1.       PURPOSE
This information package is provided to assist you in applying for the following position:

Guidance Officer - Classified (Band 5)

Please read this information carefully before preparing and submitting your application.

The selection of school based promotional officers is based on the assessment of the relative merit of the
applicant. Your merit is established against the selection criteria through the provision of evidence that
relates to current and past performance as well as your potential to perform in the advertised position.

These positions will be advertised as Regional vacancies using normal classified teacher recruitment
processes with a statewide panel.

 Applicants do not address the characteristics of any specific school in their application but should reflect an
appreciation of the delivery of a guidance service in the Region where they are based.

2.       WHO IS ELIGIBLE TO APPLY
The following requirements must be met in order to be eligible to apply for the advertised Guidance Officer-
Classified vacancies:
      Applicants must meet the mandatory requirements of the current Guidance Officer Position
       Description (effective until 30/06/2008); and
      Applicants must be permanent employees of the Department of Education, Training and the Arts, not
       necessarily in a Guidance Officer position; and
      Applicants must have been engaged as a Guidance Officer with the Department for a minimum of
       three (3) years during the period 2002 to 2007 (this will be validated through the Project Team –
       Enterprise Bargaining Commitments pertaining to Guidance Officers).
Employees may only apply for a position in their substantive Region as at 24 January 2008 (as validated by
the Project Team – Enterprise Bargaining Commitments pertaining to Guidance Officers). Substantive
Region is the one where the applicant‟s permanent position is located.
NB: Guidance Officers who have been acting in promotional and seconded positions during the six (6) year
period 2002-2007, are eligible.
Eligibility will be reviewed by a Guidance Officer Review Panel (GORP) on request.
3.       HOW TO APPLY
Applicants are strongly urged to apply online through the Smart jobs and Careers website,
www.smartjobs.qld.gov.au (See Section 7)

To prepare your application, you must include the following:
     A curriculum vitae;
     A written response to selected selection criteria; and
     Two referee reports

The signed referee reports will need to be scanned so they can be submitted electronically as an attachment.
Alternatively, if the referee has attached an electronic signature, the reports should be included with the
application attachments as a word or PDF document.

4.       PREPARING YOUR CURRICULUM VITAE
Your curriculum vitae should provide a brief summary of your professional experience. It should be a
maximum of three (3) A4 pages (minimum font size is 10 point in Arial font). If you exceed this limit, the
selection panel may choose to read only the first three pages of your curriculum vitae.
Please use the following key headings to structure your curriculum vitae:
        Personal details-name, address, phone, email;
        Professional history – dates and titles of positions held;
        Qualifications;

        Key professional development and experiences; and
        Professional memberships.
        Two nominated referees (a Senior Guidance Officer who has supervised you in the last three (3)
         years and a Principal (or equivalent) of a school or site to which you have provided a service in the
         last three (3) years.


5.       RESPONDING TO SELECTION CRITERIA
REFER TO THE CURRENT POSITION DESCRIPTION – EFFECTIVE UNTIL 30/06/2008
In preparing your written application, you will need to address each selection criterion separately. In the
responses, you should clearly demonstrate relevant and where possible recent achievements against each
selection criterion. You must provide a written response to all selection criteria.
Please note: responses are to be a maximum of one A4 page per selection criterion. If you exceed
this limit the selection panel may choose to read only the first page of your response to each
selection criterion.
Please consider the following tips in preparing your written responses to each criterion:
     The key word(s) in the criteria are “demonstrated” or “capacity”. You need to give examples,
        experiences, and achievements etc that demonstrate or prove you have the skills or abilities or
        potential to meet the criteria;
     Avoid simple assertions that you have the required skills and/or generalist statements about your
        personal beliefs; and
     Aim to be succinct. You have one page maximum per criteria. Consider using dot points (where
        appropriate) to summarise.

6.       REFEREE REPORTS
Before submitting your application, you will need to provide a blank referee report to your two referees. The
two referees must be those nominated in your curriculum vitae (Refer Section 4). Referee Report templates
are included as Appendices 1 and 2. The two referee reports are to be submitted by you with your
application.
Each referee completes the report by:
     Providing brief written comments as to how you have demonstrated the skills required under the
        four (4) selection criteria; and
     Providing a rating from the scale against your capability for each selection criterion.

Your referees may discuss their comments and ratings with you as part of a professional discussion about
your performance, your strengths and areas for further development. Referees must sign and date the report
and then provide it to you. You must also sign the report before submitting it as part of your application. The
signed document will need to be scanned so it can be submitted electronically as an attachment or submitted
as a word or PDF document where the referee has attached an electronic signature.
In certain circumstances, it may be more appropriate for your referees to liaise with your previous
supervisors. This might include situations such as where your referee has been in the role as your supervisor
for a very short period of time and is not familiar with your work for more than a brief period of time.

Referee reports can be considered, at the panel‟s discretion, at any time during the recruitment and selection
process. The panel may contact referees to seek further information. Panels will not consider “testimonial
statements” from referees. The referee report/check is a method used by the panel to verify the information
provided in your application and assist in the selection process.

7.       SUBMITTING YOUR APPLICATION - ELECTRONICALLY
Information in this section should be read in conjunction with the Training Guide available at:
http://iwww.qed.qld.gov.au/workdept/hr/rec_sch.htm.

Applicants are urged to submit their applications online through the Smart jobs and Careers website:
www.smartjobs.qld.gov.au. When applying on-line you will need to apply to your nominated region e.g.
GOC – SUN1234 positions. To apply online, select the relevant Job Advertisement Reference appearing on
the Smart Jobs and Careers website, then select the 'apply online' button displayed at the bottom of the
screen.

Complete User name and password if you are a registered applicant, or click on 'Register' to complete your
details. Complete the application form and attach up to three (3) files using the „attached files‟ button. Select
attachments using the browse facility. Attachments should be in Microsoft Word or PDF format. Our current
system is not compatible with Vista Software – please save your document in Word 2002 or an earlier version
before attaching. Do not attach zipped files.

These attachments should include:
    A Curriculum Vitae including names, positions and telephone numbers for two referees (See Section
       4);
    responses to the selection criteria (See Section 5);
    endorsed Referee Reports (See Section 6)

The required attachments can be included as a single file or made up of three (3) separate files. Please do not
embed images in your attachments as these may not convert correctly when the application is printed.

Click the Submit button. The system will automatically generate a receipt via email advising you that your
application has been lodged and that you will be advised further with respect to the selection process.

If you have applied online, please do not duplicate the process by emailing or providing a hard copy of your
application.

If you experience a fault whilst lodging your application or did not receive a receipt of your application, please
contact the Application Processing Officers on (07) 3237 1300.

Note: A completed "Coversheet" form is only required if you choose to submit your application in hard copy
(offline).

Closing date – Applications are packaged and mailed to selection panel members immediately after the
closing date. To ensure that you are considered in the selection process, your complete application must be
received on the advertised closing date. Any Applicants who submit a late application lose their right to appeal
against the outcome of the recruitment and selection process. Panels can choose not to consider late
applications.

If you submit a cover sheet only, your application is considered a late application. If your complete
application documentation is not received until after the closing date and time of the advertised vacancy,
your application will be considered to be late.

8.       SELECTION PROCESS
Selection panels operate in accordance with the Office of the Public Service Commissioner‟s Recruitment

Prior to considering applications the selection panel meets to clarify (taking account of the selection criteria)
expectations around the knowledge, skills and experiences required to successfully undertake the position.
Panel composition – The Phase Two appointment of Guidance Officers – Classified positions is through a
state-wide selection process. Cross-regional panels may be formed to undertake the selection process. A
nominee of the Director-General of Education Queensland chairs the panel. The composition of additional
panel members consists of one nominee representing the Department of Education, Training and the Arts
and one nominee representing the Queensland Teachers‟ Union. The panels undertake moderation of
applications to determine the recommended Order of Merit list for each Region.
Interview process – Interviews are not required.
Referee checks – Referee checks can be undertaken, at the panel‟s discretion, at any time during the
selection process. The panel uses the information provided in the completed referee reports to assist in the
selection process. The panel may contact your referees to seek further information.

9.       APPOINTMENT PROCESS
Notification of appointment – The successful applicant(s) will be notified initially by telephone with
confirmation in writing by mail or email to follow. Unsuccessful applicants will be informed in writing by mail
or email.
Post-selection feedback – Following notification of successful and unsuccessful applicants, post-selection
feedback is available to all applicants upon request to the chair of the selection panel. The panel chair may
delegate this task to another member of the selection panel.
Appeals – Unsuccessful applicants who may wish to appeal the appointment decision should refer to the

10.      ADDITIONAL INFORMATION

Disclosure of criminal charges and convictions – All applicants for school based positions are required
under Section 9A of the Criminal Law (Rehabilitation of Offenders) Act 1986, to disclose information
regarding criminal convictions for certain offences. This is necessary even though it may be possible to
legally deny the existence of these offences after the rehabilitation period. This includes, but is not limited to,
offences related to drugs misuse, offences of a sexual nature, and offences against liberty, morality and
abduction. Disclosure is required whether the offences were committed in or outside of Queensland.
Details of criminal convictions should be submitted in an envelope marked „Confidential‟ with your
application. The Human Resources Branch will conduct checks on the criminal history of all appointees. A
conviction does not necessarily preclude you from employment. However, failure to disclose relevant
information may result in disciplinary action including suspension or dismissal.

Superannuation coverage – The Government Superannuation Office (QSuper) manages the Queensland
Government superannuation scheme. For further information including portability arrangements telephone

Pay points – In normal circumstances appointments are at the minimum pay point of the relevant
classification level. Appointments to Guidance Officer – Classified (Band 5) through the Phase Two process
(Term 2, 2008) will be paid at the salary step equal to applicant‟s pre-existing award salary with no loss of
entitlements.
