1.0 STATUS OF PROJECT MANAGEMENT PROFESSION
1.1 In general, at what stage is the project management profession in your country today
(i.e. newly introduced, growing, mature)? Please comment.
The project management profession is growing in Ukraine. From 1997 all university programs for
engineering, economics and management specialties include obligatory discipline – Project
Management. From 1998 three universities of Ukraine start master degree program in Project
Management. In 1999 Project Management master degree program accredited by Ukrainian
Ministry of Education. More than 2000 people together with UPMA promote this profession
today. From 1999 started Ukrainian Ph.D. and Dr. Science program on the State level. In 199
UPMA published Ukrainian version of the PMBOK and 3 volumes of books on Procurement and
Investment Instruments of Project Management
1.2 What industries or types of projects are the main users of modern project
management in your country or region today? Briefly explain.
Today in Ukraine are implementing World Bank and European Bank of Reconstruction and
Development projects for restructuring of enterprises, energy sector, privatization, support small
and medium businesses, seed development, agriculture, etc. UPMA takes active part in some of
these projects as consultants.
1.3 What industries or areas of application in your country have the greatest need for
more or better project management, which might offer opportunities for growth of the PM
At this time according to the crisis situation in Ukraine, professionalism is needed for
reconstruction of the food production industry, shipbuilding, aircraft building, and construction
industries. A specific international project is the Chernobyl Shelter. This project is going under
technical and financing assistance of G7. The growing project management professionalism
connects with information technology as the priority in the development process.
1.4 How can the PM profession be most effectively advanced in your country?
Main direction of project management advanced in Ukraine are the following:
q Preparation of critical mass of professional project managers (approximately 5000-7000
q Active use of new information systems for managing projects;
q Implementation of pilot projects with high level professional international teams;
q The development of programs and training of project management specialists and master’s
degree holders in Ukrainian universities;
q The preparation and publication of the best foreign project management manuals and
q The preparation and publication of the English-Ukrainian dictionary/thesaurus on project
q The consultation on projects and the preparation of project managers for World Bank
q The creation in Ukraine of the international system of professional project management
q The development and adaptation of software systems of project management and multi-
media systems for computer training;
q The formation of active functioning regional UPMA representations for the professional
support of the investment process in the regions of Ukraine;
q An active use of new information systems for managing projects;
q The implementation of pilot projects by highly professional international teams;
q The introduction of project management courses in universities for all specialties.

3.0 ISSUES OF COMMON GLOBAL INTERST TO PM PROFESSION
3.1 What should be contained in a Global Project Management Body of Knowledge
Global PMBOK should be prepared on the basis of PMI’s PMBOK and the IPMA Competence
Baseline by special international professional group.
3.2 What project management standards are currently recognized in your country?
No. Until now we have no project management standards in Ukraine.
3.3 What project management certifications are currently recognized in your country?
We started IPMA certification program. In 1999 IPMA certification program on the levels B,C,D
finished more than 60 project managers.
3.4 What topics of project management research would be most useful to professionals or
organizations in your country or region?
Project management in transition economy, model and methods of risk management in high risk
projects, information technology in project management.
3.5 What project management education is most needed in your country today? How
should it be provided?
From 1993 we start preparation of professional project managers in Kiev State Technical
University of Construction and Architecture. For organization of this program, we use IPMA and
PMI materials. From 1994 we start World Bank program for preparing project management
capacity into 6 main universities of Ukraine. Until now we had to prepare more than 1400
practitioners in project management, project analysis, procurement, information technology for
project management. Among them more than 200 high level authority.
3.6 How can “global cooperation” within the project management profession be most
For more effectively advancing project management, we strongly need global cooperation because
project management is the common language for development of a new world.
4.0 YOUR PROJECT MANAGEMENT ORGANIZATION
4.1 Briefly describe the history, purpose, structure and activities of the professional
project management organization which you represent.
UPMA started activity in 1992 as part of SOVNET. In 1994 the Ukrainian Project Management
Association (UPMA, formerly UKRNET) was founded as the independent organization, with
strategic partnership with SOVNET. From 1995 we joined the IPMA family as the national
association for Ukraine. The main purpose of our association is the promotion of international
project management culture into Ukraine. Structure of UPMA includes president, executive
director, board, and corporate and personal members.
