                     Vice President of Sales and Marketing

                  New Executives Add Proven Industry Experience to PacStar

Portland, Ore. (October 23, 2007)—PacStar™, a technology-based systems integrator that
provides total communications solutions to military, government and commercial customers,
today announced that Peggy Miller has joined the company as its Chief Financial Officer and
that Bob Dunn joins the company as Senior Vice President of Sales and Marketing. Miller and
Dunn will report to PacStar CEO Robert Frisbee and will be based in Portland, Oregon and
Washington D.C. respectively.

Miller has an established record of building businesses and strengthening finances through a
series of executive-level management positions. She is a highly experienced financial
professional and joins PacStar from her most recent position as a partner with Tatum, LLC, the
largest and fastest growing executive services firm in the United States, where she provided
strategic financial consulting services to a variety of companies. Miller is also a Trustee of
Excelsior College and served as the Treasurer and Public Member of the National League for
Nursing from 1999 to 2006, where she recently received recognition for her leadership in
restoring the financial strength of the organization.

A veteran of government sales, Dunn comes to PacStar from Nortel where he was President of
Nortel Product Solutions of Nortel Government Solutions, responsible for all Nortel sales of
products and product related services. Prior to this position, he was the Executive Vice President
and General Manager of Nortel Government Solutions after the merger between Nortel and PEC
Solutions. Dunn has a 20 year career in communications, holding numerous business
development and management roles for NYNEX, Northern Telecom, Bell Atlantic and Nortel
Networks.

PacStar Makes Major Gains in 2007

       Major Customer Deployments – Through September 2007, PacStar has exceeded its
       targets for revenue and customer wins. Two of the most significant customer
       deployments include the deployment of the PacStar 5500 by United States Central
       Command in Afghanistan that is providing the Afghanistan National Army with secure
       voice, data and video communications. Additionally, the United States Army Reserve
