Notice for Competitive Examination (CSS) - 2005
The Federal Public Service Commission will hold the Competitive Examination (CSS), 2005 for
recruitment to posts in BS-17 under the Federal Government in August 2005 simultaneously at
the following centers:
- Abbotabad
- D I Khan
- Faisalabad
- Hyderabad
- Islamabad
- Karachi
- Lahore
- Larkana
- Multan
- Peshawar
- Quetta
- Sukkur
The advanced notice is being published for information of the intending candidates. Detailed
conditions relating to age limits and other qualifications etc. will be advertised in due course of
time.


Recruitment through CSS | Recruitment Groups
CSS Competitive Examination is held by the FPSC every year in October/November for induction
of officers in Basic Pay Scale 17 into the Civil services of the Federation, for the following 10
Groups/Services under the Federal Government.
Accounts Group
Commerce and Trade Group
Customs and Excise Group
District Management Group
Foreign Service of Pakistan
Information Group
Income Tax Group
Police Service of Pakistan
Postal Group
Railways (Commercial and Transportation) Group
Allocation of Groups/services
The qualified candidates are allocated Groups/services, keeping in view their merit, suitability
report for any Group/Service, domicile of the candidate, availability of post in concerned
Group/service for that domicile and the priority of the candidate given in his/her application. The
Establishment Division refers the seats for each Group/Service to the Commission, which vary in
number from year to year.


Eligibility Criteria
To apply for CSS Examination, a candidate should be a citizen of Pakistan and must hold at least
a Bachelors Degree with the second division in any Faculty/Discipline. The age limit for admission
in CSS Examination is 21-28 years, which is relax able up to 2 years for those who are already in
Government Service and have completed 2 years service. The relaxation is also available to
candidates belonging to certain remote areas as defined by Government. A candidate can avail
only three chances to appear in CSS Competitive Examination, subject to fulfillment of the above
requirements.


Written Examination
The Written Examination for CSS consists of 1200 marks (600 marks for compulsory subjects
and 600 marks for optional subjects). The examination is normally held during the month of
October/November every year in 5 main cities of Pakistan.
Qualification marks in written Examination
The qualification marks in CSS written examination are as under:
a) Compulsory Subjects – 40% in each subject
b) Optional Subjects – 33% in each subject
c) Aggregate Marks – 50%


Medical and Psychological Test
The Candidates, who qualify the written examination as per criteria, have to appear for their
medical Test before central Medical Board, according to the schedule prescribed by the Ministry
of Health. Then the medically qualified candidates are given psychological Tests, in individual as
well as in Groups, to access their aptitude and personality traits for different Groups/Services,
before the Viva Voce.


Viva Voce
The viva Voce tests consist of 300 marks and minimum qualification marks are 100. No candidate
is considered for appointment to any of the Group/Service for which the Viva Voce Board
declares him “not suitable”. The viva voce is conducted by a larger board (mostly five members),
headed by the chairman at Islamabad and at all Provincial headquarters.


CSS – Information regarding Competitive Examination 2005
It is to inform that the FPSC hold the CSS Competitive Examination for recruitment to posts in
BS-17 under the Federal Government on Annual basis. The Competitive Examination 2005 is
expected to be held simultaneously at Karachi, Lahore, Peshawar, Quetta and Islamabad in
August 2005. Prior to the conduct of examination a public notice will be published in the
Newspapers.
Rules/Syllabus
The Rules, Syllabus and Application Form for the said examination are under preparation and will
be available in due course of time/after announcement in the Newspapers. However eligibility
criteria is expected to be as under:


Required Education Level
A candidate must hold at least Second class or Grade C Bachelors Degree in any faculty on or
before 1st July 2005. A candidate who has obtained a third division or D Grade in Bachelors
degree will be eligible for the examination in cases where he/she has obtained a higher Division
in Masters Degree.


Age Limit
21-28 years
A candidate must have attained the age of 21 and must not have attained the age of 28 on 1st
July 2005 (Candidates born earlier than 02-07-1977 and later than 01-07-1984 will not be
eligible).
Age Relaxation
The upper age limit could be relax able by two years up to the age of 30 years (as provided in the
rules) in respect of the following candidates
     (a) Belonging to the Scheduled Caste and the Buddhist Community.
     (b) Permanent residents of AJK and Northern Areas or belonging to the recognized tribes of
         Balochistan, the tribal areas of D.I Khan and Peshawar division (Including former Frontier
         States of DIR, Swat, Chitral and Amb) former tribal areas of Mardan and Hazara division
         and Upper Tanawal Area of Hazara division and former excluded (Baloch) areas forming
         part of the D.G. Khan and Rajanpur districts.
     (c) In service government servants (Federal/Provincial/AJK) who have rendered not less than
          two years continuous government service on 1st July 2005. Employees of Nationalized
          Banks, State Bank of Pakistan, WAPDA, Autonomous bodies and other Semi Autonomous
          bodies are not entitled to the relaxation under this provision.
Note: As per CSS Exam. Rules age relaxation is not admissible in any case except above.
       Written Exam. = 1200 marks
 .      Compulsory subjects = 600 marks + Optional subjects = 600 Marks

       Viva Voce = 300 Marks
The commission will interview each candidate who qualifies the written part of the exam.


Number of Attempts
No candidate will be permitted to attempt more than thrice at the examination.
Subjects for CSS Competitive Examination, 2005
Compulsory Subjects (600 MARKS)

4. Current Affairs                         100 Marks
5. Pakistan Affairs                        100 Marks
6. Islamiyat                               100 Marks
Note The Non-Muslim candidates have the option either to take Islamiyat as one of the
compulsory subject or otherwise Pakistan Affairs will be treated of 200 marks in their case and
half of the total marks obtained by them in the paper of Pakistan Affairs will be counted in as of
Islamiyat.
Optional Subjects (600 MARKS)
The candidates must select optional subjects carrying a total of 600 marks from the list given
below

Note The question papers in Urdu or other Pakistani regional languages (Punjabi, Sindhi, Pushto
and Balochi), Persian and Arabic should be answered in the respective languages or in
Urdu/English unless otherwise directed in the question paper. The question paper in Islamiyat is
to be answered in English or Urdu only. All other papers must be answered in English unless
otherwise directed in the question paper.
