1    Introduction
     VISION OF Parks & Recreation Facilities Division

     Provision of high quality services that enhance and beautify the green areas and
     the construction and maintaining of distinguished parks, gardens and sound
     integrated infrastructure to create an attractive environment in Abu Dhabi city.

2    Objective of Parks & Recreation Facilities Division

     Preparation of overall plans that put Abu Dhabi among the top five renowned
      international cities, providing high quality services, attaining of eco system
      balance between the green areas and the infrastructure, taking into account the
      population density, in developing the green areas (increase of inhabitants
      requires an increase in greenery).

     Developing of programs and controls to specify and manage the operation and
      maintenance works of the Department’s projects.

     Training and upgrading the skills for the local personnel in the fields of
      Design, Construction and the Operation and Maintenance in the Departments
      projects

     Usage of the latest techniques in the agricultural field and irrigation to
      minimize the cost of water-operation and maintenance.

     Provision of recreation, entertainment and Fun Events in the parks to attract
      the public. In addition, offering an investment opportunity for the
      Municipality.


        Abu Dhabi Municipality, hereinafter referred to as ‘The Department’
        wishes to tender it’s operation and maintenance works involving landscape
        and irrigation, pump stations, major pipelines and reservoirs within Abu Dhabi
        Island and on the mainland. These contracts will only relate to operation and
        maintenance (O&M) works.


        The existing contracts terminate over the next two years and will be tendered
        to coincide with their particular completion dates. At this time

             13 landscaping and irrigation network contracts and
             4 pump stations, major pipelines and reservoir contracts are proposed.

       The Department desires to identify eligible contracting companies having the
       necessary specialist capabilities, resources, and project experience for these
       O&M projects. Prospective applicants will be classified into different categories
       of one or more of the following classes:


       1) Landscape and Irrigation Contractors: These Contractors lead projects
       where emphasis is on the maintenance & development of soft landscape, hard
       landscape, irrigation networks and relevant amenities.
       2) Civil Contractors: These Contractors lead projects where emphasis is on the
       operation and maintenance of civil structures such as stormwater networks,
       water reservoirs, drainage networks, pump structures, main irrigation lines, and
       relevant amenities
       3) M&E Contractors: These Contractors lead O&M projects that involve M&E
       components such as pumps, pump control panels, valves, lighting and other
       related control and monitoring equipment.

       The purpose of this prequalification is to minimise risks to The Department
       and to reduce the effort of individual companies at the time of tender. This
       effort aims to facilitate, but not to replace, tender assessment for individual
       projects.

       This document contains particulars of the documentation and other
       requirements that must be submitted by each interested party (hereinafter
       referred to as ‘The Applicant’) wishing to be considered for pre-qualification
       for O&M works for:

        Landscape and Irrigation Works
        Civil Works/ Electro-Mechanical Works
      This document is issued free of charge to all bona fide applicants.

3    Basis of Assessment

    It is brought to the attention of The Applicant that his capabilities will be assessed
    primarily on the basis of the submitted documentation, and therefore the
    submissions and supporting documents must be duly complete and true.


    The Applicant should furthermore be aware that in assessing his contracting
    capabilities, ongoing and completed aforementioned projects and O&M contracts
    will be taken into account, with particular reference to quality of work,
    capabilities of staff, adherence to programme, management and control of work,
    and safety. The Department may therefore contact The Applicant during the
    assessment period in order to arrange a mutually convenient appointment for
    inspection of The Applicant’s facilities and work.
    The Applicant must also state his experience with” performance based “O & M"
    contracts. It is anticipated that new performance based contracts will be the basis
    of the future contracts. The description of the work required to be undertaken will
    be described in a performance work statement listing the:
    1) Task .
    2) Performance measure
    3) Performance target

4    Categorization of Pre-qualifications

    The pre-qualification process is intended to ensure that applicants will be suitably
    matched to contracts according to their specialties Therefore; a categorization will
    be made based upon the capabilities of each Applicant to execute contracts within
    each range of contract values, and for particular classes of work within the general
    scope of this pre-qualification.


    Categorization will be made on the basis of projects previously completed and/or
    under execution by The Applicant, and will also take into consideration any joint
    venture partners, parent and sister companies (hereafter called Group of
    Companies).


    Applicants should note that categorization of pre-qualified contractors is for the
    internal use of The Department only and has no connection with classification
    issued by other public or private entities in Abu Dhabi or elsewhere.

    It is the Department’s intention that categorizations will be reviewed
    periodically, and may be subject to adjustment based upon each contractor’s latest
    project list.



5    General Objectives OF Projects

    The Department has a number of objectives which it wants to achieve with these
    projects. It is necessary for The Applicant to have an appreciation of these
    objectives in order to understand the essential role that the appointed contractors
    will play in successfully meeting the Department's requirements.
    The essential main objectives common to all projects are as follows:

    1) To significantly reduce the present high costs of landscape, irrigation,
        structures, and M&E components maintenance;

    2) To achieve improvements in the quality of Abu Dhabi’s landscape in line with
        the best examples of international landscape architecture “i.e.,
        Redevelopment of existing landscape”.

    3) To work towards substantial overall reductions in the total consumption of
        irrigation water on Abu Dhabi Island and mainland;

    For existing landscapes, these objectives will be achieved within the framework of
    the existing mature tree planting and landmark hard landscape features, which will
    be maintained and protected by contractors as an essential part of their
    obligations. This will also involve techniques and approaches, related to the
    improved maintenance and optimized operation of existing irrigation systems.

    In addition to the project’s primary objectives as noted above, a number of
    secondary objectives have been identified that are also crucial in achieving The
    Department’s goals. These are as follows:

        1) Applying the highest standards of workmanship for all planting works,
           hard landscape, irrigation systems, infrastructures “i.e., Irrigation mainline
           and Storm water Network”, amenities, structures, and M&E components.

        2) Retaining existing trees and other valuable existing landscape features as
           much as possible while in harmony with the design and surroundings
           and/or redevelopment peripherally.

          3) Ensuring that the layouts and construction of all areas are arranged to
             enable efficient implementation and maintenance.

          4) Provision of efficient modern irrigation systems for all landscape areas
             and elimination of hand-watering.

          5) Establishment of automatic control of all irrigation systems in each zone.

6    Scope Of Work


    6.1     General Scope of Work


            The scope of work for contracts to which this pre-qualification is applicable
            will include some or all of the following major items:


             Supply and maintain in good quality and health plant materials and
              execution of all horticultural and other works necessary for their
              planting, protection and establishment.
             Maintaining other hard-landscape features such as pavements, lighting,
              fountains
             Operating and maintaining Department’s administration buildings,
              bathrooms located in gardens, parks and relevant areas.
             Operation & maintenance of existing landscapes and irrigation systems.
             Operation and maintenance of civil structures and M&E components
              involving pump stations, major pipelines “i.e., Irrigation and Storm
              water” and reservoirs.
             The Applicant is expected to demonstrate his capabilities for
              undertaking the above categories of work.

    6.2     Specialized Scope of Work

            The following describe minimum requirements for contractors to pre-
            qualify for relevant type of works / projects.

            6.2.1        Operation and Maintenance

               The O&M Contractor is expected to perform all functions necessary to
                maintain the system to the highest standards of reliability, aesthetics,
                longevity, safety and hygiene and to the full satisfaction of The
                Department.

               He shall have the capacity to maintain all the Department’s facilities
                and equipment using the services of skilled staff and in accordance with
                The Department’s requirements and specifications.
               The O&M Contractor shall provide a forecast of materials and
                maintenance activities according to The Department’s requirements on
                a weekly, monthly, quarterly and yearly basis.

               O&M functions include start-up, operation, inspection, testing,
                maintenance, modifications and improvements.

           6.2.2         Landscaping and Irrigation

               This covers the inspection and operation and maintenance of the
                landscaping and irrigation of established landscapes (e.g., Gardens,
                parks, roads, specific areas etc.) and irrigation network systems, and
                associated facilities.

               For landscape and irrigation areas, the main activities may include
                mowing, slashing, weed control, spraying of pesticides, replacement of
                dead plants, tree transplanting, litter and sand removal, vegetation
                trimming, watering and optimized irrigation system operation and
                maintenance and other related works.

           6.2.3         Civil

               Civil O&M works cover inspection survey, and rehabilitation of
                pumping stations, maintenance of water wells, reservoirs, chambers,
                optimizing stormwater, main irrigation lines, stormwater network and
                outfalls, amenities, and other relevant works.

           6.2.4         Electro-Mechanical

               Shall include operation and maintenance of components in the pump
                stations, chambers and water reservoirs as well as control units along
                the lines, control panels, electrical / electronic items, and other
                associated facilities.

7    Pre-Qualification of Contractors


    7.1    Pre-qualification Requirements


           It is a requirement that contractors must meet technical, operational,
           financial, and personnel criteria (refer to volume-II for details) in order to be
           pre-qualified.


           The Applicant shall provide evidence of the following:

              He has been actively engaged in operating and maintaining facilities and
               other associated works immediately prior to the date of submission of
               the application

              He has generated an average annual turnover, with respect to operation
               and maintenance during the period stated. The average annual turnover
               is defined as the total payment received for operating, managing and
               maintaining the facilities and associated works by the firm or firms
               comprising The Applicant, divided by the number of years stated.

    7.2    Invitation to Pre-qualify


           Contractors wishing to submit pre-qualification documents for one or more
           of the following services are invited to submit a document mentioning
           desired service in the title of their submission.

           The submission for each offered service shall be separate to allow for
           independent assessment.

           7.2.1         Landscaping and Irrigation Contractors

           Landscaping and Irrigation Contractors are invited to submit pre-
           qualification documentation in a sealed envelope labeled as follows:

           APPLICATION FOR GENERAL PRE-QUALIFICATION FOR THE
           OPERATION AND MAINTENANCE FOR LANDSCAPE AND
           IRRIGATION ACTIVITIES

           7.2.2         Civil Contractors

           Civil Contractors are invited to submit pre-qualification documentation in a
           sealed envelope labelled as follows:

           Abu Dhabi Municipality

           APPLICATION FOR GENERAL PRE-QUALIFICATION FOR
           CIVIL WORKS ASSOCIATED WITH THE OPERATION OF PUMP
           STATIONS, MAJOR PIPELINES and RESERVOIRS

           7.2.3         M&E Contractors

           Electro-Mechanical contractors are invited to submit pre-qualification
           documentation in a sealed envelope labeled as follows:

           Contract and Tender Division

           APPLICATION FOR GENERAL PRE-QUALIFICATION FOR THE
           OPERATION AND MAINTENANCE OF ELECTRO MECHANICAL
           PROJECTS


    7.3    Submission

           Pre-qualification submissions must be received by The Department by the
           date and time announced,:

8    General Provisions


       All documents and information furnished shall be in English language only.

       Precise and explicit answers should be given to all questions. All monetary
        values should be stated in UAE Dirhams.

       During evaluation of the application and upon request from The Department,
        The Applicant should furnish clarifications/additional information within the
        specified time, as deemed necessary.

       Failure to provide the information required will be sufficient cause to reject
        the application.

       No cost incurred by The Applicant, in furnishing these pre-qualification
        documents and/or in providing clarifications and/or attending discussions,
        conferences/ meetings or site visit, shall be reimbursed. In signing this
        application for pre-qualification, The Applicant signs a waiver to any claim
        whether or not they are qualified by The Department.

       If the application is made by a firm in partnership, it shall be signed by all the
        partners of the firm with their full names and current address, or by a partner
        or person holding the power of attorney for the firm in which case a certified
        copy of the power of attorney shall accompany the application. A certified
        copy of the partnership deed and current address of the firm shall also
        accompany the application.

       Limited Liability Companies or corporations will be required to furnish
        satisfactory evidence of its existence before they are pre-qualified.

       If the application is made by a Group of Companies, the sponsoring firm shall
        submit complete information pertaining to each firm in the group and state
        along with the application as to which of the firms shall have the
        responsibility for completion of the contract and furnish evidence admissible
        in law in respect of the authority assigned to such firm on behalf of the group
        of firms for applying and for completion of the contract document.

       The prequalification of an Applicant does not extend to any related or
        subsidiary companies owned or controlled by The Applicant.

9    Prequalification Period, Renewal and Upgrading

    Prequalification granted under the terms of these guidelines is subject to
    Reviewing, Rescinding or Downgrading.

    The Department may make revisions to the scheme at any time and seek
    additional information from pre-qualified Applicants.

    The Department may also seek new applications for pre-qualifications at any
    time.

    Any company applied for prequalification as Joint Venture / along with Group
    Member(s), qualified and awarded, must formulize their agreement with their
    members for execution of works.

    Department reserves the right to terminate the contract if any party does not
    comply with the above stipulation.


    9.1    Reviewing, Rescinding or Downgrading Prequalification

           The Department reserves the right to review the prequalification status of
           The Applicant, including the performance of any affiliated Group of
           Companies, at any time.

           The Department may, at its absolute discretion, rescind the prequalification
           or reduce the level of prequalification of The Applicant.


    9.2    Application as a Group of Companies

           Applicants may apply as a Group of Companies with complementary
           services and submit their pre-qualification documents under one leading
           Applicant. For example, financially strong and reputable Applicant with
           moderate experience in Landscaping and Irrigation may join another
           company with extensive experience in Landscaping and Irrigation. Once
           pre-qualification is granted to such group of companies, the leading
           contractor (i.e., Leading Applicant) will be solely responsible before the
           Department for the overall work progress, quality and long term
           performance. Potential internal conflicts between individual group members
           are not the responsibility of The Department and shall not impair, obstruct

           and hinder the requirements of The Department in execution of projects at
           any cost.

           The Department may require the Applicants to provide more information
           about their team (i.e., Group of Companies) named in their Applications.

           Applicants will not be permitted to change the parties (Group of
           Companies) named in their Applications without the prior written consent
           of the Department. Applicants must request such consent prior to the
           submission of bids for any bidding process.


10 Contractor to Advise

    Pre-qualified Contractors are required to advise The Department immediately of
    any significant change to its address, contact numbers, membership of Group of
    Companies, classification issued by the Planning Department, financial or
    technical capacity, ownership or holding, and any convictions or prohibition
    notices under UAE legislation.


11 Documents to be Submitted


    11.1 General

           Specific detailed information is required in support of the application for
           pre-qualification. This information should be presented in a bound folder
           and should include the items listed below, as a minimum, as appropriate.

    11.2 Submission Requirements

           For information on the detailed submission requirements, the Applicant is
           referred to Volume-2 of this documents that consist of:

           1) Part A (PROVISIONS, DECLARATIONS AND CONFIRMATIONS)
           2) Part B (REQUIREMENTS AND CLASSIFICATION)
           3) Part C (FORMS)
