     AMENDMENT TO THE FEBRUARY 2001 DETERMINATION OF THE BENEFITS
        PAYABLE IN RESPECT OF SURGICALLY IMPLANTED PROSTHESES
                       & HUMAN TISSUE ITEMS LIST
        AND REPORTS OF PROSTHESES EXPERT COMMITTEE MEETINGS
                       7 MARCH 2001 and 2 APRIL 2001


Listed below are amendments to the February Schedule 5 – Benefits Payable in Respect of
Surgically Implanted Prostheses and Human Tissue Items List. We have down loaded a new
version of the database onto our web site which incorporates these changes. These changes are
effective from 18 April 2001. Notification of these changes has also appeared in Commonwealth
of Australia Special Gazette No. 135 dated 18 April 2001.

7 MARCH 2001 and 2 APRIL 2001

The Private Health Industry Medical Devices Expert Committee (PHIMDEC) met for the first
time on 7 March 2001. A second meeting was held on 2 April 2001. The minutes from these
meetings detailing the action items have been attached to this circular as Attachment A and B.
We have slightly amended the report action items in italics for easier understanding. For further

AGENDA ITEM 4.5 – DEFINITIONS FROM GRAHAM MAYNARD

Action:   Not all material was distributed. Secretariat to distribute interpretation of
          ‘Surgical’ electronically.


AGENDA ITEM 4.6 – FUNDING UNDER HPPA’S

Decision: Health funds to check their HPPA agreements against items on
          Schedule 5 and make any necessary changes to their list.


Items effective for August 2001 Schedule.

AGENDA ITEM 5. – APPENDIX C – FINALISATION OF APPLICATION FORM

Action:   Committee members to submit any additional suggested changes for
          Application Form to Ms Balmaks by Wednesday 4 April 2001. Secretariat to
          evaluate suggestions and, if appropriate, incorporate changes to Application
          Form prior to distributing to industry when calling for applications for Appendix
          C (reviewed items earmarked for deletion only) in April. Forms to be filled in by
          manufacturers and submitted to the Department by 1 May 2001.


AGENDA ITEM 6 – MECHANICAL AND INTERNAL WOUND CLOSURE

Action:   Refer all items at Agenda Item 6 Attachment A to the National Procedure
          Banding Committee for advice.


AGENDA ITEM 7 – PAIN MANAGEMENT

Action:   Move Spinal Cord Stimulation systems listed at Agenda Item 7 Attachment A
          from Appendix A to Appendix C for the August 2001 list, with a notation that
          they are to be funded by health funds where there has been a multi-disciplinary
          assessment of the patient and insertion of trial leads on the patient has been
          undertaken. PHIMDEC to review these items in 12 months, with a view to
          gathering more information on effectiveness.

Action:   Secretariat to identify, research and investigate catheters listed on Agenda
          Item 7 Attachment A and pumps and report back to PHIMDEC at next
          appropriate meeting.
AGENDA ITEM 8 – FEMALE FERTILITY

Action:   Further research to be undertaken by secretariat for the STOP Contraceptive
          items as to whether the procedure needs to take place in a hospital.
          Secretariat to report back to the Committee. If STOP is retained on Appendix
          C for August 2001 List, review by PHIMDEC in 12 months with a view to
          gathering more information on effectiveness.

Action:   Move all items at Agenda Item 8 Attachment A from Appendix A to Appendix C.


AGENDA ITEM 9 – NUCLEUS COCHLEAR

Action:   Place Nucleus Cochlear Implant on Appendix A for August 2001 list. Place the
          Speech processors and assistive listening and maintenance devices on
          Appendix C with the notation that the speech processor and the assistive
          listening and maintenance devices only to be claimed once for the initial
          implant.

Action:   PHIMDEC to write to Minister Wooldridge informing him of PHIMDEC’s
          decision resulting in health funds not obliged to fund replacement speech
          processors and assistive listening and maintenance devices and asking that
          funding be provided.
