        The next regular meeting of the Board of Trustees is scheduled for Thursday, August 10, 2006, 3:30
        p.m., San Jacinto Campus, Room #200.

Board of Trustee meetings are LINKED to room 130 on the Menifee Campus.
Additional information or available background material regarding any item on the agenda may be obtained by

*Any member of the public who wishes to speak before the Board must complete a Public Participation form and return it to
the Board Chair prior to the meeting. Late arrivals will not be permitted to speak. (Forms are available at the speaker’s

MSJC Board of Trustee meetings are taped and video recorded per Government Code Sections 54953.5 and 54953.6 and
Education Code Section 72121(a). Recordings shall be subject to inspection by members of the public in accordance with the
California Public Records Act, Government Code Sections 6250.

BACKGROUND:

Douglas E. Barnhart, Inc. has completed the new Learning Resource Center construction project. Board
authorization is needed to file a Notice of Completion with the county recorder. Filing of the notice allows for
final payment to the contractor after a waiting period of 35 days.

The final cost of the project, including all change orders upgrading construction, will not exceed the final
approved construction amount of $12,936,000 as follows:

           State Funding:        $10,324,000
           Group II Equipment $ 1,412,000
           District Contribution $ 1,200,000
                                 $12,936,000

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended the Board of Trustees authorizes filing of the notice of completion.

BACKGROUND:

It is requested that the Board of Trustees of the Mt. San Jacinto Community College District approve filing of
the 2008-2012 Five-Year Construction Plan with the State Chancellor’s Office.

The California Community College Chancellor’s Office requires local Boards of Trustees to approve the
District’s annual Five-Year Construction Plan for future capital outlay projects. Priority categories are
established by the State Chancellor’s Office and the District identifies projects that fit into these categories. The
Five-Year Construction Plan has been integrated with the recommendations of the Campus Master Plan.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended the Mt. San Jacinto CCD Board of Trustees approve filing of the 2008-2012 Five-Year
Construction Plan.

BUDGET IMPLICATIONS:

Capital outlay projects are state funded, however a local contribution may be required.

BACKGROUND:

In accordance with the guidelines of the legislature and Article XIII B of the California State Constitution, the
Board of Trustees is required to establish a Gann appropriation limit for the District annually. The 2005-2006
appropriation is as follows:

          Appropriations subject to limitation in 2006-2007                  $36,721,248

The District will not reach the appropriation limit in 2006-2007.

College Level Examination Program (CLEP) - Mt. San Jacinto College Approved Equivalents

BACKGROUND:

In accordance with board policy and the education code, the following policy revision has been approved and
recommended for Board action by the Curriculum Committee:

College Level Examination Policy (CLEP) – for MSJC Catalog

A student who has completed MSJC’s residency requirement of twelve (12) or more units with a 2.0 GPA at
MSJC may earn up to 30 semester units of credit/no credit by successful completion of the College Level
Examination Program. For amount and type of credit, please refer to the CLEP table in this catalog, contact
the Enrollment Services Office or a counselor. Students transferring to other colleges and universities should
check with the receiving institution as to the awarding of credit. Units for which credit is given pursuant to
these examinations will not be counted in determining the 12 semester hours for credit in residence required for
graduation.

NOTE: A total of 12 credit/no credit units may be used towards the 18 A.A./A.S. degree unit
requirements.

BACKGROUND:

Director, Extended Opportunity Programs and Services (EOPS) and Cooperative Agencies Resources for
Education /CARE) (1 position)
40 hours/week, 12-month position

Over the last six years annually 600 at-risk students have enrolled as full time students and completed their
educational goals with the assistance of the EOPS/Care services.

Over those same last six years we have experienced a number of administrative changes (5 different co-
coordinators) in the area designed to better service those same at-risk students. We are now to a point where the
college needs a permanent EOPS and CARE Director. The area Dean has recommended that this position be
recruited as a 12 month, 40 hours per week Educational Administrator. To achieve this request without
additional cost to the District, a plan has been developed to use current funds appropriated for the cost to replace
the reassigned counselor in addition to the salary and benefit costs for the CARE Coordinator position that will
be vacated (due to retirement) on August 31, 2006.

The proposal would create a potential $24,407 - $28,764 district cost savings.

It is recommended that the Board of Trustees approve the administrative recruitment as described above.

BACKGROUND:

Each year the American Association of Community Colleges hosts a President’s Academy Summer Institute.
This year the summer institute, Navigating the College Presidency, is scheduled for July 9-13 in
Kennebunkport, Maine. The Academy is highly regarded as a premier professional development experience for
both new and seasoned presidents. Some of the topics to be covered include: The President as Political Leader,
Budgeting for Success, Fund Raising, CEO/Board Relations & CEO Employment Contracts, Improving
Campus Civility, Managing the News Media, Crisis Management, Building the Right Leadership Team and
Achieving Balance.

The Superintendent/President is interested in attending the institute barring any schedule conflicts.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees approve the President’s out-of-state travel request.

BUDGET IMPLICATIONS:

Cost for the registration and materials, lodging, meals, travel and miscellaneous fees are estimated at $4000.

BACKGROUND:

Dr. Richard Giese served the Mt. San Jacinto College District as the fifth superintendent/president from July 1,
1999 to his retirement on June 30, 2005. During his tenure at MSJC the college saw extraordinary growth and
established goals and direction for the institution through 2009 with a strong commitment to this institution, its
mission and the students we serve. At the request of the Board he returned to the college as a consultant with
Maas Companies to serve as Interim Superintendent/President. During this interim period he led the college
through the 2005 accreditation visit culminating in the college accreditation being reaffirmed. He remained in
the position through the college search for a new superintendent/president until April 14, 2006 when a new
superintendent/president was seated. The Board appreciates his dedication to Mt. San Jacinto College and has
placed Resolution 2005/06-315 on the agenda for consideration.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended the Mt. San Jacinto College Board of Trustees adopt Resolution 2005/06-315 honoring Dr.
Giese with the title of President Emeritus.

BACKGROUND:

It is requested that the Board of Trustees of the Mt. San Jacinto Community College District approve the MVC
Classroom Building II FPP.

The final phase of the Five-Year Construction Plan is to prepare Final Project Proposals for submittal to the
Chancellor’s Office as notification the District is prepared to begin a specific construction project, in this case,
the MVC Classroom Building II. This new building will consist of 26,900 outside gross square feet (17,400
assignable square feet), and will provide facilities for the mathematics, science and engineering programs with
an emphasis on laboratory and multi-use, computer-based, instructional areas. The ability to provide distance
learning will also be designed into the multi-use instructional spaces. The projected weekly student contact
hours (WSCH) of the new facility is 9,035.

The FPP process will take approximately one year or more for inclusion in the State Budget for preliminary
plans/working drawings to be funded.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended the Board of Trustees of the Mt. San Jacinto Community College District approve the MVC
Classroom Building II FPP.

BUDGET IMPLICATIONS:

Capital outlay projects are state funded, however a local contribution may be required.

BACKGROUND:

Adoption of the tentative budget is required by statute in order to authorize expenditures after June 30 and prior
to approval of the adopted budget in September. The vice president of business services will make a
presentation outlining the tentative budget prior to the Board taking action on this item.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees adopt the 2006-2007 Tentative Budget and directs the vice
president of business services to file it with the Riverside County Superintendent’s Office. A public hearing on
the adopted budget will be held on September 7, 2006 prior to adoption.

BUDGET IMPLICATIONS:

The purpose of the tentative budget is primarily to delegate spending authority. At this point in time several
unknowns, such as the ending balance and state budget, affect the accuracy of the tentative budget.
