          Mr. Michaud stated that four additional teaching appointments and one lead teacher
          appointment have been added as an addendum to the agenda.

          With the Board's approval, Mr. Beneman moved the action items be moved forward prior
          to the workshop on the Middle School Health Curriculum.

5.0       Approve Minutes of 21 July 2005

          Motion to approve the minutes of 21 July 2005 made by Mr. Brownsey, seconded by Mr.
          Beneman, and voted 5-0.

                    10.1.3 Mathematics Teacher, Scarborough High School - ACTION

                          Thomas J. McKeon is nominated for this one year only position vacant
                          due to an unpaid leave of absence.

                          Mr. McKeon earned an AB in Philosophy at Bowdoin College and an
                          MAT at Brown University. He has taught mathematics and history at
                          Hebron Academy and is currently a member of the faculty at George
                          Stevens Academy (Blue Hill, Maine).

                          Mr. McKeon will be placed on Step 10 of the Masters scale, $41,925.00.

                          Motion to approve the appointment as presented made by Mr. Beneman,
                          seconded by Mr. Brownsey, and voted 5 - 0.

                    10.1.4 Social Worker, Scarborough Middle School - ACTION

                          Lynn Morang is nominated for this position vacant due to a resignation.

                          Ms. Morang earned a BA in Psychology at Boston University and an
                          MSW at Boston College. For the past year she has been a long-term
                          substitute Social Worker at Scarborough Middle School.

                          Ms. Morang will be placed on Step 2 of the Masters scale, $31,752.00.

                          Motion to approve the appointment as presented made by Mr. Beneman,
                          seconded by Mr. Brownsey, and voted 5 - 0.

                    10.1.5 .7 Music Teacher, Scarborough Middle School - ACTION

                          Sandra Sharood is nominated for this position vacant due to a resignation.

                          Ms. Sharood earned a B.Music at the University of Surrey (England) an
                          MS at the College of Saint Rose (Albany, New York), and has completed
                          course work toward an Ed.D. at the University of Akron (Ohio). She
                          taught previously in Virginia and New York.

                          Ms. Sharood will be placed on Step 3 of the Masters +30 scale, prorated,
                          $25,463.

                          Motion to approve the appointment as presented made by Mr. Beneman,

                    10.1.6 Psychological Examiner - ACTION

                           Mary E. MacLennan is nominated for this position vacant due to a
                          resignation.

                          Ms. MacLennan earned a B.A. in Psychology from the University of
                          Southern Maine and an MS in School Psychology also from USM. She
                          completed a practica and internship in MSAD71 - Kennebunk/
                          Kennebunkport.

                          Ms. MacLennan will be placed on Step 1 of the Masters scale, $30,827.

                          Motion to approve the appointment as presented made by Mr. Beneman,
                          seconded by Mr. Brownsey, and voted 5 - 0.

                    10.1.7 Special Education Teacher, Scarborough Middle School - ACTION

                          Scott Daigle is nominated for this position vacant due to transfer.

                          Mr. Daigle earned a BA at the University of Southern Maine and is
                          completing the Teachers for Elementary and Middle Schools Program,
                          also at USM. For the past year he has worked as an Educational
                          Technician at Scarborough Middle School.

                          Mr. Daigle will be placed on Step 1 of the Bachelors scale, $28,282.

                          Motion to approve the appointment as presented made by Mr. Beneman,
                          seconded by Mr. Brownsey, and voted 5 - 0.

                    10.1.8 Psychological Examiner - ACTION

                          Megan Abbott is nominated to fill this vacancy created by a resignation.

                          Ms. Abbott earned a BS in Psychology at Campbell University (North
                          Carolina) and an MS in School Psychology at USM. She completed a one
                          year internship with the York School Department.

                          Ms. Abbott will be placed on Step 1 of the Masters +30 scale, $33,372.

                          Motion to approve the appointment as presented made by Mr. Beneman,
                          seconded by Mr. Brownsey, and voted 5 - 0.

                    10.1.9 Wentworth Intermediate Lead Teacher - ACTION

                          Appoint Cynthia Wormwood to the position as Winslow Homer Way
                          Lead Teacher at Wentworth Intermediate School at a stipend of $3,800.

                           Motion to approve the appointment as presented made by Mr. Beneman,
                           seconded by Mr. Brownsey, and voted 5 - 0.

          10.2      .4 Guidance, Scarborough Middle School - ACTION

                    Mr. Michaud explained that this position was included in the proposed FY2006
                    Budget. It was removed in the final round of budget adjustments.

                    Given the increased population of the middle school and the current size of the
                    school's student services staff, we feel that this position is needed.

                    Funds for this position, if approved, will come from a reduction in the number of
                    Educational Technicians at the school and savings resulting from an unanticipated
                    resignation and subsequent replacement.

                    Motion to approve the addition of a .4 guidance counselor at Scarborough Middle
                    School made by Mr. Beneman, seconded by Mr. Brownsey, and voted 5 - 0

          10.3      Approval of Donations

                    10.3.1 The Knights of Columbus - ACTION

                           The Knights of Columbus have donated $1,640.00 to Scarborough High
                           School in memory of Mark Jordan. The funds will be used to create a
                           small garden that will be maintained by the High School's functional life
                           skills students.

                           Motion to approve the donation as presented made by Mr. Beneman,
                           seconded by Mr. Brownsey, and voted 5 - 0.

                    10.3.2 Maine Community Foundation - ACTION

                           The Maine Community Foundation has sent an anonymous $5,000.00
                           donation to Scarborough High School to be used for pool time for the
                           Scarborough High School Swim Team.

                           Motion to approve the donation as presented made by Mr. Beneman,
                           seconded by Mr. Brownsey, and voted 5 - 0.

6.0       Public Session

          Ms. Jacquelyn Perry, 215 Black Point Road, spoke in support of Mr. Beneman's personal,
          public statement of the school department retaining the Bessey School property until
          decisions are made regarding school facilities issues.

8.0       Workshop: Grade 8 Health Curriculum - Monique Culbertson, JoAnne Sizemore,
          et al

          Ms. Sizemore, Scarborough Middle School Principal, and Ms. Culbertson, Director of
          Curriculum/Assessment, did an overview of the Grade 8 Health Curriculum. The health
          curriculum is a semester course where students meet with the health teacher three times
          during a six day rotation for approximately 45 minutes. Instructional units include
          personal, physical, social, and emotional topics.

          Ms. Culbertson stated that the Family Life Unit is approximately nine lessons. The two
          lessons on contraceptives take place during two 45 minute class periods. This is an
          abstinence based or abstinence plus family life unit. Instruction on both abstinence and
          contraceptives is provided; however, abstinence is the main focus of instruction. During
          the past 11 years students have been seeing a demonstration of how to use a condom and
          other contraceptive methods as part of this unit.

          Over the past 11 years, approximately 10 - 12 students total have opted not to participate
          in these lessons. Prior to 2002 parent permission was required to participate in these
          lessons. After the approval of the health curriculum in 2002 parents signed an awareness
          letter and return that because so few students were opting out of these lessons. Last year
          as a result of parent concerns the school department responded by rewriting the parent
          information letter to more specifically define the content of the unit. Parent permission
          forms were also instituted where parents must sign to grant permission to allow their
          child to participate. Out of 125 students, 122 signed the form requesting that their child
          participate in the lesson. A parent night was also offered where parents could come,
          learn more about the unit, and ask questions. This fall the parent letter and permission
          form will be revised adding additional detail and maintain participation only with parent
          permission.

          The following people addressed the Board regarding the Family Life Unit and the
          demonstration of condoms and other contraceptives. Those people were Donna Pierce,

          Perry, 215 Black Point Road; Anne Agger, 5 Plover Lane; Jerry Snavely, 5 Ezekiel Way;
          Leslie Garber, 22 Coulthard Farms Road; Jim Damicis, 11 Hampton Circle; Lindsey
          Taube, 7 Ezekiel Way; Brian Undlin, 19 Evergreen Farms Road; Lisa Sanborn, 18 Maple
          Avenue; Lisa Lowry, 9 Woodside Drive; Janet Yusim, 4 Hummingbird Lane; Solomon
          Yusim, 4 Hummingbird Lane; Debbi-Jo Harvey, 120 Ash Swamp Road; Mary Shaivoni,
          President of Heritage of Maine based in Portland; and Sandy Lovell, Director of
          Education for the Family Planning Association of Maine.

          Mr. Beneman thanked everyone for their input. He summed up what would happen next.
          A better information packet will be prepared and this will be brought back to the Board
          along with a written outline of the parent information night. The Board will be presented
          with an outline of an alternative study that would be given to families who are
          considering opting out of any specific components of the Family Life Unit. There also
          needs to be consistency in what is taught in the class.

7.0       Superintendent's Report

          The Board received in their packet a complete and comprehensive list of the bus stops
          planned for the opening of school. These will be published in the local papers. Last
          spring the Board enacted a policy directing the administration to establish bus stops
          within certain parameters. The Transportation Supervisor has done that. This is going to
          be a major change in the way Scarborough will transport students. One issue has already
          arisen and Policy EEAB does allow for the creation of a safety panel to review bus stops.
          A panel has been constituted with Anne-Mayre Dexter, Principal at Wentworth
          Intermediate, as Chair. This panel will look at that particular bus stop. In the meantime
          the bus stop has been moved temporarily. The safety panel is made up of Ms. Dexter, the
          Transportation Supervisor, Director of Business Operations, two bus drivers, and two
          parents or citizens. If there are other questions about bus stop safety, that panel is ready
          to respond.

          Mr. Macomber said that he has reduced the number of stops on each run. By doing this
          he has been able to reduce the number of buses used and drivers needed by two. There
          will also be a substantial savings in gasoline usage because the buses won't be going
          down as many streets. Parents can reach Mr. Macomber by calling 883-7644 or emailing

          Mr. Michaud reported the resignation of Nicola Eden and Marsha Kaponas.

11.0      Committee Reports

          SHS Building Committee (Mr. Beneman) - The Committee will do a walk through on
          August 25 at 7:30 AM.
