Voters’ Bill of Rights - 2008
by Rory Schneeberger
I am NOT the perfect candidate. There IS no perfect candidate. I WILL
disappoint you on some issue, at some time. That said up-front, please keep in
mind the following.
As a registered voter in the Great Land of Alaska, you have the right to
know:
1. that I am running as a non-partisan, unaffiliated and independent
candidate in the 2008 General Election for the office of SENATE-DISTRICT C,
and if elected, promise to limit my term(s) of service, if the people desire to
elect and re-elect me, to a total of eight (8) years.
2. that I choose to lead a financially debt-and-loan-free lifestyle and will
neither solicit nor accept any campaign funds from any corporation,
individual, family or business relevant to your vote. Instead, a limited,
budgeted amount of my personal financial savings will be used for my
campaign. When the budgeted amount is exhausted, I will stop campaigning. I
will not be financially indebted to anyone. Unless all Alaskans are subsidized
financially for their personal employment applications and/or job interviews
such as this position, it is absurd to seek any support other than your vote at
the polls on election day.
3. that if elected a lawmaker, I intend to serve diligently for ninety (90) days
per year and if ordered by the Governor or by the vote of two-thirds of the
sitting legislators concerning special sessions, up to thirty (30) additional days
and/or during state legislative emergencies. Alaska is designed with a citizen
legislature - part-time. The other months of the year outside the Capitol will
be devoted to hearing your concerns regarding state government, my private
family life, and continued volunteer service in my village and throughout the
world as my husband and I deem fit and proper.
4. that I will not consume alcoholic beverages in any state, therefore public,
buildings; I will make sober judgments regarding Alaska law.
5. that I am issue-driven, not party-driven. I promise to demonstrate a
willingness to listen and work constructively with anyone of goodwill with
solutions and positive suggestions with regard to lawmaking or law repealing,
choosing to respect any individual who may or may not share my passion
for preserving the Founding Fathers history and heritage of our country
and our State. As a problem-solver and peacemaker, during this campaign
cycle, I ask you to please feel free to contact me at 12.kaa.yak.hit@gmail.com if
you have any advice, concerns or questions concerning lawmaking and issues
facing our state.
(Character matters! If you tend to whine, complain, criticize others behind their
backs and/or have given little or no thought to how we can implement positive
solutions to matters that effect us all, you MAY want to think twice before
contacting me.)
6. that, excepting emergency legislation, I will limit my bill proposals to
three (3) and none of those will be for special interests. The 25th Legislature
introduced 452 introduced bills but only 15% of those ~ 68 ~ passed both
houses. Adding up all of the Bills ~ Joint, Con-current and other
resolutions, the total introduced was 526 and only 106 of those were
passed. That’s just 20%. All that expended energy for a 15 to 20%
return. We need to work smarter and leaner. I believe we need LESS bills or
more “to-die-for” pieces of legislation; LESS IS MORE when it comes to laws,
rules, and regulations that may infringe on our personal liberties.
7. that I am a fiscal conservative, debt-free and a proponent of the free-
market system. Self-governance and self-reliance are key, not more hand-outs
and entitlements.
8. that I will NOT engage in negative campaigning. I have led an imperfect,
flawed life but I’m getting better day by day. How about you? Throwing stones is
NOT in my adult repertoire.
9. my positions on HOT-BUTTON issues facing our state and nation:
* I support the state constitution concerning the Capitol of the State of Alaska
being in Juneau.
* I support full-funding of the Alaska Marine Highway System.
* I support voter approval as it pertains to building new roads and
gambling/gaming. Personally, I am not in favor of either.
* I support the state constitution in its definition of traditional marriage
between a man and a woman.
* I support life and adoption.
* I support responsible, reasonable and environmentally-safe mining and
drilling. We need to become independent of foreign oil and gas - yesterday!
* I believe private citizens AND registered lobbyists should be heard IN
COMMITTEE and/or in writing as to their pros and cons regarding bills before
the legislature. I find it hard to believe that ALL lobbyists are crooked. However,
I FIRMLY BELIEVE that ALL TESTIMONY from INDIVIDUAL CITIZENS AND
LOBBYISTS pertaining to proposed legislation should be out in the open, and
NOT behind closed doors.
* The Alaska State Constitution mandates “Public Education” as it pertains to
Article VII, Section 1, “by general law…” In principle and philosophy, I do not
altogether agree with this section of the constitution; I missed out on the debate
back then. However, if elected, I promise to uphold it. I strongly believe
education is primarily, a parental decision and secondarily, a personal choice.
To foster true academic freedom, we need to adhere to the stated “liberty“
issue under “Inherent Rights“ as in “… natural right to life, liberty, the
pursuit of happiness, and the enjoyment of the rewards of their OWN
industry…” (emphasis added) enumerated in Article 1, Section 1, of the Alaska
Constitution.
I respect and admire authentic, altruistic, academic educators and count many
as my close friends and colleagues. If elected to office, I will support reasonable,
common-sense and general legislation regarding “Public Education“ as
mandated by our state’s Constitution, however, you need to know up-front I
favor academic freedom and a hands-off approach to parental rights as
they pertain to education, charter schools, private academic alternatives,
as well as volunteer tutoring on a one-to-one basis. We all learn differently;
“one-size-fits-all” education is NOT a reality. For a copy of my paper entitled “I
won‘t pay it, Senator,” regarding special public education funding per Senate
Bill 112 in 2005, please contact me on the website or send a SASE #10
envelope with your name and mailing address to me, Rory Schneeberger, at POB
232, Hoonah, Alaska 99829-0232 and I will send you one.
10) I firmly believe that individual voters, not special interest groups,
should inspire and create public policy alongside their elected leaders.
Life is short! Although I have more than ten years of legislative experience in
three states and generally know my way around the State Capitol in Juneau, I
admit I still have a lot to learn and remain teachable. On some issues, I
may not even have a clue! REMEMBER: There is no perfect candidate; at
some point, I‘m bound to disappoint you.
But, I’ll study and study and study and research and do the homework! Be
assured you can “speak your piece in peace” on state issues whether we
agree or disagree.
Upfront, let’s agree to follow the Golden Rule in our conversations and not
speak of others unless they are present to defend themselves.
ABILITY ~ EXPERIENCE ~ INITIATIVE ~ KINDNESS ~ SINCERE PURPOSE
