                                    REGULAR MEETING

                                             May 29, 2007

The Norristown Area School District Board of School Directors held a regular meeting, duly advertised in
accordance with law, on Tuesday May 29, 2007 at 8:21 PM in the cafeteria of the high school, following
the end of the year Staff Recognition Awards. An Executive Session was held prior to the meeting for
personnel matters. The meeting was called to order by the President, Mrs. E. Pearl Smith. The Pledge of
Allegiance and Roll Call followed.

Directors present at Roll Call were: Ms. Ashe; Mrs. Christensen; Mr. Delaney; Dr. Mauthe; Mr. Melnyk;
Mrs. Pearce; Ms. Shanoski; Mrs. Smith; and Mr. Ward.

Other persons in attendance were: Dr. Lisa Andrejko, Superintendent; Dr. Clifford Rogers, Assistant
Superintendent; Ms. Anne Rohricht, Business Manager; Dr. William Dura, Director of Special Services;
Mr. Eugene Mayo, Director of Human Resources; Mr. Mark Long, Director of Information Systems; Mr.
Matt Bradford, Esquire; student board representatives; staff; taxpayers; and Mrs. Kathleen M. Lally,
Secretary.

Public Comment

       Teresa Medvetz, Karla Kay Conway, Mike Owens addressed the board regarding the budget and
       its impact on our students. Mr. Waters addressed the board regarding alternate ways for the
       district to save money.

Approval of Minutes

       Upon motion by Mrs. Christensen, seconded by Ms. Shanoski, the minutes of the special meeting
       of May 21, 2007 were unanimously approved.

Presentations

       The NAHS AP Biology Class (Sherrill Baumgartner) gave a presentation regarding their Fox
       Chase Cancer Project. Their poster was presented to Mr. Joseph Howell, Principal of NAHS.

       The Fair Housing Committee of Montgomery County awarded gifts to middle school students for
       their poster entries.

Settlement Agreement

       Recommend that the Special Education Agreement between Norristown Area School District and
       former student #23882 be approved as presented.

       Motion by Mr. Ward, seconded by Mrs. Christensen, approved by roll call 9-0.

Student Discipline

       Recommend that student #251026 be expelled and placed in the custody of the student’s
       parent/guardian and that the opinion of the Board be approved as presented.

       Motion by Mr. Melnyk, seconded by Ms. Ashe, approved by roll call 9-0.

Overnight Trip

       Recommend that approximately 20 students be permitted to attend the JROTC Summer Camp,
       Valley Forge, July 15 – 18, 2007. Department of the Army will reimburse NASD for
       Transportation.

       Motion by Mr. Ward, seconded by Mr. Melnyk, approved by roll call 9-0.

Resignation

       Dr. Lisa Andrejko, Superintendent, NASD, resignation effective June 30, 2007. Dr. Andrejko has
       been with the district since April 2000.

       Motion by Mr. Ward, seconded by Ms. Shanoski, approved by roll call 9-0.

       Mrs. E. Pearl Smith, President, read Dr. Andrejko’s resignation letter to the audience.

Appointment

       Dr. Clifford Rogers, Acting Superintendent, NASD, effective July 1, 2007. Dr. Rogers will
       receive a stipend of $1200 per month in addition to his salary as assistant superintendent until a
       new superintendent is appointed.

       Motion by Mr. Ward, seconded by Mrs. Christensen, approved by roll call 8-1. (Mauthe)

Elimination of Two Building Level positions

       The positions of co-principal and lead teacher at East Norriton Middle School will be eliminated.
       ENMS will have one principal effective July 1, 2007.

       Motion by Mr. Melnyk, seconded by Mrs. Christensen, approved by roll call 9-0.

New Building Level Positions

       Two new positions of Assistant Principal will be created at East Norriton Middle School. One
       will be full time at ENMS and the second will be half time shared with coordination of the district
       extended day program. There are no new costs associated with this realignment and a savings
       realized from a portion of salary funded by grants.

       Motion by Mr. Ward, seconded by Mr. Delaney, approved by roll call 9-0.

Consent Agenda

Retirements/Resignations

       Ms. Dorothy Hadley, Part-time Cafeteria Worker, Stewart Middle School, retirement effective the
       end of the 2006-07 school year. Ms. Hadley has been with the district since November, 1989.

       Ms. Janice Smith, Part-time Data Entry Clerk, Temporary Title 1, Whitehall Elementary School,
       resignation effective May 18, 2007. Ms. Smith has been with the district since October 31, 2006.

Leave of Absence

       Ms. Monica Becker, Speech Clinician, Eisenhower Middle School/Stewart Middle
       School/NAHS, Request for Family Medical Leave of Absence (maternity) effective the 2007-08
       school year.

       Ms. Carolyn Dabney-Tatko, Special Education Teacher, East Norriton Middle School, Request
       for Family Medical Leave of Absence (maternity) effective October 15, 2007 through June 2,
       2008.

       Mr. Brian Lloyd, Music Teacher, Stewart Middle School, Request for Family Medical Leave of
       Absence effective August 28, 2007 through November 26, 2007.

       Ms. Laura Maltman, Elementary Teacher, Marshall Street Elementary School, Request for
       Family Medical Leave of Absence (maternity) effective on or about September 10, 2007 through
       February 8, 2008.

       Ms. Alison Polek, Elementary Teacher, Marshall Street Elementary School, Request for Family
       Medical Leave of Absence (maternity effective August 28, 2007 through January 2, 2008).

       Ms. Shara Rabinovic, School Psychologist, Districtwide, Request for Family Medical Leave of
       Absence (maternity) effective August 15, 2007 through November 12, 2007.

       Ms. Linda Yackanicz, Reading Specialist, Eisenhower Middle School, Request for Extension of
       Family Medical Leave of Absence effective through November 5, 2007. (original leave dates
       May 25, 2007 through August 28, 2007)

       Ms. Kate Bartlett, English Teacher, NAHS, Request for Family Medical Leave of Absence
       (maternity) effective September 17, 2007 through December 10, 2007.

       Ms. Ashley Clemons, Elementary Teacher, Roosevelt School, Request for Family Medical Leave
       of Absence (maternity) effective August 28, 2007 through December 3, 2007.

       Ms. Jann Quigley, Elementary Teacher, Marshall Street Elementary School, Request for Family

Change of Status

       Ms. Kate Emert, from Part-time Paraprofessional, Gotwals Elementary School, to Full-time
       Temporary Special Education Paraprofessional at no change in hourly rate effective April 23,
       2007 through the end of the 2006-07 school year.

Appointments

       Mr. William Winder, Part-time Student Supervisor, Roosevelt School, at an hourly rate of $15.71
       effective May 7, 2007. Replacement for Henry Smith, retirement.

       Mr. Anthony Grohosky, Technology Integration Support Specialist (MMAP), at an annual salary
       of $30,000 (prorated) effective June 4, 2007. Replacement for Lydia Wagler (AAS) resignation.

Plancon Part K – Project Refinancing (Series of 2006)

        Recommend that the attached documents from the PA Department of Education regarding
        Plancon Part K, for our General Obligation Bonds, series of 2006, be approved as presented.

        Motion by Mr. Delaney, seconded by Mr. Melnyk, approved by roll call 9-0.

Real Estate Tax Installment Plan – as required by Act 1

        Recommend that the attached resolution governing the payment of real estate taxes through
        installments be approved as presented.

        Motion by Mrs. Christensen, seconded by Ms. Shanoski, approved by roll call 9-0.

MMAP – Middle Management & Auxiliary Personnel of NASD

        Recommend that the Board ratify and approve the tentative agreement with MMAP covering the
        two year period from July 1, 2007 through June 30, 2009; and that the appropriate officers of the
        Board be authorized to execute the final contract documents upon their review and approval by
        counsel.

        Motion by Mr. Delaney, seconded by Mr. Melnyk, approved by roll call 9-0.

Student Board Rep Report

        Lynne Kolodinsky and Evan Hadrick, Student Board representatives gave their monthly updates.
        Lynne Kolodinsky, Senior, was thanked and congratulated by the Board for her two years of
        service on the Board. Lynne received a full scholarship to the University of Virginia. We
        congratulate Lynne and wish her the best.

Committee Reports

        There were no reports for this month.

Budget for 2007-08

        Anne Rohricht, Business Manager, along with the Board discussed the budget which is due for
        approval on June 25, 2007.

Adjournment

        Upon motion by Ms. Ashe, seconded by Mrs. Christensen, the meeting adjourned at
        approximately 9:45 PM.
