Los Angeles CA: Los Angeles County Sheriff Lee Baca and Orange County Sheriff Sandra Hutchens are pleased to
announce that Carl D. Covitz and Steven S. Myers have been appointed to the positions of Co-Chairs on the Homeland
Security Advisory Council (HSAC) Region I (Los Angeles and Orange Counties).

HSAC is a voluntary, non-partisan coalition of high-level business, government, law enforcement and academic leaders who
are dedicated to improving the homeland security and emergency response capabilities of the greater Los Angeles/Orange
County metropolitan areas through public-private partnerships.

Mr. Carl D. Covitz has served as a member of the HSAC Executive Committee since 2006. For over 30 years, Covitz has
been the President and CEO of Landmark Capital, Inc., a national real estate development and investment company. Covitz
has served in the public sector as the State of California Secretary of Business, Transportation & Housing; Deputy Secretary
and Acting Secretary of the U.S. Department of Housing and Urban Development (HUD).

Covitz currently serves on the Board of Trustees of the Sun America Annuity Funds, the Washington Institute for Near East
Policy, and the Board of Advisors for the Rand Corporation Center for Global Risk and Security. Covitz was the founding
Chairman of the Board of Directors of Century Housing Corporation and is the past Chairman of the Board of several
organizations, including the Federal Home Loan Bank of San Francisco and the Los Angeles City Housing Authority.

Mr. Covitz received his Bachelor's Degree from the Wharton School at the University of Pennsylvania and his MBA from the
Columbia University Graduate School of Business.

Mr. Steven S. Myers is a highly successful serial entrepreneur, an internationally recognized global leader on business
competitiveness, and an accomplished aviator and philanthropist. He is the founder, and former Chairman and CEO of
SM&A, a highly successful aerospace & defense management consulting firm, which he led for 25 years. In 1999 he won the
Ernst &Young “Entrepreneur of the Year” award for Software and Information Services.

He is Chairman of the National Security Task Force at the Pacific Council on International Policy, the prestigious West Coast
public policy think tank and government advisory group. There he leads projects involving a wide array of national security
issues.

Mr. Myers has had a diverse and extensive experience in aerospace & defense sector program management, systems
engineering and technology development. His investment company, Dolphin Capital Holdings owns interests in a wide array
of businesses ranging from applied materials development, bio-tech research & development, business aviation, and
distressed debt. He serves on the board of Neostem, Inc. a publically traded Stem Cell R&D and pharmaceutical
manufacturing business.

He led the creation of one of the first post-Cold War Russian-American joint ventures, converting the military air base at
Petropavlovsk, on the Kamchatka Peninsula into a refueling base for international cargo carriers.

Mr. Myers graduated from Stanford University with a BS in Mathematics. He is a two time US Air Force Veteran, and a life
member of Young Presidents’ Organization/ World Presidents’ Organization.
