 1 Rural Social Pension Insurance System Status

 In order to alleviate population pressure brought about by aging, the
Chinese Government carried out a series of old-age insurance system.
After 10 years of exploration, China has initially established a new type
of urban social security system, the basic framework, but China's rural
social security system is still relatively weak, especially in recent
years "Three Rural Issues" special, but the rural community Security

 According to incomplete statistics, in 1986, China began to implement
the rural social endowment insurance system, there are 28 provinces,

 2 Rural Social Pension Insurance Problems

nationwide. At present China's rural social endowment insurance major
problems exist:
 2.1 coverage of the small
 elderly population in China is the world's largest number of countries,
of which 75% of the elderly population in rural areas, however, be

population accounts for only a small portion of the total. According to
statistics, in 1998 the establishment of rural social security network,

the provinces is also very uneven development, has raised a farmer's
insurance funds concentrated in a few developed areas, most parts of

 2.2 Fund Raising Problems

 3 Rural Pension Insurance System New Direction

 3.1 to establish the basic institutional framework of rural social
insurance

future pattern of urban and rural development, will coordinate urban and
rural resource allocation, financial distribution, employment and social
policies into account the development, focusing on building farmer's
insurance protection can be converted to the city channel and mechanisms.

rural social insurance transfer, bridging ways to make the farmer's
pension can be effective in the transfer between different regions, while

 3.2 Financial support to rural social pension insurance

fiscal investment and costs. In our present system of urban pension
insurance system has been established, the Government should focus on
institution building in rural areas, efforts to build and level of
economic development of rural social security system to adapt to the
basic framework, to establish a rural social security management system,

to promote the various channels to raise social security funds in rural
areas, to ensure that rural areas and increasing the value of social
security funds.
 3.3 using hierarchical classification approach to managing the rural
social endowment insurance

different regions are quite different from person to person, therefore
the government should, according to local conditions, on different levels
categories of rural workers pension insurance, the implementation of
hierarchical classification management. Different levels of economic
development should be established in different regions of rural social
endowment insurance model to meet the needs of different income groups
demand old-age security.
 3.4 new rural social pension insurance system in China
 pilot since 2003, some place new agricultural insurance pilot, but the
pilot has not yet started a national policy. Suzhou City, a group of
economically developed areas such as new agricultural insurance pilot
projects have achieved good development results. Shanghai and some other
combination of the needs of rapid urbanization in rural areas (especially
