Summary

     The purpose of this circular memorandum is to invite kindergartens, primary and
secondary schools to participate in the coming educational activities and events organised,
co-organised or announced by the Curriculum Development Institute, Education Bureau.
The educational activities and events to be organised include The 8th Hong Kong Green
School Award, Student Environmental Protection Ambassador Scheme 2009/10, Science in the
Public Service – 2009 Student Project Competition, School Physical Fitness Award Scheme
(SPFAS), Hong Kong 2009 East Asian Games Promotion Programme for Schools (V), CLP’s

                        The 8 Hong Kong Green School Award

Aims/Objectives

            This is to invite kindergartens, primary and secondary schools to join the captioned
activity.




Details

2.        The aims of the captioned scheme are to encourage schools to formulate a school
environmental policy and implement an environmental management plan towards a green
school; and to enhance environmental awareness, develop environmentally-friendly attitudes
and promote green practices among school managers, teachers, non-teaching staff, students and
their families.


3.        The Hong Kong Green School Award Scheme was initiated by the Education Bureau
(EDB), the Environmental Protection Department (EPD) and the Environmental Campaign
Committee (ECC), since 2000. This year, the co-organisers of the scheme are the Hong Kong
Institute of Education, the Hong Kong Productivity Council (HKPC) and the Vocational
Training Council.

4.        The scheme is divided into Pre-school, Primary School and Secondary School
Categories for the participation of all the schools in Hong Kong. Details of the schemes are
given in the attached information sheets (Appendix 1a).

5.        A briefing for primary school and secondary school teachers will be held on 23
September 2009 (Wednesday). Heads of Schools may nominate their teachers to join the
briefing by returning the Enrolment Form at Appendix 1g to the ECC Secretariat by fax at
2827 8138 on or before 16 September 2009 (Wednesday). Heads of schools who wish to
participate in the scheme are requested to complete the attached Registration Form
(Appendix 1i) and return it to the Environmental Campaign Committee Secretariat by fax
on or before 9 October 2009 (Friday).

                             th
                      The 8 Hong Kong Green School Award
(I) Objectives
    To encourage schools to formulate a school environmental policy and implement an
    environmental management plan towards a green school; and
    To enhance environmental awareness, develop environmentally-friendly attitudes and
    promote green practices among school managers, teachers, non-teaching staff, students
    and their families.


(II) Organisers
    Environmental Campaign Committee (ECC);

    Environmental Protection Department

    Vocational Training Council


(IV) Theme: Low Carbon Living
In order to resonate with the local theme of the World Environment Day 2009, and to address
the public concern and the government initiatives on climate change, “Low Carbon Living” is
selected as the theme of the 8th HKGSA for encouraging teachers, non-teaching staff, students
and their families to take a positive step forward to a greener lifestyle and promoting carbon
reduction efforts in daily lives.


(V) Details of the Scheme
Beginning with the 8th HKGSA, the award scheme has been re-structured into a benchmarking
system to forge a partnership between the 8th HKGSA and the 2010 Hong Kong Awards for
Environmental Excellence (HKAEE). Under the new system, the HKGSA is divided into
Pre-school, Primary School and Secondary School Categories for the participation of all the
schools in Hong Kong. While the assessment criteria of the Pre-school Category remain
unchanged, those of the Primary School and Secondary School Categories have recently been
revised with the HKPC to align with the latest development in environmental management and
education at primary and secondary schools. The HKGSA comprises visits to the 7th HKGSA
winning schools, environmental training workshops, self-assessment of environmental
performance, and verification or adjudication.

1. Visits to 7th HKGSA Winning Schools
   Visits to the award-winning schools of the 7th HKGSA will be arranged for the Pre-school,
   Primary School and Secondary School Categories from October to November 2009.
   Details of the school visits will be announced later.

   Heads of Schools may nominate their teachers to join the school visits to share the
   successful experience of the past award-winning schools in implementing environmental
   management.
2. HKGSA Environmental Training Workshops
   The ECC will arrange training workshops for school managers, teachers and
   non-teaching staff of participating schools from November to December 2009.
   Details of the training workshops will be announced later.

   Heads of Schools may nominate their teachers to join the training workshops and may
   take the time teachers spent in the training workshops into account as Career
   Professional Development (CPD) of the respective teachers.

3. HKGSA Self-assessment and Verification / Adjudication
   Schools participating in the 8th HKGSA are required to make a self-assessment on their
   performance according to the assessment criteria and to score themselves based on the
   indicators set out in the self-assessment manual, which is downloadable from the ECC
   website at http://www.ecc.org.hk. The assessment criteria are listed at Appendix 1b for
   the Pre-school Category and at Appendix 1c for the Primary School and Secondary School
   Categories. Participating schools should return the score sheets to the ECC Secretariat by
   January 2010. (The deadline of submission will be announced in due course.)

   For the Pre-school Category, schools which have achieved the benchmark score of any of
   the four assessment criteria and have been shortlisted for on-site inspections will be given
   the “Certificate of Appreciation”. The top 3 scoring schools under each of the four
   assessment criteria will be presented with the “Outstanding Award".

   For the Primary School and Secondary School Categories, participating schools should
   meet the benchmark scores of all of the four assessment criteria in order to be qualified as
   the “Hong Kong Green School”. No more than 10 top scoring green schools from each
   category will be referred to the 2010 HKAEE to compete for the Sectoral Awards in the
   Schools Sector. A brief introduction to the HKAEE is attached at Appendix 1d.
   Schools reaching the benchmark score of any of the four assessment criteria will also be
   awarded the “Certificate of Appreciation”.

   The former Champions, 1st Runners-up and 2nd Runners-up of the Primary School and
   Secondary School Categories from the 1st to the 7th HKGSA are eligible to participate in the
   8th HKGSA for benchmarking. Nevertheless, they will also be eligible to compete for
   the 2010 HKAEE Sectoral Awards in the Schools Sector even without joining the 8th
   HKGSA.


   The self-assessment verification / adjudication procedures of the 8th HKGSA are given at
   Appendix 1e. The schedule of the 8th HKGSA is tabulated at Appendix 1f.


(VI) Awards
Participating schools with outstanding performance will be presented with prizes. Details of
the awards for each category are listed below:

Pre-school Category
    Outstanding Award
    -    Plaques and cash prizes will be presented to the top 3 scoring pre-schools of each
         assessment criterion.
    Certificate of Appreciation
    -    Pre-schools reaching the benchmark score of any of the four assessment criteria and
         being shortlisted for on-site inspections will be awarded the “Certificate of
         Appreciation”.

Primary School and Secondary School Categories
    Winners of Gold, Silver, Bronze and Merit awards in the Primary School and Secondary
    School Sub-sectors of the Schools Sector of the 2010 HKAEE
    -   Cash prizes will be presented under the HKGSA to the winning schools in each
        category.

    Hong Kong Green School Award
    -   Schools meeting the benchmark scores in all of the four assessment criteria will be
        presented with the title of “Hong Kong Green School”.

    Certificate of Appreciation
    -    Schools meeting the benchmark score in any of the four assessment criteria will be
         given the “Certificate of Appreciation”. For schools obtaining 70% or above out of
         the total marks under a criterion, their good performance will be acknowledged in the
         “Certificate of Appreciation”.


(VII)     Briefing
In order to provide a better illustration of the re-structured 8th HKGSA and the revised
assessment criteria for the Primary School and Secondary School Categories, a briefing for
primary school and secondary school teachers will be held on 23 September 2009 (Wednesday)
with details as follows:

Schools may register with the ECC to participate in the 8th HKGSA by returning the
Registration Form at Appendix 1i to the ECC Secretariat by fax at 2827 8138 on or before 9
October 2009 (Friday).

                 Hong Kong Awards for Environmental Excellence
Background

The Hong Kong Awards for Environmental Excellence (HKAEE) has been launched since
2008. The scheme aims to encourage businesses and organisations to adopt green
management, and to present participants with an opportunity to benchmark and recognise their
commitment to environmental protection.

Under the 2009 HKAEE, three types of recognition, namely the Environmental Labels, the
Carbon"Less" Certificates and the Sectoral Awards, are provided.


Sectoral Awards

The Sectoral Awards will be bestowed on those organisations which have demonstrated
all-round and outstanding environmental performance within designated sectors in an annual
competition.    The assessment criteria include Green Leadership, Programmes and
Performance as well as Partner Synergy.

There are nine sectors under the 2009 HKAEE Sectoral Awards as listed below, including the
new sectors of “Schools” and “Manufacturing”:

          Construction Industry
          Financial, Insurance and Accounting Institutions
          Hotels and Restaurants
          Manufacturing
          Property Management
          Public Sector
          Retailers
          Schools (divided into two sub-sectors: primary and secondary)
          Transport and Logistics

The participation in the Schools Sector of the 2009 HKAEE Sectoral Awards is restricted to the
past winners of the HKGSA. Starting from the 8th HKGSA, no more than 10 top scoring
schools from each of the Primary School and Secondary School Categories will be referred to
the 2010 HKAEE to compete for the Sectoral Awards in the Schools Sector. For each of the
Primary School and Secondary School Sub-sectors, there will normally be one Gold Award,
one Silver Award, one Bronze Award and a maximum of ten Merits.


Awards Presentation Ceremony

The awards presentation ceremony of the 2010 HKAEE will be held in the first quarter of
2011.

             Self-assessment Verification / Adjudication Procedures of
                        8th Hong Kong Green School Award
Pre-school Category

    Stage I – Self-assessment
    Participating pre-schools should self-assess their performance using the assessment form
    in the “Heading Towards Green Pre-schools – Environmental Management Guidebook for
    Pre-schools”. Their self-assessment forms should be returned to the ECC Secretariat for
    verification.

    Stage II – Preliminary Adjudication
    Pre-schools which have achieved the benchmark scores in Stage I and have been
    shortlisted for on-site inspections will receive the “Certificate of Appreciation”.
    Assessors will select schools with good performance and recommend them to enter into
    the final adjudication after on-site inspections.

    Stage III – Final Adjudication
    The Adjudicating Panel will select and visit the pre-schools obtaining high scores in each
    of the four assessment criteria. The Adjudicating Panel will select the top 3 scoring
    pre-schools to receive the “Outstanding Award” in respect of each criterion.


Primary School and Secondary School Categories

    Stage I – Self-assessment
    Participating schools should self-assess their performance according to the indicators in
    the self-assessment manual and submit their score sheets to the ECC Secretariat.

    Stage II – Score Verification
    The field assessors will verify the scores of the shortlisted schools through on-site
    inspections. Schools meeting the benchmark scores of all of the four assessment criteria
    will be awarded the “Hong Kong Green School” status. No more than 10 top scoring

          Student Environmental Protection Ambassador Scheme 2009/10

Aims/Objectives

           This is to invite primary and secondary schools to participate the captioned Scheme.


Details

2.        The objectives of the captioned scheme are to develop in students a sense of
responsibility towards the environment, nurture leadership among students, and encourage
them to take positive initiatives in improving the environment.


3.        The Education Bureau (EDB), the Environmental Protection Department and the
Environmental Campaign Committee (ECC) will jointly organise the Student Environmental
Protection Ambassador Scheme (SEPAS) in the 2009/10 school year. The scheme has been
organised for students in primary and secondary schools since 1995.


4.        Details of the scheme in the 2009/10 school year are given in the attached
information sheets (Appendix 2a). Heads of schools who wish to participate in the scheme
are requested to complete the attached Registration Form (Appendix 2b) and return it by fax to
the ECC Secretariat on or before 6 October 2009 (Tuesday).

           Student Environmental Protection Ambassador Scheme 2009/10

1.   Description of the Scheme
     1.1    The Environmental Campaign Committee (ECC), the Environmental Protection
            Department and the Education Bureau (EDB) have jointly organised the Student
            Environmental Protection Ambassador Scheme (SEPAS) for students of primary and
            secondary schools since 1995.

     1.2    The scheme is very much honoured to have the Honourable Henry Tang Ying-yen,
            GBS, JP, the Chief Secretary for Administration of the Hong Kong Special
            Administrative Region, as the Patron of the scheme and Mr. Mahesh Pradhan, the
            Environmental Affairs Officer of the United Nations Environment Programme
            Regional Office for Asia and the Pacific, as the Mentor of the scheme.

     1.3    The ECC is going to conduct an overall review to revamp the SEPAS. In the
            meantime, the SEPAS 2009/10 continues to provide environmental training to
            Student Environmental Protection Ambassadors (SEPAs). In particular, regarding
            the training for the SEPAs from senior secondary terms, more emphasis will be put
            on fostering their ability to think critically.

     1.4    Details of the programme could also be browsed in the EDB's "Other Learning
            Experiences (OLE) Databank" (http://oledb.edb.hkedcity.net/). Senior secondary
            school students may participate in seminars, workshops and field trips of the scheme.
            Under the New Senior Secondary Curriculum, students, if found necessary, could
            consider to record their participation of any OLE (including this scheme) in their
            Student Learning Profiles, as a brief representation of individuals' whole person
            development.


2.   Objectives of the Scheme
     2.1    The objectives of the scheme are:
                to develop in students a sense of responsibility towards the environment; and
                to nurture leadership among students and encourage them to take positive
                initiatives in improving the environment.


3.   Theme for 2009/10: Low Carbon Living
     3.1    To resonate with the local theme of the World Environment Day 2009, and to address
            the public concern and the government initiatives on climate change, “Low Carbon
            Living” is selected as the theme of the SEPAS 2009/10. (Low carbon living refers
            to the adoption of a lifestyle in which habits are acquired to reduce the emission of
            carbon dioxide, a major element of greenhouse gases, from daily lives. SEPAs and
            their families are encouraged to adopt low carbon lifestyles to help alleviate the
            present global warming situation.)
4.     Student Environmental Protection Ambassador

       4.1   Charter

             SEPAs are dedicated to building up a better environment for Hong Kong. They are
             required to:
                       think globally and act locally;
                       keep abreast of environmental issues in Hong Kong;
                       take part in environmental protection activities organised by the ECC, other
                       government departments, non-governmental organisations, environmental
                       groups and community groups;
                       plan, organise and implement environmental protection projects at schools;
                       and
                       set good examples in promoting sustainable development.

       4.2   Appointment

             4.2.1     All students from Primary 1 to Form 7 are eligible to be appointed as SEPAs
                       by the ECC upon nomination of their schools.

             4.2.2     Schools may nominate new SEPAs 1 by completing the Registration Form
                       (Appendix 2b) and returning it to the ECC Secretariat by fax on or before 6
                       October 2009 (Tuesday).

             4.2.3     Once appointed, the students will remain as SEPAs until the completion of
                       their Form 6 / Form 7 education (Form 7 education is only applicable to
                       those studying in Form 5 or above in the academic year 2009/10).
                       Schools should report to the ECC in writing on any changes in their
                       appointment of the SEPAs.

             4.2.4     A list of the SEPAs of the previous school year will be sent to schools for
                       updating in September 2009.

       4.3 Levels

             4.3.1     There are three levels of SEPAs:

             4.3.2     Junior SEPAs
                       Junior SEPAs will assume the role of assistants to teachers and act as group
                       leaders in organising school-based environmental activities.

             4.3.3     Intermediate SEPAs
                       Intermediate SEPAs play similar roles as Junior SEPAs. Their roles should
                       be comparatively independent in order to develop their leadership.




1   Existing SEPAs are not considered as new SEPAs.
           4.3.4   Senior SEPAs
                   For effective co-ordination of environmental activities, schools are
                   encouraged to set up “Green Clubs” or “Conservation Clubs”. All Senior
                   SEPAs should either be the chairpersons or office-bearers of the Green Club,
                   Conservation Club or other environmental clubs and participate actively in
                   community environmental activities.

     4.4   Log Book and SEPA Badge

           4.4.1   Each SEPA will receive a SEPA badge and a log book together with a
                   “Certificate of Appointment”. The log book can be used for a maximum
                   of six years.

           4.4.2   For replacement of log books for existing SEPAs, schools can make their
                   requests by completing Part B of Appendix 2b.

           4.4.3   Each SEPA should record in the log book details of the environmental
                   activities which he/she has organised or joined.


5.   Training and Activities for SEPAs

     5.1   School-based Environmental Activities

           For financial assistance for organising environmental activities, applications may be
           made to the Environment and Conservation Fund under the funding scheme of
           Environmental Education and Community Action Projects. Application details and
           forms can be found on the ECC website (http://www.ecc.org.hk).

     5.2   Training

           5.2.1   Training for the Basic Environmental Badge and the Specific Environmental
                   Badge is available for SEPAs under the Environmental Badge System. The
                   ECC also provides teachers with Training on Basic Environmental Badge
                   Assessment and Environmental Training Workshops under the scheme.
                   Details of the training are shown at Appendix 2c.

           5.2.2   Application forms for the training will be faxed to schools in September
                   2009.     The forms will also be available on the ECC website
                   (http://www.ecc.org.hk).


6.   Awards for SEPAs

     6.1   Outstanding SEPA Awards

           6.1.1   Junior SEPAs
                   Each primary school may nominate up to three Junior SEPAs to receive the
                   “Outstanding SEPA Awards”, i.e. gold, silver and bronze awards. The
                   nomination should be based on the performance of the Junior SEPAs in the
                   school-based and other environmental activities in this school year, and is
                   entirely at the discretion of the head of school. Details will be announced
                   at a later stage.
           6.1.2   Intermediate and Senior SEPAs
                   Each secondary school may nominate up to three Intermediate and/or Senior
                   SEPAs to receive the “Outstanding SEPA Awards”, i.e. gold, silver and
                   bronze awards. The nomination should be based on the performance of the
                   Intermediate and/or Senior SEPAs in the school-based and other
                   environmental activities in this school year, and is entirely at the discretion
                   of the head of school. Details will be announced at a later stage.

     6.2   SEPA Merit Awards

           At the end of the school year, schools may recommend their Junior, Intermediate and
           Senior SEPAs with good performance for the “SEPA Merit Awards” in appreciation
           of their dedication and contributions.

(A) Basic Environmental Badge (BEB)
       Objectives
          - To enable SEPAs to acquire basic environmental knowledge and skills; and
          - To prepare SEPAs for more in-depth training on specific environmental topics.
       Details
       SEPAS Training arranged by the ECC
         - Seminars on general environmental knowledge and field trips will be organised for
           SEPAs.
         - SEPAs are required to complete the assignments given by trainers.
         - SEPAs assessed and certified by trainers will be awarded the BEBs.
       SEPAS Training arranged by Qualified Teachers
         - The ECC will organise training on “Basic Environmental Badge Assessment” for
           teachers. Please refer to Part (C) for details. Teachers presented with the
           “Certificate of Qualified Assessor of SEPA Basic Environmental Badge” are
           qualified to organise seminars on general environmental knowledge for their
           students.
         - The training syllabus should be based on the teaching kit of the BEB which can be
           downloaded from the ECC website (http://www.ecc.org.hk).
         - Qualified teachers can assess SEPAs of their schools and award them BEBs.
         - Qualified teachers should submit a name list of the SEPAs eligible for the BEBs by

(B) Specific Environmental Badge (SEB)
       Objective
          - To enable SEPAs to acquire in-depth knowledge on specific environmental topics.

       Details
         - Seminars, workshops and field trips on specific environmental topics will be
           organised by the ECC for SEPAs who have acquired the BEBs.
         - In 2009/10, the environmental topic of specific badge training is Low Carbon
           Living.
         - SEPAs are required to complete the assignments given by trainers.
         - SEPAs assessed and certified by trainers will be awarded the SEBs.
(C) Training on “Basic Environmental Badge Assessment”
        Objectives
          - To enable teachers to acquire general environmental knowledge and be qualified as
            BEB assessors; and
          - To develop a school-based assessment system for BEB in long term.
        Details
          - The ECC will provide teachers with “Basic Environmental Badge Assessment”
            training. Teachers who have completed the training are presented with the
            “Certificate of Qualified Assessor of SEPA Basic Environmental Badge”.
          - Qualified teachers can offer training and present the SEPAs at their schools with
            BEBs.
(D) Environmental Training Workshops for Teachers
       In order to enrich knowledge of teachers on environmental protection, topics covered
       by the environmental training workshops in 2009/10 are Waste Avoidance and
       Reduction, Air Pollution, Climate Change, Nature Conservation and Organic Farming.

2.         The “Science in the Public Service – 2009 Student Project Competition” is one of the
activities organised under the “Science in the Public Service” Campaign. Through activities
including information collection, research and analysis, the competition aims to enhance
students’ understanding and interest in science and to strengthen their scientific thinking,
critical reasoning and communication skills. The theme of this student project competition is
“How do Applications of Science and Technology Enhance Quality of Life?” with a view to
raising students’ concerns about the problems of global climate change.

Since its inauguration by the Chief Executive in January 2006, the Science in the Public
Service campaign is now in its fourth year. This year, more than 40 government bureaux,
departments and collaborating organisations continue to join hands in organising a variety of
activities to introduce partners’ scientific work and their application of science and technology
in providing service.
                                 Student Project Competition


Preamble:
Science and technology are widely applied in our daily life. From invention of paper and
printing press in ancient times to the coming of age of computers and the Internet recently,
science and technology have brought convenience to human’s life. Of course they have also
spawned social problems. What is your opinion on the use of science and technology in Hong
Kong? Can we do better? Try to use your imagination and tell us about your dreams to
improve human’s life.


Objective:
The competition aims at enhancing students’ understanding and interest in science. Through
activities including information collection, research and analysis, it also aims to strengthen
their scientific thinking, critical reasoning and communication skills.


Theme:
“How do Applications of Science and Technology Enhance Quality of Life?"


Entries:
Two categories: primary and secondary schools. No more than five teams from each school.
It is at most six students in one team, each to be guided by a teacher. No student shall be
represented in more than one team.


Rules:
Detailed rules for entry can be found on the campaign website at: www.science.gov.hk. The
entry form can be downloaded from this website.


Submission of report:
Each team should submit a report of no more than 20 pages (including text, photos and
graphics), in either English or Chinese, on or before 1 February 2010. The duly completed
form, together with two copies of the report and a CD containing the report in digital form,
shall be mailed or submitted in person during office hours to: Hong Kong Observatory
Resource Centre, Units 2304-2309, 23/F Miramar Tower, 132 Nathan Road, Tsim Sha Tsui,
Kowloon.
Adjudication:
Adjudication will take place in the first quarter of 2010. Finalists will be invited for a short
presentation of their reports. The panel of judges will consist of senior professionals in the
civil service and experts from other organisations. Submissions will be assessed by their
accuracy of contents, insight, creativity, practicality, language and presentation skills.


Prizes:
There will be a total of 20 prizes. For each of the primary and secondary school categories,
there will be champion, 1st runner-up, 2nd runner-up and seven meritorious prizes. Each
prize-winning team will be awarded a trophy, book coupons, and certificates.


Results and awards presentation:
Results will be announced in the second quarter of 2010. Prize-winners will be notified
separately by mail or email, and will be invited to an awards presentation ceremony.

                  School Physical Fitness Award Scheme (SPFAS)

Aims/Objectives
          This is to invite primary and secondary schools to participate in the captioned Award
Scheme.

Details
2.        The SPFAS is jointly organised by the Education Bureau (EDB), the Hong Kong
Childhealth Foundation (HKCHF) and the Physical Fitness Association of Hong Kong, China
(PFA). It aims to promote the awareness of health-related physical fitness and participation in
regular exercise among primary and secondary school students in Hong Kong. Students will
be awarded a gold, silver or bronze level certificate upon meeting the standards specified in the
scheme. Schools interested in taking part in the scheme are welcome to join the scheme by

 Hong Kong 2009 East Asian Games Promotion Programme for Schools (V)

Aims / Objectives
        This is to invite primary and secondary schools to participate in the above Promotion
Programme.


Details
2.         Hong Kong will host the 5th East Asian Games (EAG) in December 2009. It is the
first ever, large-scale multi-sport international event held in Hong Kong. Over 3,000 athletes
from nine participating countries or regions will compete in 22 sports for 262 gold medals. This
is such an opportunity for all members of Hong Kong to show their support to the Games, and
to share the virtues of sport values, team spirit, citizenship, equity and cross-cultural respect.
Hopefully, we can apply the Hong Kong spirit and join hands to make the Hong Kong 2009
East Asian Games a legend. The “Hong Kong 2009 East Asian Games Promotion Programme
for Schools” is jointly organised by the 2009 East Asian Games (Hong Kong) Limited (EAG
Co.), EDB and other organisations with the aim to broaden students’ horizons and boost their
sense of belongings to Hong Kong.


3.        The “Hong Kong 2009 East Asian Games Promotion Programme for Schools” (V)
includes “EAG Youth Ambassadors”, “Visiting Hong Kong Teams” and “Painting for
Athletes” (Painting for Athletes is for PRIMARY schools only)”. Schools interested in the

The “Hong Kong 2009 East Asian Games Promotion Programme for Schools” consists of
activities related to sports, literature and art, values education, etc. Students can benefit from
taking part in various functions or activities in support of the EAG. Details of the forthcoming
activities starting from September 2009 are as follows:

1. EAG Youth Ambassadors
   Schools are invited to nominate students to be EAG Youth Ambassadors. They will take
   part in a workshop on organising sports events to deepen their understanding of the
   preparation work of EAG. Then the Ambassadors will initiate school activities and
   publicise up-to-date EAG information in their schools.

   3. “Painting for Athletes”

   This activity aims at encouraging all primary school students in Hong Kong to draw pictures
   related to the theme “Hong Kong‧Sports”. Paintings collected through this activity will be
   presented to the participating athletes, representatives and helpers from all over the world in the
   Hong Kong 2009 East Asian Games as a gift of appreciation. We hope that all primary schools
   in Hong Kong can promote this activity during Visual Arts lessons, and to let students
   experience the spirit of “supporting the East Asian Games through active participation”. Details
   of the activity are as follows:

                               painting material must be colourfast.
                               2) The company will count the number of schools participating in this

                               3) Collected entries will be framed by the company; then the paintings as
                                  a gift will be delivered to the athletes once they have arrived in Hong
                                  Kong. Hence, every student must fill out the ‘student’s information
                                  form’ for recognition.
                               4) Late applications will not be accepted.
(5) Remarks               : 1) The organisers own the copyright of all submissions, and reserve the
                               right for any legal, non-profit, and/or promotional use. If a
                               submission is accused of copyright violations, the participants must

                   3D Learning Journey to Become an Earth Hero

Aims/Objectives

          This is to invite primary schools to participate the captioned activities.




Details

2.        The aims of the ‘CLP – Green Studio’ are to educate primary school students about the
cause and effect of climate change, and share tips on energy efficiency and conservation, in an
interactive and easy-to-understand way through the CLP’s eco-care mobile studio which will tour
round schools and the community.



3.        China Light & Power Company Ltd (CLP) is always committed to promoting
environmental education, in particular nurturing the youth to become the green generation. To
this end, CLP developed and launched the first eco-care mobile studio – Green Studio in 2009,
with Education Bureau being the supporting organisation.



4.        ‘Green Studio’ caters for the primary schools within the CLP service area (i.e.
Kowloon and the New Territories Districts). Details of the ‘Green Studio’ and service
information including application method are provided in the fact sheets as attached in Appendix
6a and 6b (Chinese version only). Interested primary schools may register online at

The service is free of charge and application is accepted all year round.

                    活動概覽

        背景:作為一家負責任的企業,中電一直致力推動能源效益以紓緩氣候轉
        變。「綠 D 班」是中電另一個以小學生為目標對象的嶄新環保意念。



         目的:肩負起環保教育使命的「綠 D 班」,特設全港首創環
保教育 3D 立體電影院,學生可登上車廂欣賞立體電影《地球英雄》 ,了解氣
候轉變的種種成因及後果,從而鼓勵他們仿傚電影主角小狗力力,化身「地
球英雄」,在日常生活中實踐於「綠 D 班」所學到的節約能源貼士,培養綠
色生活習慣。除此以外,「綠 D 班」亦有設益智好玩的《地球英雄》手機遊
戲及趣味性環保資訊展板,寓學習於遊戲,務求為學生帶來全方位輕鬆互動的學習旅程。

統教室的黑板設計,營造更親切的班房感覺。
車身兩旁均設有生動有趣的展板,以及平面大

                 讓小朋友戴上立體電影眼鏡後,加倍投入這部精彩刺激
                 的《地球英雄》立體電影,化身成為「地球英雄」 ,一同

3. 全方位學習旅程:為小朋友提供邊學邊玩,由外到內的學習旅程。小朋友除了可在車廂

載益智好玩的《地球英雄》手機遊戲 (手機遊戲簡介請參看 Appendix 6d),隨時隨地輕鬆
學習環保知識。



         「綠 D 班」採用了較潔淨的石油氣作為驅動燃料外,其獨有的太陽能板

           3D 大電影 《地球英雄》內容簡介:




《地球英雄》是一套緊張刺激的 3D 立體電影,主角力力雖首次擔任電影主角,但牠為愛護地球,
誓要尋找「地球英雄」而傾力演出,深受小朋友及社區人士的肯定和愛戴。


電影帶出了愛護地球的重要性,講述原本美麗的地球,近幾年出現了很多不尋常的氣候變化。力力
為了拯救地球,四出尋找「地球英雄」減少地球上的 CO2,防止溫室效應及各種天災的出現。


力力在尋找「地球英雄」的過程中,發現了原來胡亂購物、浪費電力、使用膠袋、熱水長流、浪費
紙張等等的習慣,都會產生大量 CO2,影響地球的正常運作。


最後,力力發現其實拯救地球的任務,你、我及每一位市民都絕對可以做得到。只要我們在日常生

             2009/2010 China Essay Competition for Secondary Students
                               (Hong Kong Region)

Aims/Objectives

            This is to invite secondary schools to participate the captioned Competition.


Details

2.           This is the Hong Kong regional competition for the “China Essay Competition for
Secondary Students”. The Competition aims at arousing secondary students’ awareness of
moral issues through self-reflection on their daily life, raising students’ moral standard and
enhancing their writing capability. Through this Competition, it is hoped that the art of
creative writing will be promoted and talented young writers can be recognized and identified
for further development. The success of this meaningful competition relies on the support
and participation of all secondary schools.



3.         Participating schools should select three essays from junior secondary level and
three from senior secondary level to enter the second-round of the Competition which will be
judged by an expert panel of the Hong Kong Competition Region. 100 outstanding essays
will be selected to participate in the final round of the “China Essay Competition for
Secondary Students”. For details about the Competition, please refer to the Appendix 7a
(Chinese version only) attached.

賽事詳情﹕    初賽 -- 資格:參賽中學必須在每個組別最少有 100 名學生參加。
               方法:由學校在校內參賽學生中自行評選初、高中組各三篇作品,
                  在 2009 年 11 月 23 日或之前寄交中國中學生作文大賽香港賽
                  區比賽委員會,參加香港賽區複選。凡獲選進入複賽的作品,
                  將至少可獲頒發優異獎。
         複賽 -- 由香港賽區自行組織專家評審團,在 2009 年 12 月份期間從初賽各
               學校所選出的作品中,評選出高、初中各 50 篇作品進入全國決賽。
               香港賽區則會就 100 篇作品選出永隆文學之星、金獎、銀獎及銅獎。
         決賽 -- 2010 年 4 月中在香港舉行,本港進入決賽的同學將參加由全國
               專家評審團進行評審的聽、說、讀、寫決賽,競奪各項大獎。
         頒獎 -- 全國大賽頒獎禮於 2009 年 4 月中旬在香港舉行(詳細日期容後通知)。

         5. 作品必須以中文打字列印在A4白紙上,並同時繳交電子版本(繁、簡體均
            可)。
         6. 作品必須為參賽者個人原創,不可抄襲;未經任何媒體發表,不可一稿兩
            投,一經發現,將被取消資格。
         7. 獲獎學生或需接受主辦單位面試。

出 版 文 集 :獲獎作品將會結集成書;一切版權歸主辦機構所有。

注 意 事 項 :1. 參賽者請自留底稿,主辦當局不負責退稿。
         2. 進入全國複賽、決賽的名單將會專函通知學校,決賽及頒獎禮將於四月
            中旬在香港舉行。香港賽區的頒獎禮將於五月份舉行。
         3. 所有獲獎的同學,均獲邀請出席頒獎禮領獎。

The Updating of the “Data Bank of Hong Kong High Achieving Students”

Aims / Objectives

         The aim of this annex is to inform schools of the procedure of updating the
“Data Bank of Hong Kong High Achieving Students”


Details

2.         The Education Bureau (EDB) established a “Data Bank of Hong Kong High
Achieving Students” in 2007 that offers a platform to recognise those students who have
outstanding performance in major national and international competitions. Schools are
invited to update the said data bank regularly.


3.        Schools may visit the EDB web site (http://www.edb.gov.hk/nomination) any
time to update information of school and award winning students. The login ID and default
password are set to be the 12-digit SCRN given to each individual school by the EDB.
Schools are advised to change the password after the first login. Please follow the online
instructions to update relevant information. After updating individual records, schools are
requested to print out the “Individual Award Record Form cum Consent Letter”, fill in
the necessary information and return the completed form together with the photocopies of
any related supporting documents of individual awards by post to the Gifted Education
Section, Curriculum Development Institute, EDB at Room E328, 3/F, East Block, EDB
Kowloon Tong Education Services Centre, 19 Suffolk Road, Kowloon Tong. Please mark
“Information for the Data Bank of Hong Kong High Achieving Students” on the
envelope. Upon verification, the data submitted would be updated to the data bank and
displayed at the Young Achievers’ Gallery for public’s reference.


4.       In accordance with the “Personal Data (Privacy) Ordinance”, schools have to
inform and get permission from the awardees before submitting their personal data and the
selected information of their awards to the EDB for display in the Young Achievers’
Gallery.

               The Hong Kong Budding Poets Award 2009-2010

Aims / Objectives

         This is to invite primary and secondary schools to participate in the Hong Kong
Budding Poets Award 2009 – 2010.


Details

2.         The captioned competition is organised by the Gifted Education (GE) Section.
The aim of the competition is to provide a platform for students to think creatively,
inspiring them with a passion for poetry and identifying those gifted in English for further
training in writing poems. A briefing will be held to introduce the competition to interested
schools on 8 October 2009 (Thursday) at EDB Kowloon Tong Education Services Centre.
Please refer to the Training Calendar System of EDB for on-line application in September
2009.


3.        The GE Section will also organise competition-related training workshops for
teachers on 26 November 2009 (Thursday) and 27 November 2009 (Friday). Please refer to
the Training Calendar System of EDB for on-line application in September 2009.


4.        To join the competition, please complete and return the School Application Form
(Appendix 9a) fax to the GE Section (fax no.: 2490 6858) on or before 30 October 2009
(Friday).


5.        Participating schools should complete the Entry Record Form (Appendix 9b) and
submit it together with the student entries in the standardised format in the Student Entry
Form (Appendix 9c) to the GE Section on or before 10 February 2010 (Wednesday).


6.       The posters of the Hong Kong Budding Poets Award will be sent to primary and
secondary schools by post in mid September 2009.

               Hong Kong Budding Poets Award 2009-2010
                     Regulations and Conditions

1. Organiser
   Gifted Education (GE) Section, Curriculum Development Institute, Education
   Bureau (EDB)


2. Aim
   The aim of the competition is to provide a platform for students to think creatively,
   inspire them with a passion for poetry, and identify those gifted in English for
   further training in writing poems. Schools are encouraged to implement related
   school-based gifted development programmes to cater for the learning needs of a
   wide cohort of students.


3. Objectives
       To develop students' higher-order thinking skills and creative abilities
       To enhance students’ awareness and appreciation of poetry
       To give students the opportunity to strive for excellence in the use of language
       and literature


4. Eligibility
4.1 All entries must be nominated by schools. The maximum number of entries for all
    three sections from each school is 20. If students want to participate in more than
    one section, they should submit different poems on different themes.
      Primary section:       Students from all primary schools except International
                             and ESF schools
      Secondary section: Students from all secondary schools except International
                             and ESF schools
      Open section:          Students from all primary and secondary schools,
                             International and ESF schools
4.2 The organiser reserves the right to reject any entries which fail to meet the
     following requirements:
        Poems should be typed and printed in 14-point Times New Roman in the
        Entry Record Form (Appendix 9b). Schools must submit the hard and soft
        copies (in a CD-Rom) of the forms.
        School must assign a student number to each student and indicate it on the top
        left hand corner of the printed copies.
          Neither school name nor student’s name should be included on the student
          entry forms.
4.3 Students can enter poems on any specified themes by the organiser and in any
    shape they like. The themes include:

4.4 Each poem must be given a title. All poems will be judged anonymously and the
    name of the author must NOT appear on the manuscript. The following are the

5.2 The Poet of the School Award
    The authors of the best entries selected from those schools which have nominated
   not less than 10 students to take part in the competition are eligible for the Poet of
   the School Award. The entries of the Poets of the School have to demonstrate a
   high standard overall. Each Poet of the School will be awarded a certificate.


5.3 Extension
   The Budding Poets’ Society was set up to achieve the dual purpose of providing
   the award-winners with pathways and exposure to learning opportunities through
   participating in overseas writing competitions, and as extension of training to the
   students. It targets at the top 60 award-winners of the three Sections of Hong
   Kong Budding Poets Award. The service of the Society comprises two parts,
   namely, exposure and mentorship. For the exposure, the Gifted Education Section
   sponsors all the members of The Budding Poets’ Society for the entry fees for
   international writing contests while the mentorship is for the members who are 12
   years old or over at the initial stage. The mentorship includes the activities,
   preparatory events and a training workshop provided by the English-Speaking
   Union Hong Kong.

6.3 Briefing
    A briefing session will be held on 8 October 2009 (Thursday) from 4:00 p.m. to 5:00 p.m.
    to introduce the regulations, details and awards of the competition. Please refer to the
    Training Calendar System (TCS) for the details in September 2009.
6.4 Deadline for Application
   To join the competition, schools are required to complete and return the School
   Application Form to the GE Section by email (poiige1@edb.gov.hk) on or before 30
   October 2009 (Friday).


6.5 Hong Kong Budding Poets Award Professional Development Workshops
    The workshops will be conducted on 26 and 27 November 2009. Please refer to the
   Training Calendar System (TCS) for on-line application.
   Teachers are encouraged to motivate students to participate in the competition. They may
   lead students to generate ideas and exercise judgment in choice of words and imagery.


6.6 Deadline for Entry Submission of Entries
   The submission deadline is 10 February 2010. Schools must submit the hard and soft
   copies (in a CD-Rom) of the Entry Record Form (Appendix 9b) and the Student Entry
   Forms (Appendix 9c). All entries and completed forms must be submitted by post or in
   person to:

6.7 Adjudication
    The adjudication is composed of two phases. In the first phase, the judging panel which
    comprises representatives from the Gifted Education Section and the Native-speaking
    Teacher Section, Curriculum Development Institute, Education Bureau, and frontline
    teachers from the Gifted Education Teacher Network (English Language) will screen all
    entries. Entries will be assessed on originality, use of language, artistic quality, expression
    of the theme and construction. In the second phase, the selected entries will be judged by
    final adjudicators who are renowned, dedicated poets, writers and/or academics in the
    field of poetry and creative writing. They will recommend at most 20 entries from each
    section (Primary, Secondary and Open Sections) for awards.


6.8 Individual Interview
    A maximum of 60 poems will be selected from all three sections and the authors will have
    to attend individual interviews to share their views on their submitted poems and
    demonstrate the originality of their work in April 2010. Finalists will be awarded
    according to the quality of their poems given their originality assured in the interview.
    Interviews will be taped and the video clips may be shown in the prize-giving ceremony
    or other related educational activities.
6.9 Prize-giving ceremony
    All prizes will be presented in the Prize-giving Ceremony in May 2010. Award winners
    will be invited to present their award-winning poems in the ceremony.

   The updated news will be released through the website of the GE Section
   (http://resources.edb.gov.hk/gifted/bpea). Participating schools should refer to the above
   website for the latest news about the competition.


8. Copyright
  Copyright remains with the author though the entrants give permission to EDB to publish
  the submitted poems on the Internet in electronic format, as well as in anthologies or future
  promotional materials of the competition, or as curriculum resources.

     Recruitment of New Student Members to the Hong Kong Academy for
                         Gifted Education (2009/10)


Aims/Objectives
        This annex is to invite secondary schools to nominate students for membership of
The Hong Kong Academy for Gifted Education (the HKAGE).


Details

2.        In 2007 the HKAGE was formed as an independent organisation to facilitate
services to gifted students, their parents and teachers. From 2008/09 The HKAGE has taken
over most of the student enhancement programmes and related screening activities from EDB.


3.      In addition to the existing programmes, the HKAGE plans to launch new
programmes, including thematic talks, personal growth and social development and so
broaden provision for gifted students in Hong Kong. The HKAGE continues to offer
programmes in the four domains: Humanities, Leadership, Mathematics and Sciences. For
more details of the student services and the enhancement programmes please visit the
HKAGE’s website http://www.hkage.org.hk and look for the Student Zone.


4.         School nominations for 2009/10 starts from 1 September 2009 to 23 October
2009. The HKAGE invites all secondary school(s) (including government schools, aided
schools, schools under DSS and ESF, non-profit making private schools and international
schools) to nominate students with outstanding performance or potential in Humanities,
Leadership, Mathematics and Sciences to join the HKAGE. Nominees who have successfully
passed the related screening activities, will become the student members of the HKAGE and
will be eligible to enroll in all activities and programmes offered by the HKAGE.


5.         Schools are asked to nominate up to 10 students overall from S1 to S7 (not more
than 3 for a single domain). Schools may make further nominations if necessary (not
restricted by the above domain limit).


6.       Nomination forms and details have been sent to individual schools in late August by
mail. The completed forms, together with related documents, should be submitted to the
HKAGE on or before 23 October 2009 (Friday) for further processing.
Teacher Training and School Nomination Briefing Session

7.       To familiarise schools with the characteristics of gifted students, the latest school
nomination arrangements and the services provided by the HKAGE, a Teacher Training and
School Nomination Briefing Session will be held on 19 September 2009 (Saturday) from

2.        The competition is organised by the Gifted Education Section of the Education
Bureau (EDB) in collaboration with the Hong Kong Association for Science and Mathematics
Education, the Hong Kong Federation of Education Workers, the Union of Heads of Aided
Primary Schools of Hong Kong, School of Education Alumni Association, the Chinese
University of Hong Kong and the Chief Executive’s Award for Teaching Excellence Teachers
Association. It aims at nurturing the talents of scientifically gifted students at senior primary
and junior secondary levels, and providing them with training in scientific problem solving
skills. In the process of preparing for the competition, it is expected that students’
collaboration skills, critical thinking skills, creativity, and communication skills would be
enhanced through the development of relevant school-based gifted programmes.

3.        In order to let school teachers learn more about the competition, a Briefing Session
is scheduled by the Gifted Education Section of EDB on 25 September 2009 (Friday).

4.       A training workshop for school teachers preparing their students to enter the
competition is also scheduled on 6 November 2009 (Friday).

          International Junior Science Olympiad – Hong Kong Screening
                                    (2009-2010)

Aims/Objectives

           This is to invite secondary schools to participate in the captioned activity.


Details

2.         The International Junior Science Olympiad (IJSO) is an international competition
in natural science. Every year, different countries take turns to organise this competition for
secondary students aged below 16. For the past three years, the Education Bureau (EDB) has
been training and sending delegates to participate in this international event in Brazil, Taiwan,
Korea and very promising results have been attained.

3.         In order to identify the most appropriate cohort of students with good potential in
science, a territory wide screening is scheduled for 27 February 2010 (Saturday). Students
who pass the screening will be admitted to a two-year training programme conducted by
tertiary institution. After the intensive training, six students will be selected to represent Hong
Kong to participate in the 8th International Junior Science Olympiad to be held in December
2011.

4.         In order to let school teachers know more about the competition, a Briefing
Session is scheduled for 25 September 2009 (Friday). Interested schools and teachers please
register for the briefing through the Training Calendar System on or before 21 September
2009(Monday).

 International Junior Science Olympiad – Hong Kong Screening (2009-10)
                               Introduction

           The International Junior Science Olympiad – Hong Kong Screening (2009-10) is
co-organised by the Gifted Education Section of the Education Bureau (EDB), the Hong
Kong Association for Science and Mathematics Education and the Chief Executive’s Award
for Teaching Excellence Teachers Association. The screening aims at identifying
scientifically gifted students at junior secondary levels for training in advanced science
subject knowledge. It is also expected that students’ collaboration skills, critical thinking
skills, creativity, and communication skills would be enhanced through the IJSO student
training programme. After the intensive training programme six students would represent
Hong Kong to participate in the 8th International Junior Science Olympiad to be held in early
December 2011. The IJSO will usually last for 10 days.

          The IJSO is an annual individual and team competition in the natural sciences for
students below 16. Student contestants of the 8th IJSO must be born on or after 1 January
1996. Below are the aims of the IJSO:

     To promote and reward the pursuit of excellence in scientific endeavour
     To challenge and stimulate gifted science students to develop their talents
     To select the top young science student teams at the annual IJSO
     To encourage continued participation in the study of the natural sciences
     To create the friendship among students around the world

           The HKIJSO committee, established in 2008, would oversee the organisation of
the Hong Kong Screening and the follow up with IJSO student training. The Faculty of
Science of The Chinese University of Hong Kong had been commissioned for the IJSO
student training for the 5th and 6th IJSO. The intensive training will last from February 2010
to November 2011 and will consist of 3 phases lasting for 200 face-to-face teaching hours.
The training will consist of lectures and practical sessions conducted in English
supplemented with Cantonese. Screening tests are to be administered after the training of
each phase. The student training programme will cover the topics of the IJSO syllabus
(please refer to the website http://resources.edb.gov.hk/gifted/ijso/) that are not covered in
local science syllabus (Physics, Chemistry and Biology) at Hong Kong Certificate of
Education Examination level and Hong Kong Advanced Level Examination.

          The selected student representatives will take part in the 8th IJSO. The cost of the
round-trip air-tickets, boarding and meal expenses of the student contestants would be
covered by the Hong Kong SAR Government.

      International Junior Science Olympiad – Hong Kong Screening (2009-10)
                 Marking Criteria, Prizes and News announcement

I.      Marking Criteria
       1.   The Screening will comprise two parts, 30 multiple-choice questions and 3 structured
            questions. Marks for each MC question and structured question would be 1 and 10
            respectively.
       2.   Students whose scores of the MC questions are higher than a threshold set by the Hong
            Kong IJSO Committee will be shortlisted and their structured questions will be marked.
            Top 50-60 students with high scores in the MC questions and structured questions
            would be eligible for the phase 1 of the IJSO student training.

II.     Prizes
       1.   First, Second and Third Honours will be awarded to individual students who performed
            excellently in the Screening – First Honours, top 10% students; Second Honours, next
            top 10% students; Third Honours, next top 10% students.
       2.   Schools will be eligible for team awards (champion, 1st runner up, 2nd runner up, 3rd
            runner up) – only the four highest scores of the team will be counted.

III. News announcement
       1.   The school nomination, venue of the Screening, participant ID Number and other
            related     information      will      be     released      through      the      website
            (http://resources.edb.gov.hk/gifted/ijso/), participating schools should check the website
            frequently. No further written notification would be sent to individual school.
       2.   The decision of the Hong Kong IJSO Committee regarding the results of the screening
            and the follow up IJSO student training would be final.

Web-based Learning Courses on Earth Science, Astronomy and Mathematics


Aims/Objectives

          This is to invite primary and secondary schools to nominate students to participate in
the three EDB web-based learning courses.


Details

2.        In order to provide appropriate learning opportunities for the gifted to excel in their
talented areas, the Education Bureau commissioned the Faculty of Science of The University of
Hong Kong, the Hong Kong Astronomical Society and The Hong Kong University of Science
and Technology to develop three web-based learning courses on Earth Science, Astronomy and
Mathematics respectively to cater for the learning needs of the gifted and talented.


3.         All of the above courses comprise 3 levels of study with the standards at the highest
level up to senior secondary. Each of these courses can accommodate 2000 senior primary to
junior secondary students with high potential in science or mathematics. Course participants are
expected to complete the courses within one year. Certificates will be issued to those who have
completed each level of the web courses.


4.         Interested schools are required to submit the “School Nomination Form” on-line
(http://sciwebcourses.proj.hkedcity.net) on or before 30 October 2009 (Friday). Information
about school nomination is also available on the webpage for teacher’s reference. A poster about
the web-based learning courses would be dispatched to schools in mid September 2009. Please
help publicise the courses by displaying the poster in your school.


5.        In order to familiarise school teachers with the details of the web-based learning
courses, the Gifted Education Section will hold a briefing session at Room E304, East Block,
EDB Kowloon Tong Education Services Centre, 19 Suffolk Road, Kowloon Tong on 5 October,
2009 (Monday). Interested teachers are required to register through the Training Calendar System

                        The National Day Extravaganza 2009

Aims/Objectives
         This is to invite kindergartens, primary and secondary schools to participate in the
captioned activity.

2.         Since the founding of the People’s Republic of China 60 years ago, our nation has
achieved remarkable success in its development. To commemorate the 60th Anniversary of the
establishment of our country, the Education Bureau is organizing “The National Day
Extravaganza 2009”. It aims to foster a deeper understanding of the progress and
achievements of our nation, and enhance students’ sense of national identity. Details of the
activity are as follows:


Date:      30 September 2009 (Wednesday)
Time:      2:30 p.m. to 4:30 p.m.
Venue:     Queen Elizabeth Stadium, 18 Oi Kwan Road, Wanchai, Hong Kong
Target:    Students and teachers of kindergartens, primary and secondary schools

3.       Two posters of the event will be sent to schools by mail. Please display them in
your school and encourage students to participate in the activity.


4.        Admission tickets will be allocated on a “first-come, first-served” basis. Each
school may nominate a maximum of 45 students and teachers to participate. Schools

  “World Expo 2010 Shanghai China” National Education Activity Series

Aims/Objectives
           This is to invite primary and secondary schools to participate in the captioned
activity series.



Details
2.         The World Exposition 2010 Shanghai China (Shanghai Expo) will be held in
Shanghai from May 1 to October 31, 2010. Under the main theme “Better City, Better Life”,
the Shanghai Expo will provide a platform for participating countries, regions and
organisations to share their experiences of urban development, discuss advanced ideas on
cities, and explore new approaches to eco-friendly lifestyles and working conditions as well
as sustainable development.

3.         Hong Kong’s stunning stand-alone pavilion will highlight the theme of “Hong
Kong -- A City with Unlimited Potential”. The Pavilion will showcase Hong Kong’s
creativity, as well as our connectivity with the Mainland and the rest of the world, the
connectivity of ideas and information, and the connectivity of nature with the built
environment.

4.        To capitalise on the Shanghai Expo, the Education Bureau is organizing the “World
Expo 2010 Shanghai China” National Education Activity Series to enhance students’
understanding of Shanghai Expo and national identity. The activities include:
     “World Expo 2010 Shanghai China” National Education Expert Talk Series
     In addition to expert talk, it will also include a photo exhibition and short film to
     showcase the ideas and development of the World Expo 2010 Shanghai China, as well
     as the architectural features of the Hong Kong Pavilion. Please refer to Appendix 17a
     and 17b (Chinese version only) for details.
     Student Design Competitions
     It aims to raise students’ awareness of the Shanghai Expo, promote their support and
     participation, and enhance their national identity. Please refer to Appendix 17c to 17h
     (Chinese version only) for details.

5.         Two copies of the posters will be sent to each school within two weeks after the
issue of this circular memorandum. Schools are encouraged to put up the posters for display.

                專題研習獎勵計劃

1.   目的
     鼓 勵 學 生 認 識 及 關 心 上 海 世 博 會,以 及 讓 他 們 發 展 自 主 學 習 的
     能力和發揮創意。

2.   參賽資格
     凡 就 讀 初 中 (中 一 至 中 三 )的 學 生 均 可 參 加 。

3.   參   賽形式
     比   賽 以 小 組 形 式 進 行,參 賽 學 生 須 以 四 人 組 成 一 隊,自 行 決 定
     題   目,進行 專 題 研 習,並將 成 果 製 成 研 習 報 告;每 所 學 校 最 多
     可   遞交三份報告參賽。

4.   參賽規則
     (a) 所 有 參 賽 作 品 :
         (i)   須為參賽學生的原創,並未經發表;如作品被發現

        「關心祖國‧齊迎上海世博會」國民教育活動系列―
               美好社區設計比賽

詳情

1.   目的

     透過多媒體創作,鼓勵學生繪製出理想的社區景觀,以配合
                      「
     今 屆 世 博 會 的 主 題: 城 市,讓 生 活 更 美 好 」 B e t t e r C i t y, B e t t e r
                                       (
     Life), 以 及 啓 發 他 們 的 創 意 思 維 。


2.   參賽資格

     凡 就 讀 高 中 ( 中 四 至 中 六 ) 的 學 生 均 可 參 加,比 賽 以 小 組 形 式 進
     行,參賽學生須以四人組成一隊,每隊只限遞交一份作品;
     每所學校可遞交最多三份作品參賽。

3.   參賽規則

     (a) 所 有 參 賽 作 品 :

         (i)    須為參賽學生個人的原創,並未經發表;如作品被
                發現有抄襲或侵權成份,參賽學生將會被取消參賽
                資格;

         (ii)   內容以「美好社區」為題;參賽學生可參考以下範
                疇,詮釋「美好社區」的概念:
                    交   通   便   捷
                    設   施   齊   備
                    環   境   保   育
                    自   給   自   足等

         (iii) 可   使 用 任 何 繪 圖 軟 件 繪 製 , 以 地 圖 形 式 (平 面 或 立 體
               均   可 )展 示 社 區 的 景 觀 , 包 括 不 同 類 型 的 公 共 設 施 、
               景   物 及 建 築 物 等 , 並 以 標 記 說 明 設 計 的 概 念 (中 英 均
               可   );

         (iv)   須具有放大、縮小、移動等功能,以便能清楚展示
                社區景觀;

         (v)    作 品 須 以 HTML 格 式 儲 存 成 網 頁 並 以 光 碟 (CD-ROM)
                存載呈交。

                         National Education Course

Aims/Objectives
          This annex is to invite secondary schools to nominate Secondary 6 students and
teacher group leaders to participate in the “Award Scheme for Student Leaders of Hong Kong:
National Education Course”.


Details
2.        The captioned course is organised by the Education Bureau (EDB) and is
co-organised by the Office for Hong Kong, Macao and Taiwan Affairs, Ministry of Education,
the People’s Republic of China; the Exchange Department, the Hong Kong and Macao Affairs
Office of the State Council; the Youth Department of the Liaison Office of the Central
People’s Government in the HKSAR. The course aims to enhance students’ understanding of
the development of our country and national identity through their experience and exchange
on the Mainland. Students are requested to assist their teachers to promote national education
upon completion of the course. Furthermore, in order to facilitate teachers to promote national
education, the EDB also invites secondary school teachers participating in the course as group
leaders.


3.        The next “Award Scheme for Student Leaders of Hong Kong: National Education
Course” will be held in Beijing from 18 to 27 December 2009. Please refer to the Appendix
18a to 18e for details. Student participants are required to conduct an in-depth study on
various themes of our country (including history, education and sports, economy). Other
course contents will cover culture, technology, politics and diplomacy, etc.


4.       Schools are invited to nominate up to two Secondary 6 students and one teacher
group leader to participate in the course. Applications without teacher nomination will not
be considered. The completed Student Application Form(s) (Appendix 18d - Chinese version
only) and Group Leader Application Form (Appendix 18e - Chinese version only) should be
submitted by hand on or before 9 October 2009 (Friday) to the Moral and Civic Education
Section of Curriculum Development Institute at 4th Floor, Kowloon Government Offices, 405
Nathan Road, Kowloon. Nomination by post is not advised in view of applicants’ personal
data may be leaked out due to postal delivery loss. Late applications and forms submitted by
fax or e-mail will not be accepted.

              「香港領袖生獎勵計劃:國情教育課程」
                     簡介及申請細則


(A)   目的

教育局舉辦「香港領袖生獎勵計劃:國情教育課程」,目的是讓香港學生透過在祖國的
體驗及與內地學生的交流,加強對祖國國情的認識和國民身份認同,並鼓勵他們在完成
學習後,協助教師在校內推行國情教育。


(B)   簡介

教育局將於 2009 年 12 月 18 日至 27 日在北京舉行「香港領袖生獎勵計劃:國情教育課
程」,現誠邀請每所中學提名不多於兩位中六學生參加,名額共 170 名;課程行程及重
要事項日誌,請參閱 Appendix 18b 及 Appendix 18c。


此外,為促進學校推廣國民教育,教育局誠邀小學及中學的校長、副校長、主任及教師
申請擔任隨團導師,名額共 17 名。詳情請參照下文的申請細則及取錄方法。


獲取錄的學生及隨團導師必須參加由教育局舉辦的出發前培訓,有關培訓詳情將透過所
屬學校個別通知獲取錄的師生。完成北京的十天課程之後,學生須於指定日期或以前呈
交有關研習班的個人學習日誌及分組專題研習報告。


(C)   研習班授課語言及上課地點

研習班及學習活動以普通話進行,講義以簡體字編印。上課地點是中國人民大學(暫定)。


(D)   研習班證書

修畢研習班的學生和導師將獲頒發結業證書。


(E)   資助

獲取錄的學生及隨團導師會獲香港領袖生獎勵計劃贊助課程的基本開支,包括研習費、
來回機票、機場稅、膳食、住宿、交通及入場費等。

(G) 申請細則

1.   學生申請表:有興趣申請本獎勵計劃的學校,請填妥 Appendix 18d 學生申請表:

     (a) 甲部為校長推薦書(由校長撰寫),校長可提名不多於兩位現就讀中六、品學兼
         優、具有領導才能、以及能以普通話溝通的學生參加,並就每位學生申請人的
         表現撰寫評語,包括品行、學業成績、領導才能、普通話能力及個人專長等(每
         位獲提名的學生申請人須使用獨立的申請表,第一位與第二位學生排名不分先
         後);

     (b) 乙部為家長或監護人同意書(由獲提名學生的家長或監護人填寫);

     (c) 丙部文稿由學生撰寫;

     (d) 丁部為學生個人資料(由學生填寫)。

2.   隨團導師申請表:凡提名學生參加是次獎勵計劃的中學須推薦一位學校教職人員擔
     任隨團導師。凡獲推薦參加是次獎勵計劃的校長、副校長、主任、教師,請填妥
     Appendix 18e 申請表(如申請人為副校長、主任、教師,則須由校長提名,並須附上
     校長推薦書。如申請人為校長,請遞交自薦書)。在研習班舉行期間,教育局不會
     為各隨團導師所屬學校提供代課教師。

3.   學校須將填妥的 Appendix 18d 及 Appendix 18e,於 2009 年 10 月 9 日或以前送交九
     龍彌敦道 405 號九龍政府合署四樓教育局課程發展處德育及公民教育組;信封面請
     註明「香港領袖生獎勵計劃:國情教育課程」申請表。只提名學生而不推薦導師的
     申請,將不獲受理。為免郵遞失誤而洩漏申請人的個人資料,請避免採用郵寄方式
     申請。主辦單位不會接受所有逾期及透過傳真或電郵方式遞交的申請表。


(H) 取錄學生的方法

1.   主辦機構將審核學生申請人的資格,包括須為現就讀中六、並附有校長推薦書、家
     長或監護人同意書、學生撰寫有關對祖國國情的認識及未來發展的建議文稿、學生
     個人資料等文件。此外,學生須出席面試。

2.   評選標準:
     (a) 學生撰寫有關對祖國國情的認識及未來發展的建議文稿內容
     (b) 校長推薦書內容
     (c) 學生參加面試時的表現


(I) 取錄隨團導師的方法

1.   如導師職級為副校長、主任或教師,則須由校長提名,並附上校長推薦書。如申請
     人為校長,請遞交自薦書,詳情見 Appendix 13e。

2.   評選標準:
     (a) 校長自薦書或推薦書的內容
     (b) 申請者參加面試時的表現
(J)   學生責任

1.                       、有效的「港澳居民來往內地通行證」
      學生申請人須持有「香港永久性居民身份證」
      及有關證件。假如學生正在辦理出入境證件,請在申請表中列明。

2.    學生須表現出應有的行為操守,嚴守紀律,並以全體團員的安全為重。

3.    學生須參加與獎勵計劃有關的學習活動,包括將於 2009 年 11 月 21 日及 12 月 5 日
      舉行的出發前培訓;行程表內所列為期十天的研習課、參觀活動、小組反思分享會、
      謝師宴、惜別晚會;於回程後撰寫專題研習報告及參加成果分享會,日後須協助教
      師在校內推行國情教育。(詳情請參閱 Appendix 18b 及 Appendix 18c)

4.    在學習旅程中,參加學生將分成學習小組,每組 10 人,其中一人為組長。小組成
      員須輪值負責該組別的日常工作,包括主持小組學習活動或反思分享會;負責課堂
      提問或致謝辭;撰寫及簡報學習日誌;擔任惜別晚會的司儀或負責表演項目等。

5.    每個學習小組將會在導師指導下,就指定的三個學習範疇(包括:歷史、教育及體
      育、經濟)進行深入的專題研習;有關的學習流程如下:


      (i)   出發前             為學習作準備:
                             就個別學習範疇,擬定專題研習題目;
                             遞交專題研習題目予教育局存檔;
                             透過互聯網、報章、雜誌、書本等,搜集與題目相
                             關的背景資料,加深對題目的認識;
                             擬定收集一手資料的策略 (例如:問卷調查、訪問
                             面談、觀察記錄等);
                             設計配合題目的研習的工具 (例如:問卷問題、面
                             談題目等);及
                             如有需要,可先在香港收集數據,作為參考和比較
                             之用。
      (ii) 在北京期間            進行研習探究:
                             在學習期間,透過參觀、訪問、面談、問卷調查及
                             課堂學習等途徑,收集與題目相關的一手資料;
                             與導師和組員反覆討論結果,深入探討問題;及
                             對整個研習過程作反思。
      (iii) 回 港 後 的 跟 進 工   匯報研習成果:
      作                      分析和綜合資料,並撰寫研習報告;
                             於指定日期完成並遞交專題研習報告;及
                             出席分享會,報告研習心得、體會和成果。
                            教育局會將研習報告結集成冊、透過展覽或分享會,
                            展示研習成果:
                             學員必須參與有關的編製及組織工作。


6.    每位學生須於 2010 年 1 月 15 日或以前呈交個人學習日誌、感想及在校內推廣國民
      教育計劃書;學習小組組長須於 2010 年 1 月 29 日或以前呈交分組專題研習報告。
(K) 隨團導師責任

1.    獲取錄的隨團導師須持有「香港永久性居民身份證」及有效的「港澳居民來往內地
      通行證」。

2.    隨團導師須負責指導學生學習,並參加與獎勵計劃有關的學習活動,包括兩次出發
      前培訓;行程表內所列為期十天的研習課、參觀活動、小組反思分享會、謝師宴及
      惜別晚會等;並於回程後督導學生完成專題研習報告及參加成果分享會。

3.    隨團導師須承諾在校內繼續推行國民教育。



(L) 截止申請日期

有興趣申請本獎勵計劃的學校,請於 2009 年 10 月 9 日或以前遞交申請文件。



(M) 公佈入選名單

主 辦 單 位 將 於 2009 年 11 月 13 日 下 午 5 時 透 過 教 育 局 德 育 及 公 民 教 育 網 頁
(http://www.edb.gov.hk/cd/mce)「最新消息」欄公佈入選名單,並會書面通知獲取錄的學
生及隨團導師。主辦單位不會個別通知落選的申請人。



(N)   保險及公眾責任

隨團導師或學生家長應按需要而自行購買或為子女購買個人合適的旅遊保險。

 Opening Ceremony of 2009/10 Community Organic Farming Competition
            for Primary & Secondary Schools in Hong Kong


Aims / Objectives
         This is to invite primary and secondary schools to participate the captioned
Competition.


Details
2.         The competition is organised by Hong Chi Association and is sponsored by the
Education Bureau and ten other organisations. The objectives are to raise awareness of
students and the community on green living and environmental protection through
farm-design and organic planting, and to reveal the talent and potential of people with
intellectual disabilities to the general public.


3.         An introduction to the details of the competition will be presented in the “Award
Presentation Ceremony of 2008/09 Roof Greening Competition for Primary & Secondary
Schools in Hong Kong cum Opening Ceremony of 2009/2010 Community Organic Farming
Competition for Primary & Secondary Schools in Hong Kong”. Details of this ceremony are
listed below:

Venue:         Auditorium, 1/F, Lakeside 2, West Wing, No. 10 Science Park West Avenue,
