 Why do you need to make a planning application?
 New buildings, major alterations and enlargement of existing buildings and land need planning permission. The Town and Country Planning Acts
 impose a duty on Local Authorities to control these changes and this means that a balance has to be found between the need and pressure for
 change and the desire to protect the character of settlements and the countryside. The merits of each application are, therefore, carefully
 examined.

 What should be completed?
 A planning application has three parts:
 Parts one and two must be completed by all applicants
 Part three (available separately, on request) is required for applications involving minerals, gravel or waste disposal.

 PART ONE

 Questions 1 and 2: Name and address of the applicant and Agent
 If the form is completed by an agent all correspondence will be sent to that agent. It would be helpful if a contact name could be provided.

 Question 3: Site Address
 This may be the same as your current address but you can use these forms to apply for planning permission on land or property that you do not own
 (see also OWNERSHIP CERTIFICATES)

 Question 4: Area
 The site area must be given in hectares

 Question 5: Description of Proposed Development
 Give a clear description of the proposal and state for what purpose the site and any buildings will be used

 Question 6: What constitutes “Change of Use”?
 This is a change of the use of the land or an existing building from one use class to another, as defined in the Town and Country Planning (Use
 Classes) Order. If in doubt contact the Council.

 Questions 7 and 8: Type of Application
       Outline – if you wish to know whether a development would be acceptable in principle. More detailed matters can be reserved for subsequent
        approval and you should specify in your answer to question 8 which matters you wish to be considered as part of this application.

       Full – if you wish to seek approval for both the principle and details of what you propose. Full permission is always required for change of use
        applications.

       Approval of Details – where outline permission has been granted you will need to apply for approval of the detailed matters reserved at the
        outline stage (see above).

       Temporary – for approval for change of use or other works for a specified short-term period only.

       Variation or Removal of Condition – to vary or remove condition(s) on a previous permission (cannot be used to vary permission expiry date)

Question 9: What plans and documents are required?
Most applications will require a Planning and Design Statement and where traffic is an issue, a Travel Impact Assessment may also be required.
Larger and more complex major applications will also require a Consultation Statement, details of which may be found in the Council’s Statement of
Community Involvement which is available on the website. A Design and Access Statement is required for most Outline and Full applications – the
only exceptions are: engineering & mining operations, householder developments, material change of use which does not involve operational
development. Other documents may also be required and you are advised to contact a Planning Officer before submitting the application. For details
of the plans and documents required for most applications please see and use the validation checklists (forms V1 to V4) enclosed.

Question 10: Existing Use of Land
If the site or buildings are being used for more than one purpose, all uses must be stated. If the site is vacant, say so and state the previous use and
when it ceased, if known.

Question 11: Public Rights of Way
Any Public Right of Way must be clearly shown on the plans.

Question 12: Trees
You should accurately show the position and spread of any existing trees on your plans and state clearly which, if any, are to be felled. If you do
intend to fell or lop any trees and the site is in a designated Conservation Area, you should consult the tree officer in the Council’s Countryside Service
at least six weeks before you intend to carry out the work. In this case please send a separate letter to the Planning Service to enable us to maintain
the register on applications regarding trees in Conservation Areas.

Question 13: Materials
Pride as much information as possible.

Question 14: Enclosure
State whether any of the existing boundaries are to be changed. If so, say whether walls, fences, or hedges and give the height, colour and materials
to be used. Specify any new boundaries and show them on the plans.

Question 15: Drainage
All new buildings should have separate connections to foul-water sewer and storm-water sewer. If this is not possible, or if any building is to be built
over or near a drain or sewer, you are advised to discuss your proposal with the Council’s Highways Service.

Question 16: Access
Planning permission is not required for vehicle hardstandings or an access onto an unclassified road. If in doubt as to the classification status contact
the Council’s Highways Service. If a new vehicle access is necessary which crosses a pavement, a pavement crossover must be constructed to the
Council’s specification, at the applicant’s expense.

Question 17: Parking
Specify the existing parking on the site and the total parking proposed to serve the new development. Details of the management of the parking area
should be included in your supporting information.

Question 18: Minerals and Waste
An additional part (Part 3) is required for these applications. This is available on request.

Question 19: Fees
The correct fee should be enclosed where required. A synopsis of the schedule of fees, which are set by Central Government, is enclosed with this
application form.

PART TWO – ADDITIONAL INFORMATION

Please ensure that you complete the relevant sections of part 2 of the application form. Before answering Question 26 you should refer to the
Council’s Supplementary Planning Guidance 04/2004 – Delivering Investment from Sustainable Development



Question 20: Pre-application Advice
Provide details of any pre-application advice you have had with the names of any Council officers contacted, the reference on any correspondence
and the date(s) of contact.

Questions 21 and 22: Conservation Area, Listed Building, etc
These refer to the different types of special protection for parts of the historic environment for which general advice is obtainable in Planning Policy
Guidance Note 15 – Planning and the Historic Environment. If the application site is within a designated Conservation Area it will be necessary for
you to explain how the proposal enhances or conserves the area. A separate (Listed Building Consent) application is required for works proposed
to a listed building.

Question 23: Biodiversity (Nature Conservation)
The Council’s leaflet – Biodiversity Planning Advice will help with answering this question. SSSI are Sites of Special Scientific Interest, SAC are
Special Areas of Conservation and BBOWT is the Berkshire, Buckinghamshire and Oxfordshire Wildlife Trust, each of which receives different levels
of protection within the planning system. General advice is available in Planning Policy Guidance Note 9 – Nature Conservation.

Question 24: Agricultural Land
The grade of agricultural land will be taken into account in assessing the proposal. General advice is available in Planning Policy Statement 7 –
Sustainable Development in Rural Areas.

Question 25: Flood Risk
A Flood Risk Assessment is required for development on land liable to flooding. Information on such areas is available from the Environment
Agency and on their website www.environment-agency.gov.uk or via their Floodline 0845 9881188, giving the site address and postcode. General
advice is available in Planning Policy Guidance Note 25 – Development and Flood Risk.

Question 26: Planning Obligations
Planning Obligations apply to any development for the erection of dwellings or 200 square metres of floorspace created. Refer to the Council’s
Supplementary Planning Guidance 04/2004 – Delivering Investment from Sustainable Development for further guidance.

Question 27: Residential Development
Complete the table for any loss or gain of residential units.

Questions 28 and 29: Floorspace and Uses for Non- residential Development
Complete the table for non-residential development. The Use Classes are defined in accordance with the Town and Country Planning (Use
Classes) Order 1987 (as amended).

Question 30: Traffic Generation
Distinguish between cars, vans and lorries, where applicable.

Question 31: Employment
Complete the table for employment numbers on completion of the development.

Question 32: Hazardous Substances
Defined in Section 1 of the Planning (Hazardous Substances) Regulations 1992 which explain the requirement for any separate Hazardous
Substances consent which may be necessary.

OWNERSHIP CERTIFICATES

All planning applications must be accompanied by a certificate under Section 66 of the Town and Country Planning Act 1990 to ensure that owners
of land or any agricultural tenants are given notice of applications on their land.

       CERTIFICATE A
       For an applicant who is a freeholder or tenant (with a lease of seven years or more) of the application site.
       It is important to delete either 2(i) or 2(ii)

       CERTIFICATE B
       For completion where Certificate A is not applicable and the names and addresses of all owners and leaseholders (as above) are known.
       Use Notice No.1 for the notification.
       It is important to delete either 2(i) or 2(ii)

       CERTIFICATE C
       For completion if not all owners are known. Use Notice No.1 to notify the known owners and a notice must also be published in a local
       newspaper in the form of Notice No.2 (available separately on request)

       CERTIFICATE D
       For completion where the owners are unknown. (available separately on request)

       discussions are welcomed prior to the submission of the application.

       Other Requirements
            Other types of consent may be required (as described in the notes above. These include Listed Building Consent, Conservation Area
             Consent, Advertisement Consent and Hazardous Substances Consent. Specific forms are available for these applications.
            Building Regulation Approval may also be required and you are advised to check with the Building Control Section via the Contact
             Centre.
            Planning Obligations may also be required as specified above (Q26).

       What happens to the application?
            It is checked and registered if it is complete. If further information is requested before registration and it is not received within a
             specified period (usually 14 days), the application will be returned
            Consultation will be carried out with the public and other bodies
            Publicity will be given to allow local people to comment
            The application will be considered In relation to the Council’s planning policies, past history of decisions on that site or locally, other
             standards (eg parking, visibility at road junctions) and any other material considerations
            The site will be visited by a Planning Officer and you may be asked to submit more information or amend the application
            The application will be determined by the Head of Planning or an Area Planning Committee (comprised of Councillors)
            The decision notice will be despatched shortly after the decision is taken

       How long?
       Most are determined within eight weeks although a longer period may be required for more complicated or controversial applications

       What happens if the application is refused?
       You may appeal to the Secretary of State within six months of receiving the decision
