BAYTOWN ANIMAL CONTROL ADVISORY COMMITTEE

NUMBER OF MEMBERS: Five (5)

APPOINTED BY:            City Council

COMPOSED OF:             The Chief Sanitarian or his Designee, the Chief of Police
                         or his Designee, one (1) licensed veterinarian, one (1)
                         representative from an animal welfare organization, and
                         one (1) interested citizen.

TERM OF OFFICE: Two (2) years - The initial appointment of the licensed
                     veterinarian shall be for a two-year term, and the initial
                     appointment of the representative of an animal welfare
                     organization and an interested citizen shall be a one-year
                     term. (Subsequent terms are two years.)

MEETINGS:                When necessary

COMPENSATION:            None

DUTIES:                  Assist the Baytown Animal Shelter to comply with
                         applicable law; formulate future animal control plans,
                         strategies, education, and revision in the animal control
                         ordinances.

                   BAYTOWN AREA WATER AUTHORITY BOARD

NUMBER OF MEMBERS: Five (5)

APPOINTED BY:            City Council

COMPOSED OF:             Five directors, none of whom shall be a member of City
                         Council during his term of office. One (1) director must
                         reside outside the city limits of Baytown but within the
                         boundaries of the Authority.

TERM OF OFFICE:          Two (2) years: two (2) members are appointed in even
                         numbered years and three (3) members are appointed
                         during odd numbered years.

MEETINGS:                Third Wednesday each month at 8:00 a.m.

COMPENSATION:            None

DUTIES:                  A majority of the duly qualified directors shall constitute a
                         quorum of any meeting of the board and a concurrence
                         of a majority present and voting shall be sufficient in all
                         matters pertaining to the business of the authority,
                         including the letting of work, purchase of existing
                         facilities, and matters relating to the construction work.

BAYTOWN BEAUTIFICATION ADVISORY COMMISSION

NUMBER OF MEMBERS: Nine (9)

APPOINTED BY:               City Council

COMPOSED OF:                Citizens from civic organizations, educational institutions,
                            businesses, non-profit charitable organizations, governmental
                            institutions, or the public at large.

MEETINGS:                   Meetings shall be open to the public and shall be held at least
                            four times per year at the call of the chairperson and at other
                            times as determined by the commission.

TERM OF OFFICE: Two (2) year terms. (Members were originally appointed so as
                to stagger the two year terms.) A commission member may
                succeed him/herself, and shall serve until his/her successor has
                been appointed.

DUTIES:                     The duties of the Baytown Beautification Advisory Commission
                             shall be to promote the public interest in the general
                             improvement of the environment of the city; to initiate, plan,
                             direct and coordinate programs for litter control and
                             neighborhood improvement in conjunction with, and in
                             voluntary cooperation of citizens, government, businesses and
                             industries within the city on a sustained basis; to implement
                             and maintain the Keep America Beautiful, Inc., and Keep
                             Texas Beautiful systems, and to study, investigate and develop
                             plans for the cleanliness and beautification of the city.

                          BAYTOWN LIBRARY BOARD

COMPOSED OF:               Seven (7) qualified voters and residents of the city

ORGANIZATION:              Determined by Board

TERM OF OFFICE:

Prior to March 1971, the board consisted of five (5) members; an additional two (2)
members were appointed March 1971, increasing the number of board members
from five (5) to seven (7). One of the membership positions appointed March 1971,
shall serve for one (1) year and the other shall serve for two (2) years. Thereafter,
four (4) members shall be appointed during odd numbered years and three (3)
members shall be appointed during even numbered years. Library Board members
may not serve more than three (3) consecutive two-year terms (six (6) years.)

COMPENSATION:              None

DUTIES:

The Library Board shall promulgate general rules and regulations covering the
policies and operations of the Library Department after the same have been studied
and approved by the City Council. The Library Board is authorized and directed to
recommend one or more librarians to the City Manager for his consideration. Also,
Working with the Librarian and City Manager, they shall recommend the number,
qualifications, and salaries to be paid to the library staff.

BAYTOWN REDEVELOPMENT ADVISORY TASK FORCE

NUMBER OF MEMBERS: 11 Members

APPOINTED BY:               Each of the following shall appoint one of its directors
and/or members to serve on the task force: Baytown Area/West Chambers County
Economic Development Foundation, Baytown Chamber of Commerce, Hispanic
Chamber of Commerce of Greater Baytown, Baytown Downtown Association, Inc.,
Baytown Municipal Development District, Planning and Zoning Commission,
Baytown Redevelopment Authority, Baytown Beautification Advisory Commission,
and the Community Development Advisory Commission. Additionally, the Mayor of
the City of Baytown and the City Manager each shall appoint one member. Elected
governmental officials shall not be eligible to serve.

MEETINGS:                 At least four times per year

TERMS OF OFFICE:          Two years or the length of the remainder of their
                          respective appointment, which ever is shorter. Members
                          shall serve until their successor is appointed.

DUTIES:

Members shall advise Council on redevelopment and revitalization efforts within the
city. The task force shall initially focus on the areas of Texas Avenue, Market
Street, and Alexander Drive, while being open to consider other economically
challenged areas. The task force shall work with the city, the chambers of
commerce, and the economic development foundation, together with existing city
boards and commissions and redevelopment advocacy groups. This task force
shall have no quasi-judicial or rule-making authority.

                      writing, to the City Manager as to any changes,

DUTIES: (continued)

a.       To hear and decide appeals where it is alleged there is any error on any
         order, requirement, decision, or determination made by the chief inspector or
         consider on its own motion plans, surveys, and specifications for any
         proposed repair of structures coming under the board's jurisdiction.

b.       Permit the repair of substandard structures subject to certain requirements
         pertaining to the structure or premises as may be deemed necessary to
         protect adjoining property owners.

c.       Require the vacation of structures deemed unfit for human use or habitation
         as provided in this chapter.

d.       Require the demolition of structures deemed substandard and unfit for
         human use and habitation as provided in this chapter.

e.       A variance may be granted when the literal interpretation of this chapter
         would result in an unreasonable or unnecessary hardship.

YOUTH ADVISORY COMMISSION

NUMBER OF MEMBERS: Twenty-five (25)

APPOINTED BY:      City Council

COMPOSED OF:       25 students between the ages of 14 and 18.

Ex-officio members include two members of City staff: the coordinator and the
advisor, to be appointed by City Council. The coordinator will serve as the staff
liaison to the Youth Advisory Commission. (Ordinance No. 10,039, March 24,
2005). Coordinator: Gina Rivon. Advisor:

TERM OF OFFICE: One (1) year.

QUALIFICATIONS:

a.    The Youth Advisory Commission shall be selected by the YAC Coordinator,
      subject to the approval of the City Council. Members shall serve a one-year
      term, which shall commence on September 1. A person who has served as a
      member of the Youth Advisory Commission for three terms may not again be
      eligible for reappointment. In determining the number of terms a member has
      served, service for a part of a term will be counted as if the member had
      served the entire term.

b.    Each member must be enrolled in a public school or a private or parochial
      school, including a home school, within the boundaries of the Goose Creek
      Consolidated Independent School District, and must maintain good standing
      at the school in which such member is enrolled. A member who has
      graduated from the school in which he was enrolled at the time of his
      appointment may retain his office until the expiration of his term.

MEETINGS:

At least monthly from September to May. Meetings shall be held at the place and
time and date stated on the notice of meeting.

ATTENDANCE:

Any member of the Youth Advisory Commission, who misses more than two regular
meetings without valid reason, as determined by the Executive Committee and the
Coordinator, may be deemed no longer interested in serving. If so deemed, the
Executive Committee may appoint a new member to fill the remaining term of the
member being replaced.

COMPENSATION:                None.

DUTIES:

(Section 2-578)

The Youth Advisory Commission shall exercise the powers and duties and be
required to:

             1. conduct surveys and determine the concerns and interest of the youth
                of Baytown;

             2. encourage youth leadership and responsibility through volunteerism
                and community involvement;

             3. create opportunities for public discussion of youth issues through
                meetings, workshops and conferences;

             4. explore and identify issues and concerns of special importance of the
                youth and communicate those issues to the city council;

             5. look for ways to promote understanding, respect and community
                involvement among youth groups of all cultures and backgrounds; and

             6. assist in the planning, recommendation, and implementation of youth
                activities.
