Dear “Participant Name”:

In January, your monthly benefit payment was increased because, during the time period when
your monthly benefits began, the annuity conversion rate the General Board used was not
sufficiently aligned with underlying market rates.

Within the next two weeks, you will receive a one-time, lump sum payment equal to the
difference between the monthly benefit payments that you received (from the date your monthly
benefit payment began through December 2006) and what you would have received if a higher
conversion rate had been used.

If you have questions, please call the General Board at 1-800-851-2201. Representatives are
available from 8:00 a.m. to 6:00 p.m., Central time, Monday through Friday.
