I.     PURPOSE
       To establish a uniform policy that will be applicable to all sworn personnel of the Department.

II.    POLICY
       It is the policy of the Town of Madison Police Department to provide the officers with guidance
       and uniform options that will allow them to be recognizable as a police officer while striving for
       a uniform that provides multiple options to accommodate body type and duties.

III.   DEFINITIONS

              Appropriate:       Especially or compatible.
              Businesslike       Suitable for the business being conducted and acceptable to the
              appearance:        majority of customers intended to be contacted by the employee.
              Business           Business casual dress is a middle ground between business formal
              Casual:            wear and street wear.
              Conservative:      Tending to preserve established traditions or institutions.
              Duty gear:         Belts and any and all items that are carried by a uniformed officer
                                 while on-duty. Examples would include belts, holsters and various
                                 cases that hold items on the belt.
              Excessive:         Characterized by excess, being too much or too great, immoderate
                                 or inordinate.
              Extreme:           Very far beyond the norm.
              Holster            Safariland's Holster Rating System is intended for holsters in new
              Standards and      condition and can be used to evaluate any holster permitting the
              Testing:           holster is properly adjusted for the weapon. The holster should be
                                 mounted on an appropriate duty belt and secured as it would
                                 normally be worn. The wearer is not permitted to hold the holster
                                 or belt during the test. The attacker has five seconds and can use
                                 both hands to apply force to the stock of the handgun. No
                                 intentional force may be applied to the release strap mechanism in
                                 the direction that is normally used to open the strap.

                                                       1
                           Level 1 (a) Pull as hard as possible in all directions on the handle
                           while violently twisting the weapon in all directions. If the weapon
                           remains in the holster and the holster remains on the belt, make a
                           normal draw to ensure the securing mechanism is not jammed. (b)
                           Remove the holster from wearer, release external straps and invert
                           with a light shake. The weapon should not fall out of the holster. If
                           both tests are successful, the holster is rated at Level 1. If a holster
                           fails, it cannot be tested for any other levels.

                           Level 2 Unlock the primary security device and apply force
                           pulling forward, straight up, towards the side, and from the back.
                           If the holster has an additional device which offers measurable
                           security in any of the directions, it meets Level 2.

                           Level 3 The holster must have two independent securing devices
                           during the Level 1 tests. If the holster offers retention with both
                           devices open, it is rated at Level 3.

                           Level 4 The holster must have three independent securing devices
                           during the Level 1 tests. If the holster offers retention with the
                           three devices open, it is rated at Level 4.
         Natural:          Customarily expected or accepted. Free from affection or
                           artificiality.
         Uniform:          A particular set of clothes which has to be worn by the members
                           of the same organization or group of people.


IV.   PROCEDURES
      A.  General
          1.    The uniform color of the Town of Madison Police Department is black. No other
                uniform color is authorized for outerwear, shirts, pants, caps or duty gear.
          2.    When in uniform, the entire uniform will be worn. Officers are not allowed to
                combine civilian clothing and uniform clothing unless the uniform clothing is not
                readily identifiable as uniform clothing. No other uniform components, patches or
                insignias may be worn while in uniform other than those prescribed by this
                procedure.
          3.    Each officer will be responsible for the correctness and fit of all uniform items
                ordered and each officer will be responsible for return and replacement of non-
                conforming items. Officers will not be reimbursed for shipping costs to return
                non-conforming uniform items.
          4.    Each officer shall be responsible for the condition of all uniform items and shall
                replace same when necessary.
          5.    All employees who fail to complete the probationary period will be required to
                return all items issued. Upon separation from the Department, all employees will
                be required to return all badges, keys, ID cards. etc. Uniform or equipment items
                purchased from clothing allowance within six (6) months from time of purchase
                shall be returned to the Town via the Chief or his designee in a timely manner.
          6.    All uniform items shall be purchased from approved manufacturers. See
                approved manufacturer list.

B.   Uniform/Clothing Classifications
     1.    Uniform A – Dress Uniform. The dress uniform is an optional uniform that is not
           provided as initial uniform issue. The dress uniform will be worn by the
           department honor guard and shall consist of:
           a.     Shirt - Black long sleeve
                  1.      Black tie
                  2.      White ascot
                  3.      Gold shoulder cords
           b.     Trousers - Black, dress (knit)
           c.     Footwear - Black boots or plain toe oxford uniform shoes.
                  (1)     Black socks are required if socks are visible
           d.     Hats – Black round top-dress headwear with department gold hat shield.
           e.     Duty gear-all black basket weave style leather.
     2.    Uniform A-1 Dress uniform.
           a.     Shirt black short sleeve
           b.     All other items same as this section B 1b-1e.
     3.    Uniform B      Duty Uniform
           a.     Shirt long sleeve or short sleeve. Shirt will be black two-pocket military
                  crease shirt. Shirt will have epaulettes and badge tab placement. Shirt must
                  conform to Appendix 2. Badge will be affixed to this shirt when it is the
                  outermost garment visible. Shoulder patches will be affixed in conformity
                  to Appendix 1, or
           b.     Shirt long sleeve or short sleeve. Shirt will be black polo type. Badge
                  patch and shoulder patches will be affixed in conformity to appendix item
                  1. Shirt must conform to Appendix 3.
           c.     Trousers
                  1.      Black 4-pocket, trousers must conform to Appendix 4.
                  2.      Black multi-pocket, trousers must conform to Appendix 5.
                  3.      Black multi-pocket shorts, must conform to Appendix 6.
           d.     Footwear
                  1.      Black over the ankle boots, boots must be plain toe footwear
                  2.      Black shoes, shoes shall be plain toe oxford or athletic footwear
                          a. Socks shall be black in color if visible while standing.
                          b. Officers wearing shorts may at their option wear white or black
                               ¾ athletic or ankle socks.
           e.     Outerwear - jacket or coat
                  1.      Black Leather Jacket-must conform to Appendix item 7.
                  2.      Black nylon jacket-must conform to Appendix 12.
                  3.      Black polartec-fleece jacket must conform to Appendix 9.
                  4.      Black sweater-must conform to Appendix 11.
                  5.      Yellow nylon coat and jacket-must conform to appendix item 10.
                  6.      Yellow reversible rainwear. One side black opposite side is
                          yellow. See Appendix 10.
     4.    Uniform C-Clothing requirements when working in a non-uniform assignment.
           a.     Officers are required to wear assignment appropriate items while working
                  in a non-uniform role. Any clothing that is acceptable for a business casual
                  environment would be appropriate in a non-uniform role. However there
                  also exists a need for flexibility and good sense when considering non-

                   uniform wear. The following items are not acceptable for daily non-
                   uniform wear:
                   1.      Blue denim trousers or skirts.
                   2.      Clothing with any derogatory, off-color or print that would be
                           offensive.
                   3.      Clothing that is suggestive or revealing.
                   4.      All white or predominately white athletic footwear.
            b.     Officer when working in a non-uniform role may also need a more relaxed
                   style of dress which would require them to work in various environments
                   and situations. The only restriction when working in this role would be
                   compliance with item IV (B) (4) (a 2 and 3) listed above. Supervisory
                   permission is need for this mode of dress.
            c.     Officers when in a training role shall wear training activity appropriate
                   attire. Officers are required to comply with item IV (B) (4) (a 2 and 3)
                   listed above.
            d.     On Friday of each week officers assigned to a plainclothes assignment
                   may wear casual clothing including blue trousers. T-shirts shall not be
                   worn or clothing with any derogatory, off-color or print that would be
                   offensive. Clothing that advertises a product or a service, suggestive or
                   revealing is not allow. If a duty assignment, such as a court appearance is
                   scheduled officers are not allowed to wear casual clothing under this
                   section.
            e.     Officers serving in a plainclothes assignment may wear either clothing
                   allowance purchased or department issue raid jackets.
     5.     Uniform D-Jumpsuits
            a. Officers may at their option wear a uniform jumpsuit. The jumpsuit will be
               black and comply with appendix 13.
            b. Officers assigned to patrol shifts may not wear a jumpsuit as their uniform of
               the day without supervisor approval.
     6.     Uniform E-Tactical Assignments
            a. Officers assigned to the tactical unit may wear non-standard camouflage
               uniforms. Styles and accessories-please see High Risk and Apprehension
               Team policy.

C.   Uniform Clothing Specifications
     1.    Uniform shirts
           a.    Appendix 2 shirt: It shall be black in color, with a button down front,
                 sewn-in creases, and epaulets. Buttons on the epaulets and pocket fronts
                 shall be black. Patches will be sewn on each sleeve, one half inch below
                 each shoulder seam.
           b.    Appendix 3 shirt: “Polo”-type pullover shirt with a collar, black in color is
                 also approved uniform wear. The “Polo” shirt shall be black in color, with
                 areas sewn to retain a portable radio mic. Patches will be sewn on each
                 sleeve, one inch below each shoulder seam. A badge patch will be sewn
                 on the left chest in the same location that the metal badge is worn.
           c.    Sergeants/Detective/FTO’s will wear chevrons on both shoulder sleeves.
                 The chevrons will have a dark blue background, with three stripes in light
                 blue, bordered by a light stripe around each stripe. The chevrons will be
                 positioned on each sleeve centered one-half inch below each Departmental
                 shoulder patch.

     d.     All uniform shirts must be worn with all-black undergarments.
            Officers may wear a uniform shirt with:
                    1. Black T-shirt
                    2. Black turtleneck (no visible insignia or writing)
                    Turtleneck items may be mock or roll-over turtleneck shirts, cowl
                    neck shirts are not allowed with uniform wear.
            T-shirts and Turtleneck shirts are considered undergarments and shall be
            worn with a uniform shirt over the t-shirt or turtleneck shirt.

           An undergarment shirt shall not be visible outside the sleeves of the
           uniform shirt or sweater.
2.   Uniform trousers
     a.    Black, zippered fly and ¼ slant front pockets with two rear pockets.
     b.    Black multi-pocket pant. Zipper or button fly and ¼ slant front pockets,
           two rear pockets and with at least 2 additional pockets.
     c.    Black shorts, Zipper or button fly and ¼ slant front pockets, two rear
           pockets and with at least 2 additional pockets.
3.   Uniform tie
     a.    Black clip-on style.
4.   Socks
     a.    Socks shall be worn. Plain black in color. Other color socks are permitted
           so long as no part of the sock is visible (i.e. white socks when worn with
           boots).
5.   Footwear
     a.    Black, duty style boots or shoes with plain or stitched toe.
6.   Hats
     a.    Dress hat
           (1)     The dress hat will be those provided by the Department. The hat
                   will be black and have a black brim on it. The top of the hat will
                   be round.
           (2)     Hat will have plain black band for patrol officer and gold snake
                   band for Sergeant and above.
           (3)     Department issued hat badge will be properly affixed on hat.
     b.    Winter hat - Black "watch cap". The hat will be consistent with a nylon or
           wool style knit stocking cap. Color will be all black.
     c.    Baseball cap - Approved style will be baseball cap as approved by
           Department, black in color.
           (1)     Baseball cap may be worn during any season.
7.   Uniform sweater
     a.    Black military style pullover, described as a "commando" style sweater.
           See appendix 11.
     b.    If worn as outer garment it will have shoulder patches affixed to each
           sleeve one inch below shoulder seam, shoulder epaulets, badge and name
           tag affixed. Sergeants/Detectives/FTOs will affix rank on sleeves using
           appropriate collar insignia.
     c.    Uniform sweaters must be worn in conjunction with either:
                   1. Uniform shirt with shirt collar outside of sweater collar.
                   2. Black plain turtleneck shirt. Turtleneck shirt may not be worn
                   as a uniform shirt; it must be worn under a uniform sweater or
                   uniform shirt.

8.    Uniform jackets
      a.     Winter jacket - Nylon, cloth, Gore-Tex style waist or hip length, with or
             without removable liner. Jacket will be black, metal buttons in gold or
             black finish. Shoulder patches will be sewn one inch below shoulder seam
             on each sleeve, badges will be worn on badge tab.
      b.     Spring jacket - Lightweight nylon and may be reversible to yellow with
             reflective stripe. 1 shoulder patch will be affixed to each sleeve (2 total).
             Sergeants will wear chevrons attached to each sleeve below shoulder
             patch. See appendix 12 for shoulder patch, name tag and badge
             placement.
      c.     Sergeants, Detectives and FTO’s will wear chevrons on both shoulder
             sleeves on jackets (stripes will not be required on the raincoat). The
             chevrons will have a dark blue background, with three stripes in light blue,
             bordered by a light stripe around each stripe. The chevrons will be
             positioned on each sleeve centered one-half inch below each Departmental
             shoulder patch.
      d.     Raincoat - Black/yellow reversible or all yellow. Black/Orange reversible
             are grandfathered until replaced.
      e.     Leather jacket - Will be optional for winter jacket. Approved is the
             Chicago-style leather jacket in black. See appendix 7.
9.    Gloves
      a.     Black in color. Gloves will cover the full hand and fingers. Fingerless
             gloves are not authorized.
10.   Service belt-Duty gear
      a.     Shall either be black basketweave leather or black nylon. Will either have
             gold or black finish buttons/snaps or velcro closures. Officers will have
             either all black basketweave leather or black nylon duty gear. Officers
             may not mix and/or match between the two.
             1.      Required: double compartment ammunition holder, handcuff case,
                     holster for officer's weapon, portable radio holder, and 1 of the
                     following: Baton ring for straight baton, expandable baton holder,
                     OC spray holder or Taser holster.
             2.      Holsters for uniform duty wear must be a level 2 or above.
             3.      Holsters for plainclothes assignment must be a level 1 or above.
      b.     1.      Black uniform suspenders may be worn with duty gear. Any
                     suspender use will be permitted on a case-by-case basis with the
                     type of suspender subject to approval by the Chief of Police.
11.   Badges
      a.     Both the hat and breast badge will be only those issued by the Department.
      b.     The breast badge will be worn on the outermost garment. The hat badge
             will only be worn with the round dress hat.
      c.     Breast badge will be in gold finish, with their lettering being black in color
             and one-eighth inch in height.
      d.     The breast badge will have rank on top, full color State of Wisconsin seal
             in middle, and be encircled by the wording "Town of Madison" and
             “Police” with "Wis" on the bottom. The overall size of this badge is three
             inches by one and three-fourths inches. This department utilizes the
             Blackinton model B538 badge in Hi-glo as the color.
      e.     The hat badge will have full color State of Wisconsin seal in middle,
             encircled by the wording "Town of Madison" and “Police” with the rank

              across the bottom in a lettered panel, gold in color. The department utilizes
              the Blackinton model B625 in Hi-glo color.
      f.      Badge patch-embroidered patch that is department provided. The badge
              patch will be affixed to the shirt and worn in the same location as the
              metal badge. The badge patch may be sewn to the polo shirt or any
              jacket/coat in lieu of the metal badge.
12.   Name plate
      a.      Shall be gold finish with black lettering with officer's last name affixed on
              it. It is to be worn on outermost garment and one-half inch above the right
              pocket. Model is Hook Fast Inc, QS-5
      b.      Approved are the nametags with the "Town of Madison" emblem
      c.      Name patch is black with officer’s name in gold block letters in the same
              color as the gold thread in the shoulder patch. See Appendix 12 for name
              plate placement.
13.   Tie bar
      a.      Plain gold tie-bar
14.   Collar insignia
      a.      Chief: Insignia at Chief’s discretion.
      b.      Lieutenant: 1 gold bar on each collar. 1 gold bar on each shoulder for
              jacket wear.
      c.      All other collar insignia is discontinued.
15.   Service Stripes and Chevrons
      a.      Chevrons will be worn by Sergeants, Detectives and Field Training
              Officers.
      b.      Chevrons will be 3 inches in width and affixed to all uniform garments.
              Uniform rainwear optional. However if an officer chooses to affix
              chevrons to rainwear it must be in conjunction with the department
              shoulder patch in the same manner as all other jackets and shirts.
      c.      Chevrons will be black background with a royal blue stripe and a white
              outline of each royal blue stripe.
      d.      Chevrons will be worn on both sleeves approximately one inch beneath
              the bottom-most point of the department shoulder patch.
      e.      Sergeants shall wear chevrons consisting of 3 stripes.
      f.      Detectives shall wear chevrons consisting of 2 stripes.
      g.      Field training officers shall wear chevrons consisting of a single stripe
              with the words Field Training Officer in block letters underneath the stripe
              in white letters. The words field-training officer shall form a rocker
              underneath the single stripe.
      h.      Service stripes may be worn by all sworn personnel on long sleeve shirts
              and jackets/coats (except leather coat). If an officer chooses to affix
              service stripes, all department insignia must be affixed and in the same
              manner as any other department shirt or jacket/coat.
      i.      Officers that choose to wear service stripes will wear 1 stripe for 3 years
              of sworn law enforcement service. Officers may include any sworn law
              enforcement service outside of TMPD service and may include aggregate
              service if not continuous.
      j.      Service stripes will be of the same color as Sergeant, Detectives and FTO
              chevrons.
      k.      When more than one service stripe is utilized, the service stripes will be
              one patch sewn to the sleeve of the left arm of the shirt and/or jacket/coat.

             An officer may not add a one-stripe patch to a pre-existing stripe patch.
             An entirely new patch must be purchased and replaced on the uniform
             garment.
16.   Department award and Special Duty pins.
      a.     Officers are authorized to wear specialized duty pins with attached to the
             shirt and/or outer body armor carrier.
             1.      All pins are black enamel with gold lettering and shall be affixed in
                     accordance with Appendix 14.
      b.     Authorized pins are as follows:
             1.      Instructor-Blackinton model A6136K. Authorized: Any unified
                     tactics instructor certification held by officer.
             2.      Field Training Officer-Blackinton model A6136Q. Authorized:
                     Any officer that is currently serving as a department field training
                     officer.
             3.      Evidence Technician-Blackinton model A4560L. Authorized: Any
                     officer currently serving in a evidence technician assignment.
             4.      K9-Blackinton model A6136P. Authorized: Any officer currently
                     serving in a K9/Police Service Dog assignment.
             5.      Tactical Unit-Blackinton model A8178. Authorized: Any officer
                     currently serving in the tactical unit.
      c.     Department Awards
             1.      All department awards are placed above the nameplate and any
                     Special duty pins. See Appendix 14 for placement.
             2.      Department awards are placed above the nameplate; special duty
                     pins are placed above department awards.
             3.      Department award style/ribbon color will be governed by the
                     Award policy.
17.   Jumpsuit specifications
      a.     Jumpsuits shall be black
      b.     Jumpsuits may be convertible sleeve from long sleeve to short sleeve.
      c.     Jumpsuits may be constructed of a polyester/cotton blend or a
             Nylon/Gore-tex blend. The only authorized manufacturers are Bratwear,
             Olympic Uniforms, Transcon Manufacturing or 5.11 tactical. (other
             manufacturers may be approved on a case-by case basis)
      d.     The jumpsuit will be treated as a jacket for insignia placement purposes.
18.   Outer vest carriers.
      a.     Uniform vest carriers
             1.      Personnel in a uniform assignment may at their option wear an
                     outer vest carrier for wearing their body armor.
             2.      Outer vest carriers shall be all black and shall have the same
                     appearance as the uniform shirt. This shall consist of two upper
                     pockets with pocket flaps. Officers may at their option include
                     shoulder straps/shoulder mic holders and lower pockets without
                     flaps. Up to 2 additional pockets/pouches may be affixed to the
                     front of the vest.
             3.      No embroidered or screened POLICE patches shall be affixed to
                     the back of this carrier.
             4.      The department badge and name tag shall be affixed to the outer
                     vest in the same manner as a uniform shirt.

                          b.      Vest carriers in non-uniform assignments
                                  1.     Personnel in a non-uniformed assignment may at their option wear
                                         an outer vest carrier for wearing their body armor.
                                  2.     Non-uniform vest carriers shall be all black and have large
                                         identification letters of POLICE on the front and back of the
                                         carrier. The lettering on the back shall be a minimum of 2 inches
                                         in height. The lettering on the front shall be a minimum of 1 inch
                                         in height.
                                  3.     Additional pouches/pockets may be affixed to this vest.
                   19.    Civilian employee clothing
                          a. Non-sworn personnel will comply with business casual standards and all
                             applicable sections of IV 4-b of this policy.

     III.      Approved Uniform Items for Clothing Allowance Purchase
                  Appendix A of this procedure is a listing of all uniform items and accessories that may be
                  purchased on an officers clothing allowance. Other items may be approved and will be
                  added to the appendix.

     IV.       Replacement Of Damaged Uniforms And/Or Equipment
                  Initial issue item, items purchased on the officer’s uniform allowance, or items personally
                  obtained will be replaced by the officer, not the department. The intent of the Uniform
                  Allowance is for officers to replace damaged or worn uniform items. Reasonable costs
                  for repair/replacement of personal artifacts such as glasses, contacts, and watches will be
                  considered on a case-by-case basis. Claims for damage to clothing and/or equipment,
                  resulting from the performance of duty, shall be directed to the Chief of Police in writing
                  via chain of command.

D.          Appearance Standards
            1.    Background: The professional bearing of department employees requires that individuals
                  adopt high standards of personal grooming and cleanliness. Professional appearance will
                  contribute to a positive image of the Town of Madison Police Department and enhance
                  public trust and support.
                  a.      All clothing items in either uniform or non-uniform assignments shall be worn
                          with the correct orientation. Example: Hats with a visor/brim shall be worn with
                          the visor/brim facing forward or to the front of the body.
            2.    General Grooming standards
                  a.      Members of the Town of Madison Police Department shall comply with the
                          following grooming standards unless exempted by the Chief of Police, due to
                          special assignments or for medical reasons.
                  b.      Hair standards for sworn personnel in uniform
                          1.      Hair will be neatly trimmed, clean and styled in such a manner that all
                          headgear and protective masks of a size commensurate with the head may be
                          worn as it is designed and intended.
                          2.      No hair shall be visible on the forehead below the brim of the
                                  hat/headgear.
                          3.      The length and/or bulk of an employee’s hair shall not be such that it
                                  presents a shabby, unkempt or neglected appearance.
                          4.      Hair styles must be of a conservative nature and not detract from the
                                  employee’s personal appearance as a professional. Extreme haircuts such

                     as tracks, designs, decorations, sculptures cut into the hair, cornrows and
                     mohawks are prohibited.
            5.       Extreme or unnatural artificial hair colors are prohibited.
            6.       If wigs or hair pieces are worn they must conform to the established
                     grooming standards.
            7.       Ponytails, pigtails, braids, and hair buns must be worn up so they are
                     concealed and fit within the appropriate headgear.
3.   Males-hair, All sworn personnel
     a.     Hair shall be cut to present a tapered or blocked appearance and not fall over the
            ears or eyebrows or extend below the top of the collar when standing with the
            head in a normal erect position. (see illustration 1)
     b.     Side burns shall not extend beyond the lowest part of the ear opening, shall be
            trimmed and neat in appearance, of even width and end with a clean shaven
            horizontal line. (see illustration 2)
     c.     The face shall be clean shaven, except a neatly trimmed mustache, goatee, or full
            beard is permissible. Officers may not grow a beard without a mustache. Designs
            shaved or trimmed into the beard are not permitted. Officers must begin any
            mustache/beard growth on their off days and must have a minimum of one week
            growth to wear facial hair while in uniform.
            1.       Facial hair may not exceed 2 inches from the skin surface.
            2.       The Chief of Police of their designee shall have final approval over
                     continued facial hair growth.
4.   Females-hair, All sworn personnel
     a.     Hair shall not extend below the bottom of the collar (see illustration III)
     b.     Hair may be combed over the ear but shall not be allowed to extend below the
            bottom of the ear, or more than two inches in front of the ear.
     c.     No decorations shall be worn in the hair except clips, pins, barrettes, cloth ties, or
            hair nets that are black or match the color of the employees hair.
5.   Personal hygiene
     a.     It is the responsibility of all employees to ensure that their body is kept clear to
            prevent offensive odor.
     b.     Employees may smoke or chew tobacco when:
            1.       They are in compliance with all statutes, ordinances, policies and
                     procedures.
            2.       They are not in direct contact with the public during the performance of
                     their duties.
6.   Cosmetics
     a.     Cosmetics, if worn, will be in good taste, subdued, natural in appearance and
            blended to match natural skin color.
     b.     The wearing of false eyelashes or excessive lipstick, eye shadow, eye liner or
            mascara is prohibited for sworn personnel.
     c.     Non-sworn personnel shall not detract from their business like appearance due to
            excessive use of makeup/cosmetics.
7.   Fingernails
     a.     Fingernails shall be clean, neatly trimmed and shall not be of a length which
            would interfere with performing job duties.
     b.     Adding decorations or wearing fad style fingernails is prohibited.
     c.     Sworn female personnel may wear conservative, neutral colors of fingernail
            polish.

           d.      Non-sworn female personnel may wear fingernail polish that does not detract
                   from a professional businesslike appearance.
     8.    Jewelry
           a.      In addition to a wristwatch, jewelry worn by sworn personnel shall be limited to
                   no more than two conservative rings. (Wedding and engagement rings are
                   considered one)
           b.      Sworn personnel shall not wear earrings or bracelets while in uniform.
           c.      Non-sworn personnel may wear conservative earrings and/or bracelets that do not
                   detract from a professional businesslike appearance.
           d.      Necklaces may be worn while in uniform provided they are not visible.
           e.      Medic alert or memorial related items may be worn when authorized, however
                   items must have a breakable clasp.
     9.    Tattoos
           a.      Uniformed employees with visible tattoos shall be limited to one small tattoo
                   (three inches square) on each arm after 10-1-06. The tattoo shall not be offensive
                   in nature and shall not be such that it indicates a cause in conflict with acceptable
                   society standards or traditional law enforcement objectives.
           b.      Visible tattoos on the ears, head, face or neck area are prohibited.
           c.      Tattoos of excessive size or offensive nature must be covered by appropriate
                   uniform items, including the long sleeve shirt.
     10.   Body piercing
           a.      Body piercing, other than for allowed earrings, is prohibited in body areas that are
                   visible to the public.
           b.      Piercing for earrings that are not worn while on duty will not be a violation of this
                   provision.
     11.   Non-sworn personnel
           a.      Hair will be neatly trimmed, clean and styled.
           b.      The length and/or bulk of an employee’s hair shall not be such that it presents an
                   unprofessional, unkempt, or neglected appearance.
           c.      All styles must be of a conservative nature and not detract from the employee’s
                   appearance as a professional. Extreme haircuts such as tracks, designs,
                   decorations, sculptures cut into the hair, cornrows and mohawks are prohibited.
           d.      Extreme or unnatural artificial hair colors are prohibited.
           e.      If wigs or hair pieces are worn they must conform to the established grooming
                   standards.
           f.      Non-sworn personnel may wear facial hair in compliance with the same standards
                   as sworn personnel.
           g.      Non-sworn personnel must also be in compliance with the same standards as
                   sworn personnel with regard to jewelry, tattoos, body piercing, cosmetics,
                   fingernails and personal hygiene.

                 Approved Uniform Items for Clothing Allowance Purchase


All items currently listed on the FULL-TIME OFFICER – UNIFORM BASIC ISSUE list as
delineated in this Procedure.

      A. Weapons, as designated in Section 4, Article XIII of the current collective bargaining
         agreement and Firearms policy P005.

      B. The following clothing items:

         1. Turtlenecks, black only
         2. Dickies, black only
         3. Socks, black or white
         4. Underwear, long
         5. Gloves, black and/or yellow
         6. Cap, stocking, black only
         7. T-shirts, black only
         8. Rain boots – black over-the-shoe flexible, zipper style (16” or 18” height)
         9. Sewing or removing of patches from uniform items
         10. Chevrons or colar insignia

      C. The following accessories:

         1.  Badge holder wallets
         2.  Briefcase
         3.  Utility tool/knives (must be pre-approved by Chief)
