									        MINUTES FOR AUGUST 29 2009 EXECUTIVE BOARD MEETING

                              OPENING CEREMONY
Commandant Wilbur opened the meeting promptly at 1000hrs. with posting of the colors,
     pledge of allegiance to the flag, and a prayer offered by Chaplain Mitchell.

                                   ROLL CALL
 Roll call was conducted by Adjutant Lackey which produced all present except for the
Board Appointee and four Detachment Commandants. Dets 1112, 1145, 1219, and 1259.

                                        AWARDS
         Detachment#1131 received a National 3rd place award for Americanism.
     Detachment#1161 received a National 4th place award for increase in membership.
      The following Detachments received Certificates of Participation in the National
                                 Newsletter Competition.

 ----Commandant Wilbur commended Detachment#1154 for all the hard work in raising
   funds for Chuck Taliano’s bone marrow transplant. The total is currently estimated at
                               approximately $32,000.00.
  ----Commandant Wilbur called John Hopkins forward and presented him with the first
Department of South Carolina Lifetime Achievement Award for outstanding leadership
    and guidance throughout his years as a member of the Marine Corps League and the
                             Department of South Carolina.

                            DEPARTMENT STRENGTH
 Commandant Wilbur reported that as of 30 June 2009 we had 132 unpaid members and
22 unpaid associate members. He also urged all Detachment Commandants to insure their
 Paymasters and Junior Vice Commandants receive a copy of this report . The Paymaster
  and the Detachment Commandant is to sign a copy and forward it to the Department
   Paymaster to verify the paid up life members and the Jr/Vice is to use it for renewal
          Purposes. Our total strength as of 30 June 2009 was 1115 members.
                      REPORT ON NATIONAL CONVENTION
    ----Commandant Wilbur reminded us to make reservations for Greensboro NOW!!!
  Next year we expect a record turnout from South Carolina. Also John Kovalcik will be
 moving up from Judge Advocate to Junior Vice so we will have an actual race for Judge
        Advocate at the National Convention. We need all the delegates we can get.
 ----Senior Vice Commandant Archie Sweet stated at least one per detachment so that all
                               the delegate votes will count.
  Commandant Wilbur reported that 33 changes and bylaws were submitted at this years
National Convention. Some were accepted, some were sent back for various reasons and
     some were rejected. Commandant Wilbur turned the meeting over to Senior Vice
 Commandant Archie Sweet who also serves on the National Bylaw Committee. Sr/vice
   Sweet reported that most of the bylaw changes were administrative changes. The one
      change that was most outstanding was the elimination of the khaki shirt from the
League’s uniform inventory. The khaki shirt is no longer authorized to be worn under any
            circumstances by League members unless they are retired Marines.

                            PAYMASTER REPORT
 Paymaster Hardy echoed the Commandant’s words on certifying life members and the
Det Commandant and Paymaster’s signature is required. Also it is to be forwarded to the
Department Paymaster. License plate sales are doing well and the total in checking and
                              savings is $14,195.61.

                          NEW APPOINTMENTS
 Commandant Wilbur reappointed Wayne Stinnett as the Department Web Sergeant. It
                           was voted on and passed.

                                     WEB SITE
  Commandant Wilbur requested all Detachment Commandants submit a picture in red
  blazer for updating the Department and Detachment web sites. Also insure that your
  Detachment Web Sgt. Is up on his computer skills in order to handle the new changes
                                coming from National.

                              DEPARTMENT ROSTER
     The department roster is updated from the Officer Installation Reports and the
   Department Information Sheets. It is imperative that these reports be submitted in a
                                    timely fashion .

    Commandant Wilbur reminded everyone that the Southeast Conference in Mobile
   Alabama on 4-7 March 2010. Make reservations now. Asbury Suites in Mobile. Cal
 Walters will attend our next quarterly meeting, 31 October, and will hand out packages
containing information concerning the conference. Grand Strand Det#873 announced that
 they will be bidding on the 2011 Southeast Conference to be held in Myrtle Beach SC.

   REPORT FROM CHARLESTON ON 2010 DEPARTMENT CONVENTION
Vince Johnson reported that the convention will be held at Embassy Suites in North
 Charleston at a rate of $119.00 per night which includes breakfast to order and a
 manager’s welcoming party with hors devours and drinks. Force Protection will
provide an indoor display of some of their new vehicles. A copy of the package that
 Vince distributed will be placed on the Department website. Vince also insured us
      that “CORPORAL CHARLEY’S” SHIPS STORE will be in operation.

                                  GOOD OF THE LEAGUE
  ---John Hopkins reported on health care. John stated that Tri-care For Life could cost as
    much as $6,000.00 a year by 2011, if we don’t contact our congressmen and senators.
  ---Layne Parker stated that Detachment Commandants submits candidates for the Carter
                Award and emphasis should be placed on community service.
    ---Commandant Wilbur re-introduced the subject of the $100.00 that Detachments are
       requested to send to the host detachment of our annual convention. The money is
 intended to help defray the cost of hosting the convention. Not for purchasing a full page
                                    ad in the program book.
  ---Quarterly Meeting will be held 31 October at the American Legion Hall in Columbia
               and our Young Marines are going to serve lunch at the meeting.
   ---Department of South Carolina funded the CHESTY PULLER challenge coin for the
     Southeast Division .SE/DIV sent us the first 200 coins to be sold .All 200 coins were
                                   distributed at this meeting.
     ---THE MARINE CORPS LEAGUE 87th NATIONAL CONVENTION to be held in
   Greensboro N.C. 8-14 August 2010 is sponsoring a raffle for an all expense paid trip to
   HAWAII. A 10 day vacation for 2 on the island of Oahu. Ticket includes hotel, airfare
                and rental car. Raffle tickets are available now at $20.00 each.
    ---Commandant Wilbur announced another coin to be produced for the Marine Corps
    Foundation. A Presley O’Bannon coin and proposed the money we received from the
  Chesty coin be used to produce the O’Bannon coin. A motion was made , seconded and
               was passed almost before the Commandant had finished talking.
           ---Lewis Watkins Det#1131 is having a golf tournament September 29th.
---There are 2,000 jobs yet to be filled at the Savannah River Site . www.srs.gov\recovery
               jobs listed are paying between$20.00 to $26.00 per hour to start.
   ---The moving Viet Nam Memorial Wall will be in Barnwell ,SC 28 October through 2
                                           November.
