LA 86-169            Following closure of Avon, Martinez and Oleum Power Plants, Oakland Power plant will be a

                     and Potrero. See Relief Agreement 202, 205, 208 and 603.1.

LA 87-29             Supersedes LA 84-57 concerning bidding rights of regular employees filling temporary or

LA 87-121            To resolve conflicts between two employees having same seniority, the following will be

                     Pressure Operator rate in without prejudice decision applying to this case only. See 206.1.

P-RC 1258            Equity settlement in case of job misaward to Certified Welder who bid to Certified
(10-17-88)           Welder/Mainman Arc, but was unable to pass state code requirements. State code requirements
                     were overlooked at the time Certified Welder/Mainman Arc classification was created and were
                     not included as requirements for entering the classification. Grievant will be returned to former
                     classification.

LA 88-146            Labor Agreement Clarification: Language added to 205.5(c) and Clerical 18.5(b) through
(01-03-89)           general negotiations to protect senior qualified transferee to more than one vacancy that is
                     currently being filled, should have been added to remainder of 205.5(d) and Clerical 18.5(c). See

LA 89-9              Change in duties of Pressure Operators and Service Operators brought on by conversion of

                     problems and qualify. Training will be provided and if successfully completed, appropriate back
                     wages for bypassed upgrade time (within LOP) to be provided. See also 205.11, 612.2.

RC 1751              The Co. expanded the Garberville Dist. service area to include the Honey dew/Petrolia areas; the

LA R1-96-87          Electric Crew Foreman, Lineman, Transmission Troubleman and Equipment Operator are
(10-8-96)            designated as critical throughout the Grid Maint. & Construction Dept. in ETBU because of
                     ongoing turnover of employees. While this may constitute hardship for some emps., proposes to
                     allow employees in these designated classifications to exercise their Title 205 options for other
                     critical classifications. See also 204.4, 206.1, 206.12, 601.1 and 612.2.

RC 1801              Union claims Co. is circumventing intent of Agreement by continuously filling jobs by
(12-23-96)           appointment to Provisional Journeyman Water System Repairman, but never filling an Appr.
                     position. See also 205.13 and 608.


P-RC 11653           Case concerns the temporary filling of an ECF position in Napa. The issue of extended periods
(6-23-00)            for temporary filling of positions is a concern as it stretches the intent of 205.1(a). Case is closed
                     w/o adjustment since the job was awarded on 5/30/00 on a regular basis to the Napa Lineman
                     that had been temporarily upgraded.

LA R3-00-31          Recognizing the skill levels of current HH Meter Readers, the Co. is proposing to hire
(9-8-00)             individuals who have prior HH experience in excess of six months based on the most recent
                     period of employment be credited with such time worked and placed at the appropriate wage
                     step. This agmt. shall be for pay purposes only and shall have no impact on such areas as job
                     bidding, job demotion and layoff, benefits or status.

P RC 12043           Concerns one and one-half year temp. upgrade of a Lineman to Troubleman in the Templeton
(6-14-01)            hdqtrs. PRC has learned that Requisition has been submitted to fill this vacancy and was
                     awarded by the employee that was temp. upgrade for the 18 months.

P RC 17018           The Co. has revised its GSR work plan and has reassigned the GSRs in the area to work “Grid
(12-03-08)           Areas” other than the areas they selected.. No violations occurred.

P RC 18958           Multiple upgrades to Gas Crew Leader position over a 12-month period and the Co.’s failure to
(02-11-10)           fill the position. The fact that the Gas issues in the area are being addressed, it is clear that the
                     workload will be adjusting and the need to fill a Gas Crew Leader on a regular basis needs
                     additional review. Case closed without adjustment.

RC 1297              Fieldman, driving boom truck, transporting reels of underground cable to work site, was not

RC 1131              Error in temporary upgrade to Maintenance Subforeman. With valid pre-bid on file and being

RCs 1114,            Settled prior to arbitration. Maintenance Subforeman classification will be filled with full time
1122 & 1242          employee, rather than temporary upgrades, as in RC 1114 and 1242. RC 1122 dropped. See

P-RC 1394            A Fitter received an upgrade payment when he did the work of the Light Crew Foreman on his
(4-13-76)            absences to the Tuesday-Saturday schedule.

RC 1407              Bypass of T & D Driver to Apprentice Meterman vacancy. Had exhausted two apprenticeships,
(8-18-76)            the second because of an industrial injury. LA 2244 resolved this issue. See 109.2.

P-RC 294             A Lineman temporarily upgraded to a Troubleman was properly compensated as a Troubleman
(10-4-77)            during the days he worked on the assigned dates; but not paid during holiday and his jury duty.

RC 1421              Temporary upgrades go to senior employee at the time the vacancy exists (timecard if not more
(11-9-77)            than 19 days payroll change tags 20+ days). Payroll Change Tag upgrade will be for entire
                     period needed, even if more senior employee becomes eligible during term of Tag, but not to
                     exceed 6 months, at which time more senior employee would be upgraded.

P-RC 286             Four ees. were paid the 1st 4 days at the overtime rate after their transfer from regular rotating
(3-23-78)            shift schedule to a straight day shift for radio monitor training program.

P-RC 371             On two occasions, Materialsman refused temporary upgrade to Materials Leadman, saying he did

                     of forcing upgrades. See 112.1.

P-RC 380             Bakersfield San Joaquin Division Reserve Gas Servicemen should have been upgraded to Gas
(1-24-79)            Servicemen rather than utilizing San Jose Servicemen to do energy conservation home safety
                     audits in Bakersfield. See 601.4.

P-RC 379             If Fitters were assigned to replace Light Crew Foremen for three months, regardless of work
(1-26-79)            performed, they should be paid as Light Crew Foreman. Settled without prejudice. See 601.1.

RC 1448              Lineman with least seniority was ordered to take temporary upgrade to Line Subforeman after he
(1-26-79)            and four other Linemen, asked in order of seniority, refused. Case set guideline.

RC 1454              Although case concerning the filling of vacant Gas Serviceman shifts with other Servicemen is
(4-12-79)            closed without adjustment, Union and Company are to negotiate a revised San Jose Gas Service
                     schedule based on existing manpower to stop the practice. See 202.8.

P-RC 379             Question of work assignment's being within job description of Fitter or requiring a temporary
(10-11-79)           upgrade resolved by paying grievants as Light Crew Foremen in without prejudice decision. See
                     601.1.

P-RC 529             Contractual violation did not occur when Groundman, formerly a Lineman, was temporarily
(8-29-80)            upgraded to Cable Lineman and Apprentice Lineman was bypassed. Includes discussion of
                     apprentices and temporary upgrades. See 109.2.

P-RC 711             No contractual violation occurred when Redding Materialsman, junior to grievant, a Redding
(2-23-82)            Materialsman, was temporarily upgraded to Materials Facilityman at Burney, where there were
                     no prebids on file. Only qualified prebidders in a headquarters have contractual rights to a relief
                     assignment in the order of their preferential consideration under 205.7.

P-RC 721             No contractual violation occurred when an Auburn Troubleman junior to the grievant, a Grass
(2-23-82)            Valley Troubleman, was temporarily upgraded to Troubleman at Colfax, although the Grass
                     Valley Troubleman had a prebid on file to Troubleman, Colfax. Senior qualified prebidder must
                     be located at headquarters to be preferentially considered for temporary upgrade.

P-RC 790             Oakport Fieldman upgraded to Heavy Truck Driver and sent with Oakport dump truck to
(9-20-83)            perform work in Richmond area because all dump trucks in Richmond yard were utilized.
                     Company maintained it was not practicable to upgrade Richmond employee without truck. Case
                     settled without adjustment -- issue moot.

P-RC 1037            Upgrading Asst. Operator to Sys. Operator 3 for about two months did not violate Agreement,
(12-18-85)           even though A.O. was not at top rate. There were no prebidders to the classification at the
                     headquarters; A.O. had demonstrated ability to do the work. See 202, Relief Shift Agreement.

ARB 141              A Lineman, who was working with two Groundmen sealing ducts, was not upgraded as he would
RC 1616              have been had the job involved electrical work. In the future, for similar jobs, Company will first

P-RC 1088            Temporary upgrades which exceeded days needed to fill in for absent employees were for relief

LA 87-155            Amends LOP for Routine Plant Clerks, First Plant Clerks, and Senior Plant Clerks at Hunters
(7-31-87)            Point and Potrero PP so that vacancies of longer than two weeks will be filled by senior qualified
                     prebidder from either plant. Two weeks or less will be filled from plant of vacancy. See 603.5.

P-RC 1184            Grievance made moot by Fresno's Electric Meter Shop being relocated to Oakland, in case of
(9-14-87)            Company's filling vacant Fresno Electric Meter Crew Foreman's position on temporary upgrade
                     because of reorganization plans. See 205.7 and 612.3.

P-RC 1162            Issue of Company's Training and upgrading employee as Underground Installer who was not in
(1-28-88)            line of progression (LA 84-157, 601.1) referred to Underground Committee. Other employees
                     have since been trained, and the grievant in this case has not been used. See 601.1 and 612.2.

P-RC 829             Bypass by junior, but qualified employee in temporary upgrade to Corrosion Mechanic justified.
(9-15-83)            Grievant was not qualified because Co. had not offered Corrosion Mech. Training Course for 2-
                     1/2 years. In future course will be given annually. See 601.5 and 604.5.

P-RC 853             In case involving Lineman's improperly installing service sleeve, three-day disciplinary layoff
(9-15-83)            appropriate, but preclusion from upgrades and prebids to Troubleman and Line Subforeman for

P-RC 967             Bypass of a Fresno Gas Serviceman on a lateral bid to King City for unsatisfactory performance.

P-RC 966             After thorough review, Committee agreed that none of the bidders were qualified for an
(3-28-85)            Electrical Machinist position at Helms and were properly bypassed. Company appointed GC
                     Electrician under 205.13. See 612.4.

LA 85-38             Test requirements for System Operators, Power Dispatchers, OIT or System Operator.

RC 1613              In continuing grievance, Night Cable Splicer's record in Switchman's Training course was not a
(9-6-85)             sufficient reason to keep him from being upgraded to Cableman. He will be paid for upgrades he
                     missed for agreed-to period of time and will receive Training.

ARB 146              Meter Reader under active counseling for failure to meet Meter Reader standards, and later
LA R1-87-73          discharged for the same, was improperly bypassed for Gas Helper, a position for which grievant
(3-18-87)            was qualified. Reinstated with full back pay, but not back vacation because of earlier discipline
                     for attendance. Case defines "transfer" and "bid."

P-RC 1203            Five former agency employees were mistakenly hired when Company, in implementing ARB 128
(9-22-87)            (Clerical 24.5), unilaterally waived agreed-to Clerical Test Battery score. Grievants will receive
                     severance package in without prejudice equity settlement. See 205.22, and Clerical 18.11 and
                     18.20.

ARB 151              In view of First Plant Clerk's job definition, bypass for lack of qualifications inappropriate in case
RC 1640              of Routine Plant Clerk, bidding First Plant Clerk position which requires specialized word
(2-25-88)            processing knowledge. Back pay awarded. Grievant will acquire specialized knowledge or be
                     demoted. Good discussion of need to train at lower level. Settled at Review Committee level.

LA 88-50             Modifies Backhoe Operator Training Program for employees with minimum of 200 hours
(12-20-88)           upgrade time to Equipment Operator and proficiency in operating backhoe; those that qualify will
                     receive special 3-day training/testing program. Failure to pass program as specified will preclude
                     progression or upgrade to Equipment Operator. See 603.1, 613.1.
LA 89-170            Backhoe Operator Training Program, to serve as entry requirement to Equipment Operator, Gas
(09-20-89)           Transmission and Distribution Department. Describes how initial training classes will be filled.
                     Training eventually will be offered to all classifications required to operate backhoes in order to
                     enhance current skill level. Cancels and supersedes LA 87-196 (check section), but superseded
                     by LA 94-71.

R1-91-132            New typing test specifically geared to personal computer technology and will commence

P-RC 11786           WR issued to a Lineman was just and sufficient cause for leaving his crew unattended for a

                     not appropriate; a local Comm. will determine whether any bypass pay is appropriate for any
                     assignments that the grievant may have missed during this period.

P RC 12144           No contractual violation occurred when the Meter Reader who was a “D” bidder was bypassed to
(10-16-01)           Gas Service Rep. vacancy in Richmond. Union will be making a proposal to Co. to modify the
                     GSR LOP to address the issue raised by this grievance and this case was closed without
                     adjustment.

P RC 14861           Concerns attendance at 10-day Basic Climbing School. Agreed that the PRC did not need o
(7-20-04)            resolve the issue as the grv. has another opportunity to attend the Climbing School. The Joint
                     Appr. Comm. will discuss of how many opportunities an employee may have to attend Climbing
                     School.

P RC 15316           No violation occurred on the bypass of an Oakport Troubleman to a Compliance Inspector
(12-17-04)           vacancy pursuant to subsection 205.11(a), i.e., “physical ability”.

RC 15247             Case concerns the assignment of a temp. Modesto Gas Crew Foreman working alone to perform
(08-08-05)           gas stub completions, aka, gas service tie-ins of applicant installed facilities. Issue raised will be
                     referred to Ad-Hoc Comm for revising the negotiated JDLOP and/or compensation for the
                     affected classifications.

P RC 17867           DML of a SF Cable Splicer, along with his placement into another hdqs. for his continued
(2-27-09)            harassment of a coworker. Management has the right to bypass him in accordance with Section
                     205.11 or 205.14 should the grievant attempt to bid into the SF hdqs. in the future. Given that
                     the DML has expired, the issue is moot.

P RC 18428           Bypass of a Lineman without two years of PG&E experience as a Lineman for a Troubleman
(05-20-09)           vacancy. In this case where the positions goes to an Unrestricted Appointment then a provisional

LA 99-15             To supersede LA 97-133 and to continue the practice established by trial period in that
(2-16-99)            agreement of Geysers Power Plant operations employees reporting directly to their assigned
