The minutes of the meetings held on the 5 and 12 May 2009 were signed as a true record.

3. Declarations of interest - none

4. Election of Vice-Chairman
It was proposed by Cllr Martindale and seconded by Cllr Skidmore that Cllr Allison be Vice-
Chairman, and as there were no further nominations she was elected.

5. Matters arising
    (i)     Minute number 326. Reports (ii) – Cllr Martindale reported that the cost for the
            Town Council to join the Campaign to Protect Rural England (CPRE) would be
            £29.00 per annum. It was proposed by Cllr Martindale and seconded by Cllr
            Landell Mills to join the CPRE and with all in favour it was RESOLVED: that the
            Town Council join the CPRE at a cost of £29.00.
    (ii)    Minute number 326 Reports (iv) Abandoned carpet and underlay on the
            pavement outside 8 St Margaret’s Street. Clerk had arranged for collection by
            Wiltshire Council and this had been carried out.

7. Correspondence relating to planning applications to be considered at this meeting

(i)     Copy letter dated 13 May 2009 from Mr Richard Ross from 78 Bath Road to say
        replacement windows should match existing. Other owners of apartments in the same
        building have managed this. This letter was considered at the same time as the
        planning application for 80 Bath Road. Planning application number W/09/LBC/1187.

8. Planning applications
RESOLVED: that the planning recommendations attached be forwarded to Wiltshire Council.
No delegated decisions made.

9. Riverside and Public Areas Working Group RAPA (standing item)

    (i)     The minutes from the last meeting, which took place on 8 May 2009, were sent
            with the agenda. RESOLVED: To agree the actions taken and noted that the next

            meeting was scheduled for Friday 19 June 2009 at 10.00am.

It was noted that the next meeting was scheduled for Thursday 28 May 2009.

12. Kingston Mills (standing item)
    (i)     Cllr Skidmore reported that following the stakeholders meeting a letter of
            congratulations was sent to Linden Homes concerning the demolition work on the
            site.

    (ii)    The Chairman reported that a letter dated 15 May 2009 had been received from
            Mr Nigel Palmer, Director and General Manager at Linden Homes to advise that
            the Town Council’s favourable comments during the demolition work have been
            passed onto the contractor Mr John Wring, Managing Director of the Wring
            Group.

13. Footbridge Working Group
    (i)     The minutes from the meeting, which took place on 6th May 2009, were sent with
            the agenda. RESOLVED: To agree the action taken and note that the next

            meeting was scheduled to take place on 17 June 2009 at 10am.
    (ii)    Cllr Landell Mills reported that from the Footbridge Working Group minute
            number 7 Public Consultation dates should be noted:

            Exhibition: Saturday 30 May until Friday 5 June at the Library. Any councillor
            wishing to volunteer to attend at the library to contact Cllr Landell Mills.
            Cllrs Martindale and Allison volunteered for time slots.

            Public Meeting: 7.00 pm on Wednesday 3 June 2009 at St Margaret’s Hall.
            Cllr Landell Mills brought members’ attention to the questionnaire for the
            proposed new cycle/footbridge.

14. Historic Buildings Joint Committee
Nothing to report.

15. ‘A’ Boards outside business premises
Cllr Landell Mills tabled some photographs of offending ‘A’ boards. Some premises had up to
4 ‘A’ boards outside. It was proposed by Cllr Landell Mills and with all members in favour
except for one abstention to ask Cllr Martindale to take the photographs to a meeting of the
Bradford on Avon Chamber of Commerce. Also for Cllr Allison to speak at Historic Core Zone
regarding this matter. Cllr Landell Mills agreed to speak to the owners of the Swan Hotel.

16. ‘For Sale’ signs on natural stone buildings and listed buildings
Cllr Landell Mills tabled some photographs and reported that Colin Johns had provided some
information on signage. Cllr Landell Mills proposed that a letter be sent to the estate agents in
the town requesting their co-operation in not damaging natural stone buildings by fixing ‘for
sale’ signs to them. With all members in favour it was RESOLVED to send the letters to the
estate agents.

19. Reports
    (i)     Cllr Landell Mills reported that the wall on Sladesbrook between the new Nursery
            and the entrance to the field a layer of stones had disappeared. The wall was part
            of the character of the entrance to the town. Clerk to ask for advice from Colin
            Johns before reporting this matter to the Conservation Officer.
    (ii)    Cllr Martindale reported that the Bradford on Avon Preservation Trust had planted
            the flower border by the swimming pool.
    (iii)   Cllr Martindale reported that the ancillary box to the mast had been repainted
            dark grey and had been graffiti free for one week.
    (iv)    Cllr Martindale said she was disappointed about the state of the roads and
            gutters in the town.
    (v)     Cllr Martindale had noted that the recent rainstorms had stopped the amount of
            litter in the Country Park.
    (vi)    Cllr Martindale reported that the first meeting of the Climate Friendly Waste

            Group Sub-Committee will take place this Thursday 21 May 2009. This group
            will be discussing the Bradford Project.
    (vii)   Cllr Martindale reported that the first meeting of the Bradford Project Sub-Group

            will take place in the library on the 5 June 2009 from 6pm to 8pm.
    (viii)  Cllr Skidmore reported that at the bottom of Whiteheads Lane opposite The
            Grapes the concrete base to the litter bin had broken. Also the sign above the
            litter bin indicating the way to the Quaker Meeting House was so low, as to form a
            hazard. Clerk to report both matters to CLARENCE.
    (ix)    Cllr Allison asked if there was any news about The Three Gables. The Clerk
            agreed to ask the Conservation Officer for any news.

excessive in this context. There are currently very few rooflights in the rear slopes of buildings in Newtown many of
which are visible from Tory. Rooflights do not need to be large to provide adequate light and here they should be
reduced in size to be more in keeping with the locality and reduce the visual impact.
The Town Council recommends refusal because the size of the rooflights shown as 0.78mx1.18m is excessive and
will be visually intrusive in relation to the listed building and Conservation Area.

Significantly smaller rooflights would provide adequate light and would be acceptable in this context.
