Presentation on e-Government


 Delivered at the Tanzania Development Learning Centre, Dar es Salaam,
                     on Friday 27th February 2004 by:
David Sawe, Director of Management Information Systems & e-Government,
         at the President’s Office for Public Service Management
      The National ICT Policy (2003)
   Recognises that multiple convergences among content,
    computing, telecommunications and broadcasting, have
    had an impact on “Knowledge” and “Human Resources”
   Recognises how the Internet (the global network of
    computer networks) has irreversibly revolutionised:
      conducting of business interactions

      facilitating learning and knowledge-sharing

      generating new global information flows

      empowering citizens and communities
      redefining governance

      opportunities to create wealth and economic growth.
                                                         2.
       Risks in Absence of ICT Policy
   The widening gap between those able & those unable to
    participate, i.e. “Digital Divide” within/among countries
   Persistent low levels of human capital development,
    local content creation, ICT infrastructure and access
    makes our costs of participation to be excessively high
   Interdependence of sectors that enable ICT and that are
    enabled by ICT develops slowly without encouragement
   Current legislation does not specifically recognise:
      computer crimes/frauds & electronic evidence

      rights of data privacy, ownership and access
      environment of online trust & confident transactions.

        National ICT Policy Statements
        for the Public Service & e-Govt
The Government will:
▪   be a model user of ICT by deploying ICT systems within the public
    administration itself to improve efficiency, reduce wastage of resources,
    enhance planning, raise the quality of services and access global resources.
▪   support the application of ICT to promote good governance, transparency
    and accountability, and awareness of the implications of long-term ICT
    investment and total cost of ownership
▪   deploy ICT extensively to strengthen law enforcement, security and
    national defence capability
▪   deploy ICT to monitor and respond to environmental disasters and to
    collect and disseminate information on environmental problems
▪   review its operational processes and institutional structures with a view to
    making them amenable to ICT application and deployment.

       Why go for e-Government?
e-Government is a new force:
• Spreading adoption globally makes e-Government inevitable for
  all countries and all forms of government
• A hard-and-fast definition of e-Government isn’t possible because:
     there can't be "one size fits all" solutions
     it is a dynamic process of e-Volution not an attainment
     optimal approach is highly dependent on local conditions
     is multi-dimensional, broad-based and cross-cutting in
        political, financial, technical, productivity, etc. spheres
     risks and cost of failure can be high with simultaneous
        consequences cutting across all its dimensions
• Strategic agreement needed for government leaders to articulate a
  joint commitment with collective responsibility, to assure buy-in at
  all levels (otherwise “passive resistance to change” will dominate)
• Not aimed at promoting “ICT for all”, but as an anchor to optimise
  efforts already taking place but in a fragmented inefficient manner.
