                       Circular No. 3 – Season 2009-10


1.     RULE CHANGE VOTING PAPER

Following the Information Briefing, the rule change proposals have been
finalized and Voting paper is forwarded together with this circular.

(Note! If the Vote slip is not returned by the deadline,10 AUGUST 2009, it will be
deemed that the club is in favour of all of the proposed amendments)


2.     RULE CHANGES

The Voting Slip lists the changes that have been proposed for a decision by
your club. Most were listed, along with reason(s) for change, on the Information
Briefing document sent to you a couple of weeks back.

Variances to that document are:
Rule 81(b)-(2) – Delete “normal guard and insert “upright”

Rule 83(i)-(g) Delete “RDCA Management” and insert “Senior Committee Secretary”
Amend the penalty calculation part to read “penalised 20 runs per over not bowled. An over in
progress shall be regarded as a completed over. This penalty will be deducted from the runs
earned by the bowling side for the purposes of calculating team percentages ONLY and will
be awarded to the other team as compensation for overs not played”



Please consider all of the proposed changes carefully.
(A copy of current Rules can be obtained from Downloads sections of the
website, or be requested from me, to assist in deliberations)

We trust that every club will complete the Voting slip but I reiterate that should
it not be submitted by the deadline (10 August) it will be deemed that the club is
agreeable to all changes.
3.      FORMS

A reminder that following forms (sent with Circular No.1) are to be returned by
7 August, at latest:

     a) Nomination of Senior team entries

     b) Details of Club Office Bearers for season 2009/10
        (N.B. You must nominate a person who could sit on Tribunal Panel, if
        required)

     c) Membership Application Form (if applicable)
        (Note! Secretary is automatically first delegate. Please complete this
        document where there has been a change in second delegate from last
        season)

     d) Nomination for Board of Management and Senior Committee positions
        (the latter is subject to outcome of voting on proposed rule changes)

     e) Proxy form, to be submitted for meetings if one of the nominated
        delegates is unable to attend.


4.      ANNUAL GENERAL MEETING - Date: 19 AUGUST 2009

Notice of AGM and previous Minutes will be sent out, with Annual Report, later
in the month.

5.      SPECIAL GENERAL MEETING – 12 AUGUST 2009
