Your complaint is Sgt. Robert Stanway, an investigator with the St. Paul Police Department. He has read the
reports that have been filed in this matter, which he believes to be true and correct, and bases probable cause on
facts derived from those reports and upon his own investigation:

On October 8, 2007 St. Paul police were dispatched to the 600 block of St. Albans regarding an aggravated
assault. The responding officers observed an individual initialed ALB at that residence lying on a bed with what
appeared to be two gunshot wounds to his abdomen. ALB stated that he did not know his assailant, but that the
shooting had occurred near Avon and Charles Streets in St. Paul while he was with his brother, AB and a Mend
named DE. ALB then became uncooperative with the police. The officers noted that at 8:51 PM they had
previously overheard a dispatch about a person having been shot at Avon and Charles Streets but that everyone
was gone when the police arrived.
ALB was re-interviewed on 10/12/07 and admitted that he was with "Blood" whom he referred to as "Jason"
and three other individuals before the shooting. ALB stated that he knew Jason to be a "Bloods" gang member
from Minneapolis and had known him for approximately one year. ALB said that they were on their way to a
store when Jason pulled out a gun on some people who were standing on a corner, and that he told the people to
get into their car and leave. ALB said that Jason then shot him (ALB) in the stomach and he took off running.
ALB said that he met up with DE in an alley when he lifted his shirt and saw that he had been shot.
ALB's brother, AB, was present and also questioned by the officers. AB said that they were at the intersection
of Avon and Charles Streets when he saw a guy trying to rob some people and that he believed someone was
shooting from a black Durango. AB denied seeing anything further but said that they all walked back to the
residence after ALB was shot.
ALB's Mend DE was present and also questioned. DE stated that he, AB and ALB together with two males
whom he only knew as "Blood" and Tiny 18" had met near University and Avon streets in St. Paul and began
walking to the residence when "Blood" began to rob someone. DE stated that "Blood" told the victim "this is a
robbery, this ain't no fuckin' BB gun." DE further stated that "Blood" had a .22 caliber handgun and that he
(DE) did not know that "Blood" was going to rob the guy. DE then said that he heard one shot then ran, but
when he noticed that ALB had been hit (shot) he went to the residence. DE described "Blood" as a Black male,
17 years old, dark skin tone, fade haircut, tall, muscular build wearing a gray hoodie and black pants. DE also
said that "Blood" has the words "Armor" (sp) on his right forearm and "Block" tattooed on his left forearm,
indicating that it was a Minneapolis Bloods street gang tattoo. DE described "Tiny 18" as a Black male with
dark skin tone; 5' 10" with a thin build wearing a black hoodie and blue pants.
DE was re-interviewed on 10/12/07 and admitted that he and three others, including "Blood" whom he also
knew to be named Jason had been walking down Avon and Charles streets in St. Paul. DE said that he saw an
individual whom he knew and as he spoke to her, he heard Jason state "give me everything, this ain't no BB
gun" and when he turned around he saw that Jason had a gun. DE admitted the Jason had told him the he
(Jason) was going to rob the individual and that he (DE) gave the gun to Jason. DE indicated that Jason had
tattoos on his arms that read "Armure" and "Block." DE stated that he did not know "Tiny 18's" real name.
The officers also identified the robbery victim, DDC, soon after the shooting and interviewed him at Fairview
University of Minnesota Hospital. DDC said that he and several friends were leaving 805 Charles Street in St.
Paul when they saw 5-6 Black males. DC said that as he walked to his vehicle a one of then males, 16 years old
wearing a gray hoodie approached DDC and told him that he was being robbed, that the weapon was not a BB
gun and then the male attempted to pistol whip him on his left shoulder but instead the gun went off and he

* DDC was shot in the upper back. DDC was able to get away and drove himself to Fairveiw. DDC's companions
who were present during the robbery and shooting were interviewed and confirmed DDC's account of what had
happened, but stated that the shooter fired three times. They described the shooter as 16-17 years old, tall, thin
build with dark skin tone and wearing a gray hooded sweatshirt and black pants.

On 10/11/07 DDC was re-interviewed at St. Paul police headquarters. He confirmed the facts of his previous
statement and added that two of the other males with his assailant surrounded his vehicle and unsuccessfully
attempted to enter before DC drove away from the scene. He also said that the assailant intentionally shot first
then tried to hit him with the gun. A photo display was shown to DDC at Fairview Hospital but was unable to
identify anyone.
On 10/11/07, St. Paul police received information from an identified concerned citizen who stated that Jason
Jones, a 17-18 year old black male was responsible for the shooting on Avon and Charles on 10/10/07. The
citizen stated that Jones is a Blood gang member and that (s)he overheard Jones telling other individuals that
Jones was bragging about how he had tried to kill the robbery victim, and that he had accidentally shot his
friend in the stomach. The citizen positively identified an individual named JASON JOHN JONES, DOB
1/13/89,
on his arms and that one had the word "Block."
St. Paul, MN as the individual to whom he was referring and said that Jones had tattoos
Jones was arrested but refused to speak with the police. When he was searched the police found a copy of a
newspaper article in his pants pocket entitled "Two Injured In Frogtown Gunfire." Photographs were also taken
of the tattoos on his arms with the words "Armure" and "Block."

On or about the 8th day of October, 2007, in Ramsey County, Minnesota, the defendant, JASON JOHN
JONES, did wrongfully and unlawfully having knowledge of not being entitled thereto, take from the person or
in the presence of another personal property and used or threatened the imminent use of force against a person to
overcome resistance to or compel acquiescence in the taking or carrying away of the property, and while
committing the robbery inflicted bodily harm upon an other.
Said acts constituting the offense of AGGRAVATED ROBBERY IN THE FIRST DEGREE in violation of
Minnesota Statute: § 609.245,S.l; 609.11,S.5
Maximum Sentence: 20 years or $35,000.00 fine, or both.

On or about the 8th day of October, 2007, in Ramsey County, Minnesota, the defendant, JASON JOHN
JONES, did wrongfully and unlawfully assault another with a dangerous weapon consisting of a firearm.
Said acts constituting the offense of ASSAULT IN THE SECOND DEGREE in violation of
Minnesota Statute: § 609.222,S.I; 609.11,S.5
