                           KMOS Survey # 1 – Parcel 23

about last fall’s Referendum to purchase Parcel 23. The results of this survey will
help the Board of Directors evaluate the priorities in the existing Strategic Plan.
Consequently, your timely response is extremely important to the community.

As you may know, in the last quarter of 2008 the board submitted to the members a
referendum to consider funding the purchase of 15 acres on Kiawah Island, known as
Parcel 23, to be held for use by the association for future needs as the island grows
(e.g., amenities, conservation, etc). The referendum was rejected by a margin of
two to one. Because the acquisition of land is a core assumption of the Strategic
Plan, the board seeks now to understand whether the members support the existing
strategic plan.

Your honest answers are extremely important to the success of this survey. Please

your opinions on several possible reasons for voting “No” that different members
have voiced to the board.

8.   The poor economy made me worry about my, or my family’s, ability to pay
     additional assessments.

9.   The price of the parcel was too high considering how much land prices had
     dropped.

11. The annual assessment of $400 per year for developed properties and $200 for
    undeveloped properties was too high.

12. The assessment term (15 years) was so long that I would never reap the
    benefits.

13. Purchasing Parcel 23 would not have resulted in improvements regarding the
    types of amenities that I often use.

14. Purchasing the land would not have resulted in an increase in my property
    value.

15. The lack of a specific site plan for Parcel 23 caused me to be wary of the reasons
    for its purchase.
