Code of Ethics and Standards of Professional Conduct Governing
Policy Advice and Technical Assistance Activities
1.1 IQsensato is a not-for-profit think tank which, among other activities, provides policy
advice and technical assistance to developing country government officials and policy-makers,
civil society organisations and non-governmental organisations (NGOs) and other entities as
elaborated on our policy advisory and resources section of the website
1.2 IQsensato believes that though these services may be free to the recipients, the
opportunity and privilege to provide such services, comes with important moral and
professional obligations regarding possession of professional knowledge and relevant
experience as well as other responsibilities. Policy advice and technical assistance
provided by not-for-profit organisations such as IQsensato, which at times appear routine
or mundane, has an impact on public policies and decisions in many important ways.
Because these policies and decisions may affect hundreds, thousands or millions of
people, it is imperative that those who provide such advisory and technical services
recognise and accept their responsibilities and are held to a certain standard of conduct.
1.3 Consequently, this Code of Ethics and Standards of Professional Conduct Governing
Policy Advice and Technical Assistance Activities has been established by the Board of
Directors of IQsensato to guide the organisation’s activities in this area. The aim is to
ensure that our policy advice and technical assistance: (a) meet the highest professional and
ethical standards; (b) conform to, and promote the organisation’s objectives; and (c) is
guided by the principles of objectivity and independence.
1.4 The Code of Ethics and Standards of Professional Conduct is also meant to ensure that
the work undertaken in this area is transparent and that the provision of these services is
subject to continuous objective monitoring and evaluation.
1.5 This Code of Ethics and Standards of Professional Conduct Governing Policy Advice
and Technical Assistance Activities forms part of the IQsensato Staff Manual and all
directors, staff, research associates, consultants or other persons (hereinafter experts and
officers) involved in providing policy advice and technical assistance on behalf of
IQsensato must agree to adhere to them in writing.
1.6 Consistent with our commitment to continuous skills development and training,
IQsensato shall organise programmes for professional development to ensure that the
knowledge and skills of its experts and officers are kept up to date.
1.7 The Code of Ethics and Standards of Professional Conduct are kept under constant
review by the Board of Directors and are updated from time to time.
2. Code of Ethics and Standards of Professional Conduct
2.1 IQsensato experts and officers participating in policy advisory work or technical
assistance projects are required to maintain the highest standard of integrity and
professionalism and to apply appropriate skill and judgment in their work. They must
treat government officials, members of the public and professional colleagues with
utmost courtesy and fairness.
2.2 In pursuance of IQsensato’s commitment to excellence, experts and officers involved
in providing policy advice and technical assistance shall take reasonable measures to
obtain sufficient, relevant and reliable information and evidence to support their opinions,
conclusions and findings as well as technical and policy recommendations. Experts and
officers should only give professional opinions or policy recommendations to
governments and other entities or persons when they are as thoroughly informed as might
be reasonably expected considering the purpose for which the opinion or
recommendation is given. Where there are limitations regarding the completeness of the
information on which the opinion, technical advice or recommendation is based, the
necessary disclaimers/caveats must accompany the opinion or recommendation.
2.3 Reports, briefs, documents as well as oral advice must be complete, objective and of
the highest professional quality. IQsensato experts and officers shall therefore not
knowingly permit the publication of reports or other documents or provide oral advice of
unsound quality and shall discourage and avoid exaggerated or baseless sensational
statements in reports or other documents as well as in their oral communication. In
addition, experts and officers shall not issue false statements or exaggerate findings even
if directed to do so by a supervisor or a recipient of technical assistance.
2.4 IQsensato experts and officers shall declare to beneficiaries of its policy advice or
technical assistance, any existing, known or potential conflict of interest with respect to
the subject matter on which advice is provided or the technical assistance project.
2.5 Except where they are required by law or regulation, or in cases where they have
discretionary powers, IQsensato experts and officers shall observe, as appropriate, the
principle of confidentiality.
2.6 IQsensato experts and officers must decline any gifts or other inducements to show
any favour to a person or entity in the findings or conclusions of reports or other
documents as well as in their oral communications.
2.7 IQsensato experts and officers have a professional duty to refer. In this regard,
experts and officers shall advise governments, civil society organisation and NGOs or
any other entity or person to engage, or of the need to engage or consult other experts,
specialists or organisations, whenever the interests or needs of the recipients would be
best served by engaging or consulting such other experts, specialists or organisations.
3. Implementation and Enforcement
3.1 The responsibility for implementing and enforcing this Code of Ethics and Standards
of Professional Conduct lies with the Board of Directors of IQsensato who report to the

other person who has a complaint or feedback regarding the conduct of IQsensato experts
and officers in their policy advice and technical assistance work are encouraged to
contact the Board of Directors. In case of specific complaints against an expert or officer,
in addition to or in lieu of, contacting the Board of Directors, complaints can also be
directed to IQsensato auditors.
3.3 IQsensato will take all necessary measures to address complaints and violations of the
Code of Ethics and Standards of Professional conduct and will ensure that egregarious
conduct is appropriately punished.
