Carlton North Primary School Policies Prevention of Harassment and Bullying in the Workplace Carlton North Primary School PREVENTION OF HARASSMENT AND BULLYING IN THE WORKPLACE POLICY Definition: Harassment is the exertion of power by one person over another – often presenting as bullying behaviour. It includes behaviour that breaches proper and professional conduct and creates a risk to health and safety and makes another person feel embarrassed, intimidated, humiliated, offended, upset, devalued, or degraded, possibly in front of others. It can involve all school personnel, students, parents, contractors and visitors to the school. Workplace harassment can include such behaviour as: belittling opinions and unconstructive criticism; isolating an employee from normal work interactions, training and development or career opportunities; screaming, offensive language, insults, sarcasm; changing work routines to victimise particular employees; verbal and physical abuse; sexual or unwanted advances. Rationale: Harassment, bullying and discrimination in any form is unacceptable. Carlton North Primary School and the School Council is committed to providing safe and equitable working conditions for staff. It seeks to provide a fair and supportive work environment that promotes personal and professional respect, and provides physical and emotional safety for all. All staff members have a responsibility to ensure their working environment remains free from harassment and bullying, and all staff are encouraged to develop attitudes and skills that discourage, challenge and report harassment and bullying in all forms. Implementation: ♦ All staff will be made aware of the legislative requirements relating to harassment and bullying ♦ All staff will complete DE&T online Workplace Discrimination and Sexual Harassment training ♦ Professional development relating to harassment, bullying and discrimination will be provided for all staff, who in turn will model and practice appropriate behaviour. ♦ School protocols for resolving issues or complaints will be developed and well publicised ♦ Staff members will not allow themselves or their colleagues to be subjected to harassment, bullying or discrimination from other staff, parents, students or others – all such incidents will be recorded, evidence compiled and reported to the principal (or Regional Director, if the report involves the principal) ♦ In serious matters of bullying or harassment, the Principal or his /her delegate is empowered to issue a trespass warning and, if necessary, a trespass order or intervention order to the person/s concerned according to Victorian law and DE&T guidelines ♦ All claims of workplace harassment, bullying or discrimination will be treated confidentially, documented and promptly and constructively addressed ♦ All reports will be investigated according to the established DE&T complaints resolution procedures ♦ Once a report is lodged, those directly involved will be informed of the complaint, and are permitted to have a support person present throughout the issue resolution process, including any interviews and meetings ♦ The principles of natural justice will be followed in any investigation ♦ Records of all proceedings will be maintained and stored securely ♦ The School Council president will be informed of all formalised complaints.
