					Lithuanian Foreign Policy Highlights

      LITHUANIAN DEFENCE MINISTER VISITS MOSCOW
      On 1 July, Lithuanian Defence Minister Linas Linkevičius was on a visit in
Moscow where he met with Russian Defence Minister Sergey Ivanov.
      The Ministers discussed a plan of bilateral cooperation between the defence ministries
of Russia and Lithuania, issues of cooperation between the servicemen of the two countries
during peacekeeping operations. During the meeting, particular attention was paid to the
problem of the Kaliningrad Region and transit to it, including military cargoes across
Lithuania. The Ministers agreed to continue consultations on this issue in order to find a
solution to it.

      GREEK EUROPEAN AFFAIRS MINISTER VISITS LITHUANIA
      On 1-3 July, a delegation headed by Greek European Affairs Minister Tassos
Giannitsis paid a working visit to Lithuania.
      The Hellenic Minister met with Lithuanian President Valdas Adamkus, Foreign
Minister Antanas Valionis, Deputy Chairman of the Seimas Vytenis Andriukaitis, and MFA
Undersecretary Rytis Martikonis. The officials discussed the EU development, most relevant
EU accession negotiations issues, scheduled Presidency of Greece in the EU during the first
half of 2003 and EU future prospects.

     FOREIGN MINISTER OF LIECHTENSTEIN PAYS A VISIT TO LITHUANIA
     On 2 July, Foreign Minister of Duchy of Liechtenstein Ernst Joseph Walch was on
a working visit to Lithuania.
     Ernst Joseph Walch met with Lithuanian Foreign Minister Antanas Valionis, Minister
of Economy Petras Čėsna, Director General of State Tourism Department at the Ministry of
Economy Alvitis Lukocevičius. During the meetings, the officials discussed cooperation
between Lithuania and Liechtenstein in the United Nations (UN), Council of Europe (CoE),
Organisation for Security and Cooperation in Europe (OSCE), possible investments, tourism
development, Lithuania's integration to the EU and NATO issues.

      EU COMMISSIONER FOR ENLARGEMENT VISITS LITHUANIA
      On 3-4 July, EU Commissioner for Enlargement Günter Verheugen was on a two-
day visit in Lithuania.
      Commissioner Giinter Verheugen had meetings with Lithuanian President Valdas
Adamkus, Prime Minister Algirdas Brazanskas, Seimas Chairman Arturas Paulauskas to
discuss the final stage of EU accession negotiations. The Commissioner pointed out that
Lithuania has solved major issues in its pre-accession talks with the EU and now only has to
address issues relevant to all candidates.

      PRESIDENTS OF BALTIC STATES MEET IN RIGA
      On 4 July, Presidents of the three Baltic states had a meeting in Riga to discuss
their integration into NATO.
      During the meeting, the Presidents confirmed readiness of Lithuania, Latvia and Estonia
to help other NATO candidate countries on their path to NATO. Lithuanian President Valdas
Adamkus pointed out that the meeting of the Baltic states' Presidents demonstrates persistency
of the strong commitments to join NATO as well as reaffirms once again the wish of the
Baltic states to work together.

     LITHUANIAN DELEGATION ATTENDS VILNIUS TEN MEETING IN RIGA
       On 5-6 July, a Lithuanian delegation led by Prime Minister Algirdas Brazauskas
attended the Vilnius Ten group forum Riga 2002: a Bridge to Prague in Riga.
       The Lithuanian Prime Minister was accompanied by Ambassador to the US Vygaudas
Ucackas, Foreign Ministry Undersecretary Giedrius Čekuolis, Lithuanian Ambassador to
NATO Gintė Damušytė and Director of MFA Multilateral Relations Department Rytis
Paulauskas.
       Prime Ministers of candidate states discussed the obligations of their countries for Euro-
Atlantic security, a society united by common democratic values and adopted a general
political statement.

      MFA STATE SECRETARY VISITS ST. PETERSBURG
      On 6-7 July, Foreign Ministry State Secretary Evaldas Ignatavičius participated in
the St. Petersburg-based seminar Lithuania and Russia - a Bridge to the 21 Century of
young Lithuanian and Russian politicians and scientists devoted to the Day of
Lithuanian Statehood and arranged by St. Petersburg East European International
Institute and Consulate of the Republic of Lithuania.
      Representatives of Lithuanian and Russian Foreign Ministries, St Petersburg ad-
ministration, Kaliningrad, Russian Federation Council and diplomats of other countries
participated in the seminar.

      LITHUANIAN DEPUTY FOREIGN MINISTER PAYS A VISIT TO LATVIA
      On 8-10 July, Lithuanian Deputy Foreign Minister Justas Vincas Paleckis was on a
working visit to Latvia.
      The Lithuanian Deputy Foreign Minister met with Latvian Foreign Ministry State
Secretary Maris Riekstins and his Deputies Ivar Pundurs and Armand Gutmanis, Foreign
Ministry Secretary for Relations with the Parliament Peter Karlis Elfert and MFA Inspector
General Albert Sarkinis.

     LITHUANIAN AND ITALIAN MFA'S WORKING GROUPS MEET IN ROME
     On 11 July, the first official bilateral meeting of the Lithuanian Foreign Ministry
working group headed by MFA Undersecretary Neris Germanas and Italian Foreign
Ministry working group - by MFA East and Central European States Coordinator,
Ambassador Luca Daniele Biolato took place in Rome to discuss the issue of the pre-war
Lithuanian Embassy building in Rome.
     During the meeting, the parties discussed possible ways of resolving this problem.

      MFA UNDERSECRETARY PARTICIPATES AT CONVENTION MEETING IN
BRUSSELS
      On 11-12 July, Lithuania's Representative to the Convention on the Future of the
EU, MFA Undersecretary Rytis Martikonis participated at the Convention meeting in
Brussels on EU foreign policy issues.
      Addressing the Convention members, Rytis Martikonis indicated that the stronger the
EU will he, the better it will serve Lithuania's national and foreign policy interests. The
Lithuanian Representative pointed out the importance of smooth NATO and the EU ties,
regional cooperation and good neighbourly relations when strengthening the role of Europe in
the world.

     LITHUANIAN DELEGATION ATTENDS CONSULTATIONS IN BRUSSELS
     On 8-11 July, a Lithuanian delegation headed by Director of MFA Multilateral
Relations Department Rytis Paulauskas participated in the consultations with NATO,
European Union and Belgium's MFA officials.
      The main goal of the consultations was to present Lithuania's work in creating and
perfecting national crisis management system and discuss the prospects of the country's
incegration into the network of analogous NATO and EU institutions.

      US ASSISTANT SECRETARY VISIT'S LITHUANIA
      On 15 July, visiting US Assistant Secretary of State for European and Eurasian
Affairs Elizabeth Jones met with Lithuanian President Valdas Adamkus, Parliamentary
Chairman Arturas Paulauskas, Foreign Minister Antanas Valionis, Foreign State
Secretary Giedrius Čekuolis, Chairman of the Committee on Foreign Affairs Gediminas
Kirkilas. Chairman of the Commission on NATO Affairs Vaclovas Stankevicius and
Deputy Defence Minister Jonas Gečas in Vilnius.
      At the meeting with Valdas Adamkus, Elizabeth Jones told Lithuania did well in
contributing to anti-terror campaign and in its EU and NATO bids.

      VILNIUS-HOSTED COE'S MINISTERIAL COMMITTEE'S SESSION PRAISED
      On July 15 in Strasbourg, the Committee of Ministers (CM) of the Council of
Europe (CoE) thanked Lithuania for organising the 110th session of the CM in Vilnius.
      The approved Report notes that excellent preparation, active participation of rep-
resentatives of member states, reports on key issues and the important documents adopted
have justified the expectations of the chairing country and member states.

      POSITION OF LITHUANIA'S MINORITIES PRESENTED IN GENEVA
      On 16 July, Lithuanian Ambassador to the Permanent Mission to the United
Nations Algimantas Rimkūnas delivered a report on the position of national minorities
in Lithuania at die World Civil Society Forum in Geneva.
      The report centred on the protection of rights and liberties of national minorities in
Lithuania.

         LITHUANIAN PRESIDENT MAKES VISIT IN ITALY
         On 16-17 July, Lithuanian President Valdas Adamkus was on a working visit in
Italy.
      Vaidas Adamkus met Italian President Carlo Azeglio Ciarnpi, Prime Minister Silvio
Berlusconi, Chairman of Senate Marcello Pera and leader of the House of Deputies Pier
Fcrdinando Casini.
      The Lithuanian President, Italian Prime Minister and President discussed bilateral
business and economic relations, intensification of cultural and military ties, Lithuania's
integration into the EU and NATO and the recovery of a pre-war Lithuanian embassy in
Rome.

      LITHUANIAN PRESIDENT VISITS POLAND
      On 18 July, Lithuanian President Valdas Adamkus attended a mass celebrated by
Pope John Paul II in the Polish city of Krakow at the invitation of Archbishop Cardinal
Franciszek Macharski.
      Polish and Slovak Presidents Aleksander Kwasniewski and Rudolf Schuster also
participated in the mass. After the mass, the Polish President hosted a dinner in honour of the
Lithuanian and Slovak leaders. The Presidents discussed NATO and European Union
enlargement and regional cooperation.

       LITHUANIAN PRIME MINISTER VISITS KALININGRAD REGION
       On 18 July, Lithuanian Prime Minister Algirdas Brazauskas conducted a one-day
visit to the Kaliningrad region.
      Algirdas Brazauskas met with Kaliningrad Governor Vladimir Yegorov at the ribbon-
cutting ceremony at the museum of Lithuanian literature classic Kristijonas Donelaitis in
Chystye Prudy (Tolminkieniis). The meeting of the officials focused on visa policy and
environment issues.

      LITHUANIAN PRESIDENT VISITS CZECH REPUBLIC
      On 18-19 July, Lithuanian President Valdas Adamkus visited the Czech Republic
at the invitation of the Prague-based Radio Free Europe/Radio Liberty (RFE/RL).
      In Prague, Valdas Adamkus held interviews with Prime Minister Vladimir Spidla,
Czech Deputy Defence Mi n ister and former ambassador to Lithuania Stefan Fuele, and the
government commissioner for the preparation of the Novemher NATO Summit in Prague
Alexandr Vondra.

      FOREIGN MINISTER RECEIVES EU COMMISSIONER'S LETTER
      On 23 July, Lithuanian Foreign Minister Antanas Valionis received EU External
Relations Commissioner Christopher Patten's letter emphasising that any decision on
the Kaliningrad Region will also have to be approved by the candidate countries
including Lithuania.
      The Commissioner reminded that while implementing decisions of the European
Council made at the Seville Summit the Commission would consult Lithuania and Poland
before submitting proposals to the EU member states.

      CHIEFS OF LITHUANIAN-RUSSIAN INTERGOVERNMENTAL BODY MEET
      On 25 July, Chairmen of the Lithuanian-Russian intergovernmental commission -
Lithuanian Foreign Minister Antanas Valionis and Russian Transport Minister Sergey
Frank - met in Lithuania's seaside resort Palanga.
      The ministers discussed activities of the intergovernmental body and the preparations
for the enlarged session of the commission scheduled to take place in Moscow in the autumn.

      LITHUANIAN FOREIGN VICE-MINISTER VISITS KALININGRAD
      On 26 July, Lithuanian Foreign Vice-Minister Justas Vincas Paleckis made a visit
to Russia's Kaliningrad Region to discuss development of bilateral regional cooperation.
      During the meetings of the Foreign Vice-minister with Kaliningrad Region's Duma
Chairman Vladimir Nikitin, officials of the regional and city administrations, the discussions
centred on the promotion of cooperation between Lithuanian and Kaliningrad regions and
local authorities within the framework of projects Baltics, Nemunas, and Sun.

       LITHUANIAN PRESIDENTS MEETS FOUR COUNTERPARTS IN AUSTRIA
       On 26-27 July, Lithuanian President Valdas Adamkus was on a working visit in
Salzburg, Austria, where he met Austrian President Thomas Klestil, Latvian President
Vaira Vike-Freiberga, Estonian President Arnold Rüütel and Portuguese President
Jorge Sampaio.
       The Presidents discussed the activity of EU institutions, the common security policy and
cooperation in the defence area addressing such issues as the fight against organised crime,
illegal migration, money laundering and drug smuggling and touched upon the question of
visas for the Kaliningrad Region.

       LITHUANIAN AND RUSSIAN DEFENCE MINISTERS MEET
       On 29-31 July, Lithuanian Defence Minister Linas Linkevičius held meetings with
Russian Defence Minister Sergei Ivanov, who was on a working visit in Lithuania.
       Lithuanian and Russian officials discussed bilareral military ties, participation in the
anti-terrorist campaign, cooperation in the region, transit of Russian military cargo, visa
regime with Kaliningrad and exchanging of reports on the major military exercises held on
the territories of the two countries.

       LITHUANIAN PRESIDENT AND KALININGRAD GOVENOR HAVE MEETING
       On 1 August, Lithuanian President Valdas Adamkus and the Governor of Russia's
Kaliningrad Region Vladimir Yegorov met in Lithuania's seaside resort Palanga.
       Valdas Adamkus and Vladimir Yegorov agreed upon the necessity to further develop
bilateral political economic and cultural ties and exchanged opinions on implementation of
joint projects in the fields of transport, energy, environment, health care, etc.

      BALTIC AND POLISH PRESIDENTS HOLD QUADRIPARTITE MEETING
      On 2 August, Estonian Arnold Rüütel, Latvian President Vaira Vike-Freiberga,
Lithuanian President Valdas Adamkus, and Polish President Aleksander Kwasniewski
held a four-way meeting in Palanga seaside resort.
      The Presidents discussed the European Union and NATO integration, cooperation
between Visegrad and Vilnius 10 groups and development of infrastructure projects.

       LITHUANIAN AND POLISH PRESIDENTS HOLD BILATERAL MEETING
       On 2 August, Lithuanian President Valdas Adamkus and Polish President
Aleksander Kwasniewski held a bilateral meeting in Palanga seaside resort.
       At the meeting, the Presidents discussed Aleksander Kwasniewski's visit in the US,
promotion of closer cooperation between the Visegrad and Vilnius Ten groups, strengthening
of ties with Ukraine, the Kaliningrad Region, the countries of the Caucasus and Central Asia
and holding of conference for experts on coordinating the fight against terrorism in Vilnius in
autumn.

     RUSSIAN PRESIDENTS ENVOY FOR KALININGRAD VISITS LITHUANIA
     On 11-12 August, Russian President Vladimir Putin's Special Envoy for
Kaliningrad matters, Chairman of Duma's Foreign Affairs Committee Dmitryi Rogozin
made a visit to Lithuania.
     Dmitryi Rogozin met with Lithuanian Prime Minister Algirdas Brazauskas, Foreign
Minister Antanas Valionis, Chaitrnan of the Parliamentary Foreign Affairs Committee,
Lithuanian President's Special Envoy for Kaliningrad matters Gediminas Kirkilas, committee
members Justinas Karosas, Egidijus Vareikis and Alvydas Medalinskas.

      TURKISH DEFENCE MINISTER MAKES OFFICIAL VISIT IN LITHUANIA
      On 12-13 August, Turkish Defence Minister Sabahattin Cakmakoglu was on an
official visit in Lithuania.
      Sabahattin Cakmakoglu met with Lithuanian Parliamentary Chairman Arturas
Paulauskas, Defence Minister Linas Linkevičius, Foreign Minister Antanas Valionis,
Parliamentary National Security and Defence Committee Chairman Alvydas Sadeckas and
Commander of Lithuanian Armed Forces, Major General Jonas Kroiikaitis. The officials
discussed Lithuania's preparation for NATO membership.

      PRIME MINISTER ALGIRDAS BRAZAUSKAS PARTICIPATES AT MEETING IN
RIGA
      19 August, Lithuanian Prime Minister Algirdas Brazauskas took part m the eighth
annual meeting of Baltic and Nordic states' Prime Ministers in Riga.
      The meeting aimed at discussing the EU and NATO enlargement as well as cooperation
between the eight countries in the energy sphere. The officials voiced their conviction that the
Baltic states would complete EU accession talks by the end of the year, pointing at their good
chances to get the invitation to join NATO member countries.
     PRESIDENT VALDAS ADAMKUS MEETS WORLD JEWISH CONGRESS VICE
PRESIDENT
     On 20 August, Lithuanian President Valdas Adamkus had a meeting with a
member of the British House of Lords, World Jewish Congress Vice President Lord
Janner at the President's Office in Vilnius.
     The officials discussed the implementation of the project on marking of Holocaust
graves in Lithuania. Lord Janner suggested that building of 201 special stones marking the
Holocaust-related places would make location of such sites much easier.

      PRIME MIN1STERALGIRDAS BRAZAUSKAS PARTICIPATES AT MEETING IN
RIGA
      On 19 August, Lithuanian Prime Minister Algirdas Brazauskas took part in the
eighth annual meeting of Baltic and Nordic states' Prime Ministers in Riga.
      The meeting aimed at discussing the EU and NATO enlargement as well as cooperation
between the eight countries in the energy sphere. The officials voiced their conviction that the

      LITHUANIAN FOREIGN MINISTER PARTICIPATES AT MEETING IN TALLINN
      On 26 August, Foreign Minister Antanas Valionis participated at the annual
Foreign Ministers' meeting of the Nordic and Baltic states - Denmark, Estonia, Finland,
Iceland, Latvia, Lithuania, Norway and Sweden in Tallinn.
      During the meeting, the ministers discussed the issues of NATO and EU enlargement,
Europe's future and regional cooperation.

     ANTANAS VALIONIS TAKES PART IN CONFERENCE IN GREENLAND
     On 27 August, Lithuanian Foreign Minister Antanas Valionis took part in EU
member and partner states' conference in Ilulisat, Greenland.
     The conference discussed the implementation of the Northern Dimension Initiative
Action Plan.

      HEAD OF LITHUANIAN DIPLOMACY PARTICIPATES IN REGIONAL
CONFERENCE IN SWEDEN
      On 29-30 August, Lithuanian Foreign Minister Antanas Valionis participated in
EU regional conierence "Partners in Prevention" in Helingborg, Sweden.
      At the conference high-ranking UN, NATO, EU and OSCE officials discussed
possibilities of closer international organisations' cooperation in solving conflict prevention
issues.

       LITHUANIAN DIPLOMATS MEET WITH FINISH MFA STATE
       SECRETARY
       On 2 September, Lithuanian Deputy Foreign Minister Justas Vincas Paleckis had
a meeting with visiting Finish MFA State Secretary Antti Satuli.
       During the meeting, the officials discussed a prospect of Lithuania's NATO mem-
bership. Antti Satuli indicated that Finland considers Lithuania as a NATO member in the
near future. The officials also discussed regional cooperation issues, paying particular
attention to cooperation between the Nordic and Baltic states in the framework NB 8 (the
eight Nordic and Baltic countries).

     SEMINAR ON EU EXTERNAL BORDERS CONTROL TAKES LACE IN VILNIUS
      On 3 September, the Lithuanian Foreign Ministry together with the German
European Policy Institute arranged a seminar to discuss the prospects of EU external
borders protection.
      Lithuanian MFA State Secretary Evaldas Ignatavičus, Finish MFA State Secretary Antti
Satuli, former German representative at the EU Dietrich von Kyaw, experts of Lithuanian and
German internal ministries delivered their reports at the seminar.

       PRESIDENTOFLITHUANIA VISITS LATVIA
       On 3-4 September, Lithuanian President Valdas Adamkus was on a two-day state
visit to Latvia.
       Valdas Adamkus had meetings with Latvian President Vaira Vike-Freiberga, Prime
Minister Andris Berzins and Riga's Mayor Gunars Bojars. President Adamkus' meeting with
the President of Latvia focused on political and economic cooperation and Euro-Atlantic
integration.

     CHIEF EUNEGOTIATOR MEETS EC OFFICIALS IN BRUSSELS
     On 6 September, Lithuania's Chief Negotiator with the EU Petras Auctrevičius
met European Commission (EC) officials in Brussels to discuss the progress Lithuania
made over the past year in its preparations for EU membership.
     Petras Auctrevičius met with EC Director General for Enlargement Eneko Landaburu,
EC Lithuanian division Chief Anders Henriksson and other officials.

      FOREIGN MIN1STERMEETS WITH HIS COUNTERPARTS ON US VISIT
      On 10 September, Lithuanian Foreign Minister Antanas Valionis, who ac-
companied President Valdas Adamkus on his visit to the US, met his Hungarian
counterpart Laszlo Kovacs.
      The Ministers discussed NATO enlargement and the issues of the process of the
negotiations with the EU. The Hungarian Minister once more noted that Hungary supports
Baltic states' membership in the Alliance. During the meeting the issues of opening die

    LITHUANIAN NEGOTIATORS VISIT BRUSSELS
    On 12 September, Lithuanian negotiators with the EU were in Brussels on a
working visit.
    The Lithuanian delegation had a round of technical consultations with the European
Commission on conditions of funding the closure of the Ignalina Nuclear Power Plant.

       ROUND TABLE ON EURO-ATI-ANTIC SECURITY ISSUES HELD IN VILNIUS
       On 12 September, the third annual round table between Lithuania and Great
Britain on Euro-Atlantic security was held in Vilnius, traditionally organized by the
Lithuanian MFA together with the British Association for Central and Eastern Europe.
       Politics, diplomats, security experts and academicians discussed general security
situation after the September 11 terrorist attacks, dynamics of NATO and EU enlargement, its
consequences and considered the issues of Euro-Atlantic space policy implemented towards
the new neighbours.

      LITHUANIAN PRESIDENT VISITS USA
      On 8-13 September, Lithuanian President Valdas Adamkus was on a working visit
to the USA.
      In Chicago the Lithuanian President delivered a speech at the Chicago Council on
Foreign Relations presenting Lithuania's key foreign policy goals - integration into the EU
and NATO. Valdas Adamkus presented Lithuania's economic situation and foreign
investment environment at the Commerce Chamber of Chicago.

      LITHUANIA PRESIDES OVER UN CONFERENCE COMMITTEE'S MAIN
SESSION
      On 9-13 September, Lithuania presided over the main session of the United
Nations Conference Committee.
      The UN Conference Committee performs the planning of UN subdivisions events,
analysis of planning and usage of human and financial resources, provides its conclusions and
recommendations to UN subdivisions and secretariat.

     BALTIC PARLIAMENTARY CHAIRMEN MEET IN PA1ANCA
     On 14 September, Lithuanian, Latvian and Estonian Parliamentary Chairmen
Arturas Paulauskas, Janis Straume and Toomas Savi met at Lithuania s seaside resort
Palanga.
     During the meeting the Chairmen discussed possible scenarios of holding rereren-durns
on EU membership in the three Baltic states.

      UZBEKISTANI PRESIDENT VISITS VILNIUS
      On 23-25 September, Uzbekistan! President Islam Karimov was in Vilnius on an
official visit.
      The President of Uzbekistan had meetings with Lithuanian President Valdas Adamkus,
Prime Minister Algirdas Brazauskas and Parliamentary Chairman Arturas Paulauskas. The
officials discussed boosting of bilateral economic and political contacts, development of
cultural exchange and the topical issues of international politics.

      LITHUANIAN CHIEF NEGOTIATOR MEETS HIS COLLEAGUES IN WARSAW
      On 25 September, Lithuania's Chief Negotiator with the EU Petras Auctrevičius
met his nine colleagues from EU aspirant countries in Warsaw in a meeting designed to
declare their determination to complete the pre-accession talks by the end of this year.
      Other items on the meeting's agenda included the final stage of EU membership talks
and EU's proposals on enlargement funding. The Chief Negotiators of the ten candidate
countries passed a joint resolution reiterating their readiness to successfully finish the pre-
accession talks this year.

      LITHUANIAN FORKIGN MINISTER MEETS RUSSIAN AMBASSADOR
      On 26 September, Foreign Minister Antanas Valionis met with Ambassador of the
Russian Federation to Lithuania Yurij Zubakov.
      The Chief of the Lithuanian diplomacy acquainted the Russian Ambassador with the
decision of the Lithuanian Government of September 25 to denounce the provisional
agreement between Lithuanian and Russian Governments concerning travel of citizens of
both countries signed on 24 February 1995.

      ITALIAN PARLIAMENTARIANS VISIT LITHUANIA
      On 29 September - 1 October, a delegation headed by Chairman of European
Affairs Committee of the Houses of Representatives Giacomo Stucchi and Chairman of
the Senate of the Italian Republic Mario Greco visited Lithuania.
      The Italian parliamentarians met with Lithuanian President Valdas Adamkus, Chairman
of the Seimas Arturas Paulauskas, Foreign Minister Antanas Valionis, Chief Negotiator with
the EU Petras Auštrevičius and representatives to the Convention on the Future of the EU.

     DELEGATION OF COE DIRECTORATES VISITS LITHUANIA
      On 1 October, a delegation of CoE General Secretariat Directorate Chiefs
including Director of Strategic Planning Directorate Jean-Louis Laurens, Director of
Human Rights Directorate Jane Elisabeth Dinsdale, Director of Local and Regional
Democracy Directorate Philip Blah- and Director of Foreign Affairs Directorate
Johannes de Jonge visited Lithuania.
      The CoE officials met with Lithuanian Foreign Minister Antanas Valionis, Deputy
Foreign Minister Justas Vincas Paleckis, Foreign Ministry State Secretary Evaldas
Ignatavičius, and Foreign Ministry Undersecretary Darius Jurgelevičius.

      FOREIGN MINISTRY UNDERSECRETARY VISITS BRUSSELS
      On 2-3 October, Foreign Ministry Undersecretary Giedrius Čekuolis was on a visit
in Brussels, where he met with Turkish, British and French Ambassadors to NATO, also
with the US and Denmark Deputy Ambassadors to NATO in the Alliance 's
headquarters.
      During the meetings, MFA Undersecretary Giedrius Čekuolis presented the forth
Annual National Programme with a view to Lithuania's preparation for NATO membership
and spoke about the prospects of regional cooperation.

     LITHUANIAN REPRESENTATIVES PARTICIPATE IN DISCUSSIONS IN
BRUSSELS
     On 3-4 October, Foreign Ministry Undersecretary Rytis Martikonis and Deputy
Chairman of the Seimas Vytenis Andriukaitis participated in the Convention's for the
Future of the EU eight sitting in Brussels.
     The sitting discussed principle of Subsidiarity and conclusions of the Legal status of the
EU.

      LITHUANIAN FOREIGN MINISTRY STATE SECRETARY PARTICIPATES IN
POLITICAL CONSULTATIONS IN TALLINN
      On 3-4 October, Foreign Ministry State Secretary Evaldas Ignatavičius
participated in four-party political consultations involving Lithuania, Latvia, Estonia
and Denmark, which presides over the EU in the second half of 2002, in Tallinn.
      Main copies of the consultations between the Baltic and Danish diplomats were the EU,
NATO and relations with Russia. Evaldas Ignatavičius also had bilateral meetings with his
Danish and Estonian counterparts Friis Aarne Petersen and Priit Kolbe.

      LITHUANIAN FOREIGN STATE SECRETARY VISITS KALININGRAD REGION
      On 8 October, Lithuanian Foreign Ministry State Secretary Evaldas Ignatavičius
visited the Kaliningrad Region of the Russian Federation.
      During the visit Evaldas Ignatavičius met with the heads of the region's administration.
During the meetings the officials discussed the preparation to the event initiated by the
Council of Europe - the meeting of the interregional cooperation councils of Lithuania,
Poland and the Russian Federation.

      LITHUANIAN PRESIDENT PAYS A WORKING VISIT TO GERMANY
      On 8-11 October, Lithuanian President Valdas Adamkus was on a four-day visit to
Germany.
      The Lithuanian President had a meeting with German President Johannes Rau, which
focused on Lithuania's integration into the EU and NATO and economic cooperation between
the two countries.
      US DELEGATION COMES TO VILNIUS
      On 10 October, a US delegation headed by US Ambassador to NATO Nicholas
Burns visited Lithuania.
      The delegation included US State and Defence Department, Army and US NATO
Mission and US Mission to NATO officials. The goal of the visit was to introduce to the
Lithuanian political leadership US position on NATO enlargement and a time table starting
with the upcoming meeting of chiefs of NATO states in Vilnius.

      LITHUANIAN PARLIAMENTARY CHAIRMAN VISITS BRUSSELS
      On 15 October, Parliamentary Chairman Arturas Paulauskas participated in the
discussions in Brussel on Kaliningrad transit.
      The debate, embracing leaders of the European Parliament, Polish, Russian and
Lithuanian legislative bodies and the Kaliningrad regional Duma, was designed 10 discuss the
future transit of Russian citizens to and from Kaliningrad via Lithuania.

      LITHUANIAN MPS TAKE PART IN COPENHAGEN CONFERENCE
      On 15-16 October, Chairman of Seimas European Affairs Committee Vytenis
Andriukaitis and Deputy Chairman Egidijus Vareikis participated at EU Parliaments’
European Affairs Committees' Chairmen conference in Copenhagen.
      During the conference, Vytenis Andriukaitis pointed out that Lithuania will be a
trustworthy EU partner in the negotiations with Russia solving transit through Lithuania
issues.

      LITHUANIAN FOREIGN MINISTER PAYS A VISIT TO DENMARK AND
FRANCE
      On 16-17 October, Lithuanian Foreign Minister Antanas Valionis paid a visit to
Denmark and France where in the meetings with these countries' officials discussed the
issues related to EU enlargement.
      In Copenhagen, Antanas Valionis had meetings with Danish Foreign Minister Per Stig
Muller and EU Enlargement Commissioner Giinter Verheugen.

      US SENATOR VISITS LITHUANIA
      On 19 October, Republican Richard Shelby, Vice-Chairman of the US Senate
Intelligence Committee, was on a visit to Lithuania.
      The Senator had a meeting with Lithuanian President Valdas Adamkus. The meeting
addressed the issues of future NATO enlargement, bilateral Lithuanian - US ties and relations
with the neighbouring states.

      LITHUANIAN DEPUTY FOREIGN MINISTER PARTICIPATES AT MINISTERIAL
CONFERENCE ON NORTHERN DIMENSION
      On 21 October, Deputy Foreign Minister Justas Paleckis participated in
Ministerial Conference on the Northern Dimension in Luxembourg.
      During the meeting, Justas Paleckis made a statement in which he welcomed the new
draft Action Plan of the Northern Dimension and presented Lithuania's position that more
active EU-Russian cooperation, Kaliningrad region development issues and smooth accession
of candidate countries to the EU should be reflected in the document.

      FOREIGN MINISTRY STATE SECRETARY HAS CONSULTATIONS IN SWEDEN
      On 21 October, Lithuanian Foreign Ministry State Secretary Evaldas Ignatavičius
participated in consultations with Swedish officials on the Kaliningrad Region issues in
Stockholm.
     The consultations also addressed Wider Europe initiative, which is still in the process of
formation and should define EU policy towards its closest neighbours in Eastern Europe -
Ukraine and Russia (Kaliningrad Region) during the next 10-15 years.

      FOREIGN MINISTERS OF EU CANDIDATE STATES MEET IN PRAGUE
      On 22 October, Foreign Ministers of Cyprus, the Czech Republic, Estonia,
Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia discussed issues
related to the final phase of the negotiations on accession to the EU in Prague and issued
a joint statement.
      The Ministers accepted with satisfaction the generally positive evaluation of their
countries in the Regular Reports.

      DEPUTY MINISTER TAKES PART IN LAEKEN TEN MEETING
      On 22 October, Lithuanian Deputy Foreign Minister Justas Paleckis participated
in the meeting of the Laeken Ten countries in Prague attended by Foreign Ministers or
other top-ranking officials from EU candidate states.
      During the meeting, Justas Paleckis noted the coordination of actions of EU candidates
in the final stage of the membership talks.

     LITHUANIAN PRIME MINISTER MEETS EU COMMISSIONER FOR
ENLARGEMENT IN BRUSSELS
     On 24 October, Prime Minister Algirdas Brazauskas had a meeting with EU
Commissioner for Enlargement Gunter Verheugen in Brussels.
     The meeting addressed the remaining key items of EU accession negotiations, with the
main focus on the Ignalina Nuclear Power Plant (INPP) decommissioning. Commissioner
Verheugen pledged to support Lithuania's stance in discussions with European Commission
(EC) President Romano Prodi.

      EVALDAS IGNATAVIČIUS PARTICIPATES IN REGIONAL ORGANISATION
CONFERENCE IN STRASBOURG
      On 24-25 October, Lithuanian Foreign Ministry State Secretary Evaldas
Ignatavičius participated in the Regional Organisation Conference in Strasbourg held in
accordance with the Vilnius Declaration adopted by the Committee of Ministers of the
Council of Europe at the session in Vilnius on 3 May 2002.
      In his introductory speech, State Secretary for Foreign Affairs Evaldas Ignatavičius
underscored the importance of regional organisations in strengthening democratic stability
with respect for human rights in Europe, implementing European democratic standards and
resolving issues related to EU enlargement, such as cross-border co-operation

      DEPUTY FOREIGN MINISTER VISITS NORWAY
      On 24-26 October, Deputy Foreign Minister Justas Paleckis was on a visit in
Norway.
      During the visit, Justas Paleckis discussed NATO development and regional coop-
eration issues with Norwegian Parliamentarians and top officials in Oslo.

     PRIME MINISTER AND FOREIGN MINISTER VISIT COPENHAGEN
     On 28 October, Prime Minister Algirdas Brazauskas and Foreign Minister
Antanas Valionis were on a visit to Copenhagen, where together with representatives of
other candidate states analysed the European Council of Ministers' decisions on EU
enlargement adopted in Brussels.
     The officials of applicant slates welcomed the outcome of EU meeting in Brussels.
      DEPUTY FOREIGN MINISTER PAYS A VISIT TO UNITED STATES
      On 28 October - 3 November, Lithuanian Vice-Minister of Foreign Affairs Justas
Paleckis was on a visit to the United States.
      The Lithuanian official had meetings with Deputy Assistant Secretary for European and
Eurasian Affairs Robert Bradtke, Special Assistant to the President and Senior Director for
European and Eurasian Affairs Daniel Fried, State Department European Security and
Political Affairs Director Walter Andrusyszyn, advisers of the Senate Foreign Affairs
Committee and State Department officials in Washington.

     LITHUANIA'S REPRESENTATIVE PARTICIPATES IN EU CONVENTION
MEETING
     On 28-29 October, representative of the Lithuanian Government, Foreign Ministry
Undersecretary Rytis Martikonis participated in the sitting of the Convention on the
Future of the EU in Brussels.
     During the sitting, a proposal on the final Convention document-EU Constitutional
agreement structure was presented and started to be discussed.

       UKRAINIAN PRESIDENT VISITS LITHUANIA
       On 29-30 October, Ukrainian President Leonid Kuchma was on a two-day official
visit to Lithuania.
       The Ukrainian President had meetings with Lithuanian President Valdas Adamkus,
Prime Minister Algirdas Brazauskas, Parliamentary Chairman Arturas Paulauskas and
Foreign Minister Antanas Valionis.

     BRAZILIAN FOREIGN MINISTER ARRIVES IN LITHUANIA
     On 3-6 November, Minister of Foreign Affairs of the Federative Republic of Brazil
Celso Lafer was on a working visit to Lithuania.
     The Chief of the Brazilian diplomacy met with Lithuanian President Valdas Adamkus
and Foreign Minister Antanas Valionis.

      LITHUANIA AND BELARUS DISCUSS CITIZENS' TRAVEL
      On 4 November, Lithuanian Foreign Minister Antanas Valionis met with
Belanissian Deputy Foreign Minister Alexander Gerasimenko to discuss a temporary
agreement on the reciprocal citizens' travel.
      Foreign Minister Valionis proposed Belarussian Vice-Minister to sign the agreement on
visa privileges 10 persons over 60 years of age, residents of the border neighbouring areas and
persons rendering haulage services, which is underway, as soon as possible.

      BRITISH EUROPEAN MINISTER COMES TO LITHUANIA
      On 6-7 November, British Foreign Office Minister for Europe Dennis McShane
visited Lithuania to meet with the state's officials in charge of EU integration and other
politicians.
      During the two-day stay in Lithuania, the official met with the Seimas European Affairs
Committee Chairman Vytenis Andriukaitis and other members of the panel, Foreign Minister
Antanas Valionis, Foreign Ministry Undersecretary Rytis Martikonis and Governmental
European Committee Director Petras Auctrevičius. The British Minister pointed out that
Lithuania is a top candidate country to join the EU.

    LITHUANIAN DELEGATION ATTENDS COUNCIL OF EUROPE'S MINISTERIAL
SESSION IN STRASBOURG
     On 6-7 November, a delegation headed by Lithuanian Foreign Vice-Minister
Justas Paleckis attended the 11th session of the Committee of Ministers of the Council of
Europe in Strasbourg.
     The session addressed the possibility of holding the third Summit of the Council of
Europe to discuss methods of ensuring efficiency of the European Court of Human Rights.

     EU-LITHUANIA JOINT PARLIAMENTARY COMMITTEE MEETS
     On 11-12 November, a meeting of EU-Lithuania Joint Parliamentary Committee
(JPC) took place in Brussels.
     Lithuania's Chief Negotiator with the EU Petras Auctrevičius, European Union
Enlargement Commissioner Giinter Verheugen and head of the Lithuanian division of the EU
Enlargement Directorate Anders Henriksson participated at the meeting.

      ITALIAN DELEGATION VISITS LITHUANIA
      On 13 November, a delegation headed by Italian Foreign Vice Minister Roberto
Antonione visited Lithuania.
      The Italian officials met with Lithuanian President Valdas Adamkus and Foreign
Minister Antanas Valionis. During the meetings, the officials discussed bilateral relations, the
EU and NATO enlargement issues, cooperation in the United Nations and other international
policy issues.

     LITHUANIAN AND LATVIAN FOREIGN MINISTERS MEET IN LITHUANIA
     On 14 November, Lithuanian Foreign Minister Antanas Valionis had an unofficial
meeting with new Latvian Foreign Minister Sandra Kalniete in Panevėžys, North
Lithuania.
     Antanas Valionis and Sandra Kalniete discussed future bilateral cooperation after the
two countries join the EU and NATO, relevant issues of EU enlargement.

     LITHUANIAN PREMIER VISITS WARSAW
     On 14-15 November, Lithuanian Prime Minister Algirdas Brazauskas was on a
working visit to Warsaw.
     Prime Minister Algirdas Brazauskas took part in the meeting of Government leaders of
10 EU states candidates to discuss the last stage of EU accession negotiations.

       LITHUANIAN PRESIDENT VISITS FRANCE
       On 15-17 November, Lithuanian President Valdas Adamkus was on a working
visit to France.
       The Lithuanian President met with Chairman of the Senate Christian Poncelet,
Chairman of the Senate French-Baltic States Friendship Group Denis Badre, National
Assembly Delegated Chairman for Lithuania Jacques Legendre. The officials discussed
bilateral relations, Euro integration and Parliamentary cooperation issues.

     FOREIGN MINISTER ATTENDS EU CANDIDATE STATES MEETING IN
BRUSSELS
     On 18 November, Lithuanian Foreign Minister Antanas Valionis attended a
meeting of foreign ministers of member and candidate states of the European Union in
Brussels.
     The agenda of the meeting included outstanding issues common to all the candidate
countries, such as agriculture and principles of budget and finance.

     PARLIAMENTARY CHAIRMAN VISITS MOSCOW
      On 18-19 November, a delegation led by Parliamentary Chairman Arturas
Paulauskas was on an official visit to Moscow.
      Paulauskas met with State Duma Chairman Genadi Selezncv, Russian Federation
Council Speaker Sergei Mironov, Chairman of Duma Foreign Affairs Committee Dmitri
Rogozin, Foreign Minister Igor Ivanov and other officials to discuss the ratification of
Lithuanian-Russian state border agreements, possibilities of preparing readmission agreement,
Kaliningrad issues and bilateral economic cooperation.

      LITHUANIAN PRESIDENT PARTICIPATES AT HISTORIC NORTH ATLANTIC
COUNCIL SESSION IN PRAGUE
      On 21 November, a Lithuanian delegation headed by President Valdas Adamkus
participated at the session of the North Atlantic Council in Prague.
      During the session Secretary General of NATO, Lord Robertson announced that Heads
of State and Government of NATO had invited Lithuania as well as Bulgaria, Estonia, Latvia,
Lithuania, Romania, Slovakia and Slovenia to start accession negotiations with the North
Atlantic Treaty Organization.

      UNITED STATES PRESIDENT VISITS LITHUANIA
      On 22-23 November, US President George W. Bush was on an official visit to
Lithuania.
      Lithuanian President Valdas Adamkus received President George W. Bush and the
official US delegation. During the official ceremony in the courtyard of the Presidential
Palace, the US President was welcomed also by the Lithuanian Seimas Chairman Arturas
Panlauskas, Prime Minister Algirdas Brazauskas, Foreign Minister Antanas Valionis, and
other high-ranking officials. The Presidents discussed the prospects for further development
and strengthening of relations between Lithuania and the US following the invitation of
Lithuania to join the North Atlantic Alliance.

       POLISH PRESIDENT ARRIVES IN LITHUANIA
       On 23-24 November, Polish President Alexander Kwasniewski was on a working
visit in Lithuania to participate in a reception on the occasion of Lithuania's invitation
to NATO.
       President Valdas Adamkus delivered a welcoming speech at the celebration of
Lithuania's invitation to the North Atlantic Alliance at die Opera and Ballet Theatre in
Vilnius. The Lithuanian President and his Polish counterpart discussed bilateral relations and
the last week's NATO summit, which invited seven Eastern European countries to join the
alliance.

      LITHUANIAN SEIMAS CHAIRMAN MEETS HIS COLLEAGUES IN BRUSSELS
      On 26 November, Chairman of the Seimas Artūras Paulauskas met with his
counterparts from other EU candidate states and European Parliament President Pat
Cox in Brussels.
      During the meeting, the Parliamentary Chairman stated in his speech that searching for
compromise in any remaining negotiating chapters, respect to the joining country's
sovereignty, compatibility with the acquis [EU law], equal competition between old and new
EU members and equal treatment of newcomers in agricultural, budgetary and Schengen
issues should be taken into account.

     LITHUANIAN AND RUSSIAN NEGOTIATORS MEET IN VILNIUS
     On 26 November, the Lithuanian delegation headed by Foreign Ministry-State
Secretary Evaldas Ignatavičius met with the Russian delegation led by Russian Foreign
Vice-Minister Sergei Razov for consultations.
      The officials discussed the implementation of Brussels-Moscow agreements on the
future transit to and from the Kaliningrad region.

      LITHUANIAN PRESIDENT MEETS RUSSIAN OFFICIALS
      On 29 November, Lithuanian President Valdas Adarnkus discussed Kaliningrad
transit issues with Russian President's Commissioner for Kaliningrad Region Dmitri
Rogozin and Kaliningrad Region's Governor Vladimir Yegorov.
      The President stressed the importance of economic cooperation between Lithuania and
the Kaliningrad region, especially creating favourable conditions for investments and
implementing 2 K project. Dmitri Rogozin stressed that there are no political problems related
to Kaliningrad transit via the territory of Lithuania.

      LITHUANIAN CHIEF NEGOTIATOR ATTENDS MEETING IN BRUSSELS
      On 2 December, Chief Negotiator with the EU Petras Auctrevičius was on a one-
day visit in Brussels to attend an informal meeting of the candidate countries'
negotiators with the European Commission (EC).
      Lithuania's representatives negotiated additional funding for state border protection and
continued talks on basic yield quotas, Kaliningrad transit and some financial issues.

      DEFENCE MINISTER OF LUXEMBOURG VISITS LITHUANIA
      On 2 December, Luxembourg Minister of Cooperation, Humanitarian Actions and
Defence Charles Goerens visited Lithuania.
      The Luxembourg Minister and Lithuanian President Valdas Adamkus discussed
bilateral relations in the fields of defence and environmental protection.

      UKRAINIAN PARLIAMENT SPEAKER VISITS LITHUANIA
      On 3-4 December, the Speaker of the Ukrainian Parliament Supreme Rada
Vladimir Litvin was on an official visit in Vilnius.
      The Ukrainian Parliament Chairman had meetings with Lithuanian President Valdas
Adamkus, Prime Minister Algirdas Brazauskas and his Lithuanian counterpart Arturas
Paulauskas. The officials discussed Euro-Atlantic integration issues and the establishment of
bilateral Parliament forum. Vladimir Litvin also delivered a speech at the Lithuanian Seimas.

      PRESIDED DISCUSSES UTOUANIA'S PROGRESS WITH AMBASSADORS
      On 4 December, Lithuanian President Valdas Adamkus together with EU member
and candidate states Ambassadors participated at the lunch hosted by Danish
Ambassador Eva Janson in Vilnius.
      During the lunch, the officials discussed the most important issues of the concluding EU
accession negotiations, focusing on agriculture, closure of Ignalina NPP and transit to the
Kaliningrad region.

     FOREIGN MINISTRY STATE SECRETARY EVALDAS IGVATAVIČIUS VISITS
US
      On 4-5 December, Lithuanian Foreign Ministry State Secretary Evaldas
Ignatavičius was on a visit in Washington, DC.
      During the visit, the State Secretary had meetings with US officials in the US Congress,
Stare Department, National Security Council, National Defence University, Strategic and
International Studies Centre. The US administration congratulated Lithuania on beginning
NATO accession process. The meetings focused on NATO enlargement, relations with
Russia, bilateral Lithuanian-US relations and other issues.
       LITHUANIAN FOREIGN MINISTER ATTENDS OSCE MEETING IN PORTUGAL
       On 6-7 December, Lithuanian Foreign Minister Antanas Valionis attended the
10th meeting of the Council of Ministers of the Organisation for European Security and
Cooperation (OSCE) in Porto, Portugal.
       During the meeting, Minister Antanas Valionis indicated in his speech Lithuania's
contribution to the fight against international terrorism and informed about the country's
initiatives to promote regional cooperation and mutual trust.

      LITHUANIA SUCCESSFULLY CONCLUDES EU ACCESSION NEGOTIATIONS
      On 12-13 December, the Summit meeting of the EU with ten states candidates was
held in Copenhagen, which officially announced the conclusion of the accession
negotiations.
      The Lithuanian delegation in the final round of the negotiations included President
Valdas Adamkus, Prime Minister Algirdas Brazauskas, Foreign Minister Antanas Valionis
and Chief Negotiator with the EU Petras Auctrevičius. Lithuania and the EU reached
compromise in chapters on agricultural production quotas, financial assistance to farmers and
the funding of the Ignalina Nuclear Power Plant closure.

      BALTIC ASSEMBLY SESSION HELD IN RIGA
      On 13 December, the 21st Baltic Assembly session was opened in Riga.
      The Parliamentarians of: the three Baltic states reviewed the progress of the Baltic
region, new challenges in the context of invitation of the countries to the EU and NATO and
the works performed during Latvia's Chairmanship. Head of the Lithuanian delegation Giedre
Purvaneckiene delivered a report at the session.

       ROMANIAN DEFENCE MINISTER VISITS LITHUANIA
       On 16-17 December, Romanian Defence Minister Ion Mircea Pascu was on a visit
in Lithuania.
       The Romanian Minister met with Lithuanian President Valdas Adamkus, Foreign
Minister Antanas Valionis, Defence Minister Linas Linkevičius to discuss bilateral
cooperation and specialization of the armed forces after the countries join NA10, security
situation in Southeastern Europe and the Baltic region, NATO integration, participation in
peace and anti-terrorist operations, reforms of Lithuanian and Romanian military systems.

      LITHUANIAN REPRESENTATIVE PARTICIPATES IN CONVENTION SITTING
      On 20 December, Lithuanian Government Representative to the Convention on
the Future of the EU Rytis Martikonis participated in its twelfth sitting in Brussels.
      The sitting discussed how to increase the effectiveness of EU general and security
policy and possibilities of EU states cooperation in the defence sphere.

      LITHUANIAN FOREIGN MINISTER ANTANAS VALIONIS
      RECEIVES BEIARUSSIAJM AMBASSADOR VLADIMIR GARKUN
      On 31 December, Lithuanian Foreign Minister Antanas Valionis received
Belarussian Ambassador to Lithuania Vladimir Garkun.
      During the meeting, the notes were exchanged on the Provisional Agreement between
the Governments of the Republic of Lithuania and the Republic of Belarus on the coming into
effect of both Countries Citizens Travels from 1 January 2003.
