      Information on Reporting for JARC and New Freedom Grant Recipients
                                July 2009 Update

The Federal Transit Administration (FTA) requires recipients of JARC and New
Freedom program funds to report on the performance of services funded under these
programs. This requirement allows FTA to meet its obligations under the Government
Performance and Results Act (GPRA) to establish goals and measure the performance of
its grant programs. In addition, members of Congress, the Government Accountability
Office (GAO) and the Obama Administration have recently expressed interest in
understanding the effectiveness of the JARC and New Freedom programs, and we
anticipate additional interest in the programs' results in the course of the next surface
transportation legislation's authorization. FTA has established overall program measures
for the JARC and New Freedom programs and instituted the reporting requirement as
part of its JARC Circular (9050.1) and New Freedom Circulars (9045.1) which went into
effect on May 1, 2007.

FTA is in the process of collecting quantitative and qualitative information from JARC
and New Freedom grant recipients. This bulletin provides information on who is required
to report to FTA, details on how to submit reports, and technical assistance resources for
reporters.

Who is required to submit a report?

Designated and direct recipients with active JARC and/or New Freedom projects during
Federal Fiscal Years 2007 or 2008 are required to report on their activities and the
activities of their subrecipients, regardless of the grant year(s) from which funds were
drawn down. If recipients did not have JARC and/or New Freedom services active
during those time periods, they will not be required to report during this reporting cycle.
Designated recipients can report information on behalf of their subrecipients or forward
the reporting portal to their subrecipients to allow them to enter information themselves.
Subrecipients are not required to report their program information directly to FTA; rather,
designated recipients file the report on behalf of their subrecipients.

To clarify who is required to submit a report, this bulletin includes a list of Recipients
whose JARC or New Freedom grant status suggests that they may have had active JARC
or New Freedom Services in FFY 2007/2008. This list is also available on the web at
http://ftajarcnf.cesnn.com/universe. Reports should be submitted via the reporting
website, as described below, by July 22.

Those recipients who are required to report information on their JARC and/or New
Freedom programs should take the following steps:
