Understand what the community values, now and in the future, influences organisational direction, strategy and action. Councillors and staff are focused on understanding the needs of the community and provide relevant, timely, high quality services to meet their needs.

Appropriate opportunities are provided for community involvement in strategic goal setting, prioritisation and decision-making. Principles of social justice, equitable access and opportunity underpin decision-making and consultation.

The co-ordination and integration of all statutory and non-statutory plans to ensure consistency in decision-making.

Accountability
Appropriate processes are put into place to make decisionmaking, output management and achievement of outcomes accountable. Integrating risk management into the business planning process and cycle to ensure that the organisation is able to cope when something goes wrong. This includes a calamity of some kind and non-achievement of a specific strategic goal.
