Dear Mr. Hale:
The Board of County Commissioners has advised the Board of Commissioners
of the Housing Authority of Calvert County of the expiration of the term of Mr.
Michael Thomas, Vice Chair, on March 31,2005. It is our understanding that the
Board of County Commissioners will act on this appointment at its meeting on May
17, 2005. The Board has reviewed the applications of Ms. Roberta S. Safer and Mr.
Thomas and recommends the reappointment of Mr. Thomas to the Board for a
second term in accordance with the County's procedures.
The purpose of this letter is conveying to the Board of County Commissioners
the unanimous support of the Housing Authority Board of Commissioners for the re¬
appointment of Mr. Thomas. He was appointed to the Board in 2000 and has been a
valuable addition to this organization. His leadership would continue to be an asset to
the workings of the Board. We also appreciate Ms. Safer's application and hope that
her application can be retained for any future vacancy.

The League of Women Voters of Calvert County (LWVCC) recommends
ROBERTA SAFER as a member of the Calvert County Housing Authority Board.
The League promotes citizen participation as a necessary component of decision
making at all levels of government. It is in this spirit that we endorse Ms. Safer.
Since 1969, The League has researched, studied, endorsed and supported
criteria for ensuring fair housing and adequate (affordable) housing supply. It
continues to remain a legislative priority at the national and state levels of
government. In addition, the Calvert County League is especially interested in
affordable housing issues related to those entering the workforce who help keep
our communities strong such as, health care providers, teachers, fire, safety, and
law enforcement employees. The League also supports affordable housing for
those with low-moderate incomes, working mothers and fathers with children, the
elderly and persons with disabilities.
Roberta Safer is an effective leader and has the current and historical knowledge
and skills that are needed to provide positive input to the Housing Authority
Board about this issue. Roberta attended a day long conference in May 2005
that addressed affordable housing issues in the State of Maryland.

Dear Commissioners,
I am applying for appointment to fill a vacancy on the Housing Authority Board of
Calvert County.
COUNTY ACTIVITIES:
As a 3 year full time resident of Port Republic I have become involved in working for the
County as a volunteer.
I am currently 1st Vice President of the League of Women Voters of Calvert County,
and have been nominated as a Director of the MD State League.
In 2002-3 I was the managing Editor of the" Know Your County" information
booklet which the League distributed free of charge to all Calvert residents in 2004.
At that time I created the 1st Celebrity Fashion Show. I also raised the $30,000 needed
for publication through advertising in the book.
In October 20041 was nominated one of " Maryland's Most Beautiful People" by
the League of Women Voters of Calvert County and honored for my work.
I am a member of the Scientists Cliffs community and became a Master Gardener in
2002 and am continuing my studies with the MD Cooperative Extension classes.
This year 2004-2005 my League project was a collaboration with the Calvert
Library and the College of Southern Maryland to produce a series of three Free
forums entitled "Hot Topics; Cold Facts". The first forum was on Elections and I
worked with Scott McComb of the Calvert County Schools to create an incentive
program called Commitment to Vote for the students..
The second Forum was a Panel of 10 experts on Safety and Security in Calvert County
The third was a panel discussing Civil Liberties and the Patriot Act.
Now my focus is to try and learn more about the status of housing in Calvert
County.
The League has this topic as a study item and I am very interested in the area.
The March 15,2005 General Meeting of the League held an Affordable Housing update
with a panel of experts including Wayne Boyle of the CC Housing Authority, Dana Jones
and Robert Tornigny of the Tri-County Community Action Council and Anne Cole
Johnston, of Patuxent Habitat for Humanity.
My daughter, Karen Safer, works for Montgomery Housing Partnership in
Wheaton and works to develop affordable housing for Montgomeiy County. She
has urged me to put my efforts to work in this important area in mv county. I have
attended several conferences on Housing in MD and own a rental property in
Bethesda.
EDUCATION:
I have a BA from Brandeis University in Waltham, Mass.; an MS from Long Island
University in Greenvale, NY.
I worked as an elementary school teacher for 3 years; full-time Mother and volunteer for
10 years; Realtor on Long Island for 5 years; then 25 years as a Gemologist Appraiser for
Jewelers in New York and Washington, DC.
During this time I have lived in Maiden, MA; Rochester, NY, Houston, TX; Minneapolis,
MN; Roslyn, NY; Chevy Chase, Bethesda; and Port Republic, MD.
