              The Present ICT
   Data Collection and Measuring System
                 in Myanmar

Population – 51 million
Population living in rural area – 80%

– China, India, Bangladesh, Thailand, Laos
Total Coast Line Length – 2832 kilometers
Present ICT Data Collection Situation


 No separate data collection body for ICT area.
 Central Statistical Organisation (CSO) is
 collecting all economic related information and
 publishing the statistical year book, Monthly
 Bulletin for Import and Export, etc.
 Myanmar Computer Federation is trying to
 collect ICT data randomly. Adhoc surveys were
 carried out for special situation like the Y2K.
Present ICT Data Collection Situation

 For the data related with education : the numbers of
 educational organisations, students, members of ICT
 graduates and etc are relatively easy to collect.
 The data related with telecommunication is also available
 according to the statistics of the Ministry of Post and
 Telecommunication.
 For the import & export of ICT Products, the sources
 could be derived from the Ministry of Commerce and
 Custom Department.
  – But the data retrieval could be time consuming
    because the departments are not yet computerised
    and there are also the problems in declaration of the
    relevant items.
Present ICT Data Collection Situation


 To obtain the ICT Data from the general public
 is not a difficult part.
 Survey method was used for the data collection
 from the households and businesses.
 Complete enummeration has been done for all
 government departments.
Plans for Future ICT Data Collection


 Myanmar Computer Federation has assigned
 the Myanmar Computer Industry Association
 and the Myanmar Computer Scientists
 Association for conducting the survey
 regularly.
 Myanmar-Japan IT Task Force is discussing
 about conducting the comprehensive survey
 for the Myanmar ICT Sector.
 e-National Task Force will conduct the survey
 for the government departments and ministries.
   Problems for Data Collection


At the present moment, ICT data collection is
very general in nature, not based on a
systematic approach and lacks of well defined
criterias.
Many groups are presenting          at   different
meetings with different criteria.
Whenever      necessary    to   fill up       the
questionnaire, most of the data are           not
available and all becomes estimates.
Urgency for Standard Measurements


 Myanmar as a member of e-ASEAN community,
 we want to establish ICT Information Center for
 continuous data collection.
 It is necessary to get the well defined criterias
 for the measurement of the digital economy.
 Proper training, for the related agency or
 departments, for ICT data collection methods
 and measurement standards are needed.

  Communication Network : Key to Informatization (1)
   – The information network is the infrastructure of
     informatization
   – a digital and interconnected environment is of a
     considerable scope with reasonable structure and
     high speed connectivity is needed.
   – Myanmar Post and Telecommunication (MPT) is the
     sole provider of post and telecommunication services
     in Myanmar.
   – MPT is now servicing 300,000 telephones and tele-
     density is approximately 0.6% compared with entire
     population.

  Communication Network : Key to Informatization (1)
   – analog telephone exchanges in Yangon and other big
     cities are now replaced with Digital Telephone
     Exchanges
   – Expansion of internet backbone with the speed of
     2Mbps which is connected from Hong Kong Telecom
     through Sea-Me-Wee 3 submarine cable
   – Optical fiber ring network has been connected with all
     the telephone exchanges in Yangon. GSM network
     has taken place, paving the way for the 100,000
     handset licenses in Yangon and Mandalay.

PC Penetration : Key to Informatization (2)
– PC penetration to Myanmar are more on the organizations
  and establishments such as schools, offices, banks, hotels,
  government departments and etc.
– All the high schools, and many middle schools have
  computer labs.
– All the colleges and universities also have computer
  facilities.
– Private offices also have PCs for their office applications
  and many government departments have computers for
  their back office applications.
– Families started buying computers for their home.
– The number of PCs in Myanmar is approaching hundred
  thousands. Every year 20,000 to 30,000 PCs were sold.

  Skill and Human Resources : Key to Informatization (3)
   – computer installations in all high schools and middle
     schools all over Yangon to initiate the computer
     knowledge
   – the University of Computer Studies (Yangon) is
     offering undergraduate and postgraduate diploma and
     degree courses. Twenty-three Government Computer
     Colleges (GCC), have been established.
   – There are hundreds of private computer training
     institutions throughout the country.
   – Japan, India and Singapore governments are also
     helping Myanmar ICT Human resource Development

  Institutional Framework : Key to Informatization (4)
   – Myanmar Computer Science Development Act was
     promulgated on September 30th 1996 and the Myanmar
     Computer Development Council, the highest policy
     making body was duly established.
   – Myanmar Computer Scientists Association, Myanmar
     computer Industry Association and the Myanmar
     Computer Enthusiasts Association were formed
   – Myanmar Computer Federation was formed in October
     1998
   – e-National Task Force was formed in Oct, 2000 to
     monitor and complement the project implementation
     of the e-ASEAN Framework

  Legal Framework : Key to Informatization (5)
   – using the rights and powers of this Myanmar
     Computer Science          Development Law,
     Myanmar is now in the process of making
     orders to put into practice
   – Myanmar tries a new comprehensive law
   – Efforts are already made in studies of
     domestic      laws    of  other    countries,
     international treaties obligations and the
     adaptability to the Myanmar legal system.

National Portal
 – By establishing National Portal government
   ministries websites, e-commerce sites and
   more local contents are invited to become
   comprehensive Myanmar National Portal.
On-line Banking
 – On-line banking system was introduced by
   five big private banks. Bagan Cyber Tech
   provides the v-sat networks for all over the
   country.

E-education
 – Ministry of Education has introduced             Data
   Broadcasting for Distance Education
 – Over 200 learning centers all over the country can get
   on-line training preparing e-learning system among all
   the Universities and Colleges by using v-sat network.
Telemedicine
 – Ministry of Health in trying to combine medicine and
   communication by taking the advantage of Bagan
   Cybertech V.SAT network.
The Digital Library
 – Most of the libraries from Universities and Colleges
   were upgraded to digital library system. Digital
   libraries were opened in major cities for the general
   public.
Future of Myanmar Informatization

Myanmar is preparing IT Master Plan for year 2010.
Informatization in public sectors
 – population management, environment protection
Government Informatization
 – Informatization of the government ministries and
   departments is the major aim of IT Master Plan
Business Informatization
 – Myanmar will speed-up Business Informatization
 – Business Informatization will be foundation for
   deploying e-commerce
Future of Myanmar Informatization

Promoting the e-Commerce
 – development of e-Commerce is an             important
   component of the development of              Myanmar
   informatization
Consummating the network infrastructure
 – Establishment of new microwave routes, introducing
   of wireless mobile telephone system, installation of
   domestic satellite communication earth station
 – established a new standard (A) satellite earth station
   and a new international gateway switch
 – large segment of the population are in rural and
   remote areas
 – It is expensive to run telephone lines to remote
   villages
Future of Myanmar Informatization

 Consummating the network infrastructure
 – Wireless connectivity should be encouraged and
   promoted
 – Bagan Cybertech (semi-government), the new service
   provider
 – Bagan Cybertech (Semi-Government), the new service
   provider for data communication is ready with
   infrastructure such as V-Sat and Wireless networks
 – the company has started issuing 10,000 e-mail
   accounts to the public as well as planning to provide
   the internet access to government ministries,
   hospitals, universities, banks, hotels, NGOs,
   Professional, Business and students.

 – Basic infrastructure moderately developed
   but concentrated in urban areas.
 – Internet access quality, in terms of speed
   and reliability is moderate.
