Carolyn Clow gave an overview of the purchasing process. Troy Everson gave an overview of the
RFP.

The following answers are provided in response to questions addressed at the vendor conference:

Question #1:   Does the fact that that the City of Madison and Dane County are separate entities
               mean that the County could purchase a product and not the City or vice versa?

Answer #1:     Yes.


Question #2:   Will there be one contract or two?

Answer #2:     At this time, it is anticipated that there will be two contracts, however, this is
               subject to change as part of the final negotiations.

Question #3:   Does the County anticipate treating the City of Madison differently than the other
               60 municipalities?

Answer #3:     Currently, the City of Madison operates differently than the other municipalities
               as it does it’s own property listing and tax billing. Dane County does the property
               listing and tax billing for all of the other municipalities. It is anticipated that these
               relationships will be streamlined with the new system. Dane County would like to
               have a system, which is scalable to other municipalities at a later time, if possible.

Question #4:   The cost proposal asks for combined and split costs. In order to provide this
               information we will need to know how many of the concurrent users are
               attributed to the City and how many are attributed to the County. Please provide
               these numbers.

Answer #4:     25 concurrent users from the City Assessor’s Office, including 2 property listers.

               County Treasurer's Office - 5
               County Planning - 8
               County Information Management - 1
               County Public Access - 2
               Internet Searches - Unlimited users
               Local Municipal Treasurers for tax collection - @150 (this includes the City of
               Madison Treasurer's staff)

Question #5:   How many people will need a sketch license? How many staff members will need
               to view sketches? Is there a desire to use the Marshall & Swift cost evaluation
               service for any category (Manufactured homes, improved residential, improved
               agricultural, or improved commercial)?


Answer #5:     We will need 14 sketch licenses with edit capability and an additional 11 licenses
               with viewing capability. We are requesting a cost module and Marshall & Swift
               would meet our needs. We would utilize it for all improved property types.
Question #6:   How many improved parcels are there in each of the areas: residential,

Answer #6:     Improved Parcels in the City of Madison: 
                 
               Residential:              65,940 
               Commercial:               3,928

Question #7:   What are the users’ levels of certification? How many users will need to do
               statistical analysis?

Answer #7:     Number of users in the Assessor's Office and the level of certification required
               for their positions:
                  4 - Clerical/Support Staff (no certification required)
                  2 - Property Listers (Assessment Technician)
                  4 - Assessment Aides (Assessment Technician)
                  7 - Residential Property Appraisers (Property Appraiser or Assessor 1)
                  3 - Commercial Real Estate Appraisers (Assessor 2)
                  1 - Personal Property Appraiser (Property Appraiser)
                  1 - Assessment Services Supervisor (Assessor 2)
                  2 - Assistant City Assessors (Assessor 2 & 3)
                  1 - City Assessor (Assessor 3)

               There will be 14 users for statistical analysis.

Question #8:   Please provide a sample data set of sketches to see if they can be converted. It is
               not necessary to provide samples of the paper sketches.

Answer #8:     See attachments posted on the web site.

Question #9:   Which zoning vendor is the County contracting with?

Answer #9:     The County is currently negotiating a contract with Accela. The same vendor that
               the City of Madison is using.


Please acknowledge receipt of this addendum by noting “Addendum #2 Received” on the bottom of
                    the Signature Affidavit when you submit your proposal.
