I. BACKGROUND

The meeting began shortly after 7:00 p.m. with over 300 residents in attendance. Gwen
Hamilton (Baton Rouge Area Foundation) welcomed the attendees and thanked them for making
the project’s kick off meeting an overwhelming success. She then introduced Cheryl Matthews,
the principal of Polk Elementary, who made a few welcoming remarks. Gwen then introduced
Mayor Kip Holden who read a poem entitled “I Am”. He then explained the importance of the
meeting and the community’s involvement during the planning process. Mayor Holden
explained that the residents own the community. He asked them to see the community as a blank
page and that they decide what will be drawn on that page. He assured the residents that this
would not be just another study, but this would become a reality. He then turned control of the
meeting back to Gwen. After completing all preliminary introductions and remarks, Gwen
introduced Jesse Wiles (APD, Inc.).

II. PRESENTATION

Jesse began the presentation by giving the Plan Baton Rouge website address: osbr.planbr.org.
He explained that this website would contain everything concerning the Old South Baton Rouge
(OSBR) Project, its progress, meeting summaries, etc. Jesse then reviewed the Community
Resource Map. He explained its purpose and encouraged the residents to review the map and
note resources that were not included. For the sake of time, Jesse briefly discussed the
following:

Jesse explained that community participation is one of the most important components in the
planning process. He also explained that it was the Project Team’s desire to get all the feedback
we could in order to prepare a quality plan. Jesse then guided the residents through an Asset
Survey. This survey is designed to help the Consulting Team identify the immediate concerns
and issues that OSBR residents face on a daily basis. The results of this survey are listed on the
following pages:

IV.      RESOURCE EXERCISE

As the residents signed in, they were assigned to four groups according to a colored dot; red,
blue, green, and yellow. After completing the Asset Survey, the residents were asked to go to
their designated area to take part in a resource exercise. Each group was assigned a facilitator
and recorder to identify and document any concerns or issues that were not expressed during the
Asset Survey. The results are as follows:
