               in support of security sector reform in Guinea-Bissau


Javier SOLANA, EU High Representative for the Common Foreign and Security Policy (CFSP),
welcomed the appointment of General Juan ESTEBAN VERÁSTEGUI (Spain) as Head of the EU
mission in support of security sector reform in the Republic of Guinea-Bissau (EU SSR Guinea-
Bissau). Javier SOLANA made the following comments:

“I am very pleased that the Political and Security Committee has decided on the basis of my
recommendation to appoint General Esteban Verástegui as Head of Mission for EU SSR Guinea-
Bissau.

The EU is fully committed to supporting Guinea-Bissau in its efforts to consolidate the rule of law,
as well as security and stability, in the country. EU SSR Guinea Bissau will be the first ESDP
mission in the field of Security Sector Reform bringing together the three sectors of defence, justice
and police.

General Esteban Verástegui brings considerable expertise to his role as Head of Mission. In the
accomplishment of his tasks, he will have my full support and that of the European Union as a
whole."

ESTEBAN VERÁSTEGUI, Juan

Date de naissance : 20-12-1951




Expérience professionnelle:
   - En décembre 2004 il prend le commandement des Forces Aéromobiles de l’Armée de Terre
      à Colmenar Viejo (Madrid).
   - Quatre mois comme Chef du 4ème Bureau (Logistique) à l’État-Major de Commandement
      des Canaries, il est promu au grade de Général de Brigade le 29 octobre 2004.
   - En décembre 2001 il prend le Commandement du Régiment d’Artillerie Antiaérienne SAM
      HAWK 74 (Séville) jusqu'en novembre 2003.
   - En mai 1996 il prend le poste d’Officier de Liaison de l’Espagne au Quartier Général
      Conjoint de l’OTAN pour l'Europe Centrale (Brunssum, Pays-Bas). Promu au grade de
      Colonel, il revient en Espagne trois ans après (1999) et il prend la position de Chef du
      Bureau G3 (Opérations) au Quartier Général Conjoint de l’OTAN pour le Sud-Ouest de
      l’Europe (JHQ SW) à Retamares (Madrid).
   - Après sa promotion au rang d'Officier d’État-Major il retourne aux FAMET encadré dans
      son État-Major comme responsable du 4ème bureau (Logistique). Avant d’être placé à l’État-
      Major Général de l’Armée de Terre (Divisi
   - on de Personnel – Bureau des ressources humaines) il commande le Bataillon d´Hélicoptères
      de Transport (Chinook), le BHELTRA V.
   - Pilote d´hélicoptère dans les unités de vol des Forces Aéromobiles de l’Armée de Terre
      (FAMET) y compris le commandement d’une Compagnie UH-1H, il devient Commandant
      en 1987. La même année, il suit le stage d´État-Major au sein de la 86ème Promotion de
      l’École d’État-Major, finissant ses études deux ans après (1989).

 Opérations de soutien de la paix:
  - 2003-2004: Colonel – MONUC (Rép. Démocratique du Congo) –Chef adjoint des Services
      Intégrés de Soutien.
  - 1994-1995: Lieutenant-Colonel – MINUGUA (Guatemala) – Chef d'État-Major de la
      Division Militaire.
  - 1992 -1993: FORPRONU (BiH) – Commandant - Chef du 4ème Bureau (Log) de l'État-
      major de la Brigade espagnole.

                      EU mission in support of security sector reform
                            in the Republic of Guinea-Bissau

                                 ( EU SSR GUINEA-BISSAU )


The European Union (EU) has decided to establish an EU Mission in support of security sector
reform (SSR) in the Republic of Guinea-Bissau. This mission will be conducted in the framework
of the European security and defence policy (ESDP)

Called "EU SSR Guinea-Bissau", the Mission will provide advice and assistance on reform of the
security sector in Guinea Bissau in order to contribute to creating the conditions for implementation
of the National Security Sector Reform Strategy (adopted by the authorities of Guinea-Bissau and
endorsed by the international donors round table for Guinea-Bissau at its meeting in November
2006).

More specifically, EU SSR Guinea-Bissau will pursue the following main objectives:
  - advise on and contribute to the development of detailed resizing/restructuring plans for the
      armed forces;
  - support the development of detailed plans for reorganisation/restructuring of police bodies,
      including the definition of a legal framework and mainstreaming the counter-narcotics
      effort;
  - advise on planning and development of an effective criminal investigations capacity;
  - advise on the Interpol National Central Bureau in Bissau;
  - assist planning and advise on the organisation of short-term training activities for the
      Judicial Police as required.

The ESDP action in support of the national SSR strategy in Guinea Bissau is undertaken in
partnership with the country which keeps ownership of the SSR process.

The Mission will cover an initial period of up to 12 months. It will comprise a preparatory phase
beginning in early March 2008 and an implementation phase beginning in May 2008.

EU SSR Guinea-Bissau will consist of around 15 military and civilian advisers in the fields of
armed forces, police and justice (plus support staff).

The financial reference amount to cover expenditure relating to the Mission will be around EUR 5.6
million.

The EU Political and Security Committee (PSC) will exercise, under the responsibility of the
Council of the EU, political control and strategic direction of the Mission.

The mission is in line with the joint "Africa-EU strategic partnership" adopted at the 8-9 December
2007 EU-Africa summit in Lisbon. The strategic partnership identifies peace and security as a
major area of cooperation.

EU SSR Guinea-Bissau will be part of a coherent EU approach and complementary to the activities
under the Instrument for Stability and the European Development Fund (EDF), as well as member
states' efforts. Three experts are currently deployed under the Instrument for Stability for 12 months
to provide strategic SSR advice to the Defence Minister and the technical committee of the SSR
process. This will be followed by more long-term European Community support under the EDF.
The overall allocation for Guinea-Bissau under the 9th EDF amounts to EUR 92.3 million, of which
EUR 19.5 million for the rule of law. Under the 10th EDF (2008-2013), support to SSR will
continue with a potential amount of EUR 27 million under the focal sector "conflict prevention".
This will cover justice, administration reforms, and SSR.
