PROFILE OF H.E. DR. ELVIS C. ENYIOKO
AMBASSADOR AT LARGE, AFRICAN REGION
& CHAIRMAN, WORLD COUNCIL, CCLP WORLDWIDE
Dr. Elvis C. Enyioko is an Optometrist by training, having graduated in 1994, and
practiced Optometry for about a decade in the foremost Specialist Eye Hospital in Port
Harcourt, Rivers State of Nigeria and resigned as the Chief Optometrist and Head of the
Contact Lens Department.
He was an active member of the Nigerian Optometric Association (NOA) Rivers State
Chapter and becoming the Secretary of the State Chapter for two terms of two years
each. In recognition of his outstanding performance in bringing stability to the secretariat
of the State Chapter and assisting the State Chairman in driving his vision of growth, the
members of the Rivers State Chapter of NOA, rallied round him in support of his bid to
become the National Secretary of the Nigerian Optometric Association (NOA).
In a keenly contested election, Dr. Elvis emerged victorious as the National Secretary of
NOA for the 2000 – 2002 tenure. His tenure witnessed a phenomenal growth in
membership and surpassed his success as the Secretary of the Rivers State Chapter.
In 2006, in recognition of his organizational skills and immeasurable power of creativity,
a gubernatorial candidate in his home state of Abia, invited him as his Chief Aide in
charge of Strategy, Supply and Transport, a position that enabled him to work closely
with politicians and government personnel of the ruling party, where he observed
closely the inner workings of government.
In his passion to see to the reduction in morbidity and mortality in medical emergencies,
he accepted an appointment with a Nigeria organization involved in emergency and
disaster management, where he doubled as the Special Assistant to the Executive
Chairman and the Country Program Manager for the organization’s corporate social
responsibility initiatives, where he lead so many projects, such as managing the School
Emergency Response Team (SERT) training and the establishment in selected schools
of SERT in collaboration with the South South Zone of the National Emergency
Management Agency (NEMA).
He also had a significant input in the establishment of a 24 hour toll free Public Safety
Answering Point System for the benefit of his then employer and was instrumental in
conceptualizing policies for the smooth operation of the group.
On behalf of his former employer, Dr. Elvis single handedly and wholly conceptualized
and designed the Emergency Medical Services and Emergency Communication System
for the Health and Human Services Secretariat of the Federal Capital Territory
Administration (FCTA) Abuja.
In 2008, in the bid to address the poor capacity of medical emergency response in
Nigeria, the federal government through the then Honourable Minister of Health, Prof.
Grange, constituted a high powered special body called, THE COMMITTEE ON
IMPROVING THE RESPONSE TO MEDICAL EMERGENCIES IN NIGERIA
(comprising of experts within the country and the Diaspora). The committee submitted
its findings to the Honourable Minister after a month time frame. Dr. Elvis represented
his former employer in that all important committee.
Currently Dr. Elvis C. Enyioko is the Managing Director/CEO of the Central Emergency
Medical Clearing House Ltd (CEMCH), a company with expertise in conceptualizing and
designing Emergency Medical Services (EMS), Emergency Communication Systems,
the establishment of EMS, emergency audit and training. CEMCH Ltd is an official and
recognized training center of both the American Safety and Health Institute (ASHI) and
Medic First Aid International of Oregon USA.
Dr. Elvis C. Enyioko is the former President of the Amadi Flat Chapter of the Full Gospel
Business Men’s Fellowship International (FGBMFI), Port Harcourt, Nigeria and the
Founder and National President of the Thunderbolt Sermon Preachers’ International
(TSPI), a Christian anti-cult organization.
Dr. Elvis is a recipient of the Rotaract Club of Port Harcourt Merit Award for Contribution
to Humanity. He is also the recipient of Letter of Commendation from the National Youth
Service Corp (NYSC) Nigeria (1997).
He is a published author of the following books;

3. Holy Men in Politics (2005)
Dr. Elvis C. Enyioko has a PhD in Emergency and Disaster Management from overseas
and National Universities and has attended so many leadership and professional
courses and is directly involved with the following organizations;
1. Member of the Governing Council, Emergency, Crisis, Disaster, Safety,
Environment & Risk Management Institute, Lagos, Nigeria.
2. National Coordinator, Executive Volunteers of the National Emergency
Management Agency (NEMA).
3. Governor of Faculties, Overseas University (an online university operating from
centers in USA & India).
4. Professor of Emergency Policy, EMS & Strategic Management, Overseas
University (an online university operating from centers in USA & India).
5. Appointed by the Chairman of the International Council of CCLP Worldwide, as
the Permanent Representative of CCLP Worldwide to the International Parliament
for Safety & Peace, intergovernmental Organization of States
