Describe the overall nature or function of this project:

The Classroom Complex project will allow Estrella Mountain Community College to respond to rapid
growth in its West Valley population during the first round of bond-funded construction; will off-set the
planned loss of 8 general purpose classrooms in Montezuma Hall which will be remodeled to increase
science lab capacity in the College’s second capital improvement project; and will provide office space to
meet projected growth in the College’s residential faculty over the next five years. Estrella Mountain
Community College’s tradition of integrating public art and outdoor learning spaces in its construction
projects will be continued. This project is referenced in the College’s CAMPUS MASTER PLAN
UPDATE (May 12, 2004) and is included in its 2005-2015 Phase III project list.

The Classroom Complex will be constructed to the south and west of the SouthWest Skill Center as a
modular systems building. The facility will be affixed to a concrete pad foundation and is considered a
permanent addition to the College’s physical plant. Modularized construction technologies expedite the
construction process and are less expensive than alternate delivery options. In addition, the use of a
design/build process will also contribute to project completion in January 2006.


Describe how this project relates to the campus mission statement and goals:

The creation of the Classroom Complex will enhance opportunities for a growing student population to
achieve educational and personal goals, and will:
     Provide dynamic, flexible learning spaces
     Promote collaboration and teamwork
     Provide access to highly sophisticated resources that support multiple learning styles through the
        innovative integration of technology in formal and informal learning spaces
     Maximize classroom scheduling opportunities supporting general education, transfer education,
        occupational education, developmental education, student support services and community
        education in a multi-purpose facility.


What are the College President's goals and vision for this project?
(This can/should address anything from function, utility, appearance, technology, image, and
importance to the community/college/users, etc.)

This project, in combination with the Montezuma Hall science laboratory remodeling project, will allow
Estrella Mountain to provide additional access to higher education for a rapidly growing West Valley
population. The spaces will incorporate the latest in technology and furnishings to enhance teaching and
learning for our students and faculty, and will seamlessly integrate art in public places in its design and
surroundings reflecting its on-going commitment to its Arts Master Plan.

When completed, Estrella Mountain will have significantly increased instructional capacity approximately
one year after the passage of Prop 401 and fewer than seven months after receiving the first allocation of
bond proceeds.

success in three to five years?

The project’s success will be reflected in the extent to which it provides an increase in flexible indoor and
outdoor teaching and learning spaces to meet the diverse academic needs of the College’s growing
student population. These spaces should also reflect advances in technological support to facilitate
evolving instructional pedagogies, and should provide offices to accommodate projected growth in
residential faculties.

Is this project FTSE generating, and if so, how much?

2005-2006 FTSE growth is prorated for one half year because the facility will not be occupied until the
spring of 2006. FTSE growth projections were based on the following assumptions: 1. New classrooms
will produce similar FTSE compared to current standard classrooms. 2. It will take three years to
maximize FTSE in the new classrooms. The last three historical years of FTSE production were used to
estimate FTSE production and growth for standard classrooms. 3. The 8 replacement classrooms will
produce the same average level of FTSE that was produced in 2003-2004 in Montezuma Hall.

The projected FTSE generated by this project in 2005 - 2006 is 347.65 (half year) and 695.45 in 2006 –
2007.

Does this project have any special physical or functional relationship or linkages to any other
buildings or areas of the college? If so, please describe what the linkages are and to what other
building/area.

The Classroom Complex’ aesthetic must achieve seamless integration with the established built
environment of the College. Addressing alignment (linkages) to existing architectural and
landscape/hardscape style, and the continued integration of public art throughout the College’s learning
spaces, will maintain Estrella Mountain Community College’s unique persona.

Functionally, the Complex must have reasonable, easily identified and safe pedestrian access from
adjacent parking lots. Hardscape patio areas and courtyards will ground the Complex, extend its reach,
link it to other buildings on campus and provide additional outdoor teaching and learning areas. The
Complex project must also provide efficient, easily identified, shaded pathways to Montezuma Hall,
Estrella Hall and the SouthWest Skill Center to provide students comfortable access to instructors,
information resources and academic support services. In addition, access to Komatke Hall is critical so
students can easily access functions located there (counseling, advising, financial aid, food services,
student life). Small intimate gathering areas off major pathways will provide teaching, study and social
spaces for students and employees while creating effective visual bridges throughout the campus.

Technology links and research based learning space design will assure the Complex offers classrooms
of choice to faculty and students. Physical way finding, communication vehicles (e.g. maps & interactive
information kiosks) and effective signage is imperative to enable students, employees and visitors to find
their way throughout a growing campus quickly and easily. Because the Classroom Complex fronts
Thomas Road, its relationship to the College’s south entrance, traffic flow and parking lots must also be
addressed.

In about three years, this project will be open. The local newspaper wants to do a front-page
story on the project after visiting it. What will the headline read?
This is a playful exercise, but reaches for the key visions that we will look for in this project to
make it a success. Please provide a couple of headlines: one from the college administration
(president, deans, etc.), one from the Building Committee chair, one from the department chair(s)
whose department(s) will use the project, one or two from the faculty who will use the project,
and optional ones from the college's technology group and the college's maintenance/operations
group.

The Professional Staff (PSA) provides instructional and student support including reception, production
of instructional materials, office inventory control and support for faculty housed in the Complex. PSA
teams often work collaboratively on large projects.

Faculty offices are often used to council or work with students and must be configured to permit that
activity in addition to research, curricular development and instructional resource preparation.
