BLACK ECONOMIC EMPOWERMENT POLICY
THEBE TOURISM GROUP
HISTORY
Thebe Tourism Group (TTG) was incorporated as a company in 2000 by Thebe Investment Corporation (TIC), to
target selected tourism opportunities with a focus on heritage and cultural tourism, supported by destination tourism
retail.
TTG is a 70% subsidiary of Thebe Investment Corporation (Pty) Ltd, the first Black Empowerment company
formed in South Africa, growing from humble beginnings in 1992 when it was formed by several prominent
members of the ANC. The company is controlled by the Batho Batho Trust with 73.67% equity, and Sanlam, Old
Mutual and Investec with a joint 26.33%. Trustees of the Batho Batho Trust are Ismail Mahomed Ayob, Maxwell
Guilford Mbutho Mpahlwa, Dr Molefe Samuel Tsele, Dr Sibogiseni Maxwell Dhlomo, Dr Beyers Naudé and Siddik
Ahmed. The beneficiaries of the Batho Batho Trust are the previously disadvantaged communities at large. No
individual shareholders or beneficiaries will benefit.
TTG is managed by Jan van Huyssteen and Jeff Squire, executive directors who jointly own 30% of the company.
The other (non executive) directors are Vusi Khanyile (CEO of Thebe Investment Corp., and Chairman of TTG),
and James Alderslade (F.D. of Thebe Investment Corp.). The registration number of Thebe Tourism Group (Pty)
Ltd is 2001/009254/07.
VISION
The strategy of THEBE TOURISM GROUP is to establish an integrated tourism group with direct investment in
selected, unique tourism assets, and compliment and enhance these investments by developing a substantial
presence in inbound tour operating and tourism retail.
CAR RENTAL
TTG has recently concluded a 51/49 operating joint venture agreement with National Alamo, a leading
international car rental operator. The role of TTG will be to add value by way of marketing and distribution in both
the corporate local market as well as internationally, through the established TTG distribution channels. TTG is the
first credible Empowerment group of substance in the Southern Africa Tourism Industry. With its direct investment
in, and control of, some of the regions prime tourism assets it is uniquely positioned to deliver high quality,
differentiated products and services to its designated industry partners.
INBOUND TOUR OPERATING
The strategy of TTG as regards investment and development of tour operating businesses has been driven by the
need to compile a complimentary group of inbound companies specialising in specific market segments.
To accommodate these various market segments, TTG has deliberately acquired companies that specialise in
these businesses, rather than looking at geographical coverage to guide its strategy, in the belief that if the core
competency is in place within the target company, then the geographical spread can be grown.
INTERNATIONAL MARKETING
TTG has established an international marketing platform in the UK, Germany, France and the USA in order to be
able to actively promote and support its various operations and products in the primary source markets.
The structure operates through contracted representation companies in the source markets, with an ability to
interact with and call on clients every day of the year, in contrast to the typical marketing approach by competitor
companies who attend a few trade shows each year, and possibly do one or two sales trips.
TOURISM RETAIL
Destination retail (as distinct from high street retail) is an integral component of TTG‟s strategy. The focus is
consequently on tourism choke points (airports, the V&A Waterfront, Cradle of Humankind, Robben Island, Cape
Point, etc).
In pursuit of this strategy, TTG has concluded a franchise joint venture with leading outdoor apparel retailer, Cape
Union Mart, for the development and ownership of Cape Union Mart stores at airports and game reserves
throughout Southern Africa. It currently has two stores, one at JHB International Airport and a second at Cape
Town International Airport.
SUMMARY
Its stated as part of Thebe Investment Corporation, bestows impeccable empowerment credentials on the entities
that make up the group, and the objective is to develop the companies into the pre-eminent tourism players in the
region.
OUTSOURCING TO BLACK ECONOMIC EMPOWERMENT COMPANY
National/Alamo Car Rental has adopted a philosophy of outsourcing various advertising and marketing
programmes to a wholly owned black company. We are proud to announce that Lerumo Comm. Tech has been
awarded the project of building our Indaba stand, this year, worth in excess of R120 000.
Lerumo Comm. Tech (LC.T) is a Multimedia communications and marketing company that specializes in
Exhibitions, Graphic Design; Digital Publishing, Print Publishing, Project Management and other marketing related
services. Lerumo, which is a Setswana word for “spear”, has a rich cultural and traditional value in that it was
commonly used by a diversity of African people either as a weapon during wars or as a hunting instrument. From
its multi dimensional meaning and purpose, one can deduce that Lerumo (spear) is an inspirational instrument,
which symbolizes power, authority, protection and love for one‟s culture.
BACKGROUND
Lerumo Comm. Tech, is a wholly Black-owned company established in 2000 and owned by Kagiso Bantsi, Thabo
Molobi and Thabo Mosito who are complemented by a highly experienced team of staff members. The
professionalism and diversity in respect of field of specialization in our team, gives LC.T an important edge over
other competitors.

The need of entities within the car rental and motor vehicle industries to ensure that their clients are assisted in the
event of an emergency, has led to the establishment of National Alamo customer assist service is free to all our
customers. This is a first in the car rental industry and in line with our philosophy of placing our customer first.
By applying the technology and infrastructure experience, National Alamo will provide Roadside Assistance to the
high levels of delivery to which our customers have become accustomed.

The stranded National/Alamo will be assisted in the following ways:
Minor Mechanical Assistance
When it‟s safe, minor repairs may be attempted at the scene to place the vehicle in a driveable condition.
These repairs cannot be guaranteed, and the driver will be requested to immediately proceed to a repair
facility.
Flat Tyre Assistance
If the vehicle‟s spare tyre is inflated and serviceable, it will be installed to replace a flat tyre. When a
serviceable spare tyre is not available, towing will be provided.
Battery Jump-Start
If the vehicle‟s battery is dead, the service provider will jump-start the vehicle.
Vehicle Lockout Service
In the event of keys been locked in the vehicle a locksmith will be appointed to unlock the vehicle.
Emergency Fuel Delivery
If the vehicle runs out of fuel, a limited supply will be delivered, to enable you to reach the nearest service
station. (Cost of fuel for your account).
Extrication/Winching Service
If a vehicle becomes stuck, it will be extricated or winched as long as it is adjacent to a passable,
established road or thoroughfare and can be safely reached from the hard road surface.
Towing Service
Sometimes a breakdown will occur at inconvenient locations. If the vehicle breaks down and requires
towing National/Alamo will appoint a towing operator to tow the vehicle to the nearest repairer. In the
event of the tow taking place after hours the vehicle will be stored in safe storage.
Message Relay Service
National/Alamo will relay a message to a family member, friend or colleague in the RSA in the event of a
breakdown or accident.
