed on both counts. We will not be

The fact that so many people are out and about in Times Square today, where I just came
from, really shows that.

And I want to make clear that we will not tolerate any bias or backlash against Pakistani
or Muslim New Yorkers. All of us live in this City and among any group there’s always a
few bad apples, but the people who live in this city are proud of the fact that this is the
city that gives everybody from every place in the world an opportunity, no matter what
religion they practice, no matter where they or their parents came from. It’s the City
where you can practice your religion and say what you want to say and be in charge of
your own destiny, and we’re going to keep it that way. People from every corner of the
world come and live here in the same buildings and the same neighborhoods, and that’s
what makes this the greatest city on Earth.

We will continue doing everything we possibly can to protect New Yorkers from terrorist
attacks. We have, as you know, built the most comprehensive and sophisticated counter-
terrorism operation of any local police force in the world. Every day, 1,000 of our best
officers are performing counter-terrorism and intelligence duties and the Lower
Manhattan Security Initiative is the most advanced and comprehensive security effort
anyplace in the world, and we’re working to bring those same tools to the protection of
Midtown.

And I did want to thank Senators Schumer and Gillibrand for pledging to seek federal
funding for the midtown security project, and it’s hard to imagine a better investment of
Homeland Security dollars.

We have to take every precaution, as you know, because we remain a prime target for
terrorists. That’s something that all New Yorkers understand – and it’s something that we
need Washington to understand, as well.  We have a very strong partnership with the FBI
through the Joint Terrorism Task Force, which for decades has been staffed jointly by the
NYPD and the FBI. Dozens of our officers are working on that Task Force.

Now so many agencies worked together to lead us to this day. The reason I came here
was to personally thank the FDNY for the important role that they played. I came here
today to meet the members of Engine Company 54, Ladder 4, and Battalion 9. And I
would just like to point out near the front door, if you look on the walls, you will see a lot
of brass plaques. This Fire Department has a custom that one year after somebody dies in
the line of duty, they put up a brass plaque in memory of that person, but mainly I think
to tell the young recruits that come into these fire houses that somebody has paid a
terrible price but they are the role models for all of us. Those are people that put their
lives in danger and unfortunately didn’t come out. And there were 15 from this house
who lost their lives on 9/11. And I wanted to thank all of them, and you see some of the
young ones here, for their deft and professional response to the car bombing in Times
Square.

I was able to shake hands with a lot of them at about two in the morning on Sunday
morning. Members of this fire house responded when Police Officer Rhatigan saw a fire
in the car and immediately notified his superiors that something was awry. The vehicle
was parked haphazardly, the engine was running and the smoke emanating from the rear
was white which is unusual for a vehicle fire. The fire officers on the scene then used
thermal imaging cameras to detect the heat source, and once they saw that that the only
heat was coming from the engine itself and the smoke had a different source, they worked
hand-in-hand with the NYPD to evacuate the area and keep the public at a safe distance
so the bomb squad could arrive and do its work. And then they stayed throughout the
night to help secure the area.

Our Bravest did exactly what they have been trained to do in such situations. They knew
not to apply water or any other extinguishing agent. Their quick thinking and restraint
preserved important evidence – evidence that could be very significant in the ongoing
investigation of this act.

Of course, this is not the first time that members of this firehouse have put themselves in
harm’s way to protect us from a terrorist attack. I told you what they did on 9/11 and they

stand ready no matter what the emergency is to go into danger when the rest of us react to
our normal reactions and run away from danger.

The losses this firehouse has suffered have only strengthened the resolve of its members
to protect our city and its residents. Their bravery was on display again this past Saturday,
and I think we all owe them a great debt of gratitude for demonstrating the extraordinary
judgment that helped keep the public safe.

In addition to the NYPD and the FDNY, I’d also like to express my thanks to the Office
of Emergency Management and the Department of Environmental Protection for their
work and cooperation in this matter. 

Two nights ago, as many of you reported, I had dinner with Officer Rhatigan and the 
NYPD Mounted Unit. He did not bring along his horse. And today I wanted to give a
special thanks to Lance Orton, who is with us today. As you know, Lance is the person
who first alerted us to a suspicious vehicle in Times Square.  He was one of the vendors
that sell merchandise there. Lance, you should know, served his country once before in
the Vietnam War, and today he is looking out for his fellow Americans and fellow New
Yorkers.

He did exactly what I keep saying every New Yorker should do – he saw something and
he said something.  And his actions, along with the actions of our first responders, helped
keep everyone safe. It is a good lesson for all of us. Nobody expects us to be
professionals and fighting terrorism or fires or crime or anything else. We have
professionals for that, but we all have eyes and ears and a brain, and we see something
that just isn’t quite right, say something to a professional. Pick up the phone to 911.
There’s always a firefighter or a fire truck stopped at the traffic light or a cop at the
corner.  There’s plenty of opportunities for you to call in those who are trained to deal
with any of these situations.

Terror Suspect Arrested; Case Continues

The naturalized U.S. citizen born in Pakistan arrested last night for his alleged role in the
attempted car bombing in Times Square last Saturday was a terrorist whose goal was to
murder Americans “in one of the busiest places in this country,” Attorney General Eric
Holder said today in Washington.

The arrest of Faisal Shahzad just over 53 hours after an explosives-filled SUV was
discovered abandoned in the middle of New York City’s famous tourist area could not
have happened without the cooperative efforts of federal and state law enforcement
working around the clock.

Those partnerships were evident by the people standing with the attorney general at a
press conference held earlier today at the Department of Justice: FBI Deputy Director
John Pistole, Secretary of the Department of Homeland Security Secretary Janet
Napolitano, New York Police Commissioner Raymond Kelly, Assistant Attorney General
for National Security David Kris, and the U.S. Attorneys for the Southern District of New
York and the District of Connecticut.

“Our collective success unraveling this plot comes down to traditional investigative skills
and intelligence collection,” Pistole said. “We used traditional law enforcement
techniques, such as federal court-authorized search warrants, along with intelligence-
based authorities, to maximize our evidence and intelligence gathering.”

Working with New York Police Department detectives, the FBI identified Shahzad as the
person who purchased the SUV. Based on that information, U.S. Customs and Border
Protection agents were able to uncover Shahzad’s extensive travel to Pakistan, which
eventually led to his arrest at JFK airport as he was trying to leave the country.

“Our Joint Terrorism Task Force agents and officers interviewed Shahzad early this
morning,” Pistole said, and he was “cooperative and provided valuable intelligence and
evidence.”   
Shahzad is in custody and faces a variety of terrorism charges, but the case is ongoing.
The Bureau continues to investigate leads here and internationally, and we are conducting
a forensic examination of all evidence collected by the NYPD. “We also want to test the
potential impact of the device to ascertain what would have happened had it worked as
intended,” Pistole said.

Pistole and others thanked vigilant citizens, like the vendor in Times Square who reported
the suspicious vehicle to authorities. “This investigation, like others we have handled in
the past year, once again reminds us that our work is not finished” with regard to
terrorists, he added. “We will continue to work side by side with our partners—and with
citizens across the country—to find and stop those who would do us harm.”

FBI DEPUTY DIRECTOR JOHN PISTOLE PREPARED REMARKS DURING
TIMES SQUARE PRESS CONFERENCE - 4 MAY 2010
Good afternoon. I want to commend the men and women who have worked around the
clock since Saturday to find those responsible for what could have been a deadly attack—
a host of agencies, departments, and individuals working together toward a single goal.
Our collective success unraveling this plot comes down to traditional investigative skills
and intelligence collection.

We used traditional law enforcement techniques, such as federal court-authorized search
warrants, along with intelligence-based authorities, to maximize our evidence and
intelligence gathering. Using these techniques, we were able to identify Faisal Shahzad as
the person who purchased the 1993 Pathfinder. Customs and Border Protection identified
Shahzad’s extensive travel to Pakistan, which led to expanded investigative steps
enabling us to fully identify, locate, and eventually arrest Shahzad. A key step in this
process occurred around noon yesterday, when we placed Shahzad on the no-fly list.
Customs and Border Protection then did an outstanding job identifying Shahzad as the
person on the JFK flight last night.

JTTF agents and officers interviewed Mr. Shahzad last night/early this morning under the
public safety exception to the Miranda rule. He was cooperative and provided valuable
intelligence and evidence. He was eventually transported to another location, Mirandized,
and continued talking.

We in the FBI, with our law enforcement and intelligence partners here at home and
around the world, continue to investigate this matter. We are conducting a forensic
examination of all evidence collected by the NYPD at the scene. Much of this evidence
has been transferred to the FBI Laboratory so that we can test the individual chemical
composition of the materiel in the explosive device. We also want to test the potential
impact of the device to ascertain what would have happened had it worked as intended.

We are working with our law enforcement and intelligence partners to uncover all
possible ties this particular individual has or may have had to radical extremism or

  maintained control of the central TTP’s financial affairs. Maulana Fazlullah remained
  emir in the Swat Valley, Omar Khalid in Mohmand Agency and Maulvi Faqir
  Mohammed, the central TTP’s deputy emir, remained emir in Bajaur Agency.
• The graphic chart illustrates some of the relationships established publicly by the TTP
  with other organizations. The TTP has incorporated Umar Studio as its official media
  arm, although individual emirs, commanders and regional branches of the group often
  maintain their own individual spokesmen for contacting the media, the TTP’s primary
  means of messaging. The Shura Ittihad ul-Mujahideen, formed by late TTP Emir
  Baitullah Mehsud and two former rival commanders, is shown as having links with the
  central TTP organization. Immediately following the death of Baitullah Mehsud, it was
  unclear whether the alliance he formed with commanders Maulvi Nazir Ahmad and
  Hafiz Gul Bahadur would withstand the TTP’s organizational changes. New Emir

  with reporters, saying he had met with the leaders of the Shura Ittihad ul-Mujahideen

HAKIMULLAH MEHSUD
In his breakout media appearance in Nov. 2008, Hakimullah Mehsud invited 20
journalists to a press conference in Orakzai Agency, which, in addition to Khyber and
Kurram Agencies, he oversaw as a regional commander for the TTP. During the press
conference, Hakimullah posed with a stolen US Humvee and a jeep taken from UN
employees. The brazen display, during which he and his men opened fire on a plane
flying overhead, calling it “target practice”, was viewed as unusually public and bold
behavior for a TTP commander, especially when compared to the reclusive TTP emir,
Baitullah Mehsud, who refused to be photographed by the media. In his write-up of the
press conference for The News, veteran journalist Rahimullah Yusufzai said, “Tough and
blunt talk from someone who had never spoken to reporters before!”

Hakimullah has continued to maintain a reputation for being brash, brazen and
hotheaded. Following Baitullah Mehsud’s death in Aug. 2009, Hakimullah announced on
4 Oct. 2009 that he would be Baitullah’s successor and vowed to avenge his death. This
announcement roughly coincided with the launch of a Pakistani military offensive in
South Waziristan, which the TTP promised to respond to with a sustained campaign of
attacks. Beginning in Oct. 2009, Pakistan experienced a wave of TTP suicide bombings

and attacks throughout its major cities as well as the tribal areas, many of which were
claimed by the TTP. Many of the attacks, including a raid on the Pakistan Army’s General
Headquarters (GHQ) building in Rawalpindi, were carried out in heavily fortified,
protected areas and struck at the heart of Pakistan’s security apparatus.

Given Hakimullah’s personality and his demonstrated ability to conduct sophisticated,
penetrating attacks in some of the most heavily fortified areas in Pakistan’s cities, outside
of his stronghold in the tribal areas, his threats against the US should be taken seriously.
Prior to Hakimullah’s ascension as TTP Emir, former Emir Baitullah Mehsud and other
TTP members had made threats against the US and Europe, and Hakimullah’s
determination to follow through on these threats should not be underestimated.

TEHRIK-I TALIBAN (TTP) PLOT IN BARCELONA, SPAIN (19 Jan. 2007)
• In 2008, Spanish officials were able to successfully foil a TTP plan to strike the metro
  rail system in Barcelona.
• According to statements by Mehsud, this aborted attack in Barcelona was the beginning
  of an international campaign against the West. 
• On 19 Jan. 2008, twelve Pakistanis and two Indians were arrested in Barcelona, Spain
  for involvement in a conspiracy to carry out suicide attacks on Barcelona’s metro rail
  system. Several of those arrested had arrived in Spain from Pakistan only weeks before
  they were arrested.
• Following the arrests, US Defense Secretary Robert Gates said, “The Barcelona cell
  appears to have ties to a terrorist training network run by Baitullah Mehsud” - a senior
  leader of the TTP who was later killed. Several months later a TTP spokesman, Maulvi
  Omar, acknowledged the Barcelona plot in a video.  In the recording, a man who
  identifies himself as Maulvi Omar, a TTP spokesman, is asked if the group is able to
  commit attacks in the West. "The one in Barcelona was led by 12 of our men... they
  were sworn to Baitullah Mahsud", Omar said.

LONDON & GLASGOW VBIED ATTACK (5 JULY 2007)
The 1 May 2010 attack in Times Square is similar in several regards to the London and
Glasgow vehicle-borne IED attack on 29 Jun. 2007. On 29 Jun. 2007, police discovered
two vehicle-borne IEDs (VBIED) in London, England, in the area of Trafalgar Square.
The first vehicle crashed into trash bins near the Tiger Tiger Night Club on The
Haymarket (road) at 0125 local time [0025 GMT]. The second vehicle was illegally
parked near Trafalgar Square on Cockspur Street. Police had towed this vehicle for
illegally parking. It was later discovered in an underground parking garage in Hyde Park,
on Park Lane.

At 1511 local time [1411 GMT] on 30 Jun. 2007, Dr. Khalid Ahmed and Dr. Abdullah
Bilal drove a green Jeep Grand Cherokee into a doorway at Glasgow Airport’s Terminal
One in the check-in area. There was a fire following the crash. Ahmed reportedly
attempted to increase the fire by adding gas to it. Both were arrested. 

The incident in New York is similar to the London and Glasgow VBIED attack in several
ways. In both incidents, the attackers used vehicles to deliver their explosives to the
intended target. The IEDs in both cases were comprised of cylinders of propane gas and
cans full of gasoline. The attacks both targeted crowded locations within western,
English-speaking countries.

Nonetheless, there are several differences in the style of the attacks. In the London and
Glasgow VBIED attack, the attackers were committed to carrying out a suicide-style
mission - the driver of the vehicle drove in an “erratic” manner and attempted to crash
into his target to detonate his explosives. Additionally, police later discovered a suicide
belt on one of the attackers, as well as a suicide note.

In the New York attack, suspect #1 parked his SUV in a crowded location and set timers
to his explosive device. The suspect then fled the scene well before the explosive was set
to detonate.
