					                    March 16, 2006 meeting of the Monroe County Highway Committee


Meeting called to order at 9:00 a.m., by Chairman Chuck Bluske.

Members present: Simon Wells, Chuck Bluske, Maila Kuhn, Dennis Hubbard and Julie Radke
Others present: Highway Commissioner – Jack Dittmar, Shop Superintendent – Larry Axelsen (Items VI.,VII., &
VIII. only), and vendor representatives as noted in Items VI. & VIII.


I.     Motion to approve the minutes of the regular March 01, 2006 meeting made by Maila Kuhn, seconded by
       Simon Wells with the following correction under item VII. Highway Tour, CTH XX (CTH U to STH 33)
       should be CTH XX (CTH U to STH 27). All ayes, motion carried.


II.    Payroll was reviewed and summarized as follows:

        Administration       $12,190.95
        Total                $77,607.04


III.   Motion to accept vouchers in the amount of $80,860.24 made by Maila Kuhn, seconded by Julie Radke.
       All ayes, motion carried.


IV.    Approval – County Board Resolution – Highway & Road Jurisdictional Transfer – CTH U & July Road,
       Towns of Ridgeville & Wilton

       Jack attended the Town of Ridgeville and the Town of Wilton March board meetings and both towns
       unanimously approved and signed the subject resolution with the noted stipulations. Julie Radke made a
       motion, seconded by Maila Kuhn to approve the County Board Resolution for the Highway & Road
       Jurisdictional Transfer of CTH U & July Road. All ayes, motion carried. The resolution was signed by all
       Committee members and forwarded to the County Clerk for inclusion in next week’s County Board
       meeting.

V.     9:30 AM – Bid Award – 2006 Tri-axle Patrol Truck Accessories

       Jack handed out a subject bid tabulation sheet of the bids, which were publicly opened and read aloud at
       4:00 p.m. on Monday, March 13, 2006. Bids are summarized as follows:

       This bid is to equip one last truck for interstate plowing. Our previous four interstate plow trucks were all
       equipped by Universal to approximately the same specifications and we are very happy with the
       accessories. Vendor representatives Wade Neville of Monroe Truck Equipment and Donnie Bjorge of
       Universal Truck Equipment, Inc. individually discussed their bids and answered Committee questions. No
       other vendor representatives were present. Motion by Maila Kuhn, seconded by Dennis Hubbard to
       award the bid for accessories on one tri-axle patrol truck to low bidder Universal Truck Equipment for
       $82,998. All ayes, motion carried.

VI.    10:00 AM – Bid Award – 2006 Tri-axle Hooklift Truck Accessories

       Jack handed out a subject bid tabulation sheet of the bids, which were publicly opened and read aloud at
       4:00 p.m. on Monday, March 13, 2006. Bids are summarized as follows:

       Universal Truck Equipment is interested, but did not have enough time to complete a bid. The Monroe
       Truck bid does not include the roll-off trash box option price. We specified that a low pressure system is
       preferred and the Red Horse bid is a high pressure system. Due to the lack of good bids and need for
       more time for vendors to put together complete bids, Jack suggests that we reject all bids and re-bid for
       next meeting. As suggested by Wade of Monroe Truck, we will add a little more specific detail on box
       option materials and construction so the bids will be more directly comparable. Motion by Julie Radke,
       seconded by Maila Kuhn, to reject all bids for Tri-axle Hooklift Truck Accessories and re-bid for the next
       meeting. All ayes, motion carried.

            This bid is to equip three County and two State patrol trucks. Our previous two single axle patrol trucks
            (one state & one county) were equipped by Monroe in 2004. Previous to that, Universal equipped two
            county single axle patrol trucks in 2003. Both 2003 & 2004 used approximately the same specifications
            as these 2006 accessories. Vendor representatives Wade Neville of Monroe Truck Equipment and
            Donnie Bjorge of Universal Truck Equipment, Inc. individually discussed their bids and answered
            Committee questions. No other vendor representatives were present. Both Monroe and Universal
            accessories have performed well with Universal being a little better. Motion by Julie Radke, seconded by
            Simon Wells, to award the bid for accessories on three county & two single axle patrol trucks to low
            bidder Universal Truck Equipment for $62,967 per county truck & $74,996 per state truck with some
            minor option adjustments to be determined at a later date by the Shop Superintendent at a maximum
            additional cost of $1,000 per truck. All ayes, motion carried.

VIII.       Informational Items/ Project Status

           Project Status: A news release was published in the middle of last week and this Monday, spring weight
            restrictions were posted. Jack explained our axle limit postings which have been used for the past 5
            years and also detailed the single trip permit process and criteria used to issue these permits. Crews are
            continuing to cut brush on sections. We started hammering a sandstone outcropping on this summer’s
            CTH T reconditioning project in order to straighten out a short section of highway located close to STH
            131. We will be using the sandstone for fill to widen out some steep slopes near STH 131. We also plan
            on renting Gerke’s large ripper dozer for a few weeks to speed up the project. Jack discussed the WDNR
            denial letter regarding relocating CTH M across some wetlands near Hertz Avenue in the Town of Tomah.
            Jack just sent in the WDNR wetland permit application for the CTH M reconstruction project located south
            of CTH A and will wait to hear the results on this southern CTH M project before pursuing the northern
            project any further.
           Equipment Status: One of our arrowboards was hit on I-94 yesterday. Luckily, no one was hurt. The
            arrowboard is pretty much totaled and will have to be replaced ASAP as we don’t have any extras. Shop
            Superintendent, Larry Axelsen checked into plans for narrow band radios and fuel tank life expectancies
            as requested at the previous meeting. About ½ of our existing radios can be programmed for narrow
            band. Larry recommends leasing new radios for the other ½ (about100) that will not work with narrow
            band. If we lease now (about $8/mo/radio) we can probably sell our existing radios for a decent price
            since narrow band is still 5 years away. If we wait another few years, we probably won’t be able to sell
            our old radios and will have to just throw them out. The Committee thought this is a good idea to lease
            new radios now. METCO, our fuel system service provider recommends budgeting to replace our Sparta
            diesel fuel tank within the next few years as this tank was installed in 1984. They also recommend
            budgeting to replace the remainder of our underground tanks (2-Cashton, 2-Wilton, & 1-Sparta) within the
            next 10 years as all of these tanks were installed in 1990 or 1991.
           Personnel Status: Last week Monday, Robert Richards retired. Robert has been battling a serious health
            condition since June of last year. With Robert’s retirement, his former Section Leader position for State
            Section 06 was posted and Joseph Ekern was the most senior employee to sign the posting. Joe has
            spent a lot of time on Section 06 over the last 9 months filling in for Robert in his absence. Jerry
            Vanevenhoven, from our workers compensation administration company has performed a safety survey
            of the Tomah shop and had some good suggestions for addressing safety issues. The attorney that
            Wisconsin County Mutual (our liability insurance carrier) hired to represent us in the WERC discrimination
            complaint of a former employee has had to file another response to the complaint. Jack received an
            amended complaint and summons from the person who was injured during a fall at the 2004 Warrens
            Cranfest.
           Culvert pipe quotes will be awarded at the next meeting.
           Two Winnebago County Highway employees were killed last week by a semi trailer truck while they were
            working on USH 41.
           Jack received a thank you letter from Governor Jim Doyle regarding Jack’s call to the Governor’s office in
            support of passage of Assembly Bill 509. This is the “pothole liability” bill that the Governor vetoed a few
            years ago.
