INTRODUCTION
Hyder Consulting Pty Ltd have been engaged by Vivas Lend Lease to report on the infrastructure aspects of the proposed Distillery Hill Stage 5B (Building Works) Development Application at Jacksons Landing.

SITE DESCRIPTION
Jacksons Landing is a 1400 dwellings and 38,000 m² business floorspace development at Pyrmont. The development commenced in 1996 with the purchase of the site from CSR limited. Initial development saw the construction and occupation of The Elizabeth (44 apartments), The Rum Store (13 apartments), The Terraces (63 dwellings), Regatta Wharf (144 apartments), Fleetview (150 apartments), Regatta Wharf Stage 2 (78 apartments), and McCaffery’s (160 apartments).

The final Stages of Jacksons Landing involve the development of the Distillery Hill precinct which will yield a further 680 dwellings. The first Stage of Distillery Hill has been completed and involved the development of two residential towers and three low-rise buildings consisting of a total of 214 apartments. Distillery Hill Stage 2 is currently under construction.

This report relates to the Distillery Hill Stage 5B (Building Works) Development Application.

The scheme is as depicted on the Development Application set produced by Tonkin Zulaikha Greer Architects.

The Stage 5B Building Works site address is Bowman Street, Pyrmont NSW 2009. Land which is the subject of this Development Application is defined by DP 270215, part lot 59.

SCOPE OF THE WORKS
The DA will encompass the following Building Works: 1. Construction of a 7 level Residential Building with a total of 55 apartments, 2. Construction of underground car parking to service the Stage 5B development. 3. Construction of pathways and stairs to the western escarpment and general landscaping to the western escarpment and areas adjacent to Stage 5B. 4. Construction of a public carpark to the east of the Stage 5B building. This carpark will be used as access to the Stage 5B carpark. 5. Construction of the cul-de-sac at the western end of Distillery Drive (formerly John Street (west))

It should be noted that many of the elements servicing and relevant to the Stage 5B (Building Works) Development Application works were lodged as part of separate Stage 2 Civil Works Development Application (DA 371-11-2002 i), Western slope stabilisation Development Application (DA 36-02-05) and John Street west / Bowman Street (Stage 2 Streetscapes) Development Application (80-03-03). Such items include earthworks / slope stabilisation and environmental protection structures, site clearing, remediation, miscellaneous demolition and the installation of infrastructure services etc (for DA 371-11-2002).

EROSION & SEDIMENT CONTROL
Prior to any earthworks associated with Stage 5B commencing, on site erosion and siltation control measures will be put in place generally in accordance with the Landcom Publication for the NSW government “Managing Urban Stormwater - Soils and Construction” March 2004. These measures include: -

1. The installation of a 1.8m high chain wire fence covered with shade cloth or a solid A class hoarding, to the perimeter of the work site area, 2. Installation of protective barriers (RTA type F barriers with fencing) along Bank Street to provide pedestrian and vehicle protection. 3. The construction of a silt fence on the low side of all site areas to be disturbed, 4. As the excavation progresses, an area for sediment control for site runoff will be provided at the lowest corner of the excavation (fundamentally this will be within the basement carpark). Stormwater runoff from the site will be collected within this area, allowed to settle out any suspended sediments and discharged to the adjacent street stormwater system. Water will not be discharged to the street stormwater system until the water is tested to ensure it complies with EPA guidelines for stormwater discharge. If turbidity of the stormwater runoff is a problem, a portable treatment system which will

treat the water to EPA standards prior to discharge into the stormwater system will be installed on site. 5. Stormwater discharged to the street stormwater system will be reticulated to the existing Gross Pollutant Trap located within the waterfront west park area adjacent to the Stage 5A site for final treatment prior to discharge to the Harbour.

BULK EARTHWORKS
The bulk earthworks applicable to the Stage 5B Development Application building works generally involve: 1. Excavation to provide a level platform at approximately RL14.70 in the carpark area and RL17.30 in the area of the residential units, with localised deeper excavations required for foundations. 2. Trimming of the western escarpment and earthworks required to allow the construction of the proposed pathways and stairs and to create enhanced landscaping opportunities. 3. Earthworks required for the creation of the public carpark to the east of Stage 5B. 4. Earthworks required for the creation of the cul-de-sac at the western end of Distillery Drive.

PAVEMENT DESIGN
The pavement construction of Distillery Drive and the public carpark is based on a flexible pavement design meeting the design criteria of the Ultimo Pyrmont public domain technical manual.

Footpath pavement, crossings, lighting and tree surrounds are designed in accordance with the Ultimo Pyrmont public domain technical manual.

STORMWATER
A new stormwater drainage system has been constructed along the new widened kerb line on the southern side of Bowman Street including gully pits being constructed in similar locations to the existing pits on both the northern and southern sides of Bowman Street. Allowance has been made for the connection of stormwater drainage from the Stage 5B building works into the new stormwater drainage system in Distillery Drive and Bowman Street.

Roof drainage from the Stage 5B building is proposed to be collected in a rainwater harvesting tank within the building carpark before connecting to a stormwater pit cut into the Bowman Street rock face. This stormwater pit will convey the Stage 5B and western slope stormwater drainage down the existing rock cliff and into the existing Bowman Street stormwater system (connecting into stormwater pit B4 as shown on drawing C0105002). Stormwater drainage from the public domain carpark to the east of Stage 5B will be directed to the Distillery Drive stromwater system to connect at stormwater pit B18. The stormwater system recently constructed in Distillery Drive, Tambua Street (formerly Refinery Drive), Bowman Street and to the waterfront is designed for the 1 in 100 year Annual Recurrence Interval (ARI) storm event. The reason that this system is being designed for the 1 in 100 year event and not the 1 in 20 year event is that the size and capacity of Councils existing system at the intersection of Bowman Street and Banks Street is unknown. There is also a low point in Banks Street just to the west of Bowman Street and the capacity of the low point to handle overland flow is also unknown. The proposed stormwater system upstream of the intersection of Bowman Street and Tambua Street and along Distillery Drive is designed for the 1 in 20 year ARI storm event. The overland flow (i.e. the difference between the 1 in 100 year and 1 in 20 year flow) will run along Distillery Drive and north along Tambua Street before being conveyed west along Bowman Street in the above mentioned 1 in 100 year stormwater system. Adequate inlet capacity has been provided at the intersection of Bowman Street and Tambua Street to ensure that the overland flow is collected and conveyed into the 1 in 100 year capacity Bowman Street stormwater system. At the intersection of Bowman Street and Banks Street the stormwater pipe alignment is diverted to the north adjacent to the western boundary of the proposed foreshore park. The pipeline passes through a gross pollutant trap (GPT) before discharging into the harbour. Both City of Sydney Council and Sydney Harbour Foreshore Authority have approved all road reserve stormwater infrastructure provisions as part of Development application No. DA 371-11-2002.

SEWER
All sewer discharge from the site shall be directed to SPS 2 via the Bank Street Carrier. The augmentation of the Bank Street carrier has been approved by Sydney Water Corporation. The augmentation works have been constructed and have been designed to have adequate capacity for the proposed development. Provision has been made in the installed sewer for connection of the future Stage 5B building works.

WATER
The site will be serviced from the new water main located in Distillery Drive. Extension of this water main up to the Stage 5B development will be required along Distillery Drive.

TELECOMMUNICATION
The site will be serviced from the existing telecommunications street networks, which will be augmented as required. In principal agreement has been received from Telstra as to the supply provisions to the site.

ELECTRICITY
The site will be serviced from the existing street reticulation, augmented by the provision of the newly installed sub-station positioned adjacent the Distillery Drive cul-de-sac at the western end of Distillery Hill. This new kiosk type substation will service development stages 4, 5A and 5B.

GAS
The site will be serviced by the existing gas main reticulation augmented as required by Jemena (formerly Agility, Alinta and AGL). Agility have agreed in principal the proposed supply provisions and locations.
