                              NOTICE TO POTENTIAL BIDDERS


        The Horry County Board of Education is soliciting bids from qualified entities to provide
digital wireless communication services for Horry County Schools under this best value bid
solicitation. Sealed bids shall be received in accordance with the information provided in this bid
instruction manual.

       A public bid opening will be conducted on Wednesday, December 7, 2007 at 3:30 p.m.
in portable 403 at the Horry County Schools’ District Office located at 1605 Horry Street,
Conway, South Carolina. Only the names of the entities submitting bids will be revealed at that
time until an evaluation of the bids has been completed.

       It is important that you follow the format for submission of your bid exactly as requested in
the bid instruction manual. This will help ensure the bid is considered responsive and easily
comparable with the others submitted.

            The bid instruction manual for this project shall be a part of this Request For Bids (RFB), the same as if incorporated
 herein. This solicitation does not commit Horry County Schools to award a contract, to pay any costs incurred in preparation of a
 bid, nor to procure any services that may be offered.
            In accordance with the authority granted in the District’s procurement code, any prospective Bidder who feels aggrieved
 in connection with this solicitation, any addendum to the solicitation, or the subsequent award of a contract has a right to protest
 and present an appeal to the District’s Director of Procurement Services within fifteen (15) days of the date of issuance of this RFB,
 any addendum thereto, or the intent to award a contract, whichever is at issue. Contact the District’s Office of Procurement

shall prepare a contract document or enumerate in the
Notice of Intent to Award any deviations from the terms
and conditions of the bid instruction manual and
proposed in the Bidder’s bid that are acceptable to the
District.

9.5      The inception of the contract shall be January
1, 2008 or as soon as practicable thereafter. The
contract term shall be one (1) year with the option to
renew for four (4) additional one-year consecutive
contract periods. The District may further extend the
contract for two (2) additional one-year consecutive
periods with approval of the Superintendent.

9.6 Any Bidder or potential Bidder who feels he/she
has been aggrieved because of the specifications
stated herein or in any subsequent addendum or
award of a contract has a right to protest and to
present an appeal in accordance with the District’s
Procurement Code. Any protest must be submitted to

9.7       A contract potentially in excess of $50,000
shall not be awarded to a Bidder before the sixteenth
