These training opportunities are for dispatchers of all disciplines and radio technicians. It
is very important for each interested party to be aware that the grant is a reimbursable
grant. This means that each party interested in attending will have to seek agency
funding and complete their own agency paperwork. See reimbursement instructors below
for lodging, per diem and other important information. Reimbursement is only available
to Florida students.

All deadline dates are one week prior to the class start date.
Technical Education Module:
Description

       24 students per class
       3 day / 24 hour module

The Technical Education module is dedicated to the Radio Technicians, regardless of
radio expertise. This module introduces the multiple facets of Mutual Aid
Interoperability. It exposes the technician to operational issues faced, up and above
routine work habits as well as the responsibilities of dispatchers when mutual aid is
requested.

The goal of the module is to educate the technicians on:
      The activation process
      Expected response times
      The multiple radio resources available
      The deployment process - to include:
                Response times
                Environmental issues
               Extended Deployment Time
      Required manpower
      Equipment needs (to include spares readily available)
      EOC coordination and direction upon arrival
      Communication expectations and responsibilities
      Deactivation process

The module contains classroom time, hands on time and tear down time.

The grant will fund lodging for those traveling more than 51 miles to attend. It also funds
$50 for the agency to tow their interoperable communication device to the training
location.

A certificate of completion will be provided to each student who completes the full
module.
Incident Dispatch Education Module
Description

       5 day / 40 hour module

The Incident Dispatch Education module is dedicated to teaching dispatchers, regardless
of discipline, of the job responsibilities of dispatch when deployed with the activation of
a Command Post.

The module reveals the many responsibilities of the multi-faceted requirements of all
involved responders during an emergency or a disaster. It contains information on:
       NIMS – National Information Management System
       ICS – Incident Command Structure
       CP Activation – Command Post Activation
       Disparate documentation paperwork for agencies involved
       Mutual Aid Dispatch operations

The module enhances dispatchers’ awareness as to the many different responders that
may aid in a call for assistance. It reviews the disparate agency forms each entity may
need to comply with and why documentation, regardless of discipline is so very
important.

This module prepares dispatch to become an asset to any communications operation.

Weapons of Mass Destruction Education Module
Description

       4-hour module

The Weapons of Mass Destruction (WMD) module is dedicated to the Communications
Calltaker who receives the potential WMD call. This module will educate the call taker
on specifics to listen for. It provides the call taker with the necessary and immediate line
of questioning to be used with the caller. These techniques can be used in their personal
life as well as on the job. All information is geared toward citizen safety.

The WMD module contains the history of WMD, specific dates related to previous WMD
incidents and identifies the different methods of WMD.

Interoperability / Mutual Aid Education Module
Description

The Interoperability / Mutual Aid Resource module contains information on the
following blocks:
       Review of MARC & EDICS units
       Dispatcher Response Plan
       MACall & MAT1 Statewide Policy & Procedure
       Florida Interoperability Network (Motobridge)

The review of dispatch MARC & EDICS units is shared with the technical overview
module for technicians. The classroom time bring the technicians and dispatchers
together so to better each other’s role. It briefly exposes the dispatcher to the technical
responsibilities in operating and deployment requirements in the event of a request for
mutual aid.

The Dispatcher Response Plan is the APCO recognized plan that is used by all disciplines
in the State, when a county becomes a victim and they are in dire need of dispatch
resources. The plan addresses the process used to request such aid and the
responsibilities of all involved coordinating and documenting the activity.

MACall & MAT1 Policy & Procedure module educates the dispatcher on how the two
existing frequencies across the State can be readily available for mutual aid
communication. It discusses the responsibility of the Network Control Center and the
Back Up Control Centers. A review of radio coverage and frequency use, in conjunction
with maps, will provide a visual understanding to the dispatcher who makes those split
second decisions when mutual aid communication is a necessity.

The Florida Interoperable Network, (Motobridge) is in infancy at this time, with the
majority of site installs completed. A draft policy & procedure will be presented so
dispatchers have the same operating procedures, ensuring standardized operations.

Instructions for ODP Reimbursement Packages:
It is very important for each interested party to be aware that the grant is a reimbursable
grant. This means that each party interested in attending will have to seek agency
funding and complete their own agency paperwork. After that party has completed the
training, their agency should send an invoice (along with receipts) for reimbursement to:

Each region attachment provides the training date, time, location, Instructor, registration
direction and lodging information (for those traveling 51 miles to attend). It is important
that the interested party follow the registration information so that the class materials are
adequately prepared. It is also important to follow the lodging instruction as we have
secured these rooms under the RDSTF Training name. Each student is responsible for
making their own reservation and the hotel will ask for a credit card number to secure the
room until the party’s arrival. Upon arrival they can provide the hotel with their
preferred method of payment. The lodging reimbursement only includes the hotel room.
It does not cover incidentals like, movies, room service, and laundry service… expenses
as such will be the students’ responsibility.

The per diem reimbursement is attached. No additional reimbursements will be
considered. In order to be considered for reimbursement, students must be on property
during the hours stated. EX: If a student is local and class starts at 0800, they do not
meet the requirements for breakfast reimbursement. However, if a student is lodging,
they are eligible for breakfast reimbursement. The same applies to the departure time. If
class ends at 1700 (or before) students are not eligible for the dinner reimbursement.
It is critical that all students know they must keep receipts of their reimbursable expenses,
as they must be submitted with their agency invoice.

Please know that it is important for each student requiring lodging, to present an agency
Tax Exempt form at check in. If they do not have the tax-exempt form, taxes will be
added to the bill. Taxes are not a reimbursable item.

Any student that will be using the lodging, the night prior to the class date is
reserved as the check-in date and the last day of the class is the check out date.

All forms must be completed after the course has been conducted.

All reimbursements require a receipt. No receipt, no reimbursement.

All travel expenses require a recognized GPS mileage print out attached to the
reimbursement, such as map quest or yahoo.
All tolls reimbursements require a receipt. (It is suggested that agency transportation be
used as frequently as possible).

No parking fees, valet, or ticketing will be reimbursed via the grant fund.

Food expense is in accordance with the following guidelines. Reimbursement is for a
complete 8-hour day. There is no reimbursement for food if eating expense exceeds
allotted funding.

       Breakfast –    $6      (from 6 a.m. to 8a.m).
       Lunch -        $8      (from 12 noon until 2 p.m).
       Dinner -       $18      (from 6 p.m. until 8 p.m).


Lodging
Lodging is secured under the RDSTF Training name. Each student is responsible for
calling the secured hotel on the Region announcement and making their own reservation.
The hotel may request a credit card number to hold the room until the party’s arrival.
Upon arrival the party can pay the hotel with the method provided by their agency. The
party must request a receipt indicating the complete stay expenses from the hotel. This
receipt must accompany the agency invoice to the Orange County Sheriff’s Office
seeking reimbursement. Remember, the agency tax exempt form must also be presented
in order to be tax free.

The same applies to any expense incurred during training attendance; a receipt is required
for reimbursement.
