CAPS – Making the case
 In the highly specialized field of Property Tax administration,
  pooling resources - programmer talent, hardware expertise,
  business process experience, and executive guidance – provides
  us with a unique opportunity for development.

     Web applications are common and intuitive to general users
     Web Services are developed and shared by numerous communities
      with common interests, needs and requirements
     Programming languages are developing at a rapid pace and
      becoming more standardized and more fully supported

 In this enhanced technological environment methods of information
  gathering are increasing and their costs are decreasing.
CAPS – Making the Case
   San Diego – Bearing Point is deploying a new integrated system at a cost of
    $32,000,000. San Diego has promised not to share code.
   Santa Clara – Started development of “Tax Collection and Apportionment
    System Application Development Services”. This does not include the
    Assessor
   Ventura – Evaluating proposals for requirements definition phase
   San Bernardino – Evaluating proposals for system development of a Unified
    Property Tax System (UPTS)
   Orange County – Conducting requirements definition
   Los Angeles County – Obtaining approvals to release RFP for Assessor’s
    office
CAPS – Status
 Initial White Paper was introduced on April 25, 2005
  at the California County Information Services
  Directors Association (CCISDA) conference in San
  Diego.
 The working group decided to use Kern County’s KIPS
  (Kern Integrated Property System) as its prototypical
  system
 This system has allowed us to formulate core
  functions, analyze table architecture, and perform gap
  analysis
 The current model has 16 modules that address all of
  the fundamental business requirements of a California
  Property Tax system
 A prototype of one of the most challenging modules
  (Roll Changes) is being developed
