                                        Data sources and assumptions
Much of the data that has been provided has been calculated or estimated using a variety of
data sources. This is because often the data that we need simply does not exist and we have
to make assumptions to come up with an estimate.

This sheet gives information about the data sources used, and details any assumptions or
calculations that have been made to come up with the data that has been provided

POPULATION
Overall population figures: Mid Year Estimates of Population from Office for National Statistics

Reach figures for 0-4's: Formulated using GP records at postcode level and accumulated up to footprint clusters
Data has been calculated using April 2009 as qualifying date

INDICES OF MULTIPLE DEPRIVATION
Indices of Multiple Deprivation (IMD) figures for Lower Super Output Areas are supplied by CLG, 2007
Footprint cluster level IMD rankings have been formulated using a methodology developed by Cumbria
Intelligence Observatory(2007)

TARGET GROUP DATA
Estimate number of lone parents is taken from the number of lone parents claiming child tax credit.
A figure is reached for the number of lone parents. This number is divided by 4 to reach a proxy measure
for the number of lone parents with a 0-4 year old. (Source: HMRC: Child Tax Credit 2006)
There will be a small number of families who are not represented due to them not being eligible for or not
claiming child tax credit. However, this is expected to be a low proportion.


Estimate number of BME children age 0-4 is provided by applying district rates to local populations to obtain an
estimate for the number of children in the area who are NOT White British. (Source: ONS, 2007)


The number of children likely to have a disability is provided by applying an upper and lower limit of 3% and 5.6%
to local population structures. These figures are based on national research carried out by Mooney,
Owen & Statham, 2008


Estimated number of fathers is calculated using a proportion of families claiming child benefit (77.25%)
This figure is then applied locally to local population structures to give a proxy for number of fathers.
It is recognised that without up to date census information this is a ver difficult measure to obtain.
This methodology has been provided for the purposes of this exercise by Together for Children.

A district proportion has been provided for the percentage of children who are obese in reception classes.
Data is provided by Cumbria PCT and is provided for 2007/08 and 2008/09


A district proportion has been provided for the percentage of children who are breastfed at 6-8 weeks from
birth. District proportions are provided by Cumbria PCT for 2009/10


Early Years Foundation Stage results have been calculated by postcode of child to come up with summary
figures for each footprint. Data for the calculations is from the 2009 cohort.


For the number of 0-4's who are living in households dependent on worklessness benefits:
Rates are taken from various benefit data sets at the ward level. These are applied to 2009 population of 0-4's
and are offered as estimates. Source: Benefits data, 2006 HMRC


% of eligible families benefitting from the childcare element of WTC is provided as a district proportion and is
taken from HMRC, Tax Credit Claimaints, 2007


The number of emergency admissions caused by unitentional or deliberate injuries to children has been provided
by Cumbria PCT at the footprint level for all 0-17. The county proportion of all injuries has been applied to
come up with an estimate of the number of these that occur to a child aged 0-4. Source: Cumbria PCT, 2008/9


Local Measures

Acorn data categorises all postcodes in one of 5 broad categories. The most deprived of these is the 'Hard Pressed'
category. It is generally regarded that children living in these postcodes will be suffering from
a range of deprivation factors. The porportion shows the percentage of children within the area that live
