Type of school:
A State/LEA school. School is a combined First and Middle School with two forms
for each year from reception up to and including year 7. It is also used as an
Extended Hours facility as well as a Polling Station.
Location of the School:
Located within a residential area, approximately 1 mile from Harrow town centre and
half a mile from Wealdstone. Marlborough Hill is a moderately busy road used as a
route between Wealdstone/Civic Centre and North Harrow. The school is not in an
isolated location as there are 3 nurseries, 4 other schools within 1 mile of
Marlborough.
Pedestrian & School Entrances:
There are three pedestrian entrances to the school. One is via a gate in an alley that
runs between Marlborough Hill and Walton Drive. This entrance leads into the first
school playground.
The main pedestrian entrances to the school are from Marlborough Hill. One leads
directly to the front entrance and the other is via path to the east side of the car park
leading into the Middle school playground.
Two vehicular entrances exist at the front of the school on Marlborough Hill. They
are nominally designed as entrance and exit respectively. Common practice is to
close gates such that these are used only for vehicles but they are and can be used
for pedestrians.

Roads:
The busy main road thoroughfares are Harrow View to the West, Station Rd/Railway
Approach to the East and Headstone Rd to the North. Much of the traffic makes use
of the residential roads to cut through from one main road to the other. Marlborough
Hill is a popular road for cut through as it has the Main Council Offices located at the
West end of Marlborough Hill. Other residential roads that feature significant cut

through traffic include Nibthwaite Road and Radnor Rd, Princes Drive and Barons
Mead.

The school is also used during the weekends and holiday periods
for extra curricular activities for the children and staff as well as for
many outside groups.
Over the next 5 years a major refurbishment of the school
premises will cause much disruption and careful planning for
access for all users and workers needs to be planned for.

Existing school policies and practice to promote safe, healthy
and sustainable transport
The PSHE policy of which our Healthy Schools Policy is part
covers transport to and from school. The school is in the process
of setting up the formal walking bus scheme. Informal walking
buses are currently running on an adhoc basis.
The school has adopted the Harrow Council Education Visit
Policy. In principle this operates on the basis that where ever
possible Y4 and upward use public transport and Y3 and below
use safe private coach hire for long journeys.
Children are bussed to the local swimming pool as the distance is
too great to walk without wasting too much time. Walking time to
the swimming pool in a large group would take 30minutes each
way, and the route is not that safe or easy.
Harrow Council Safety Officer carries out cycle proficiency
training for year 5 and above.
Harrow Council Safety Officer provides Road safety lectures and
theatre groups to come in and brief on safety. Most other times
staff carry this out as part of a continuous emphasis on road
safety.
The school Health & Safety policy covers the way in which the
school is opened and the car park and traffic is controlled during
the drop off and pick times. This includes discouraging parking on
Zig Zag. Active monitoring during the hours of enforcement.
A theatre group has come in and performed Stranger Danger.
The school has and will continue to promote the Walk to School
Week – Usually during the month of May. It has not been well
supported and improvement in this will be an important target.
‘Walk on Wednesday’ is being considered but has not been
introduced. This will be part of the key targets.
We do not have a cycle policy or a behaviour policy that includes
walking buses and scootering.

By far the majority of people travel less than 2 miles to school. It is
encouraging to note that over ¾ of these households do not use the car.
This sets a good number of car users to target for converting.

The parental survey covers 108 households and it is interesting to note
the variations in the data when compared to the more holistic view
collected from the Hands Up Survey carried out in the classroom. The
car statistic is considerable hire and represents around 120 pupils.

The mode of transport for the staff is heavily weighted to the car for
many of the full-time staff, whilst many of the part-time helpers arrive on
foot. This is in part due to the longer journeys that the car users are
making.

The parental survey provided a clear view as to the concerns over the
routes to and from the school. To encourage more walkers the following
areas were recommended for improvement by parents. See chart below.

By far the biggest desire for the pupils is to change their mode of
transport from all forms to Cycling. This can be seen by contrasting the
two pie charts below.

3. Evidence of consultation and involvement

School council consulted on ideas for encouraging walkers and cyclists

Travel plan reviewed at several premises committee meetings. June
2007, November 2007, February 2008.
Plans drawn up to identify bike-shed locations, re-locate entrance to
safer position, scooter shed, covered area for protection from the
elements. The travel plan issues and ideas for improvement have also
been captured in the school survey and translated into the School
Improvement Plan. Many of the ideas for improvement are being drawn
up into practical concepts with associated costs.

Survey issued to all parents/carers and responses received from 128
households.
Weekly newsletter used to re-enforce the need for the survey response.

Staff
Staff consulted on a one to one basis by travel plan team between
September and November 2007. Many comments were captured on the
survey forms and the consolidated views included in this document

Local People
Several of the residents bordering the school and those closest to the
entrances were questioned on a one to one basis about their views on
the school and about the changes that would help make life easier for
them. These comments are captured in the School survey and relevant
extracts included in this document under ‘Our Travel/transport

Most people choose the shortest route to school from their homes. The survey has revealed a number of pinch points or crossing
points that a reasonably large (greater than 5) number of parents and children need to cross busy roads. These have been
expanded upon below with some thoughts on possible ways of improving the situation.

Yellow circles indicate regular pinch points that reasonably large groups of parents and pupils use as a preferred point to cross a
busy road. Many factors lead to these locations been chosen. The main reason is that safe crossing points are usually a significant
walk away. A solution to these locations is to provide a Zebra or Pelican crossing.

During curriculum time it is desirable to use Harrow Recreation Ground for sports for many of the year groups. The shortest and
quickest route would be to cross Harrow view at a point indicated by the Yellow Circle at the junction of Marlborough Hill and
Harrow View.
Blue circles indicate crossing points where traffic is heavy and can vary from being slow and congested to very fast moving and
have many blind spots. These locations would benefit from temporary calming measures such as Community Police Officers or
lollipop ladies or more permanent traffic calming measures such as width restrictions or better speed humps.

4. Our Objectives:
1. Improve safety for pedestrians by providing adequate safe crossing facilities.
2. Encourage pupils to cycle to school independently by providing safe and secure routes, storage facilities and cycle training.
3. Promote a healthier lifestyle for pupils and staff by encouraging more walking and cycling to school.
4. Help protect the environment by encouraging staff to car share and encourage parents to walk.
