TOYOTA LANDCRUISER BRAKE CONVERSIONS

Intended audience                    Transport Inspectors: Provides sufficient guidance to ensure familiarity
                                     with approved brake system modifications to stated Toyota Landcruiser
                                     models.

                                     Approved Inspection Stations (AIS): Provides sufficient guidance to
                                     ensure familiarity with approved brake system modifications to stated
                                     Toyota Landcruiser models for the issue of a Safety Certificate.

                                     Approved Persons: Provides sufficient guidance to ensure familiarity with
                                     approved brake system modifications to stated Toyota Landcruiser models
                                     so as to ensure consistent certification of vehicles.

                                     Vehicle owner: Provides guidance on vehicle compliance requirements.


Applies to                           Installation of Safe Effect Integrated Braking System (SIBS) to Series 70,
                                     75, 78, 79, 80 and 100 Series Toyota Landcruiser motor vehicles.

                                     Installation of the Corefleet Offroad Braking (Rear) (COBR) system to
                                     Series 78 and 79 Series Toyota Landcruiser motor vehicles.


Objective                            To ensure that braking modifications carried out to the above mentioned
                                     Toyota Landcruiser vehicles are to the approved and certified standard.


Background                           Modification approval has been issued to two applicants regarding braking
                                     modifications to a range of Toyota Landcruiser vehicles. These vehicles
                                     are commonly used in the mining and exploration industry. The standard
                                     manufacturer supplied braking systems have been considered of very high
                                     maintenance characteristics due to the nature of vehicle operations (for
                                     example, underground mining activities, harsh operating conditions).

                                     An additional model of vehicle has recently been approved and the list of
                                     approved models of vehicles amended.          These vehicles are also
                                     commonly registered for use on public roads.

                                     To ensure the braking systems of these vehicles remain in a serviceable
                                     condition to prescribed standards and maintain extended service life,
                                     modified braking systems have been developed to address the harsh
                                     operating conditions that are experienced in the underground mining and
                                     exploration industries.

Issue specifics                      Two (2) modified Toyota Landcruiser braking systems have been granted
                                     modification approval by Queensland Transport. Approvals have been
                                     granted to:

                                     Advanced Braking Pty Ltd of P O Box 1177 Osborne Park WA 6916
                                     (formerly Safe Effect Technologies of P O Box 632, Balcatta WA 6914)
                                     for the installation of the Safe Effect Integrated Braking System (SIBS) to
                                     Toyota Landcruiser 70, 75, 78, 79, 80 and 100 Series motor vehicles.

                                     Hoppers Stoppers Pty Ltd of 9 Nevada Court, Hoppers Crossing Vic
                                     3029 for the installation of the Corefleet Offroad Braking (Rear) (COBR)
                                     system to Toyota Landcruiser 78 and 79 Series motor vehicles.

                                     The proposals to carry out modifications to the above vehicles has been
                                     assessed as being suitable for these particular models and it will be
                                     acceptable for an LG2 (Brake System Substitution – Modification) certified
                                     Approved Person to approve the listed modifications under sections of the
                                     Code of Practice - Light Motor Vehicles.

                                     The Approved Person is required to issue a Certificate of Modification and
                                     affix a modification plate to individual vehicles if satisfied the modifications
                                     meet the required standards. This system will give owners of these
                                     vehicles a quicker, easier and a much more convenient way of having the
                                     modifications to individual vehicles approved.

                                     Applicants have been advised that a copy of their individual approval
                                     letter from Queensland Transport should be given to the Approved Person
                                     inspecting the modified vehicle to verify acceptance and conditions of
                                     certification under the Light Vehicle Modification Scheme.

                                     No inspection of these installations is required by an officer of
                                     Queensland Transport.

                                     Each applicant has been issue with a number of conditions of approval
                                     and these conditions and general advice on each system is as follows in
                                     the section marked "Assessment Criteria".

Assessment criteria                  Safe Effect Integrated Braking System (SIBS)

                                     This brake system replaces the foundation brakes with a fully sealed
                                     disc brake system.

                                     All installations of this modified braking system to the designated range of
                                     Toyota Landcruiser vehicles, in Queensland, will be carried out to
                                     approved specifications and procedures by trained and accredited
                                     installers authorised by Advanced Braking Pty Ltd.

                                     Please note: Previously approved installer (ADIT Engineering, located at
                                     Nerang, Charters Towers and Townsville) is no longer an authorised agent
                                     of Advanced Braking Pty Ltd in Queensland.

                                     In accordance with the details received from Advanced Braking Pty Ltd,
                                     Toyota Landcruiser models fitted with the approved braking substitution
                                     specified componentry kits are as follows:

                                     Toyota Landcruiser 75 Series - SIBS-001
                                     Toyota Landcruiser 78 Series - SIBS-002
                                     Toyota Landcruiser 70 and 79 Series - SIBS-003
                                     Toyota Landcruiser 80 Series - SIBS-004
                                     Toyota Landcruiser 100 Series - SIBS-005

                                     To ensure that the installation of the SIBS braking system does not
                                     interfere with the correct operation of the vehicle, it is necessary for the
                                     installation to meet the following requirements. Failure to comply with all
                                     the conditions will void this approval.

                                     CONDITIONS OF APPROVAL

                                     • Individual vehicle models must have been modified strictly in
                                       accordance with the specifications numbered SIBS-001, SIBS-002,
                                       SIBS-003, SIBS-004 and SIBS-005 previously certified as being in
                                       accordance with Code LG1 of the Code of Practice – Light Motor
                                       Vehicles and approved by Queensland Transport.

                                     • The vehicle must have fitted a Queensland Transport Modification Plate
                                       indicating (in the space provided for MOD CODES), the Code LG2 and
                                       the corresponding approval number for the model of Toyota
                                       Landcruiser vehicle to which the modified brake system is fitted (for
                                       example, LG2, SIBS-004).

                                     • All work performed must be in accordance with recognised engineering
                                       standards and to the satisfaction of the certifying officer.

Assessment criteria                  Corefleet Offroad Braking (Rear) (COBR) system

                                     These new rear brake assemblies are a bolt on replacement for the
                                     original type, noting that the handbrake mechanism is totally
                                     removed from the rear and now acts on the tail shaft at the gearbox
                                     transfer case.

                                     All sales of this modified braking system for the designated range of
                                     Toyota Landcruiser vehicles, in Queensland, will be carried out by
                                     Corefleet to end users. The brake kits will be supplied with detailed fitting
                                     instructions to ensure correct installation to the approved specifications
                                     and procedures.

                                     In accordance with the details received from Hoppers Stoppers Pty Ltd,
                                     the relevant Toyota Landcruiser models fitted with the designated
                                     approved braking substitution specified componentry kits, as follows:

                                     Toyota Landcruiser 78 and 79 Series models.

                                     To ensure that the installation of the COBR braking system does not
                                     interfere with the correct operation of the vehicle, it is necessary for the
                                     installation to meet the following requirements. Failure to comply with all
                                     the conditions will void this approval.

                                     CONDITIONS OF APPROVAL

                                     The vehicle must have been modified strictly in accordance with the
                                     following:

                                     • Specifications titled "Procedure for Toyota Landcruiser fitted with
                                       revised rear brakes and tailshaft mounted parking brake" (Pages 1 and
                                       2) supplied by Williams Automotive Engineers of Plenty Vic 3090;
                                       Report No. 10010581 (Pages 1 to 4 of 17) supplied by Williams
                                       Automotive Engineers of Plenty Vic 3090; and Approved installation
                                       instructions (Rear service brake and handbrake conversion sets for
                                       78/79 Series Landcruiser) supplied by Hoppers Stoppers Pty Ltd and
                                       approved by Queensland Transport.

                                     • The vehicle must have fitted a Queensland Transport Modification
                                       Plate indicating (in the space provided for MOD CODES), the Code
                                       LG2 and the approval number for the model of Toyota Landcruiser
                                       vehicle to which the modified brake system is fitted (for example, LG2,
                                       Report No. 10010581).

                                     • All work performed must be in accordance with recognised
                                       engineering standards and to the satisfaction of the certifying officer.


General issues                       No inspection of these installations is required by an officer of
                                     Queensland Transport.

                                     The Certificate of Modification, issued by the Approved Person, must be
                                     retained by the vehicle owner as proof of approval for this modification.

                                     This approval letter is not an assurance of the safety of the vehicle. The
                                     vehicle owner/modifier is responsible for ensuring that the safety of the
                                     vehicle is maintained and that all modifications are in accordance with
                                     relevant standards and recognised automotive practice.

                                     Modifying a vehicle that adversely affects its safety, or driving or parking
                                     an unsafe vehicle on a road, are breaches of the Transport Operations
                                     (Road Use Management - Vehicle Standards and Safety) Regulation
                                     1999.


Transport Inspector's                During the course of an inspection, where Transport Inspectors encounter
action                               a Toyota Landcruiser motor vehicle fitted with either of the previously
                                     mentioned modified braking systems, they are to:

                                     •     Ensure that the vehicle complies with all requirements for the fitting
                                           of a modification plate, including the required information to be
                                           included on the modification plate.

                                     •     Issue a Defect Notice if modifications do not comply with
                                           requirements.


Approved Person's                    Where AP's are asked to carry out modifications or certify an existing
action                               modification to a Toyota Landcruiser motor vehicle fitted with either of the
                                     previously mentioned modified braking systems, they are to:

                                     •     Ensure that the vehicle complies with all requirements for the
                                           modification, including those previously stated in this instruction.


AIS action                           Approved Examiner's inspecting a Toyota Landcruiser motor vehicle fitted
                                     with either of the previously mentioned modified braking systems, are to:

                                     •     Ensure that the vehicle complies with all requirements for the
                                           modification, including those previously stated in this instruction.

                                     •     Reject the vehicle if modifications do not comply with requirements.


Vehicle owner's                      Ensure that the modified vehicle, if fitted with either of the approved
                                     braking systems, complies with all requirements for the modification,
                                     including those previously stated in this instruction.
